:01:03. > :01:09.latest signing. Yes, they have spent �38 million

:01:09. > :01:13.and finally landed Sergio Aguero. He looks like he is fitting in. He

:01:13. > :01:18.hates hot weather and has Manchester United in his sights.

:01:18. > :01:22.First, a light aircraft crashed into two houses in Salford today,

:01:22. > :01:26.seriously injuring the pilot and his passenger. The plane exploded

:01:26. > :01:32.in flames as it hit the houses shortly after take-off from Barton

:01:32. > :01:39.Airport. Amazingly, those living in the homes escaped unharmed. Our

:01:39. > :01:45.chief reporter is there. Yes, the scene here tonight is

:01:45. > :01:48.fairly calm. There are fire crews but that does not pay in the

:01:48. > :01:52.picture of what happened earlier. If you look around the other side

:01:52. > :01:57.of this block of houses, you get some idea of the devastation caused

:01:57. > :02:01.when that single-engine aircraft plummeted to the earth just after

:02:01. > :02:08.lunch time today. It injured two people on board and caused panic

:02:08. > :02:11.and mayhem here on the ground. The aircraft is owned by a flying

:02:11. > :02:19.school which said today they are shocked and dismayed by what has

:02:19. > :02:24.happened. That probably sums up the feeling in this community tonight.

:02:24. > :02:29.Comfort and relief for those whose homes were hit by the plane. This

:02:29. > :02:37.woman was in house when it happened. She was too upset to talk about it

:02:37. > :02:43.but others did describe the moments that led up to mayhem. You could

:02:43. > :02:49.see the plane was in flames. There was a big explosion.

:02:49. > :02:57.REPORTER: You saw it on fire? What went through your mind? Oh, my

:02:57. > :03:01.God. The wings wobbled and then it feared. As soon as the wings

:03:01. > :03:08.bobbles and the height of the plane, as it came down so quickly, we

:03:08. > :03:15.realised there was a problem. was a lot of smoke. Really bear

:03:15. > :03:19.rink. -- bellowing. The plane came down between two houses, causing

:03:19. > :03:23.extensive damage. I understand there was a man inside one of the

:03:23. > :03:26.houses, who heard it and came out fairly quickly when the plane

:03:26. > :03:31.impacted. He had the presence of mind to see two people trapped

:03:31. > :03:40.inside the aircraft which was badly damaged and started to set on fire,

:03:40. > :03:44.said he actually, assisted by two drivers... So two men in the plane

:03:44. > :03:47.were injured but miraculously, no one up on the ground was. The fact

:03:48. > :03:53.these houses are so close to the Barton airfield has caused some to

:03:53. > :04:01.raise concerns about safety over the years. Inevitably, those

:04:01. > :04:07.concerns have surfaced again today. The residents around here... Why do

:04:07. > :04:12.they fly over at the property is so low? Questions are for another day.

:04:12. > :04:19.Today there was just relief that it was not a whole lot worse.

:04:19. > :04:23.I am joined now by an aviation expert. Some people concerned about

:04:24. > :04:28.safety because the houses are so close to the airfield. This is an

:04:28. > :04:32.airfield that existed much longer than many of the houses around here.

:04:32. > :04:37.I do not think they should be concerned. Yes, there is an

:04:37. > :04:41.increase in flying from the airfield but there is -- it is

:04:41. > :04:46.pretty safe. This will be the subject of an investigation by the

:04:46. > :04:50.Civil Aviation Authority. What will they look for? A bunch of things.

:04:50. > :04:53.Including maintenance of the aircraft, the aircraft

:04:53. > :04:58.investigators will want to go through the maintenance schedule to

:04:58. > :05:03.make sure the aircraft was in tip- top shape before being taken out. A

:05:03. > :05:06.whole manner of other things as well. Air traffic conversations.

:05:06. > :05:10.And the tower at Barton aerodrome, and a whole bunch of other things

:05:10. > :05:17.as well, including who happened to be at the controls as the aircraft

:05:17. > :05:24.was taking off. Do these aircraft at a black-box recorder? No, these

:05:24. > :05:30.are light aircraft. Black boxes do not exist on these sorts of

:05:30. > :05:35.aircraft, so therefore it does mean pay very detailed examination of

:05:35. > :05:40.the wreckage. Thank you. That is the situation here tonight. Those

:05:40. > :05:46.two men injured and in hospital. But as we said before, it could

:05:46. > :05:50.have been a whole lot worse. Motorists in the North West are

:05:50. > :05:55.driving with up to 30 point on their licences, according to

:05:55. > :06:01.figures obtained by the BBC. That is nearly 2000 people in the region

:06:01. > :06:07.that have 12 or more points but still have not been banned. ANA --

:06:07. > :06:10.1 road safety charity says that is shocking.

:06:10. > :06:15.Yes, you might have been under the impression that getting 12 points

:06:15. > :06:19.on your licence led to an automatic six-month ban, but not necessarily.

:06:19. > :06:24.We requested these figures from the DVLA under the Freedom of

:06:24. > :06:28.Information Act and they showed that over 1,700 people in the North

:06:28. > :06:32.West had 12 points or more on their licence but have not been banned.

:06:32. > :06:36.One motorist in the Blackburn area is still driving on 30 points. And

:06:36. > :06:40.it is all within the law because courts have the discretion not to

:06:40. > :06:44.ban drivers if it would cause someone exceptional hardship, for

:06:44. > :06:48.example if they would lose their job and not be able to charge --

:06:48. > :06:51.take care of their family, or take care of a disabled relative. Every

:06:52. > :06:58.case is different and it is important for the courts to have

:06:58. > :07:03.discretion. If you take that away we would not lead lawyers or

:07:03. > :07:08.magistrates, we would need robots. A road safety charity has called on

:07:09. > :07:13.the courts to take a tougher stance. David from Wirral decided to become

:07:13. > :07:19.a driving instructor after his son Nathan was run over and killed by a

:07:19. > :07:23.car. He now represents the charity RoadPeace. If we had 12 points and

:07:23. > :07:28.you lose a licence and that was stuck to for everybody, including

:07:28. > :07:33.to the point where they would ludes -- learned their lesson. When you

:07:33. > :07:39.can go beyond that, for whatever reason, it makes a mockery of the

:07:39. > :07:45.whole point. Joining me now from Liverpool is the chairman of the

:07:46. > :07:49.Magistrates Association. Art magistrates to soft? Many people

:07:49. > :07:53.will be a standard-bearer over 1,700 people driving around here

:07:53. > :07:57.with more than 12 points, one with 30 points. We have to be very

:07:57. > :08:01.careful how we use these figures. Those figures relate to the last 18

:08:01. > :08:07.months and one of the things we have discovered as magistrates, and

:08:07. > :08:11.raised with the Ministry and the DVLA, was that there is inaccuracy

:08:11. > :08:16.in recording points award by the court on the computer licence held

:08:17. > :08:21.at the DVLA. In some cases, we know that fixed penalty officers who

:08:21. > :08:24.were writing the points on the paper licence were not informed --

:08:24. > :08:30.informing the DVLA. We know that there have been problems with

:08:30. > :08:36.transmission of data from courts to the DVLA. So in that 1,700, there

:08:36. > :08:39.may be a number where... They have reached the 12 points but it is not

:08:39. > :08:44.on the licence that is put before the court when the court makes the

:08:44. > :08:49.decision. But there are still a lot of people with more than 12 points

:08:49. > :08:53.driving and this is because, presumably, it is all down to the

:08:53. > :09:00.magistrates' interpretation of what is exceptional high it -- hardship.

:09:00. > :09:07.One magistrate will interpreted differently from another. There are

:09:07. > :09:11.guidelines. Exceptional, the first important word. And hardship in

:09:11. > :09:16.relation to the driver, but also, it could be the impact on those of

:09:16. > :09:21.ran the driver. Members of the family. Or, if they owned a small

:09:21. > :09:26.firm, the impact on the workers. They have not committed the offence.

:09:30. > :09:36.former councillor from Cumbria has been jailed for ten years for sex

:09:36. > :09:40.offences against three boys. 65- year-old Tony Brunskill admitted he

:09:40. > :09:44.had abused a boy in Lancashire in the 1970s and groomed and abused a

:09:44. > :09:48.Cumbrian boy in the last three years. He also pleaded guilty to

:09:48. > :09:53.indecently assaulting a third boy. The judge at Carlisle Crown Court

:09:53. > :09:56.said his behaviour was disgusting. 72-year-old Cecil Coley, arrested

:09:56. > :10:00.on suspicion of murder after a stabbing at his shop in Old

:10:00. > :10:04.Trafford on Tuesday, has been released. He has been bailed until

:10:04. > :10:08.September said police can carry out further inquiries. 30-year-old Gary

:10:08. > :10:13.Mullins died from stab wounds. It is thought he was one of a number

:10:49. > :10:52.seized from a house in Merseyside is the missing collection.

:10:52. > :10:58.Be paintings and drawings believed to be the missing collection were

:10:58. > :11:03.found at a house in this street in Halewood. The Lowrys are worth �1.7

:11:03. > :11:08.million. The artworks, 14 in total, were found by detectives

:11:08. > :11:13.investigating organised crime. They have arrested two men and charged

:11:13. > :11:17.them with handling stolen goods. One of them, who lives in Halewood,

:11:18. > :11:23.is 41-year-old Malcolm Shields. The second, a 31-year-old man, Kevin

:11:23. > :11:26.Mullah, of no fixed address. They have appeared before magistrates in

:11:26. > :11:34.Liverpool and remanded in custody until next Thursday. The stolen art

:11:34. > :11:39.works belong to an 11 -- a dealer, Mr Aird. They include The Viaduct

:25:16. > :25:26.Lancashire is welcoming its first overseas visitors, with the help of

:25:26. > :25:30.some man-made intervention. They are not American or Japanese. They

:25:30. > :25:33.are tiny sand martins. They are flocking to Brockholes near Preston

:25:33. > :25:37.to check-in to their new purpose- built hotel.

:25:38. > :25:42.It is hard to believe we are just a few hundred miles away from the M6.

:25:42. > :25:47.-- a few hundred yards. The visitors' centre here is built on

:25:47. > :25:50.the lake. It is already attracting thousands of visitors but to get

:25:50. > :26:00.the sand martins here, Lancashire Wildlife Trust had to get inside

:26:00. > :26:00.

:26:00. > :26:03.the brain of the bird. Sand martins are tiny. Their nests are a work of

:26:03. > :26:10.art, designed to keep them safe from predators. This nesting wall

:26:10. > :26:16.has been made especially for them. Every hole has a nesting chamber.

:26:16. > :26:20.The bird is very safe. It is sealed. There is dry sand in there so they

:26:20. > :26:23.can carry out their nesting activities. The birds can often be

:26:23. > :26:26.found in quarries and will return to the same nest each year. After

:26:26. > :26:33.flying 3000 miles from the south Sahara, they only live for a couple

:26:34. > :26:38.of years and for their size, the journey is a marathon. They arrived

:26:38. > :26:44.here and they are quite tired so the first thing they do is start

:26:44. > :26:51.eating. Their traditional breeding sites are in those holes you see in

:26:51. > :26:53.riverbanks. As the winter goes on, they often clubs and they have to

:26:53. > :26:56.excavate new ones. Brockholes opened earlier this year and covers

:26:56. > :26:59.about 180 acres with the River Ribble meandering through. There

:26:59. > :27:07.are about what 60 sand martins here, 20 nesting in the specially-made

:27:07. > :27:16.wall. The reserve only opened at Easter and the wall was opened

:27:16. > :27:21.after that. The aim is to attract other new species here, too.
