:01:09. > :01:13.today. The early morning raids involved a battering ram and an

:01:13. > :01:16.element of surprise. Ever since the rioting, police have been trawling

:01:16. > :01:21.through hours of CCTV footage looking for suspects.

:01:21. > :01:24.So far more than 200 people have been arrested on Merseyside since

:01:24. > :01:28.the two nights of May and which brought destruction to parts of

:01:28. > :01:33.Liverpool and the Wirral. Dave Guest joined officers during this

:03:08. > :03:11.two days because there are so many people to identified. Police say

:03:11. > :03:18.they will be identified and then they will receive an unwelcome

:03:18. > :03:23.early morning visit like this. Hundreds of people have now been

:03:23. > :03:26.through special courts set up to deal with the writing. Some lawyers

:03:26. > :03:31.and magistrates have questioned the speed of the sentencing of some of

:03:31. > :03:34.those brought in. In a moment we will hear the views of a magistrate,

:03:34. > :03:38.but first this from a mother who handed her son into police in

:03:38. > :03:42.Manchester. He admitted one count of theft and another of unlawful

:03:42. > :03:49.violence and was given a referral order for nine months. They have

:03:49. > :03:58.treated him like an animal. He his 12th. I wouldn't be treated the way

:03:58. > :04:02.he was treated. -- he is 12. you know where he was? No. I was

:04:02. > :04:07.looking for him, I couldn't find him. I have other responsibilities

:04:07. > :04:15.at the end of the day. Is he not a responsibility for you? Don't blame

:04:15. > :04:19.me for it. Who is to blame for what your son did? Who is to blame?

:04:19. > :04:24.is the government responsible? Joining me now is Richard Monkhouse,

:04:24. > :04:29.a magistrate in Trafford and deputy chairman elect of the Magistrates'

:04:29. > :04:33.Association. Are you worried that there has been a knee-jerk reaction

:04:33. > :04:40.to all this, and magistrates had been caught up in its in their

:04:40. > :04:44.sentencing? -- have been caught up. A I am not sure about sentencing

:04:44. > :04:51.because it carries a strict process which we are bound by law to follow,

:04:51. > :04:55.but the only issue that has been reported, certainly from London, is

:04:55. > :05:01.that on occasion, paperwork has not been complete. Cases have been

:05:01. > :05:05.brought to court incomplete, and defence solicitors have not had the

:05:05. > :05:09.time to assess what the evidence is against their client because it has

:05:10. > :05:13.all been brought to quickly. That is the allegation. I don't know

:05:13. > :05:17.because I haven't seen any of this and I have not sat on these

:05:17. > :05:23.overnight cases, but that has been reported. Certainly some lawyers

:05:23. > :05:27.have suggested this. So instancing does seem to have been harsher than

:05:27. > :05:32.it would have been, say if those sentences had been handed out the

:05:32. > :05:34.week before the riots. We have one case of a mother of three young

:05:34. > :05:38.children who slept through the riots and had nothing to do with

:05:38. > :05:46.them, but next day accepted a pair of polluted shorts. She shouldn't

:05:46. > :05:48.have done that but was given five months in jail. -- stolen shorts.

:05:48. > :05:53.cannot comment on specific sentences because I don't have all

:05:53. > :05:57.the information. The media does not have all the information either. It

:05:57. > :06:03.is quite strange that people have suddenly become experts at

:06:03. > :06:07.sentencing in five minutes. We have taken years to train, everybody has

:06:07. > :06:11.taken years to train, had to develop sentencing. It is an art,

:06:11. > :06:14.not a science, and there are many elements we must bear in mind.

:06:14. > :06:18.Prime Minister calls for swift justice and severe punishment for

:06:18. > :06:22.those involved. Does that not get through to magistrates and the

:06:22. > :06:25.whole court system, where things are a bit harsher and too quick?

:06:25. > :06:29.shouldn't, because there is a mechanism. The judiciary is

:06:30. > :06:34.supposed to be independent. The judiciary is not supposed to be

:06:34. > :06:37.ordered to be able to pass certain sentences against certain

:06:37. > :06:42.individuals because politicians say so or the media say so. I

:06:42. > :06:48.understand fully the concerns, but we are independent. Richard

:06:48. > :06:51.Monkhouse, thank you. A other news from the region, two

:06:51. > :06:57.people from Manchester had been charged following the discovery of

:06:57. > :07:01.a body in a suitcase at a house in the city. Police were called to big

:07:01. > :07:04.story -- Victoria Street in Openshaw last night after reports

:07:04. > :07:11.of a burglary. Tracey Hurrell and David Hardman have been charged

:07:11. > :07:14.with murder. A former so order and his family have been given the keys

:08:09. > :08:13.tranquillisers, than anywhere else in England. Some patients have been

:08:14. > :08:23.on the drugs for decades with no help or hope of withdrawal. Abbie

:08:23. > :08:31.Jones has this special report. Muhammad was put on prescription

:08:31. > :08:37.drugs 16 years ago. He has never got off. Once a month I get a three

:08:37. > :08:42.or four page prescription and go to the chemists and get the drugs.

:08:42. > :08:48.easy as that? As easy as that. Kevin has also been addicted for

:08:48. > :08:53.more than two decades after a nervous breakdown in his Thirties.

:08:53. > :08:58.You have no short-term memory or concentration. An absence of affect.

:09:25. > :09:29.kinds of drugs should be prescribed for no more than four weeks, but

:09:29. > :09:33.between 1991-2009, more than a third of prescriptions were for

:09:33. > :09:39.more than eight weeks, despite experts say that coming off benzos

:09:39. > :09:42.can be harder than coming off heroin. I need you to breed them.

:10:47. > :10:50.prescribe -- and are trying to prescribe within the guidelines.

:10:50. > :10:59.All repeat prescriptions are monitored by general practitioners,

:13:15. > :13:19.the reason why the reading was so high. The judge said today that

:13:19. > :13:22.Steve Kean failed to prove his drink had been laced. Instead he

:13:22. > :13:28.told the court the more likely explanation was that he had had

:13:28. > :13:38.more to drink and he chose to tell the court. Steve Kean was banned

:13:38. > :13:41.
