:01:14. > :01:19.there were more calls for tighter controls on the activitys of
:01:19. > :01:22.cocklers and for better checks to ensure only experienced fishermen
:01:22. > :01:27.venture out into the Ribble estuary. Our chief reporter has been
:01:27. > :01:31.following the developments. Home safely back to shore for these
:01:31. > :01:35.cocklers returning to Lytham this morning. These have become every
:01:35. > :01:40.day scenes on the shoreline, as hundreds flock to harvest the
:01:40. > :01:44.Ribble estuary's precious crop of cockles. But this has become almost
:01:44. > :01:50.a daily scene too. The local lifeboat was called out yet again
:01:50. > :01:55.last night when a group of cocklers got into difficulties. Tfrsn't the
:01:55. > :01:59.most seaworthy vessel. They bought it on eBay. It sounds as if they
:02:00. > :02:05.weren't familiar with the area and the conditions they would be using
:02:05. > :02:08.it in. Five lads in a bolt bought on eBay a few days ago. Not
:02:08. > :02:13.seaworthy. Went out there, even missed the cockle beds and what we
:02:13. > :02:18.have been saying for weeks now, there is going to be a fatality.
:02:18. > :02:21.The list of tragedies narrowly avoided has become too long to
:02:21. > :02:26.recite. Among seasoned fishermen returning to shore there was
:02:26. > :02:31.frustration at the exploits of the inexperienced. It is crazy. They
:02:31. > :02:35.want to get it sorted out. There is too many people taking risks. It is
:02:35. > :02:39.not regulated enough. There is regulation, to an extent. Any
:02:39. > :02:44.harvesting cockles should have a permit. To get a permit you have to
:02:44. > :02:49.provide the authorities with proof of your identity, and your home
:02:49. > :02:54.address. You then are sent on a day's training course. You go on
:02:54. > :02:58.the waiting list for a permit and it is long. If you applied today it
:02:58. > :03:02.would be 2014 before you stood a chance of getting one. The problem
:03:02. > :03:05.is, too many of the people heading out there don't have a permit.
:03:05. > :03:10.Don't have any experience. And don't really have any clue of what
:03:10. > :03:13.they are getting into. So, with the rules being breached, has the time
:03:13. > :03:17.come to close the beds? I would certainly hope it won't come to
:03:17. > :03:21.that, but as I say, the great majority of the people out there
:03:21. > :03:25.are operating safely. They are earning a good living. Officers
:03:25. > :03:32.from the council are due to meet with the Fisheries Minister next
:03:32. > :03:35.week to call for tighter controls. There are obviously lots of
:03:35. > :03:38.questions that need answering. We have been calling the Fisheries
:03:38. > :03:43.Minister every day asking him to speak to us but he has not been
:03:43. > :03:47.able to give us an interview. We will keep tryingful If you think
:03:47. > :03:49.the cut are bad wait until next year na. Is the message from
:03:49. > :03:53.Liverpool City Council. A council which has already been one of the
:03:53. > :03:55.worst hit in the country. Right now, members of the public are getting
:03:55. > :03:59.the chance to quiz councillors about how the cuts are going and
:03:59. > :04:03.where they are heading to. With tough decision ahead the council
:04:03. > :04:09.says it wants ideas. Our economics correspondent is at Liverpool Town
:04:09. > :04:14.Hall for us, is this a genuine search for ideas or a PR stunt do
:04:14. > :04:19.you think? It is about ideas but it is also about transparency, they
:04:19. > :04:26.need people onboard. They need to explain the reasons be hien it. Not
:04:26. > :04:29.everybody here is cynical about it. But inside 200 people are being
:04:29. > :04:32.given the chance to grill council leaders about the cuts and where
:04:32. > :04:38.they will fall in the future. A kind of Question Time if you like.
:04:38. > :04:43.So let us just look at the scale of the task ahead. They have had to
:04:43. > :04:47.make �91 million worth of cuts in this financial year. Next year,
:04:47. > :04:54.another �50 million worth of cuts. The year after that, another �1
:04:54. > :04:58.million worth, and the year after that, up to up to 2015 another �33
:04:59. > :05:03.million. In total �193 million worth of cuts they will have to be
:05:03. > :05:07.found in the next few years. The council leader told me that you
:05:07. > :05:13.know, things are going to feel difficult as those decisions get
:05:13. > :05:18.more difficult to make. Last year we are trimming the fat, this year
:05:18. > :05:23.we are into muscle and real pain. We have said all along things from
:05:23. > :05:28.the council's point of view will never be the sames in terms of how
:05:28. > :05:32.we operate, we are looking at taking �50 million out of a small
:05:32. > :05:36.amount of money we have to spend. It means we won't be able do some
:05:36. > :05:40.of the the way we have done them before. Talk us through that.
:05:40. > :05:44.Behind that �193 million that you mentioned are real service, real
:05:45. > :05:48.people. Exactly. They believe that more people are going to feel the
:05:48. > :05:54.impact of this, and they will feel the pain. More than they have
:05:54. > :06:00.already. We caught up with some of them inside a few moments ago.
:06:00. > :06:04.main concern is I'm a carer. We get 20 hours a week break, for my
:06:04. > :06:10.swhorpbgs is 36, suffers from mental health and learning disables.
:06:10. > :06:16.If they cut that, then he won't be going out with anyone,ly have no
:06:16. > :06:20.social life at all. My concern is over my daughter going to daycentre.
:06:20. > :06:25.To go on the transport and I want to know is it going to increase
:06:25. > :06:29.each time because she won't have any money to live on. It is the
:06:29. > :06:36.youth that needs the money. And needs the backing, they have to
:06:36. > :06:40.have a future. If u you neglect them it will be at your peril.

:06:44. > :06:49.The Government likes it. Can they afford do that in future? Probably
:06:49. > :06:52.not. This council has saved 22 libraries, can they afford to
:06:52. > :06:57.protect them in future? Probably not. The weekly bin service, they

:11:28. > :11:33.burst main has flowed down to, they pumped out 6,000 litres from the
:11:33. > :11:37.main system from this house alone. But they have more to get. An uing
:11:37. > :11:42.cup full of water can stop the gas supply going to that property. So
:11:42. > :11:47.the time to remove that water is taking a lot longer than we would
:11:47. > :11:50.have anticipated but we are working continually to pump that out now.

:12:44. > :12:49.centre leading the way in developing new types of care.

:12:54. > :12:57.it does change what you can do and decide effects are serious. I am

:13:06. > :13:10.worrying about it all the time. 15,000 people were diagnosed last
:13:10. > :13:16.year, that takes the number of people in the north-west with
:13:16. > :13:23.diabetes to round 350,000. The rise is mainly in cases of type 2
:13:23. > :13:28.diabetes, which accounts for round 90% of all diagnoses. You look at
:13:28. > :13:33.any of the risk factors which leads to mortality from cardiac diseases
:13:33. > :13:38.to smoking, it is on the way down. Diabetes and obesity are on the way
:13:38. > :13:42.up. It is spiralling out of control. It is very worrying. Patients and
:13:42. > :13:46.families are ultimately suffering because of this disease, and I
:13:46. > :13:51.think we, as professional, and the Government have to take it very
:13:51. > :13:57.seriously now. Today a health check roadshow was held in Oldham to
:13:57. > :14:04.raise awareness of the condition. It is a paper base questionnaire.
:14:04. > :14:07.People who are overweight, over the age of 40, and have a large waist
:14:08. > :14:12.measurement, plus family history as well are at risk. With the rise in
:14:12. > :14:21.cases comes a rise in cost to the NHS. Doctors say prevention is the

:14:59. > :15:02.spent much of her life on oxygen. 1 months ago she had a double lung
:15:03. > :15:07.transplant, something she had waited so long for. At first all
:15:07. > :15:11.was well but more recently she had been in and out of hospital.
:15:11. > :15:16.Unfortunately, Rachel died last night with her family at her side.
:15:16. > :15:20.But her legacy lives on. Because after hearing her story, thousands
:15:21. > :15:26.of people signed up to the Organ Donor Register. Our health
:15:26. > :15:30.correspondent look back on a remarkable young life. Brave,
:15:30. > :15:36.determined and inspiring. Because of Rachel and all she did, said and
:15:36. > :15:42.wrote about her illness. 20,000 people signed up to be organ donor,
:15:42. > :15:48.the legacy she leaves difficult to put into words. Rachel was poorly
:15:48. > :15:53.from the age of 13. Her lungs were badly damaged and slowly failing.
:15:53. > :15:58.By the time she was 21 he was on the transplant list. I try and
:15:58. > :16:04.think about it as I'm not wishing for someone to die, someone is
:16:04. > :16:08.going to die. Why shouldn't something positive come out of a
:16:08. > :16:13.tragedy? Just days later the hospital found a donor, and Rachel
:16:13. > :16:18.was given new lungs. What was it like for you that moment when you
:16:18. > :16:23.first woke up after having had that transplant? I was just thankful to
:16:23. > :16:29.be alive, more than anything. Didn't believe it had happened at
:16:29. > :16:37.first. It is just amazing. I can breathe. There is no struggle.
:16:37. > :16:43.There is no effort. I can breathe and talk and walk at the same time.
:16:43. > :16:47.Nice big strides if you can. Slowly she grew stronger. But then she
:16:47. > :16:54.became poorly again, and was in and out of hospital as her lungs
:16:54. > :16:58.struggled. Last night Rachel died, her family beside her, she was 23
:16:58. > :17:02.years old. Her mum and dad today described her as a very special
:17:02. > :17:07.person and a daughter to be proud of. She may only have been a young
:17:07. > :17:13.woman nay said, but we believe her legacy will live on in the many
:17:13. > :17:23.more people who will benefit from a transplant because of what she did.
:17:23. > :17:23.
:17:23. > :17:33.So cruel isn't it what life can do. But our thoughts are of course with
:17:33. > :17:34.
:17:35. > :17:39.her parents. Now, when The Lowry art centre started planning a new
:17:39. > :17:44.exhibition by the Manchester impressionist Adolphe Valette
:17:44. > :17:47.something stranged happened. A curator stumbled on an envelope of
:17:47. > :17:57.paintings of no-one knew economisted. The trouble is they
:17:57. > :18:00.cannot be found. Adolphe Valette is better known as LS Lowry's art
:18:00. > :18:06.teacher. Some of the paintings showing Manchester a century ago
:18:06. > :18:10.are on display at the Art Gallery but now the Frenchman has his own
:18:10. > :18:18.exhibition at The Lowry. It is a chance to see works that aren't
:18:18. > :18:24.normally on public display. But still, there is something missing.
:18:24. > :18:27.Some of his work has vanished. When the exhibition's curator travelled
:18:27. > :18:35.to America to view one of the paintings, the owner mysteriously
:18:35. > :18:41.handed her an envelope. I found amazing photographs of paintings by
:18:41. > :18:47.Valette, but quite extraordinary, most of these paintings have
:18:47. > :18:51.disappeared. In 1912 Valette existed at the Walker Art Gallery
:18:51. > :18:55.and exhibited a painting called Dover Street. This could be Dover
:18:55. > :19:01.Street. They would have loved to have thoen the pictures but they
:19:01. > :19:07.may be lost forever. There was a house fire at his house in or
:19:07. > :19:11.before 1928. That house was in or near ard wick Green. Obviously a
:19:11. > :19:15.lot of paintings pre192 were explained which could explain why
:19:15. > :19:19.they have never turned up. reputation is on the up. There is
:19:19. > :19:29.talk of a major exhibition in Paris, if you have one of the missing
:19:29. > :19:29.
