:01:39. > :01:45.thousands of single parents in the region who are chasing maintenance

:01:45. > :01:49.payments from their former partners. From now on, they will to have to

:01:49. > :01:50.pay the Child Support Agency to do the job of tracking down cash from

:01:50. > :01:53.absent spouses. Today, the Government admitted

:01:53. > :01:57.arrears have increased. In the North West alone, it is around half

:01:57. > :01:59.a billion pounds. Their response? Charges. But that, say critics, is

:02:00. > :02:02.tantamount to taking food out of children's mouths. Our economics

:02:02. > :02:05.correspondent Jayne Barrett has been speaking to one mum who says

:02:05. > :02:09.it is wrong. Dawn's partner left before their

:02:09. > :02:18.child was born. A quick search on Facebook revealed he had five

:02:18. > :02:22.children to four women. Chasing maintenance was a nightmare. A huge

:02:22. > :02:26.fight from the very beginning. Trying to get a single penny

:02:26. > :02:29.towards the upkeep of our son. Maintenance arrears in the North

:02:29. > :02:32.West now stand at almost half a billion pounds. Those arrears are

:02:32. > :02:40.chased by more than a thousand staff here in Birkenhead. A costly

:02:40. > :02:45.business. Every pound that is gathered by staff it cost them 40p,

:02:45. > :02:49.so in the future things will change. If this place is involved in

:02:49. > :02:55.tracking down cash for your child, then you and your ex will be

:02:55. > :02:58.expected to help pay for it. In the future, Dawn will pay an upfront

:02:58. > :03:01.fee for CSA involvement, up to �100, then ongoing charges. Up to 12

:03:01. > :03:05.pence in every pound gathered will be paid by Dawn. Her ex will have

:03:05. > :03:07.to pay 20p on top of every pound paid. They hope charges will be an

:03:07. > :03:10.incentive for parents to work together. In Oldham yesterday,

:03:10. > :03:16.Yvonne Clinton met a representative from Child Maintenance Options.

:03:16. > :03:20.This is what the Government wants to do more of in the future.

:03:20. > :03:25.have got the children to think about... They advise people like

:03:25. > :03:32.Yvonne on how to go it alone, without the CSA. I thought it was

:03:32. > :03:36.either the CSA or the solicitor route, and when Maintenance Options

:03:36. > :03:37.came, I realise there was another way of doing things. Three weeks

:03:37. > :03:41.into Yvonne's separation, maintenance arrangements are going

:03:41. > :03:47.well. A year after Dawn split, there is little money coming in. A

:03:47. > :03:53.lot of anger about the future. There is no chance that we could

:03:53. > :03:57.reach an amicable decision. If the money is taken away from me, it is

:03:57. > :03:59.basically taken from the mouth of my child.

:04:00. > :04:02.Jayne is here. We should say we wanted to put that

:04:02. > :04:06.complaint to the Minister responsible.

:04:06. > :04:11.We were told weeks ago that Maria Miller would speak to us. Yesterday,

:04:12. > :04:15.very late in the day, she said that would not be possible. But what

:04:15. > :04:19.Maria Miller and he believes is that the CSA is adversary, it

:04:19. > :04:23.drives a wedge between people, encourages them not to sort things

:04:23. > :04:26.out, and if people go it alone it would be cheaper for the government

:04:26. > :04:31.and more successful. We have had quite a few opinions

:04:31. > :04:38.coming in today on e-mail. Quite a bit of -- quite a lot of people are

:04:38. > :04:43.not agreeing with that. This one is typical: Meggie Scott says, "The

:04:44. > :04:49.CSA is a joke. Why pay them for a job badly done"?

:04:50. > :04:53.The CSA would say that collections are at an all-time high. They think

:04:53. > :04:57.the charges will work but if it will be an incentive for change it

:04:57. > :05:00.has to hit both parents. There are a few more e-mails. Maree

:05:00. > :05:04.McAlpine says, "'Man up and pay for your own children or don't bother

:05:04. > :05:07.having any if you are going to rely on other people". Jude Smyth says,

:05:07. > :05:14."It is a joke. My husband lied constantly about his employment and

:05:14. > :05:19.income". And that particular point is something they will look into?

:05:19. > :05:23.Part of the reforms is a brand new computer system, in the past they

:05:23. > :05:27.have been riddled with problems but this will be linked to the taxman

:05:27. > :05:31.so less chance for people to hide their wages. We had an e-mail from

:05:31. > :05:35.somebody with an abusive partner, and I should say those upfront

:05:35. > :05:41.charges will be waived for victims of domestic violence. Lee

:05:41. > :05:46.Mullenburg says, "Time the CSA was closed for good".

:05:46. > :05:50.He has potentially got his wish? The CSA will go, at least in name.

:05:50. > :05:55.The same people in the same places will carry out the reforms in the

:05:55. > :06:00.new service. Even if you do not pay the CSA to manage your maintenance,

:06:01. > :06:05.the CSA can, at a later date, if anybody defaults, get involved and

:06:05. > :06:09.they feel they will have more scope to do that in the future. Some

:06:09. > :06:13.suggestions are for them to be able to seize passports, driving licence

:06:13. > :06:19.-- driving licences, as well as cars and houses. More details in

:06:22. > :06:29.There are now over a million unemployed young people in the you

:06:29. > :06:32.OK, 6-5,000 in the North West -- in the UK. Some believe that the

:06:32. > :06:35.rebirth of apprenticeship schemes could help and today young

:06:35. > :06:39.apprentices were recording their own video CVs to help boost their

:06:40. > :06:43.prospects. This visit is part of the daily

:06:43. > :06:49.routine for many job seekers in Liverpool, most have gone months

:06:49. > :06:53.without employment. I will say it is tough, and I have been told it

:06:53. > :06:58.is tougher to find a job now than previous years. I had a couple of

:06:58. > :07:08.jobs, working in bingo and in a hairdresser's, but there is no work

:07:08. > :07:08.

:07:08. > :07:13.out there. With your experience made that job? Yes, it would.

:07:13. > :07:17.stroke of luck, he has managed to get some trial work. The big story

:07:17. > :07:24.coming out of the figures is the rise in youth unemployment. In the

:07:24. > :07:34.North West there are 64,016-24- year-olds claiming jobseeker's

:07:34. > :07:38.allowance, -- 64,000 16-24-year- olds. Sean Roberts is one face

:07:38. > :07:45.behind the figures. He is making a video CV in a bid to stand at from

:07:45. > :07:49.the crash. If they want you to come back, they want you working for

:07:49. > :07:56.them, it sets you out from everyone else, it is not just a photograph

:07:56. > :08:00.or piece of paper. It is part of an apprenticeship scheme run by a

:08:00. > :08:05.local councils. Stephen Baker is offering a marketing apprenticeship

:08:05. > :08:10.as part of the programme. I think it is essential, it persuaded us to

:08:10. > :08:14.create a vacancy. Had the incentive not been put together by the local

:08:14. > :08:17.authority we probably and would not have created the role. For Sean,

:08:17. > :08:27.the wait continues, but with initiatives like this, he hopes the

:08:32. > :08:35.weight will not be for too long. The Chairman of the BBC Trust was

:08:57. > :09:02.year's Royal Variety Performance will be held at the Lowry Theatre

:09:02. > :09:11.at Salford Quays. The show will be hosted by the Bolton comic Peter

:09:11. > :09:14.Kay. It will be held on Monday 5th December. Artist will include Barry

:09:14. > :09:17.Manilow. Snooker fans in Manchester are

:09:17. > :09:20.seeing red over plans to turn their club into a lap-dancing venue.

:09:20. > :09:22.Manchester City Council has defended its decision to allow

:09:22. > :09:25.another gentleman's club in the city centre even though there has

:09:25. > :09:28.been opposition from police and residents. Nina Warhurst reports.

:09:28. > :09:32.It might not be everyone's idea of a decent Friday night out, but the

:09:32. > :09:35.sexual entertainment industry is legal and it is growing.

:09:35. > :09:39.Manchester's seventh lap dancing club is set to open here on

:09:39. > :09:42.Deansgate. The property owners have decided to take the space off

:09:42. > :09:46.Rileys snooker club so it can be re opened as Baby Blue Gentleman's

:09:46. > :09:52.club by a different company. Rileys say this has come out of the blue,

:09:52. > :09:58.and they were not given adequate warning. It is hurtful that we have

:09:58. > :10:03.been here for such a long time, paid the rates, paid the bills,

:10:03. > :10:05.kept a great turnover and just like that we are asked to leave. Greater

:10:05. > :10:09.Manchester Police did try to stop the licence being granted, arguing

:10:09. > :10:11.it goes against council policy to build the club in an area near

:10:11. > :10:17.housing, historic buildings, places of worship or other places of

:10:17. > :10:20.entertainment. Two residents also tried to block it, one arguing:

:10:20. > :10:22."This used to be a classy, clean, historical and beautiful part of

:10:22. > :10:31.Manchester that is in danger of becoming undesirable and crime-

:10:31. > :10:33.Manchester City Council today told us that nobody has done anything

:10:33. > :10:36.wrong, that all the correct licence application procedures were

:10:36. > :10:46.followed, and that they considered all the complaints and they were

:10:46. > :10:49.

:10:49. > :10:52.not sufficient to block the licence. In the North West, sex is selling.

:10:52. > :10:56.On top of the seven licences in Manchester, there are also nine in

:10:56. > :10:58.Liverpool and in 2 Preston. Katie has been dancing for over a year

:10:58. > :11:03.and says because security is so tight, lap-dancing clubs are much

:11:03. > :11:10.safer than mainstream clubs. Never, ever any trouble, no fight. He

:11:10. > :11:12.might get one lairy person, but not often. You get looked after.

:11:15. > :11:23.developments move in to the planning stage, the council says it

:19:59. > :20:08.dance and music lessons to children at Liverpool's Alder Hey hospital.

:20:08. > :20:14.But sea bear went along to try out a few moves. -- Pudsey has been

:20:14. > :20:23.along to learn a few moves. When we heard Breakin' Convention

:20:23. > :20:32.were coming in, we were very excited. We were rapping, they told

:20:32. > :20:36.us how to rap our -- ourselves. teach a lot of schools -- a lot of

:20:36. > :20:44.skills, creative writing, performers, poetry. I had a dinner

:20:44. > :20:50.pink, she is amazing that sometimes lazy -- I had a guinea pig. Dance

:20:50. > :20:53.is a very big part of Breakin' Convention's activities. Learning

:20:53. > :21:02.all of the dance moves, you think, I want to be able to do that.

:21:02. > :21:09.Another section is music. To create beads with the young people. A lot

:21:09. > :21:15.of what we do is just fun. Breakin' Convention have made today's a

:21:15. > :21:19.really enjoyable. You cannot wait until tomorrow morning when they

:21:19. > :21:22.are there again -- have made their days. Once you get over the hurdle

:21:22. > :21:27.of the fact that this young person is really sick and just get into

:21:27. > :21:31.that bit of joy that they can have in what might be a miserable time

:21:31. > :21:36.that they are having, I think that makes everything worth it.

:21:36. > :21:42.One more time! It does make you happy and cheer

:21:46. > :21:52.Alder Hey Children's Hospital has been amazing. The young people here
