:01:29. > :01:32.They arrested more than 70 suspected of dealers.

:01:32. > :01:36.And they did it all under the watchful eye of local people they

:01:36. > :01:42.had taken. The media were also invited to watch the watchers

:01:43. > :01:48.watching the police. Was it useful, or was it just a PR stunt? It is a

:01:48. > :01:52.question that her chief reporter had been asking.

:01:52. > :01:59.This is one of 100 addresses that received a visit from the police

:01:59. > :02:01.this morning. The operation, codenamed Audacious

:02:01. > :02:05.involved drowned in a suspected drug dealers and parts of

:02:05. > :02:09.Manchester and Salford. 1,000 officers were involved,

:02:09. > :02:13.joined by 130 local people who had been invited to witness what had

:02:13. > :02:18.happened. It was interesting to be given the

:02:18. > :02:23.opportunity to come on board and see what the police do.

:02:23. > :02:27.Today was about the police addressing public concerns, and

:02:27. > :02:33.more importantly being seen to address the concerns. There were

:02:33. > :02:36.reports that drug dealing had taken place here, so addresses in the

:02:36. > :02:40.neighbourhood were among those visited today.

:02:40. > :02:44.Did this have more to do with PR than policing?

:02:44. > :02:48.PR is a cynical term. It was about reassurance, and there is nothing

:02:48. > :02:56.more reassuring than knowing that when you ask the police to do

:02:56. > :03:01.something that they do it. But you cannot carry out this level of

:03:01. > :03:08.operation normally, so will it make a difference in the long-term?

:03:08. > :03:11.will be seen as an industrialised version of what we do. But we deal

:03:11. > :03:16.with drug dealing every day. Some of those who went along for

:03:16. > :03:21.the right seemed convinced it was worthwhile. We were made to feel

:03:21. > :03:26.really involved. We were actually part of the operation, but not

:03:27. > :03:31.actively part of its. Will this make a long-term difference to the

:03:31. > :03:35.neighbourhood? What they have demonstrated is working with the

:03:35. > :03:39.police, we can affect change as much as the police can. The police

:03:39. > :03:48.have made more than 70 arrests, and seized more is -- considerable

:03:48. > :03:52.quantities of drugs. We have had a huge response from

:04:44. > :04:48.Almost a year ago the Government set out plans to cut spending on

:04:49. > :04:52.local government. Ministers say spending is a -- cuts are necessary

:04:52. > :04:56.to balance the books. But people lost their jobs and

:04:56. > :05:03.services disappear. Now councils are preparing to go through the

:05:03. > :05:07.process again. Local government is actually going

:05:07. > :05:11.through a four year period of cuts, and councils are setting their

:05:11. > :05:16.budgets for the second year. Those figures are beginning to

:05:16. > :05:19.emerge. Last night the leadership of Oldham council voted through

:05:19. > :05:24.of Oldham council voted through cuts of �25 million, and claimed

:05:24. > :05:28.that 400 jobs could go. This evening, Trafford Council said it

:05:28. > :05:33.needs to cut �16 million, putting 100 jobs at risk. The reality is

:05:33. > :05:36.that some councils are coping better than others. I have been

:05:36. > :05:43.comparing two of them, Lancashire County Council and Blackpool

:05:43. > :05:46.He is one of the council leaders who does not complain about the

:05:46. > :05:51.cuts, partly because he is conservative and partly because

:05:51. > :05:54.Lancashire County Council is coping. It's going very well, and we are

:05:54. > :05:59.run a better position than we thought possible, because as you

:05:59. > :06:02.know, we started off doing a three- year budgets so we could introduce

:06:02. > :06:06.any reductions and expenditure in a considered way, rather than having

:06:06. > :06:12.to panic through the different years. Having done that, it meant

:06:12. > :06:16.we know what savings we have to make and when.

:06:16. > :06:20.In February, people campaigned against proposed cuts to social

:06:20. > :06:25.care. The council says it is closing some facilities and

:06:25. > :06:29.refurbishing others. John Pearson got his son James into residential

:06:29. > :06:35.care, but says the council made it very difficult.

:06:35. > :06:43.The priority is the money, not the individual and the individual's

:06:43. > :06:48.needs. Everything is always driven by money. Do you think of it had

:08:06. > :08:10.losses announced for the public sector today, but there was also a

:08:10. > :08:14.boost for the private sector. Nick Clegg was in the region to confirm
