:01:45. > :01:53.making mattresses. One UK specialist says they should never

:01:53. > :01:58.have been implanted into humans. Obtaining accurate figures is

:01:58. > :02:00.difficult. One estimate puts it at 42,000 and it is reported 1,000 of

:02:00. > :02:05.those could be on Merseyside. I have been to meet one of those

:02:05. > :02:09.women who wants the Government to take a tougher line with private

:02:09. > :02:15.clinics. Jane Parry at home in Huyton with

:02:20. > :02:24.Mum got an unusual present. Her family paid for her to have an MRI

:02:24. > :02:30.scan because she is worried about the ill effects that may be caused

:02:30. > :02:34.by her PIP breast implants. I got a call to say they haven't ruptured.

:02:35. > :02:39.But I want them out before they do. Jane is one of thousands of women

:02:39. > :02:44.who received PIP implants, some of which have been found to contain

:02:45. > :02:49.non-medical grade silicone. I had implants put in for my own reasons.

:02:49. > :02:54.I didn't ask for non-medical grade gel to be put into my body. What

:02:54. > :03:00.would you like to be done? Government has to say to the

:03:00. > :03:10.clinics, "You have to replace the implants." Andy Burnham agrees the

:03:10. > :03:18.Government needs to put pressure on clinics to help them. We have got

:03:18. > :03:22.to see it facing up to its responsibility. For Jane, there is

:03:22. > :03:26.an added complication, the clinic has gone out of business.

:03:26. > :03:30.The Government has set up an expert review to assess just how much of a

:03:30. > :03:34.risk women face. It's ordered private clinics to provide the

:03:34. > :03:37.review panel with accurate statistics on how many PIP implants

:03:37. > :03:42.have ruptured. The Health Secretary expects to have that information by

:03:42. > :03:48.the end of the week. He says the Government will do whatever is

:03:48. > :03:51.right based on the evidence to ensure the safety of women.

:03:51. > :03:56.A Liverpool City Council could be calling time on new alcohol

:03:56. > :04:00.licences in parts of the city centre. Councillors met to look at

:04:00. > :04:05.proposals to stop new late-night venues from opening. The number of

:04:05. > :04:09.pubs and bars have doubled in the last decade and there are concerns

:04:09. > :04:18.the police can't control the resulting crime. Nina Warhurst

:04:18. > :04:28.joins us now. Good evening. I'm in the Ropewalks area of the city. It

:04:28. > :04:32.is quiet tonight. It does get very lively around here. In fact a

:04:32. > :04:35.little bit too lively, so much so that some councillors met this

:04:35. > :04:40.morning with locals and with Merseyside Police. They say they

:04:40. > :04:46.are sick and tired of late-night revellers who don't know when time

:04:46. > :04:51.is up. So they have said enough is enough and we want to make a change.

:04:51. > :04:55.It doesn't just happen in Liverpool. A knees up leading to a punch up, a

:04:55. > :05:00.night on the tiles turning into a night in the cells. It could become

:05:00. > :05:04.the norm to refuse new liquor licences for late-night clubs and

:05:04. > :05:09.bars in the Ropewalks area, as well as parts of the Cavern Quarter,

:05:09. > :05:13.Victoria Street and parts of Matthew Street. Supporters say

:05:13. > :05:21.current problems put too much strain on public services. There is

:05:21. > :05:24.a risk with too many new licensed premises open it will place

:05:24. > :05:29.additional burdens. Could the measures discriminate against

:05:29. > :05:34.exciting new businesses with big potential? I think it is a bad idea.

:05:34. > :05:40.If that restriction would have been in six months ago, this venue

:05:40. > :05:44.wouldn't have been open now. Crime and anti-social behaviour are two

:05:44. > :05:48.of the reasons behind the proposals. But there are some who fear that

:05:48. > :05:53.restricting licences fails to deal with the causes of the current

:05:53. > :05:58.problems. The tools are there to deal with badly-managed premises.

:05:59. > :06:02.What we shouldn't do is penalise new businesses for badly-managed

:06:02. > :06:06.current businesses which wouldn't be affected by the policy. It

:06:06. > :06:11.doesn't make sense. Merseyside Police back the proposals and

:06:11. > :06:19.stress that Liverpool remains a great place to work, live and

:06:19. > :06:22.socialise. They say these measures could help it to stay that way.

:06:22. > :06:26.That is important to stress that Liverpool is still a very safe

:06:26. > :06:29.place to come out drinking. It is also important to stress that those

:06:30. > :06:34.measures aren't definite yet and if they do go ahead, they do only

:06:34. > :06:37.affect those small parts of the city centre that I mentioned

:06:37. > :06:43.earlier. Liverpool City Council say if you live in the area, if you are

:06:43. > :06:46.a business person in the area and you have your own views, get in

:06:46. > :06:51.touch with them. The final council meeting, which will decide whether

:06:51. > :06:58.the plans go ahead, happens in two weeks.
