:00:24. > :00:27.to vulnerable people, you have no choice but to respond. The myriad

:00:27. > :00:30.of mistakes that led to patients being overcharged. Also in the

:00:30. > :00:40.programme, up to 20,000 jobs at a cost of more than �600 million -

:00:40. > :00:41.

:00:41. > :00:45.the Chancellor unveils Manchester Airport's new enterprise zone.

:00:45. > :00:50.gets full marks for convenience, but how many pennies would you

:00:50. > :00:53.spend turning this into your office? And singing from the same

:00:53. > :01:03.hymn sheet - three of the region's artistic forces come together for

:01:03. > :01:09.

:01:09. > :01:14.They were vulnerable people who trusted the council who provided

:01:14. > :01:16.their care to look after them. But Wirral Borough Council

:01:16. > :01:22.systematically overcharged 16 adults with learning difficulties

:01:22. > :01:29.for nine years. When whistleblower Martin Morton exposed the

:01:29. > :01:32.exploitation, he was repeatedly ignored and paid to keep silent.

:01:32. > :01:35.Today a damning independent report criticises the council for a myriad

:01:35. > :01:40.of errors which put vulnerable adults in a "totally unacceptable"

:01:40. > :01:45.situation. The findings are being discussed at a special council

:01:45. > :01:49.meeting this evening. Our reporter Abbie Jones is here in the studio

:01:49. > :01:53.to tell us more. For more 10 years Martin Morton has

:01:53. > :01:58.refused to be silenced. He tried to tell his bosses at Adult Social

:01:58. > :02:03.Services in 2001 that vulnerable adults were being exploited. But

:02:03. > :02:11.no-one listened. Instead he was given a �40,000 pay out and asked

:02:11. > :02:16.to keep quiet. He didn't. When you see bad things happening to

:02:16. > :02:20.vulnerable people, you have no choice but to respond. You have got

:02:20. > :02:22.a moral and a professional obligation to intervene. At three

:02:22. > :02:25.supported living accommodations in Moreton, and for nine years, adults

:02:25. > :02:30.with learning difficulties were overcharged for care - for things

:02:30. > :02:32.like having someone to get them dressed in the morning. Last year

:02:32. > :02:39.Wirral Council admitted it had made a huge mistake and reimbursed

:02:39. > :02:44.�244,000, going back to 2000. But today's damning report says it

:02:44. > :02:47.should refund charges back to 1997. The report also, for the first time,

:02:47. > :02:50.reveals details of other serious allegations. Claims of financial

:02:50. > :02:55.abuse - that top-up rents were charged by private landlords who

:02:55. > :02:58.were service providers. That one member of staff at a service

:02:58. > :03:02.provider had a conviction for assault with a deadly weapon And

:03:02. > :03:07.that four men with baseball bats arrived at one unit to try to get

:03:07. > :03:10.money from a senior manager. Wirral's Conservative group, whose

:03:10. > :03:20.leader commissioned the report, has called for senior officers to

:03:20. > :03:23.

:03:23. > :03:27.resign. Clearly Mr Morton was not listened to by senior officers. He

:03:27. > :03:31.was not listened to by senior politicians. Those people have to

:03:31. > :03:35.answer questions whether they think they should still be part of this

:03:35. > :03:38.Council. The council says it wants to ensure people like Martin Morton

:03:38. > :03:40.don't feel unable to speak out again. But today's report says it

:03:40. > :03:49.still hasn't learned how to investigate whisteblowers' concerns

:03:49. > :03:53.properly without them feeling A little earlier this afternoon, I

:03:53. > :04:00.spoke to the Leader of Wirral Borough Council, Steve Foulkes. I

:04:00. > :04:06.asked him how ashamed he was about this whole episode.

:04:06. > :04:13.I do not think anybody has come out of this with any credit. It is a

:04:13. > :04:18.damning report. It talks about individuals who overcharged. Not

:04:18. > :04:22.well treated by the people acting on behalf of the Council. We will

:04:22. > :04:27.take on board all the recommendations, and have already

:04:27. > :04:35.set in train many improvements. But we have to say it was not good. We

:04:35. > :04:41.did not deal with it well. And we have to do put it right. How do you

:04:41. > :04:43.reacted to the attempt to buy the silence of the whistleblower?

:04:43. > :04:51.Clearly that is something Mata Morton would have an opinion on

:04:51. > :04:56.himself. -- Martin Morton. I am not privy to such agreements. That was

:04:56. > :05:05.a private agreement between Martin more of them and the local

:05:05. > :05:10.authority. -- Martin Morton. I am not in a position to answer on

:05:10. > :05:13.behalf of other individuals who negotiated that. They should not

:05:13. > :05:19.really be viewed as whistleblowers, should they, they should be viewed

:05:19. > :05:28.as members of staff tried to make things better? Exactly. How it got

:05:28. > :05:33.to this degree is something we need to reflect on. It is not good that

:05:33. > :05:40.people who are vulnerable have been subjected to this type of treatment.

:05:40. > :05:45.We apologise unreservedly. I have apologised in a -- unreservedly to

:05:45. > :05:51.Martin Morton personally. We got it wrong. We need to move on and do a

:05:51. > :05:57.better job. There are damaging Agger -- allegations about the

:05:57. > :06:04.conduct of some councillors. Will they be pursued? Yes, at a Cabinet

:06:04. > :06:07.tonight we will be suggesting that other issues in the report are

:06:07. > :06:13.thoroughly investigated. If you have read the report in detail,

:06:13. > :06:18.some allegations remain on corroborated. We have to get to the

:06:18. > :06:22.bottom of that. I have to make sure that anybody involved in the worst

:06:22. > :06:26.kind of abuse does not get away with it. That is not the main

:06:26. > :06:31.thrust of the report. If you look at the recommendations within the

:06:32. > :06:39.report, we will accept those recommendations and moved his

:06:39. > :06:41.authority Ford. -- move this authority forward.

:06:41. > :06:44.Next tonight, it's costing �660 million and could create almost

:06:44. > :06:46.20,000 jobs. Today the Chancellor George Osborne revealed details of

:06:46. > :06:49.Manchester Airport's new enterprise zone. The investment coincides with

:06:49. > :06:53.plans to boost business by launching a new direct service to

:06:53. > :06:56.China. Our Transport Correspondent Colin Sykes is at the airport now.

:06:56. > :07:04.From a tiny start-up office in Manchester, Michael Ren's looking

:07:04. > :07:08.for a UK presence for his China- based natural stone business.

:07:08. > :07:13.have been Enterprise Zones before, usually in areas that need an

:07:13. > :07:19.economic lift. This area is already doing very well indeed. We are

:07:19. > :07:24.talking about quite a considerable area of 150 acres. Dozens of new

:07:24. > :07:28.buildings to be built in the next 15 years. The idea is to attract

:07:28. > :07:38.new companies from overseas, from emerging markets, particularly

:07:38. > :07:40.

:07:47. > :07:50.This could be it. Airport City will will have offices of all shapes and

:07:50. > :07:54.sizes on a 150 acre site. There are tax breaks to locate here, and for

:07:54. > :08:00.Michael the prospect of direct flights to Beijing in a year or so.

:08:00. > :08:06.TRANSLATION: Before we chose Manchester we did some research. We

:08:06. > :08:10.also would like to pick somewhere we can later developed to be at

:08:10. > :08:12.headquarters for the European market. The development will cost

:08:12. > :08:16.nearly 650 million, create twenty thousand jobs and include 2,500

:08:16. > :08:25.hotel beds. This afternoon it got the seal of approval from the

:08:25. > :08:29.Chancellor. It is going to be a great magnet for creating new jobs

:08:29. > :08:36.in Manchester. Many thousands of jobs will be created in the next

:08:36. > :08:42.few years. It is a fantastic advert for the City and the north-west.

:08:42. > :08:48.The airport hopes the zone will appeal to people who do not want to

:08:48. > :08:54.go to Heathrow. It is hoping the zone will encourage more airlines

:08:54. > :08:59.to set up year. The airport is the main driver of growth in Manchester

:08:59. > :09:05.and the Greater Manchester region. It is the airier where there is an

:09:05. > :09:10.opportunity for the City Kee drive that business growth further. -- is

:09:10. > :09:12.an area. At the Chinese centre in Manchester, it's hoped English

:09:12. > :09:16.lessons will turn into jobs, especially if more Chinese

:09:16. > :09:21.companies come here. It is too expensive in London. It is

:09:21. > :09:25.overwhelmed now. If they want to set up a business, I think it is a

:09:25. > :09:32.good opportunity. Back at Airport City, 60 companies have already

:09:32. > :09:41.expressed an interest in locating here.

:09:41. > :09:48.The advantages for the company's are considerable. There is attacks

:09:48. > :09:53.break - like a tax break. Also, super-fast broadband. It is made

:09:53. > :09:59.easier to relocate. A couple of councillors raised an eyebrow about

:09:59. > :10:05.concerned it may soak in existing companies from the North West --

:10:05. > :10:10.soak in. The airport is keen to stress this development is mainly

:10:10. > :10:13.for overseas businesses. Police in Lancashire have been given more

:10:13. > :10:16.time to question an 18-year-old man on suspicion of murdering four

:10:16. > :10:19.siblings who were killed in a house fire. Reece Smith, who was 19, his

:10:19. > :10:22.twin sisters Holly and Ella, and two-year-old Jordan died in the

:10:22. > :10:26.fire in Freckleton. Police have until 7.45 tonight to either charge

:10:26. > :10:30.Dyson Allen or release him. Two men have gone on trial accused

:10:30. > :10:36.of a double murder which included one victim from Merseyside. Boxer

:10:36. > :10:39.Brett Flournoy from Wirral went missing in June 2010. A month later

:10:39. > :10:43.his body was found in a burnt-out van in Cornwall. The trial of

:10:43. > :10:45.Thomas Haigh and Ross Stone is expected to last five weeks.

:10:45. > :10:50.A police investigation is underway at Trafford General Hospital after

:10:50. > :10:54.claims that a batch of morphine was stolen. Staff alerted police after

:10:54. > :10:59.it came to light that up to 10 vials could be missing. A 50-year-

:10:59. > :11:02.old woman is being questioned by police about the incident.

:11:02. > :11:07.A taxi driver from Liverpool has gone on trial for the alleged

:11:07. > :11:12.murder of a prostitute, Anne Marie Foy, nearly seven years ago. David

:11:12. > :11:16.Butler, who's now 65, denies the charge. The jury heard today that

:11:16. > :11:20.DNA is crucial in the case. The prosecution say there's strong

:11:20. > :11:25.evidence linking Mr. Butler to Anne Marie Foy. The defence say the DNA

:11:25. > :11:28.evidence is flawed. Here's our Merseyside Reporter, Andy Gill.

:11:28. > :11:32.Anne Marie Foy was a much loved mother and grandmother. She worked

:11:32. > :11:37.as a prostitute to pay for her drug addiction. Her daughters, Carly and

:11:37. > :11:40.Suzanne Wall, were visibly upset at times during today's evidence.

:11:40. > :11:43.Their mother's body was found on waste ground near Liverpool

:11:43. > :11:46.University. She'd been battered to death. The jury heard today that

:11:46. > :11:50.Anne Marie Foy stole �300 from a taxi driver in September 2005 and

:11:50. > :12:00.he'd threatened her in revenge. The prosecution say scientific evidence

:12:00. > :12:04.

:12:04. > :12:10.is important in this case. During a cold case review in 2010, DNA from

:12:10. > :12:15.a woman's fingerprints was compared on and national database. A match

:12:15. > :12:20.was found on a cigarette but found near to the scene of the burglary

:12:20. > :12:25.where David Butler lives. Further DNA evidence strongly suggests he

:12:25. > :12:27.was in close contact with the woman shortly before she died. But the

:12:27. > :12:30.defence say the prosecution's DNA evidence is untested and unreliable,

:12:30. > :12:33.and it will call its own experts to prove this. The prosecution say

:12:33. > :12:43.David Butler some times drove a distinctive taxi seen on CCTV near

:12:43. > :12:45.

:12:45. > :12:50.the murder scene at the time. Mr Cumbria's smallest school is

:12:50. > :12:53.expected to close despite a campaign by locals. Councillors

:12:53. > :12:59.have started a formal process to shut Captain Shaw Primary in Millom

:12:59. > :13:01.because it has just 16 pupils. Campaigners say there is a need for

:13:01. > :13:04.the school and numbers could increase due to new family homes

:13:04. > :13:11.being built in the village. The final decision will be made in

:13:11. > :13:14.March. A report presented to councillors

:13:14. > :13:17.today says the cost of a single journey in the Mersey Tunnels

:13:17. > :13:19.should rise by 20 pence. Councillors say they'll need to

:13:20. > :13:25.take into account the economic impact any increase will have. A

:13:25. > :13:28.final decision on the new rates will be made next month.

:13:28. > :13:30.Culture minister Jeremy Hunt was in Manchester today to meet business

:13:31. > :13:34.leaders to discuss how the region can benefit from increased tourism

:15:31. > :15:36.These plans today will meet that need in the next 15 years. They

:15:40. > :15:45.wouldn't building houses here be sacrilege to? The Government had

:15:45. > :15:50.made it clear that we do not have the plan, developers can build

:15:50. > :15:53.wherever they like, whenever they like. By doing this we're

:15:53. > :15:59.protecting land from development and insuring the development

:15:59. > :16:09.happens where we wanted to happen. In Kendall today there was support.

:16:09. > :16:16.I think they are right to some extent. It is OK if it works.

:16:16. > :16:22.amount of heavy traffic is already large and backs of frequently. We
