:01:22. > :01:27.behind bars tonight after becoming the first person to be extradited

:01:27. > :01:30.from China to the United Kingdom. The judge at Liverpool Crown Court

:01:30. > :01:34.this afternoon described David Price as a very dangerous

:01:34. > :01:39.individual. He admitted making and distributing

:01:39. > :01:43.indecent images of children. One was younger than six. But he

:01:43. > :01:46.skipped bail nearly nine years ago and went on the run. Andy Gill now

:01:46. > :01:51.explains how the police tracked him down.

:01:51. > :01:56.David Price's crimes began in 1990. He was jailed for four years for

:01:56. > :01:59.gross indecency with a young girl. He worked in the construction

:01:59. > :02:04.industry and travelled all over the world. He was married and had

:02:04. > :02:14.children. After his initial conviction, he next appeared on the

:02:14. > :02:16.

:02:16. > :02:20.police radar in 2003. That May, priced offered -- Price offered to

:02:20. > :02:26.supply images over the internet to a police officer posing as a sex

:02:26. > :02:30.offender in Colorado. He offered to take into the United Arab Emirates

:02:30. > :02:36.to abuse children. Police in Merseyside found hundreds of

:02:36. > :02:40.indecent images of children. He took the photographs in Dubai,

:02:40. > :02:46.telling bigger roles' mother that she could only make money by

:02:46. > :02:50.allowing him to abuse her daughters. He took images of children and sold

:02:50. > :02:56.them around the world. Price was charged but absconded

:02:56. > :03:01.that October. First he flew from Manchester to India. In 2004,

:03:01. > :03:07.police tracked him in Kenya and Tanzania. They think he mayor have

:03:08. > :03:13.committed more offences there. -- he may have. Merseyside police

:03:13. > :03:17.alerted the Chinese authorities when he travelled to Hubei Province.

:03:17. > :03:23.The Crown Prosecution Service played for the American police

:03:23. > :03:29.officer who first spotted Price's online activity to fly from

:03:29. > :03:32.Colorado to the magistrates' court here. He gave evidence and that

:03:32. > :03:36.allowed Merseyside Police to apply for an international arrest warrant.

:03:36. > :03:40.There is no extradition treaty between China and here, but the

:03:40. > :03:47.Chinese acted on the arrest warrant and handed Price over late last

:03:47. > :03:51.year. The world has become a smaller place, and that includes

:03:51. > :03:54.criminal justice. We will pursue people around the world. Price was

:03:54. > :04:02.jailed for seven years, with another eight months for skipping

:04:02. > :04:05.bail. The judge said he was wicked and depraved.

:04:05. > :04:10.Next, the parents of deaf children in Salford say their youngsters

:04:10. > :04:13.could be left isolated in the classroom if plans to reassign

:04:13. > :04:18.specialist teachers go ahead. The council says it is trying to make

:04:18. > :04:20.better use of its staff. The parents say it will mean that their

:04:20. > :04:26.hearing impaired youngsters are robbed of the vital support they

:04:26. > :04:29.need. Here is David Guest. Ethan is a bright and confident

:04:29. > :04:33.six-year-old. He has moderate hearing loss but attends a

:04:33. > :04:40.mainstream school with support from a specialist teacher. She helps me

:04:40. > :04:43.in my groups, like in my electricity group, my maths group

:04:43. > :04:48.and my reading. She also goes into the classroom and works with the

:04:48. > :04:51.other children in the class to help Ethan in that environment.

:04:51. > :04:56.Salford Council is considering changes to its provision for

:04:56. > :04:59.children like Ethan, which could mean that he gets less specialist

:05:00. > :05:03.support in the classroom. It would have a huge impact. He would

:05:03. > :05:07.struggle with the work they are doing at school because he would

:05:07. > :05:11.not have that back-up support. The British Deaf Association say

:05:11. > :05:15.this is not an issue confined to Salford. They say there has been a

:05:15. > :05:19.reduction in the number of teachers by the death across the country,

:05:19. > :05:24.and they fear that deaf children could be marginalised in the

:05:24. > :05:28.classroom. The council says that is not about cuts, it is about big

:05:28. > :05:33.beat -- making better use of specialist teachers by reassigning

:05:33. > :05:36.their specialisms. We are looking at other areas of the service where

:05:36. > :05:39.children have special needs and we perhaps need to put more effort

:05:39. > :05:43.into those. The Autistic Society for Greater

:05:43. > :05:50.Manchester says that children with Asperger's syndrome find it

:05:50. > :05:54.especially hard to find teaching support. They need the support to

:05:54. > :05:58.help them in later life. Should that come at the expense of other

:05:58. > :06:02.children with special needs? Definitely not.

:06:02. > :06:08.Ethan and his mum will have to wait until later in the year until they

:06:08. > :06:14.discover whether he will lose some of his support.

:07:50. > :07:53.Scarisbrick near Southport in 20th January 10. She had been strangled

:07:53. > :08:03.by her husband, who then tried to make it look like a car crash. He

:08:04. > :08:11.even made an emergency call to try to cover his tracks. The car was

:08:11. > :08:17.not there. Brent Mott is serving life for

:08:17. > :08:22.murder. She had obtained an non- molestation order to stop her from

:08:22. > :08:27.harming her. Any breach would be an arrestable offence. She complained

:08:27. > :08:32.to police about a breach but they failed to log details of the call

:08:32. > :08:37.properly, failed to deploy a police officer, wrongly decided there was

:08:37. > :08:42.no power of arrest and failed to check Brent Mott's history on the

:08:42. > :08:47.police come -- police computer. Police actually do have policies to

:08:47. > :08:51.deal with incidents of this nature. One would hope this is an isolated

:08:51. > :08:56.incident and that lessons can be learned. The force has acknowledged

:08:56. > :09:00.failings and says that a senior officer has met and apologised to

:09:00. > :09:04.the family. It said it is reviewing its domestic abuse policy and has

:09:04. > :09:07.strengthened the way it deals with such cases. I think in

:11:44. > :11:49.perhaps extra money, they would be much more keen on the idea.

:12:01. > :12:04.That is not a referendum that is being forced upon them by the
