:01:36. > :01:40.man has been arrested and is being questioned by detectives. The first

:01:40. > :01:44.woman, believed to be in her 80s, was discovered at a house on Andrew

:01:44. > :01:47.Lansley last night. The second suspected victim was found a short

:01:47. > :01:51.distance away in another home. Nina Warhurst has been following

:01:51. > :01:57.developments all day in Southport. She joins us live now from there.

:02:06. > :02:14.shocked tonight after a most dramatic 4-hours. On Monday night,

:02:14. > :02:18.at about... A local man walked into a police station and as a result of

:02:18. > :02:23.a conversation they had with police they came to this address almost

:02:23. > :02:29.24-hours later. That was at around 5.25pm. They found the body of a

:02:29. > :02:33.woman believed to be in her 0s. They continued their questioning of

:02:33. > :02:37.the man and around six or seven hours later, in the early hours of

:02:37. > :02:42.this morning, police moved on to a second address, less than a

:02:42. > :02:48.kilometer from here, where the body of a second elderly lady, also

:02:48. > :02:57.believed to be had in her 0s was found. She has been named locally

:02:57. > :03:01.as Annie Leyland. Police say there are extra police officers on patrol

:03:01. > :03:06.tonight. An upsetting time for people on this street. It's a

:03:06. > :03:10.surprise. Certainly a surprise. It's usually very quiet around here.

:03:11. > :03:15.It's unbelievable. I feel so sorry for them. I can't believe it.

:03:15. > :03:21.honest, the area has been OK, as far as I know. It's one of those

:03:39. > :03:44.I was around earlier in the area where he lives. Neighbours saying

:03:44. > :03:49.he comes and goes throughout the day and all night. She a busy man

:03:49. > :03:52.of the police are stressing tonight that he hasn't at this stage been

:03:52. > :03:55.charged. Their investigations remain ongoing. They will have

:03:55. > :03:59.details of the post-mortem examination tomorrow morning.

:04:04. > :04:09.north west, councillors are facing a difficult question, how can we

:04:09. > :04:15.save more money? Especially, after a year of deep cuts? Budgets are

:04:15. > :04:18.being finalised by three councils tonight with others to follow. They

:04:19. > :04:24.chopped hundreds of millions last year and shed thousands of jobs.

:04:24. > :04:28.What will the coming financial year bring? Like it or not, councils

:04:28. > :04:33.have to save money, and lots of. It the really big cuts came last year,

:04:33. > :04:39.at the start of their long and miserable mission to slash spending.

:04:39. > :04:43.Take manage Manchester, 2,000 jobs lost, as �170 million was chopped

:04:43. > :04:52.from the budget for 2011/12. The pain's still not over. Manchester

:04:52. > :04:55.must save �250 million over the next four years. In Lancashire,

:04:55. > :05:00.1,500 jobs went during that first year of cuts. During the coming

:05:00. > :05:10.year there should be no more job losses, but the council still needs

:05:10. > :05:15.to find � 19 million worth of savings. Liverpool council has

:05:15. > :05:20.1,200 fewer employs and have to find another �50 million this year.

:05:20. > :05:26.In Bolton the council is meeting right now to consider how it will

:05:26. > :05:31.find �18 million worth of savings for the coming financial years. --

:05:31. > :05:35.year. Those who rely on council cash are worried. These children

:05:35. > :05:38.are experiencing life in the saddle thanks to a Bolton charity called,

:05:38. > :05:44.Bolton Kids Together, which helps autistic youngsters. Autistic find

:05:44. > :05:47.it difficult to socialise. We started Bolton Kids Together to

:05:47. > :05:51.help parents and families to come into small gatherings and get used

:05:51. > :05:56.to each other and the parents can talk to each other as well. Ride

:05:56. > :06:01.something one of various activities which the charity organises. This

:06:01. > :06:05.is the first time he has been horse riding. When it came up as an

:06:05. > :06:10.opportunity we thought we would give it a go. He seems to be loving

:06:10. > :06:20.it. It has made a huge difference in our lives and Sam's life and

:06:20. > :06:22.

:06:22. > :06:27.calmed him down and making him able to face social situations. Bolton

:06:27. > :06:34.Council have been supportive of us. Every penny they cut, we then get

:06:34. > :06:40.cut. That is more we have to spend filling in forms and fundraising

:06:40. > :06:43.rather than with the children and families that need us. It's not

:06:43. > :06:47.just jobs, it's the essential services that our members deliver,

:06:47. > :06:52.in terms of working with vulnerable children and vulnerable adults.

:06:52. > :06:58.This is the real concern that such huge job losses and such pressures

:06:58. > :07:01.on budgets are going to affect thoses services. Bolton's one of

:07:01. > :07:04.three councils finalising budgets tonight. What has been the effect

:07:04. > :07:08.of the first round of council job losses in the region? Well, the

:07:08. > :07:13.news is mixed according to the Centre for Cities, an organisation

:07:13. > :07:17.that has been studying the impact of public spending cuts.

:07:17. > :07:22.headline statistics for the north west is around 40,000 public sector

:07:22. > :07:26.jobs were lost between June 2010 and June 2011. The second largest

:07:26. > :07:30.loss out of all the nations and regions in the UK. There hasn't

:07:30. > :07:34.been an associated increase in unemployment within the region

:07:35. > :07:39.because of that. It suggests that, to date, the north west is managing

:07:39. > :07:46.to, sort of, offset the impact that the public sector job losses have

:07:46. > :07:50.been having. Now, a tale of two councils with different approaches.

:07:50. > :07:54.Preston could become one to raise council tax this year. It says

:07:54. > :07:58.charging the average household an extra �9 will help to protect

:07:58. > :08:03.services. Even with that extra cash, Preston has to save more than �2

:08:03. > :08:08.million over the coming four years. Wirral, however, plans to cut

:08:08. > :08:12.council tax by 3%. It's identified �16 million worth of potential

:08:12. > :08:16.savings. It is using some of its reserves and government grants to

:08:16. > :08:20.make the council tax possible. It is shedding what it describes as "a

:08:20. > :08:26.small number" of jobs. That plan goes before the full council on

:08:26. > :08:30.March 1st. Thank you very much. A photographer from Liverpool has

:08:30. > :08:34.been injured in an attack in Syria in which two fellow journalists

:08:34. > :08:37.were killed. The Sunday Times photographer, Paul Conroy, who is

:08:37. > :08:39.from Anfield, was injured in the city of Homs. His colleague, Marie

:08:40. > :08:44.Colvin and a French photographer died when the house they were

:08:44. > :08:48.staying in was shelled. Police say Vinny Derrick, whose bones were

:08:58. > :09:03.Manchester back in August 2003. His remains were found by a workmen by

:09:30. > :09:35.accidentally. His mother has campaigned to have that verdict

:09:35. > :09:39.overturned. Today, after 100,000 people signed an online petition,

:09:39. > :09:45.her fight for justice was debated at the Houses of Parliament. Andy

:09:45. > :09:49.Gill is at Westminster, where he listened to the debate. Why is Anne

:09:49. > :09:54.Williams determined to get this inquest hope? All the Hillsborough

:09:54. > :09:59.deaths were recorded as accidental. It infuriated the families for

:09:59. > :10:03.years. In Kevin Williams' case the coroner decided not to hear

:10:03. > :10:09.evidence after 3.15pm. He ruled everybody who died would have been

:10:09. > :10:15.dead by then. His mum said she had strong evidence to say that he was

:10:15. > :10:21.alive after that. A young Constable said that he died in her arms just

:10:21. > :10:25.before 4.00pm that afternoon. they say there is a cut off at

:10:25. > :10:30.3.15pm where everyone died, some had died, others were badly injured.

:13:23. > :13:28.there have been numerous accidents, the local school is overcrowded, it

:13:28. > :13:34.is unsuitable. Traveller sites are often caused friction within

:13:34. > :13:40.society, but pictures now need to be supplied by law. This is the

:13:40. > :13:45.only site in Cheshire East at the moment, of the 146 pitches in the

:13:45. > :13:51.county, most are privately owned. The council needs to create 46 new

:13:51. > :13:57.pitches by 2016. So far they have only created 11. The council says

:13:57. > :14:02.this is the most suitable place for a new site. We want to create

:14:02. > :14:09.something near local facilities, not in the middle of nowhere. This

:14:09. > :14:16.achieves the balance. Joseph says he has travellers ready to move in.
