:01:28. > :01:31.not all - of the problems will be alcohol-related. So, is it time to
:01:31. > :01:33.fine hospital drunks? 50,000 alcohol-related injuries are
:01:33. > :01:36.treated in Greater Manchester alone every year. Manchester Council
:01:36. > :01:46.certainly think it's time to consider fines, but would it work?

:01:47. > :01:51.Stuart Flinders reports. More of us are drinking too much, more are
:01:51. > :01:56.binge drinking, and booze is putting more of us in hospital.
:01:56. > :02:02.accident and emergency departments they can be quite destructive,
:02:02. > :02:07.patients can be violent and abusive towards staff and it makes it
:02:07. > :02:12.difficult to manage other patients who have other problems, than
:02:12. > :02:15.alcohol problems. A conference of health workers, the council and the
:02:15. > :02:20.police in Manchester today asked what's to be done. The conference
:02:20. > :02:26.was told that every year, 50,000 people arrive at an accident and
:02:26. > :02:35.emergency unit in Manchester with an alcohol-related injury. Should
:02:35. > :02:39.they face being fined? We should be able to find people for anti-social
:02:39. > :02:46.behaviour and make them think about them clogging up NHS resources.
:02:46. > :02:51.That is a power that we should be able to use. At weekends in Nice
:02:51. > :03:01.and and emergency, 80% of cases are alcohol-related. We need to try and
:03:01. > :03:03.
:03:03. > :03:08.recovery or college says that it would not work. The people who get
:03:08. > :03:12.themselves into that situation do not care and the possibility of
:03:12. > :03:22.being fined, I don't think it would bother them. One of the region's
:03:22. > :03:22.
:03:22. > :03:26.alcohol says the weekend drunk example, somebody comes in with his
:03:26. > :03:32.facial injury and a nurse of Dr mentions it and the patient says
:03:32. > :03:36.yes that alcohol is related to it, and they can say, you can see a
:03:36. > :03:38.specialist nurse, and then the patient can engage with that that
:03:38. > :03:45.night and that can be very effective in reducing consumption.
:03:45. > :03:52.The drinking has doubled since the 1960s. The question is, how can we
:03:52. > :03:59.deal with the consequences? Police have described it as an "appalling"
:03:59. > :04:01.racially abused and then doused with a corrosive liquid in broad
:04:01. > :04:06.daylight. The black victim suffered burns to her chest and back.
:04:06. > :04:16.Detectives are treating it as a help to find her attacker. Abbie
:04:16. > :04:16.
:04:16. > :04:19.Jones reports. It is a busy street, a quick rictus of a shopping city.
:04:19. > :04:22.But as the 29-year-old mother, originally from Cameroon, walked
:04:22. > :04:25.along this subway off Broad Street on Thursday afternoon, she was
:04:25. > :04:29.viciously attacked. A white man in his 40s threw what police say was a
:04:29. > :04:35.making a racist comment. She was with her baby daughter at the time.
:04:35. > :04:43.It is appalling, it is a young lady with a child, entirely unprovoked
:04:43. > :04:47.incident, and it is being treated very seriously. The woman was found
:04:47. > :04:52.slumped on the floor inside the subway by a man who works nearby,
:04:52. > :04:58.who called an ambulance. She had burns on her chest and back and
:04:58. > :05:02.were -- was taken to hospital. Police say that it was incredibly
:05:02. > :05:05.lucky that she was not burned on the face and that the child was not
:05:05. > :05:08.injured. She did not know the attacker and it seems to have been
:05:08. > :05:18.a one-off incident. People using the subway today were shocked by
:05:18. > :05:26.
:05:26. > :05:28.what happened. It is terrible, especially if it is, like, racial.
:05:28. > :05:31.The subway plays loud music to discourage people hanging around
:05:31. > :05:40.but has no CCTV cameras. Police hope someone will recognise the man
:05:40. > :05:43.and have increased patrols. Three people are still being questioned
:05:43. > :05:47.on suspicion of murder after a man's body was found in a wheelie
:05:47. > :05:50.bin on woodland in Wigan. The discovery was made yesterday by
:05:50. > :05:54.walkers in the Bickershaw area. The dead man hasn't yet been named. The
:05:54. > :06:01.leader of Rochdale Council wants to stop extremist groups holding
:06:01. > :06:04.demonstrations in Greater Manchester. There was another
:06:04. > :06:06.protest in Heywood at the weekend similar to this, held last month.

:07:00. > :07:02.tale of Stanley and Peggy Wilson from Pendle. Stanley Wilson was
:07:03. > :07:06.suffering from paranoia but was allowed home from hospital before
:07:07. > :07:09.his condition was fully under control. He stabbed his wife peggy
:07:09. > :07:16.to death within hours of getting there. Our Chief reporter Dave
:07:16. > :07:20.Guest has the story. Stanley and Peggy Wilson met and married late
:07:20. > :07:26.in life and were blissfully happy, a devoted and loving couple. Then
:07:26. > :07:32.last year, in February, 92 year old Stanley turned on his 89 year old
:07:32. > :07:36.wife, stabbing her to death, before turning the knife on himself.
:07:36. > :07:42.a tragic end to two very happy people and the family are
:07:42. > :07:50.devastated. A inquest heard that Stanley's behaviour began to change
:07:50. > :07:53.convinced his wife and family was not trying to poison him, and was
:07:53. > :07:58.taken to hospital where his paranoia was recognised but doctors
:07:58. > :08:04.allowed him home before it was fully under control. Within hours
:08:04. > :08:08.of getting on, him and his wife were dead. The coroner returned a
:08:08. > :08:14.verdict of unlawful killing on Mrs Wilson and that Mr Wilson had
:08:14. > :08:17.killed himself because of acute mental illness. The coroner said
:08:17. > :08:27.that the hospital's discharge procedures had not been robust
:08:27. > :08:46.
:08:46. > :08:51.case and telling them to review lessons that can be learned, so
:08:51. > :09:00.that this does not happen again. All concerned hope that lessons
