:01:06. > :01:09.Charlie and the chocolate factory A mother who killed her two

:01:09. > :01:11.children at their home in Cheetham Hill had phoned her doctor's

:01:11. > :01:16.surgery just hours before their death pleading for help, an inquest

:01:16. > :01:21.has been told. Jael Mullings was just 21 when she

:01:21. > :01:23.stabbed her two young sons to death in November 2008. Manchester Crown

:01:23. > :01:26.Court heard today how she was suffering from psychotic episodes

:01:26. > :01:33.at the time and questions have been raised over how the police handled

:01:33. > :01:36.her case. Nina Warhurst is here in the studio with more.

:01:36. > :01:40.The inquest has heard how the two young boys were stabbed to death at

:01:40. > :01:45.their home in Cheetham Hill in November 2008. Romario Mullings-

:01:45. > :01:49.Sewell was two. His brother Delayno, just three months old. They died at

:01:49. > :01:51.the hands of their mother, Jael Mullings. She was 21 at the time.

:01:51. > :01:55.She denied their murder but admitted manslaughter on the

:01:55. > :01:57.grounds of diminished responsibility. She was found to be

:01:57. > :02:02.suffering from paranoid schizophrenia and was sent to a

:02:02. > :02:11.secure psychiatric hospital indefinitely. She's given evidence

:02:11. > :02:14.to the inquest via a video link. Today, they heard that on the day

:02:14. > :02:18.of the children's deaths, she phoned her doctor's surgery,

:02:18. > :02:22.screaming and out of control. They immediately called the police and

:02:22. > :02:25.told them that she was not very lucid, screaming at the children in

:02:25. > :02:30.particular. Paranoid, delusional thoughts and the feeling she was

:02:30. > :02:35.being watched and a history of self-harm. The police response was

:02:35. > :02:39.today described by the family's solicitor as too slow. The coroner

:02:39. > :02:44.explained that 2999 call is made, police have two options. The first

:02:44. > :02:47.is allocated in two minutes and police must arrive in 10 minutes.

:02:47. > :02:51.The second is allocated in 20 minutes and police must arrive in

:02:51. > :02:54.60 minutes will stop the police chose great too. Greater Manchester

:02:54. > :02:57.Police today admitted that their handling of the call was not

:02:57. > :03:02.adequate. They have since put in new regulations to protect

:03:02. > :03:06.vulnerable people. Jael Mullings's mother described her life had been

:03:06. > :03:10.difficult for her daughter ringing up two young boys and her cannabis

:03:10. > :03:14.use had increased. She added, it does not make any sense to me how

:03:14. > :03:18.she has gone from being such a good, caring, devoted mother to what has

:03:18. > :03:21.happened night. The inquest continues tomorrow.

:03:21. > :03:24.Some of our beaches could be forced to display a health warning to

:03:24. > :03:27.swimmers within three years. A report into water quality shows the

:03:27. > :03:32.North West has the worst beaches in the country with sea water being

:03:32. > :03:35.regularly contaminated by sewage and pollution from farmland. Only

:03:35. > :03:38.eight of them have been recommended by the Marine Conservation Society,

:03:38. > :03:40.which says agencies and councils need to do more to clean up their

:03:40. > :03:45.act. Our Reporter Nazia Mogra has spent

:03:45. > :03:48.the day at Blackpool. Enjoying a dip in the sea in

:03:48. > :03:50.Blackpool today, but anyone thinking about a swim on Blackpool

:03:50. > :03:58.Central and South Beaches should think carefully, according to The

:03:58. > :04:08.Marine Conservation Society. They say these beaches are just not upto

:04:08. > :04:08.

:04:08. > :04:13.scratch. If a bathing water feels for five consecutive years from

:04:13. > :04:18.2015, by law, a sign has to be put up advising people not to enter the

:04:18. > :04:22.water. Just imagine the impact that will have on tourism revenue. The

:04:22. > :04:24.likes of Blackpool, for example, has invested something like �300

:04:24. > :04:28.million. According to the Good Beaches Guide,

:04:28. > :04:31.the North West is the worst. Only 8 out of 37 of our beaches are

:04:31. > :04:40.considered clean. Southport, Formby, Wallesey, Castletown are among the

:04:40. > :04:50.few who got a thumbs up. But Blackpool remains our most popular

:04:51. > :04:57.resort, so will holidaymakers be put off by today's report?
