:01:08. > :01:11.to be hit by a month's worth of rain. Tonight, for the third time

:01:11. > :01:14.this year, many places in the region are steeling themselves for

:01:14. > :01:17.flooding. In a moment, we'll be going to one place already hit, but

:01:17. > :01:20.first let's have a look at the situation around the region. There

:01:20. > :01:23.is one flood warning in and around Ellesmere Port down through Stoak,

:01:23. > :01:25.Picton and Mickle where flooding's expected in the next few hours and

:01:25. > :01:28.immediate action's required. But there are 36 flood alerts where

:01:28. > :01:30.flooding's possible and they're urging people to be prepared.

:01:30. > :01:33.Levels on many rivers, lakes and tributaries are rising because of

:01:33. > :01:39.persistent rain which is forecast to continue throughout the evening

:01:39. > :01:42.and tomorrow. Problems could get worse in the next 24 hours.

:01:42. > :01:45.There's been widespread travel disruption. Train services in the

:01:45. > :01:48.disruption. Train services in the region have been badly affected.

:01:48. > :01:50.Merseyrail services to and from Chester and Ellesmere Port are the

:01:50. > :01:53.worst affected. Trains are suspended between Rock Ferry and

:01:53. > :01:59.Chester and Ellesmere Port. There are no trains between Wigan

:01:59. > :02:02.Wallgate and Southport and Kirkby. There are no trains from Blackburn

:02:02. > :02:05.to Clitheroe. Services between Liverpool Lime Street, Crewe and

:02:05. > :02:15.London are also severely affected. Colin Sykes is at one of the worst

:02:15. > :02:22.

:02:22. > :02:26.affected areas in Great Sutton just This is where we have the flood

:02:26. > :02:32.warning for the region. This book are behind me is normally about 2

:02:32. > :02:38.ft deep, it has been 72 deep at some times today. We have had four

:02:38. > :02:43.inches of rain since yesterday. If you look over here on the road to

:02:43. > :02:49.the water has spilled out from the Brook,, over the grass, flooded the

:02:49. > :02:53.road, and cars can get three but it has been causing problems. We spoke

:02:53. > :03:00.to some local people. The water rises very quickly when you get

:03:00. > :03:07.very heavy rain like today. It has been non-stop. It can rise within

:03:07. > :03:12.an hour, it to a point when you start getting worried. Today, it is

:03:12. > :03:16.about 7 ft deep. We only live a couple of feet away from that

:03:16. > :03:23.quarter. In the past we have had a water within about half-an-inch of

:03:23. > :03:26.coming into the house. The pavings collapsed round the porch and I'm

:03:27. > :03:30.worried it is seeping into the foundations. Whenever we get a

:03:30. > :03:38.heavy rainfall, once a year, it is all to do with a grid not being

:03:38. > :03:44.maintained, basically. They have been numerous problems in

:03:44. > :03:47.this area. About an hour ago we were in a location where the road

:03:47. > :03:52.was flooded and the police had to help a woman from her car. There

:03:52. > :03:57.have been problems at the Canal in St Helens were the canal has burst

:03:57. > :04:01.its banks. I have a representative from the Environment Agency. How

:04:01. > :04:05.difficult has it been? It has been difficult. Most parts of the north-

:04:05. > :04:09.west are experiencing persistent rain, the Environment Agency has

:04:09. > :04:13.issued 36 flood alert and one flood warning. The Environment Agency has

:04:13. > :04:17.mobilised its operational field teams to keep rivers free of

:04:17. > :04:24.blockages, operate flood defences and monitor river levels. The big

:04:24. > :04:29.question is with all these alerts next 24 hours? We are anticipating

:04:29. > :04:35.more rain later on tonight and into tomorrow morning, really important

:04:35. > :04:40.people remain tuned to local broadcasts, avoid a necessary

:04:40. > :04:44.travel and the Environment Agency website is a wealth of information.

:04:44. > :04:48.The advice for people is keep checking that. Absolutely. Keep

:04:48. > :04:53.tuned into local radio and TV weather broadcasts, the Environment

:04:53. > :04:57.Agency website has got lots of information on how to stay safe and

:04:57. > :05:00.information about what the weather is doing in people's localities.

:05:36. > :05:38.police officers in Tameside last Tuesday, has appeared before

:05:38. > :05:40.Manchester Crown Court. Dale Cregan is charged with four murders,

:05:40. > :05:43.including those of PC's Fiona Bone and Nicola Hughes.

:05:43. > :05:46.Dale Cregan appeared at Manchester Crown Court via videolink this

:05:46. > :05:49.morning, and was remanded in custody, to next appear in court on

:05:49. > :05:52.the 5th of November. The judge, unhappy at some of the reporting of

:05:52. > :05:59.the case, ordered there be no further reporting of court

:05:59. > :06:02.proceedings until the start of any future trial. It's now six days

:06:02. > :06:05.since the deaths of WPCs Fiona Bone and PC Nicola Hughes in Mottram.

:06:06. > :06:08.Yesterday prayers were said at the Church of St James the Great in

:06:08. > :06:10.Hattersley, while a remembrance service of reflection took place at

:06:11. > :06:13.St Michaels Church in Mottram. At Manchester City's Premier League

:06:13. > :06:16.match at home to Arsenal, the officers were remembered with a

:06:16. > :06:18.minute's applause prior to kick off. Today the Greater Manchester Police

:06:18. > :06:21.Federation has announced plans to sell wristbands featuring the

:06:21. > :06:27.collar numbers of the officers and the date they died, with proceeds

:06:27. > :06:30.going to their families. Meanwhile a vigil organised by police for

:06:30. > :06:40.officers and the public, will take place at the scene of the shootings

:07:12. > :07:16.a crash in Salford at the weekend have paid tribute to him. Cameron

:07:16. > :07:18.Cash from Swinton was hit by a car on the East Lancs Road. A man was

:07:23. > :07:27.released without charge. A consultation on major changes to

:07:27. > :07:30.the fire service in Cheshire begins today. The Fire Authority needs to

:07:30. > :07:33.save �5 million over the next four years. Plans being put forward

:07:40. > :07:50.than full-time, staff. The brother and friend of a woman

:07:57. > :08:03.Are running a marathon every day Anthony Grainger died during a

:08:03. > :08:07.police operation in the Cheshire village of Culcheth. Officers

:08:07. > :08:11.believed he and two others in the vehicle were about to mount an

:08:11. > :08:21.armed robbery. It all happened on this car park in Culcheth last

:08:21. > :08:25.

:08:25. > :08:28.March. A search of the car failed to find any weapons. Grainger's

:08:28. > :08:31.family have been campaigning since then to have the officer who fired

:08:31. > :08:35.the fatal shot charged with his murder. On Friday two men who'd

:08:35. > :08:38.been in the car with Grainger and who were arrested at the scene and

:08:38. > :08:44.a third who was picked up later were found not guilty of conspiracy

:08:44. > :08:48.to rob by a jury in Manchester. Fantastic news. I knew it would

:08:48. > :08:52.come to that because he wasn't doing anything wrong. But he did

:08:52. > :08:55.have a criminal record and was in a stolen car at the time. He could

:08:55. > :09:01.have bought it like that, we don't know and we will never know. Only

:09:01. > :09:04.he will know that. Would you would ultimately? I would the police

:09:04. > :09:08.officer charged with his murder. The verdict on Friday was an

:09:08. > :09:12.important landmark for his family in the fight for justice. All I can

:09:12. > :09:17.say is it will make us even more determined to pursue it to his

:09:17. > :09:19.rival conclusions. The events that unfolded are being investigated by

:09:19. > :09:23.the independent Police Complaints Commission. It has submitted its

:09:57. > :10:00.tonight after the Wigan-based sports retailer JJB announced it's

:10:00. > :10:02.gone into administration. The store has failed to find a buyer after

:10:02. > :10:06.years of financial difficulty and up to 180 stores could close.

:10:06. > :10:09.Elaine Dunkley has the details. This was once a giant on the high

:10:09. > :10:11.street. But in these tough times even the mighty can fall. Thousands

:10:11. > :10:14.of workers now have an uncertain future but today's news of

:10:14. > :10:17.administration came as no surprise to retail analysts. I don't think

:10:17. > :10:19.it is a surprise if anybody tells us they are struggling, but if

:10:19. > :10:23.something occurs that I have been looking at the company over the

:10:23. > :10:26.last few years, they are not particularly strong in their own

:10:26. > :10:32.branded, brands they control themselves. That is where retailers

:10:32. > :10:35.tend to make the margin. In the 1990s bands like East 17 helped

:10:35. > :10:38.JJBs push the sports cas look to teenagers across the land. In 1990s

:10:38. > :10:47.there were over 400 stores and the company was worth nearly 1 billion

:10:47. > :10:51.on the stock market. Very sad. It is a very black day for the people

:10:51. > :10:59.of Wigan. Dave Whelan opened the store in the 1970s and sold it in

:10:59. > :11:03.2007 when he became too ill to take care of business. I will look at a

:11:03. > :11:07.few of the stores, I know the ins and outs, and a few more people in

:11:07. > :11:11.the sports industry will be looking and hopefully we will get a few of

:11:11. > :11:14.the back in action. Things are no doubt gloomy on the

:11:14. > :11:19.high street but a combination of tough competition and weak

:11:19. > :11:23.management decisions has lead to administration. It is a great shock,

:11:23. > :11:28.been around for ages, does all the brands, football shirts, it is

:11:28. > :11:31.great, so it is. Where the economic situation in the country is going

:11:31. > :11:37.it doesn't surprise me it all established brands are taking the

:11:37. > :11:39.hit. Recession, hard to get money, shop. In a statement JJB said it

:11:39. > :11:49.would continue to trade through all its retail outlets pending

:11:49. > :11:51.completion of the sales and Vauxhall has closed its Ellesmere

:11:51. > :11:54.Port car plant in Cheshire for the next week. The firm says it's

:11:54. > :11:57.because of sluggish sales across Europe. All the workers will still

:11:57. > :12:01.get paid but nothing will roll off the production lines. The company

:12:01. > :12:03.and the unions say it's just a short-term problem. But with the

:12:03. > :12:13.eurozone economy still in trouble, what does the long term hold for

:12:13. > :12:17.Ellesmere Port? Driving rain outside, and only a

:12:17. > :12:22.couple of hundred workers inside, carrying out maintenance on the

:12:22. > :12:26.assembly line. Normally 2000 people work here. But falling car sales in

:12:26. > :12:31.Europe have led Vauxhall to show at Ellesmere Port for a week to avoid

:12:31. > :12:35.build-up of stock. Four fifths of cars made here are exported. The

:12:35. > :12:40.company and the unions say the plant has a bright future in the

:12:40. > :12:44.long term. Recently we were taken on as one of those who will build

:12:44. > :12:49.the new generation Astra, that hasn't changed. We are looking

:12:49. > :12:52.forward to shift working, and taking on a number of new members

:12:53. > :12:57.for a union. The workers are getting paid this week, the company

:12:57. > :13:01.can call on them for extra work in the future. The company and the

:13:01. > :13:06.unions say this shutdown is a short-term issue. But one expert

:13:06. > :13:11.says carmakers like Vauxhall may be facing trouble in the long term if

:13:11. > :13:17.they -- if their sales are squeezed between upmarket brands like BMW,

:13:17. > :13:22.and cheaper mass-produced cars from Asia. It is being squeezed in the

:13:22. > :13:28.middle of the market by the German premium brands like BMW coming down

:13:28. > :13:32.and the value brands like Haydn died coming up. It is a very

:13:32. > :13:37.uncomfortable future for the brand. Upmarket Land Rover are doing well

:13:37. > :13:40.at Halewood. A car parts maker in a them saying Europe is worried and

:13:41. > :13:46.factories must look elsewhere for growth. We have dramatically

:13:46. > :13:49.increased our exports, directly into Asia and indirectly as well.

:13:49. > :13:53.If she is continuing to grow, currently, and long may that

:13:53. > :14:00.continue. Vauxhall says they did build cars and wait for buyers,

:14:00. > :14:02.they make them to order. Still to come on North West

:14:07. > :14:10.could this be their big chance to head the championship?

:14:10. > :14:20.And we've seen what the weather's caused today, but what's in store

:14:20. > :14:26.

:14:26. > :14:28.More rain. The Liberal Democrat conference is

:14:28. > :14:31.underway in Brighton, with announcements today on reviving the

:14:31. > :14:34.economy. But what about the party's own fortunes in the North West?

:14:34. > :14:36.Well, it's been a pretty miserable picture ever since the party

:14:36. > :14:38.entered government two years ago. Our political editor Arif Ansari

:14:38. > :14:42.has been analysing the Liberal Democrats' performance.

:14:42. > :14:47.Well this map tells part of the story. Before the general election

:14:47. > :14:51.the Liberal Democrats were running 11 of our 36 councils. But look at

:14:51. > :14:54.it now, they are left running just two, Stockport and South Lakeland.

:14:54. > :14:58.And that means loads of councillors have lost their seats. They had

:14:58. > :15:02.about 400 when they entered government in 2010. But tough

:15:02. > :15:07.decisions meant difficult times. Last year they lost more than 100

:15:07. > :15:16.councillors. And this year was almost as bad with the number again

:15:16. > :15:21.falling to about 230. Locally the Liberal Democrats have suffered. We

:15:21. > :15:24.saw in the local elections in 2011 the party been virtually decimated

:15:25. > :15:28.in more or less every place where it stood. 2012, it was almost as

:15:28. > :15:31.bad. What the Liberal Democrats will hope is that the local story

:15:32. > :15:37.can make some sort of recovery for them, despite the national picture

:15:37. > :15:39.but that is a real talent. So what about those MPs who are already

:15:39. > :15:43.worrying about the next general election? The Lib Dems have six

:15:43. > :15:46.seats in the region. But they are vulnerable. Even a small 3% swing

:15:46. > :15:56.would see three of those seats, Manchester, Withington, Burnley and

:15:56. > :15:56.

:15:56. > :16:04.Cheadle changing hands. There is danger on both the local and

:16:04. > :16:08.national fronts but good to see the swingometer in action. I spoke to

:16:08. > :16:14.the Lib Dem president Tim Farron and asked how the party could

:16:14. > :16:19.regain ground here? The obvious thing is to recognise

:16:19. > :16:25.the main concern that effect most people, the economy, the ability to

:16:25. > :16:30.pay the rent, pay the mortgage, to be able to afford to live, have

:16:30. > :16:34.basic necessaries -- necessities and a few luxuries. If you have

:16:34. > :16:39.lost your dog pit is a massive issue. Are you succeeding in

:16:39. > :16:43.helping people on this incomes, in danger of losing their jobs,

:16:43. > :16:47.cutting the public budget? There are many cuts and savings I find

:16:47. > :16:52.pretty hard to swallow but you have got to ask yourself what another

:16:52. > :16:55.party have made it any better? No. You would have lost control of a

:16:55. > :17:02.number of councils in this part of the world, are you confident he can

:17:02. > :17:05.win those back and get back in local government? South Lakeland

:17:05. > :17:08.District Council has a bigger Liberal Democrat majority any year

:17:08. > :17:12.ago, so don't read this as a pattern everywhere. They are

:17:12. > :17:15.gaining seats in many parts of the north-west. Another part we have

:17:15. > :17:19.lost seats and the reality is really good hard-working

:17:19. > :17:22.councillors who did not deserve to lose, good Liberal Democrats, who

:17:22. > :17:27.serve their communities, lost because of the national situation

:17:27. > :17:33.and we have got to take the rap. The one area where they retain

:17:34. > :17:38.trust is in our relationship with our community, people know we serve

:17:38. > :17:48.them better than the other parties, we immerse ourselves in the places

:17:48. > :17:50.

:17:50. > :17:52.Well time for sport now and, Tony, we were all hoping that Sunday's

:17:52. > :18:00.meeting between Liverpool and Manchester United would be a

:18:00. > :18:03.fitting tribute to the 96 victims of the Hillsborough disaster. Yes,

:18:03. > :18:06.bitter rivals for years, both clubs came together yesterday to mark

:18:06. > :18:09.something far more important than any football match. As we can see

:18:09. > :18:12.here, players from both sides wore tracksuits with 96 on the back.
