:00:36. > :00:41.her amazing courage and commitment. A website naming and shaming

:00:42. > :00:46.paedophiles in Barrow say it's -- is criticised for encouraging

:00:46. > :00:51.vigilantes. Organisers say it is essential. We have to protect our

:00:51. > :00:57.children. No proof my dad is dead, her daughter takes his ashes into a

:00:57. > :00:59.bank after being in update its -- inundated with letters demanding

:00:59. > :01:04.money. The celebrities harnessing the

:01:04. > :01:08.power of pink and motoring through the region for breast cancer.

:01:08. > :01:18.Wigan's Manager drops in to make this couple's anniversary a gold

:01:24. > :01:29.For 24 years, Anne Williams refused to give up. She knew she had been

:01:29. > :01:34.lied to about how her 15-year-old son Kevin died at Hillsborough, and

:01:34. > :01:37.she was determined to prove it. She celebrated with the rest of the

:01:37. > :01:41.family's one last year's Independent report proved they were

:01:41. > :01:44.right all along, but by then she had been diagnosed with cancer. She

:01:44. > :01:49.died this morning before she could finally see justice done for her

:01:49. > :01:52.son. Our Merseyside reporter Andy Gill

:01:52. > :01:57.is like for us tonight behind the new Hillsborough memorial in

:01:57. > :02:03.Liverpool. There were a few floral tributes behind you, at many of

:02:03. > :02:07.those for Anne Williams tonight. They are. The timing of her death

:02:07. > :02:10.could hardly be more poignant, three days after the 24th

:02:10. > :02:15.anniversary, a week before the preliminary hearings in the new

:02:15. > :02:22.inquest for the Hillsborough victims, which Anne Williams's

:02:22. > :02:27.tireless campaigning largely helped bring about. She would have wanted

:02:27. > :02:32.to be there for the new inquest, and it is a genuine pity that she

:02:32. > :02:36.will not be there. Monday was the 24th anniversary of

:02:36. > :02:40.Hillsborough. Anne Williams defied doctors orders to be at the

:02:40. > :02:44.memorial service at Anfield. This was her final appearance in public.

:02:44. > :02:47.Late last year, she told the BBC she didn't know how long she had

:02:48. > :02:52.left. I take each day as it comes, I

:02:52. > :02:55.don't know how long I've got. I don't want to know. I am very

:02:55. > :02:59.poorly. A fellow campaigner with her at

:02:59. > :03:04.Anfield says her death should spur the authorities to make sure new

:03:04. > :03:08.inquests conclude quickly. Don't put this on the mother and

:03:08. > :03:14.father's, don't put them through this, it has to come to and end.

:03:14. > :03:21.That woman gave so much of her life to get truth and justice for her

:03:21. > :03:26.son. Don't let it happen again. Let these inquests come quickly, and

:03:26. > :03:30.let's get to the end of it. She wanted a new inquest for Kevin

:03:30. > :03:34.because of the accidental death verdict of the original ones. The

:03:34. > :03:39.coroner then ruled the victims were dead by 3:15pm, so the inquests

:03:39. > :03:45.never heard what happened after that. Anne found evidence her son

:03:45. > :03:48.was alive until 4pm. In September, she spoke to me about the

:03:48. > :03:53.Hillsborough Independent panel's revelation that 41 victims might

:03:53. > :03:59.have been saved. That is nearly half of the 96. They

:03:59. > :04:02.must have known that. And they have covered it up by putting the 3:15pm

:04:02. > :04:07.cut-off point at causing all this heartache.

:04:07. > :04:10.I after the report, the accidental death verdicts were quashed, and

:04:10. > :04:14.Anne was there to see it. It is a good feeling because they bounced

:04:14. > :04:17.me from one wall to the other and I knew what they were doing. They

:04:17. > :04:22.were wearing the down but I would wear them down before they wore me

:04:22. > :04:25.down, and I have actually done it. In a statement, the Bishop of

:04:25. > :04:29.Liverpool said She will go down in history as one of the key people

:04:29. > :04:32.who brought to light the truth of the Hillsborough tragedy.

:04:32. > :04:36.solicitor said There is no doubt that without her commitment and

:04:36. > :04:40.tenacious investigation, the families would not be where they

:04:40. > :04:45.are today, on the verge of justice after the truth has been uncovered.

:04:45. > :04:53.Tonight, the flag at Liverpool Town Hall flies at half mast for all

:04:53. > :04:56.woman many count themselves privileged to have known.

:04:56. > :05:00.Such a sad night, and it goes without saying that our thoughts

:05:00. > :05:04.are with Anne Williams's family and friends tonight. You met her many

:05:04. > :05:10.times and interviewed them many times. What will you remember about

:05:10. > :05:14.her? I think if anyone had a right to be angry about what happened, it

:05:14. > :05:18.was Anne Williams. There was anger there, but she never raised her

:05:18. > :05:23.voice, there were never any outbursts. What you did get what's

:05:23. > :05:27.this determined, calm, steely nature of. No matter how many times

:05:27. > :05:30.the courts not her back, she carried on going, even when the

:05:30. > :05:33.independent panel report was coming out, she was still gathering

:05:33. > :05:39.independence will stop she had an attitude which came out of what she

:05:39. > :05:45.felt about Kevin and Hillsborough, which was that you won't win, I

:05:45. > :05:50.will. Remarkable. Thank you. Joining me now from Westminster is

:05:50. > :05:56.Steve Rotherham, Labour MP for Liverpool Walton. I know you new

:05:56. > :05:59.and very well. We have heard a lot of tributes about her today -- knew

:05:59. > :06:04.Anne Williams. She must have showed a lot of strength to continue

:06:04. > :06:09.fighting even though she was very ill. Of course, its strength,

:06:09. > :06:13.determination, resilience, courage, I have heard them all today, she

:06:13. > :06:18.exhibited all those attributes in abundance, but also I think the

:06:18. > :06:22.thing that drove her when she felt weak and tired during the later

:06:22. > :06:27.stages of her illness was the unconditional love for her children,

:06:27. > :06:30.one, Kevin, who perished at Hillsborough, and one who survived.

:06:30. > :06:36.People have underestimated the power of a mother's love for their

:06:36. > :06:41.child. She achieved so much, it seems such a shame she hasn't been

:06:41. > :06:45.able to live to see the final piece in the jigsaw with the new inquests.

:06:45. > :06:49.Yes, I think that is possibly one of the real tragedies. Of course

:06:49. > :06:55.when anybody dies it is horrible for the family to contend with, and

:06:55. > :07:00.I sent my condolences to her family, but for her not to see the final

:07:00. > :07:05.piece of the jigsaw, when I spoke to her she said the thing she

:07:05. > :07:09.wanted for closure was to put Kevin's death certificate in a

:07:10. > :07:13.trinket box she kept with mementoes of him. She never picked up that

:07:13. > :07:18.death certificate because she didn't accept the original verdict

:07:18. > :07:22.of accidental death. Briefly, how important you think Anne Williams

:07:22. > :07:25.was in this fight for justice for the Hillsborough campaigners?

:07:25. > :07:30.was immensely important, just as all the others were in their own

:07:30. > :07:36.ways, but she took things but Kevin right the way through all the legal

:07:36. > :07:40.stages and the judicial stages to the European Court, and every stage

:07:40. > :07:44.she had a door slammed in her face and never gave up hope that one day

:07:44. > :07:48.the truth would be out, which we all know is there now, and justice

:07:48. > :07:52.would follow, and that is what her memory and legacy will be, that we

:07:52. > :07:57.continue that fight for justice for the 96.

:07:57. > :08:01.So Steve Rotherham, thank you. Other news from around the north-

:08:01. > :08:04.west, police in Cumbria investigating the alleged leaking

:08:04. > :08:08.of information about the Police and Crime Commissioner's expenses have

:08:08. > :08:12.arrested a third man. It was reported Richard Rhodes ran up a

:08:12. > :08:16.bill of �700 for a car and driver for two journeys. He has since

:08:17. > :08:20.repaid the money. A 54-year-old man was arrested today on suspicion of

:08:20. > :08:25.perverting the course of justice, and two others arrested last week

:08:25. > :08:27.have been released on bail. A up to a quarter of a million pounds has

:08:27. > :08:31.been set aside to reimburse Cumbrian farmers the the cost of

:08:31. > :08:35.removing sheep that died in last month's heavy snow.

:08:35. > :08:39.Farmers had to pay �15 per animal to have each carcass removed.

:08:39. > :08:42.Farmers on the Isle of Man were told last week by the Manx

:08:42. > :08:45.government they would also get financial help.

:08:45. > :08:51.Almost 100 jobs in a food processing park on the Isle of Man

:09:15. > :09:19.social networking site set up to name and shame paedophiles in

:09:19. > :09:22.Barrow. They say it could encourage vigilantes and drive offenders

:09:22. > :09:27.underground. Those behind the group say they are

:09:27. > :09:30.providing a vital service and don't condone violence in any way. Their

:09:31. > :09:34.Facebook page currently has 4000 members and they are holding their

:09:34. > :09:39.first public meeting tonight. Here is Dave Guest.

:09:39. > :09:43.The key and Debbie say their mother is on a mission to let people know

:09:43. > :09:47.if paedophiles are living in their neighbourhood. They are part of the

:09:47. > :09:51.group was set up a social networking page listing sex

:09:51. > :09:58.offenders living in their part of South Cumbria. They have combed the

:09:58. > :09:59.archives of local newspapers to get their information. They call

:09:59. > :10:05.themselves Communities Against Paedophiles.

:10:05. > :10:11.A we need to know where people were living. White you need to know?To

:10:11. > :10:15.protect children. Are you vigilantes? Not vigilantes.Is

:10:15. > :10:19.there a danger that you will unnecessarily alarmed people and

:10:19. > :10:27.encourage people to attack these offenders? Not at all. We don't

:10:27. > :10:32.condone any sort of violence. Your information might be out of date.

:10:32. > :10:36.It is checked and rechecked before it goes up. Their Facebook group

:10:36. > :10:39.currently has more than 4000 members and they are holding their

:10:39. > :10:44.first meeting tonight. Come Tripoli say this group could

:10:44. > :10:47.make things worse rather than better -- Cumbria Police say it.

:10:47. > :10:51.They say they already have systems in place to monitor offenders in

:10:51. > :10:55.the community and the activities of the group could succeed in driving

:10:55. > :10:59.those offenders underground. Then no one would know what they are up

:10:59. > :11:02.to. The Barrow MP agrees that monitoring sex offender should be

:11:02. > :11:08.left to professionals. I would strongly a caution against

:11:08. > :11:12.them going ahead with any action police say could putt at children

:11:12. > :11:15.at greater risk from paedophiles, not less.

:11:16. > :11:21.But Debbie and other members of the group stunned by what they are

:11:21. > :11:25.doing. Let's explore some of the issues

:11:25. > :11:29.raised in this report with Rachel Horman, a solicitor and an expert

:11:29. > :11:36.in this part of the law. Thanks for coming in. Remind us what the law

:11:36. > :11:41.allows people to find out at the moment. It is commonly known as

:11:41. > :11:44.Sarah's Law, and allows parents or guardians of children to make a

:11:44. > :11:50.request to the police in certain circumstances if they have concerns

:11:50. > :11:53.about somebody coming into contact with their child. So it is not a

:11:53. > :12:01.free-for-all, you can't just request information about a

:12:01. > :12:06.neighbour. You need a reason to do it. Yes, and there has to the risk

:12:06. > :12:12.of that person coming into contact with the child. I and police will

:12:12. > :12:17.interview you to ensure you have good cause. Yes.Who uses it at the

:12:17. > :12:22.moment? Often, it is parents, may be the parents have split up, maybe

:12:22. > :12:28.mum has a new boyfriend, and there might be concerns in that regard,

:12:28. > :12:32.and that person would be coming into contact with the child. I

:12:32. > :12:35.think last year there were approximately 900 applications made

:12:35. > :12:40.for information and only about 160 were granted.

:12:40. > :12:43.Do you get many websites like this popping up? Vigilantism is the big

:12:43. > :12:48.concern, because they are unregulated.

:12:48. > :12:53.That is a concern, and in America, they have Megan's Law, which allows

:12:53. > :12:57.more disclosure, similar to the Cumbrian group, there have been a

:12:57. > :13:02.lot of vigilante attacks, and actually, people had been murdered.

:13:02. > :13:06.We don't want to go down that road. Rachel, thank you. Good to meet you.

:13:06. > :13:11.Next, coping with bereavement is a difficult enough time for any

:13:11. > :13:15.family, but for one Paul -- one woman in Stockport, the loss of her

:13:15. > :13:20.father started an eight-month disagreement with her bank. Siobhan

:13:20. > :13:24.Peers has received over 20 letters from RBS since her father passed

:13:24. > :13:27.away in 2011, prompting her to take drastic action.

:13:27. > :13:32.Siobhan Peers lived with her father David all her life and cared for

:13:32. > :13:36.him in their home for a year before he died of cancer in 2011. After he

:13:37. > :13:40.died, Siobhan set about winding up his estate, and sent a copy of his

:13:40. > :13:43.death certificate to RBS to close an account she believes was in

:13:43. > :13:48.credit, but it turns out a copy wasn't enough.

:13:48. > :13:51.They said when you get a copy, we need a copy, so I sent a copy and

:13:51. > :13:58.thought that was that done with until we had a letter saying he

:13:58. > :14:03.owed me �6. Despite bringing the original of

:14:04. > :14:07.the certificates are into the back, the debts racked up to �600,

:14:07. > :14:13.prompting her to take drastic action.

:14:13. > :14:17.I took his ashes into the back and slapped them on the counter. I said

:14:17. > :14:21.that was David Pears. They had to close his account.

:14:21. > :14:26.RBS said they have to send some mail to help resolve personal

:14:26. > :14:31.affairs, but often Siobhan visited the Bank, further information came

:16:07. > :16:11.control of Lancashire County Council.

:16:11. > :16:16.David Cameron knocked Labour out four years ago. Labour lost 28

:16:16. > :16:19.seats in a disastrous performance as the Tories gained 20. The

:16:19. > :16:25.council leader still keeps that moment on his desk. Since then it

:16:25. > :16:29.has been tough as budgets have been cut. We have improved services can

:16:29. > :16:32.Dick -- significantly and invested in services people feel are

:16:32. > :16:37.necessary, and that is our greatest achievement.

:16:37. > :16:41.Labour says it is ready to return to power and wants to improve

:16:41. > :16:45.conditions for staff. At the moment, more than 20 per

:16:45. > :16:49.cent of people employed by Lancashire County Council on --

:16:49. > :16:53.Oram less than the living wage. That is deplorable, and that would

:16:53. > :16:56.be one of our first policies. They Lib Dems may hold the balance

:16:56. > :17:00.of power, but for now they simply need to hold on.

:17:00. > :17:04.In areas where we face Conservatives we have a strong

:17:04. > :17:08.opportunity to win. In areas like Burnley where we face the Labour

:18:24. > :18:29.Conservative hold on County Hall is now on a knife-edge. Four years ago,
