:01:12. > :01:15.Manchester. 41-year-old Robert Jackson, who's
:01:15. > :01:22.been described as a popular and quiet man, and 13-year-old Ayesha
:01:22. > :01:30.were stabbed at their home in Moston last night. Chief Reporter joins us
:01:30. > :01:34.from the scene. There is a police presence here tonight. It was at 20
:01:34. > :01:39.past ten last night that the police got the call to come here following
:01:39. > :01:44.reports of a disturbance. Inside, they found Robert Jackson and his
:01:44. > :01:47.13-year-old daughter, seriously injured. Throughout the day to day,
:01:47. > :01:51.comings and goings as detectives tried to work out exactly what led
:01:51. > :01:58.to this tragedy. Meanwhile, the people in this area have one
:01:58. > :02:03.question: Why did happen? Throughout the day, a steady procession of
:02:03. > :02:12.people left and blowers in memory of Robert Jackson. He was very nice. He
:02:12. > :02:18.would do anything for anybody. Did he have any enemies? No. I have
:02:18. > :02:22.never known a bad word said about him. Robert and his daughter was
:02:22. > :02:30.stabbed at this house in Moston last night. Robert died and his daughter
:02:30. > :02:36.was badly hurt. She is a very nice, quiet little girl. We see her with
:02:36. > :02:39.the neighbours and she talks to my little girl. It has been suggested
:02:39. > :02:43.that the teenager may have been injured as she tried to protect her
:02:43. > :02:47.brother. Of course, detectives will not now exactly what happened until
:02:47. > :02:51.they are able to interview her, and then that could be some time yet.
:02:51. > :02:59.But the violence in the house was not the end of the drama. The
:02:59. > :03:02.attacker fled from the scene and, as short time later, flagged down a car
:03:02. > :03:07.at about half a mile from the scene. The driver was forced out at
:03:07. > :03:10.knife-point and the car was driven. A short time later the vehicle was
:03:10. > :03:16.seen close to a pub on Rochdale Road. As police officers approached
:03:16. > :03:20.it, the car was driven into the pub wall. The man inside died later as a
:03:20. > :03:27.result of stab wounds and injuries sustained in the impact. It has left
:03:27. > :03:31.the people of this community stunned and sad. I felt sick. He was the
:03:31. > :03:39.nicest man you could ever meet. He would bend over backwards to help
:03:39. > :03:44.anybody. We are all shocked. We just can't get our heads around it.
:03:44. > :03:50.Meanwhile, the investigation continues. And here on the street
:03:50. > :03:54.the flowers, the mountain of flowers, has continued to grow
:03:54. > :04:01.throughout the day. The police investigation continues tonight. The
:04:01. > :04:04.13-year-old girl tonight is still critically ill in hospital. When she
:04:04. > :04:07.recovers enough to speak to detectives, hopefully, they may then
:04:07. > :04:14.begin to piece together the events that led up to the tragedy here in
:04:14. > :04:18.Moston last night. Back to you. Thank you.
:04:18. > :04:21.When you call any kind of helpline you trust that you'll be pointed in
:04:21. > :04:24.the right direction and receive the right kind of treatment. But
:04:25. > :04:27.teething problem for the NHS's non emergency 111 service have led to
:04:28. > :04:31.tales of calls going unanswered, poor advice being given and even
:04:31. > :04:37.people being rushed to A&E in an ambulance when they just needed to
:04:37. > :04:41.see their GP. It left many patients not knowing where to turn. And now
:04:41. > :04:44.the contractor which provides the service in the North West says it's
:04:44. > :04:48.pulling out because it can't afford to run it. Health unions say this
:04:48. > :04:53.has left the service in chaos. Andy Gill's here to explain what's going
:04:53. > :04:59.on. Thank you. The 111 service replaced the old
:04:59. > :05:01.0845 NHS Direct number in April. But NHS Direct, a health trust, now runs
:05:01. > :05:07.the new service in three areas in the new service in three areas in
:05:07. > :05:14.the North West. NHS Direct says nationally, it's heading for a �26
:05:14. > :05:18.million pounds deficit. Why? Well, calls to its north west services are
:05:18. > :05:22.40 per cent down compared to calls to the old service. And it's now
:05:22. > :05:25.paid at most �8 per call compared to �20 per call under the 0845 number.
:05:25. > :05:35.One Merseyside GP says some callers have been wrongly advised. And the
:05:35. > :05:38.
:05:38. > :05:39.NHS awarded the 111 contracts based on cost rather than service. I am a
:05:39. > :05:43.taxpayer and they'd either e-mails taxpayer and they'd either e-mails
:05:43. > :05:50.look at the cost But I would be interested in knowing what the cost
:05:50. > :05:56.of this fiasco is. I think actually, to try and dig us out of this hole,
:05:56. > :06:00.will cost us a lot more. We should will cost us a lot more. We should
:06:00. > :06:03.make sure that things are correct. The North West 111 service is run
:06:03. > :06:06.from two call centres. One at Middlebrook near Bolton employs 128
:06:06. > :06:09.call handlers. Another at Carlisle employs 17. NHS Direct says at the
:06:09. > :06:13.moment these jobs aren't under threat and should be transferred to
:06:13. > :06:20.whoever takes over the contract. whoever takes over the contract.
:06:20. > :06:25.Labour say there were problems from In Greater Manchester on the launch
:06:25. > :06:29.weekend, there was utter chaos. It came close to collapse. The trouble
:06:29. > :06:32.is, ministers did not listen to the warnings that were being made. They
:06:32. > :06:35.were told in advance that the system would not work because it did not
:06:35. > :06:38.have enough staff. The Government says after initial problems,
:06:38. > :06:48.performance and patient satisfaction are now high. NHS Direct will
:06:48. > :06:49.
:06:49. > :06:53.continue to run the services until a new provider takes over. Thank you.
:06:53. > :07:02.Joining us now is Dr Amanda Boyle from NHS North West. She is the
:07:02. > :07:11.Clinical Lead for NHS 111. Good evening. How long before NHS Direct
:07:11. > :07:20.actually stop providing the service and what happens then? What we are
:07:20. > :07:23.doing is... PROBLEM WITH SOUND. We will not stop
:07:23. > :07:31.providing the service in the north-west until there are interim
:07:31. > :07:34.issues in place. There will not be a break in service for patients. NHS
:07:34. > :07:44.Direct will continue until we have got another tentative provider in
:07:44. > :07:45.
:07:45. > :07:51.place. -- another provider in place. But who will take this on? We have
:07:51. > :07:56.looked at the market and we will be going out to do procurement later in
:07:56. > :07:58.the year to find any provider for the service. But there is every
:07:58. > :08:05.indication that there are organisations that will be keen and
:08:05. > :08:11.able to take this on. And in the meantime, we keep on dialling 111 in
:08:11. > :08:17.a nonemergency? Absolutely. In the meantime, patients in the north-west
:08:17. > :08:21.continue as they were before. And lots of parts of the north-west, the
:08:21. > :08:25.111 service continues to be operational. We have got a range of
:08:25. > :08:29.providers providing the service in the interim. The GP out of hours
:08:29. > :08:33.service and the Ambulance Service are currently taken some goals for
:08:33. > :08:43.us. Patients should not worry. They should call 111 when they should
:08:43. > :08:49.call one-on-one with any disservice. -- when they need a service. Why has
:08:49. > :08:53.the service had so many problems? think the big problems in the
:08:53. > :08:59.north-west are largely because of the problems that NHS direct has had
:08:59. > :09:03.including the service in place. So from the launch at the end of March,
:09:04. > :09:07.it very quickly became apparent that NHS Direct were not able to handle
:09:07. > :09:10.the volume of calls. And so we put alternatives in place pretty quickly
:09:10. > :09:15.at that point to make sure that there was a safe service for
:09:15. > :09:21.patients. And we have continued to work since then with NHS Direct.
:09:21. > :09:25.Currently, they are taking about 30% of the calls in the north-west, and
:09:25. > :09:31.there are alternative providers taking the other 70% of the calls.
:09:31. > :09:34.But at no point after those first 24 hours has lived in a lack of service
:09:34. > :09:42.in place and the Northwest. I'm currently, the provisional service
:09:42. > :09:44.is very good. Thank you for joining us. Let's get some other news from

:14:33. > :14:39.upsetting times in my career so far. It is not going to get any more

:14:45. > :14:49.rest of the elephants are healthy? We are able to inspect them on a
:14:49. > :14:53.daily basis. We are taking temperatures from them every day.
:14:53. > :14:57.But the youngest we do it twice a day. It's hoped research will open
:14:57. > :15:00.doors to a cure for this disease to stop it from killing any more young
:15:00. > :15:10.elephants, not just here but across the world, giving the elephants like

:15:30. > :15:33.its waterways. They want the public to fill in information online. It'll

:15:37. > :15:39.Correspondent Judy Hobson has been to a stretch of canal at Nantwich in
:15:39. > :15:44.Cheshire. The Shropshire union canal is always
:15:44. > :15:47.busy at this time of year. But how much notice people really take of
:15:47. > :15:50.their surroundings? Canals are a sanctuary for much of our wildife -
:15:51. > :15:54.providing vital habitats for many of our rarest species. The Canal and
:15:54. > :15:57.Rivers Trust wants to know which areas are the most important.
:15:57. > :16:02.really important that the species that we all love to see, dragonflies
:16:02. > :16:05.and water voles and ducks, it is important that they have a good
:16:05. > :16:09.habitat. We need to know about the habitats that we can safeguard them
:16:09. > :16:13.and manage them properly so that the habitats are there for them to live
:16:13. > :16:16.in. The Canal and River Trust are asking the public to go onto their
:16:16. > :16:19.website or download a free app and fill in information. They want to a
:16:19. > :16:24.record of every type of habitat along the waterways, from hedges,
:16:24. > :16:27.trees and wild flowers to reeds. When they are doing maintenance on
:16:27. > :16:32.canals, if we know the habitat is there, we know where we will need to
:16:32. > :16:36.take special care. Earlier this year a report into the state of nature
:16:36. > :16:38.studied 3,100 of our most common species 60% had declined over the
