:01:13. > :01:17.Blackpool's become a dumping ground for society's poor. That's the

:01:17. > :01:21.verdict of the latest damning report on the town - this time by the think

:01:21. > :01:24.tank, the Centre for Social Justice. It says people on low incomes are

:01:24. > :01:29.attracted by cheap accommodation - many bringing with them a host of

:01:29. > :01:33.social problems. Blackpool Council says the answer is to limit the

:01:33. > :01:38.supply of cheap rooms, but how are they going to do it? Stuart Flinders

:01:38. > :01:47.has been finding out - he joins us from Blackpool now. Its a depressing

:01:47. > :01:52.picture, isn't it? It is depressing but I do not think

:01:52. > :01:57.it will come as a great surprise to many people who live here, who have

:01:57. > :02:03.seen these changes come over the town. What a reporters talking about

:02:03. > :02:09.specifically is such things Alf high levels of failure at school, high

:02:09. > :02:12.levels of teenage pregnancy, of lone parenting and unemployment. These

:02:12. > :02:17.exist in all towns and cities but this report suggests there is a

:02:17. > :02:23.particular problem for resorts like this. In a town famous for its

:02:23. > :02:31.traditional auditing houses, this man raises money for accommodation

:02:31. > :02:38.by taking. We don't get any benefits. What money we do get we

:02:38. > :02:42.try and put into a bed-and-breakfast for the night. What else can we do?

:02:42. > :02:52.The Centre for Social Justice report says resorts like pipe will have

:02:52. > :02:56.become dumping ground for society's four. Men have got the shortest life

:02:56. > :03:02.expectancy here of anywhere in the country, 66 years will stop that is

:03:02. > :03:09.very local pair to everywhere else. You have people living in houses of

:03:09. > :03:12.multiple addict -- occupation, you have people with drug addiction, and

:03:36. > :03:41.Northwest of course, that the council believes this town has more

:03:41. > :03:47.than its fair share. They believe the answer is to change the kind of

:03:47. > :03:51.accommodation on offer and that will attract a different mix-up people.

:03:51. > :03:56.We are demolishing a large number of one and two person flats and

:03:56. > :04:01.rebuilding family homes. Secondly, it is about clamping down on bad

:04:01. > :04:11.landlords in the private sector. With that allow you to attract a

:04:11. > :04:12.

:04:12. > :04:16.different kind of person. Yes, it is about... The report presents a

:04:16. > :04:19.depressing picture and suggests seaside resorts need special help.

:07:02. > :07:04.aircraft. 32-year-old Tayyab Subhani and 41-year-old Mohammed Safdar from

:07:04. > :07:07.Nelson were on a Pakistan International Airways flight -

:07:07. > :07:15.originally bound for Manchester Airport - when the aircraft was

:07:15. > :07:19.diverted to Stansted in Essex. The pair are due to stand trial in

:07:19. > :07:23.November. A murder investigation is under way

:07:23. > :07:27.after a man was stabbed to death and his partner was left in a critical

:07:27. > :07:30.condition. Police were called to Stud Farm Holiday Park in Heysham in

:07:30. > :07:35.the early hours of Sunday morning where they found the 28-year-old man

:07:35. > :07:38.and a 26-year-old woman with significant stab wounds. A

:07:38. > :07:48.26-year-old man's been arrested in Stoke-on-Trent on suspicion of

:07:54. > :07:58.County Council has been suspended from work pending the outcome of a

:08:26. > :08:28.chair. Andy Gill visited the Clatterbridge Cancer Centre to find

:08:28. > :08:34.out more. Diane Place from Blackburn had

:08:34. > :08:36.treatment for her eye tumour at Clatterbridge last month. Today

:08:36. > :08:40.she's helping us demonstrate the centre's new sophisticated

:08:40. > :08:49.equipment. It's the chair patients sit in to have what's called proton

:08:49. > :08:57.beam therapy. It was fine. I got in the chair. They have to make a mask

:08:57. > :09:02.for you which is painless. I did not feel any worry, I knew I was in good

:09:02. > :09:06.hands. Diane's tumour was at the back of her eye. So doctors had to

:09:06. > :09:10.use a beam of powerful particles to destroy it. But it's really

:09:10. > :09:15.important to get the beam in the right place. Otherwise it can damage

:09:15. > :09:19.healthy tissue. And that's where the new chair, all quarter of a million

:09:19. > :09:28.pounds worth of it, comes in. Staff can move it by tiny amounts, just

:09:28. > :09:31.millimetres, to get the patient's head in exactly the right spot.

:09:31. > :09:37.bridge Cancer Centre had this machine for 24 years and have the

:09:37. > :09:40.same chair that we built in-house -- Clatteridge. We now have a bespoke

:09:40. > :09:44.chair built in Switzerland which is more accurate, quieter and more

:09:44. > :09:48.sophisticated. Without proton beam therapy many cancer patients would

:09:48. > :09:51.have to have their eye removed. They have been using the proton beam at

:09:51. > :10:01.Clatterbridge for more than 20 years. But the new chair means they

:10:01. > :10:03.

:10:03. > :10:06.can do it much more quickly and much more accurately.

:10:06. > :10:09.It is amazing how something so seemingly simple can have such an

:10:09. > :10:13.impact. The former chairman of Wigan Warriors and Preston North End says

:10:13. > :10:16.he almost died after eating ox tongue containing deadly bacteria.

:10:16. > :10:20.70-year-old Maurice Lindsay was bought the meat from the North West

:11:29. > :11:33.targeted by local thieves. But figures out today show security

:11:33. > :11:36.measures like trackers and fob keys have drastically cut thefts. For the

:11:36. > :11:42.first time, insurers NFU Mutual have released crime figures for every

:11:42. > :11:49.region. And one area in particular is doing well in the fight against

:11:49. > :11:53.rural criminals. And it's mostly down to one man. Judy Hobson is here

:11:58. > :12:02.North West �3.9 million last year. That's down 24%. Lancashire was

:12:02. > :12:11.worst hit. �1.3 million worth of goods were stolen In Cheshire it was

:12:11. > :12:16.�1.1 million and Merseyside �270,000. Quad bikes, tools and

:12:16. > :12:20.vehicles were main targets. And sheep rustling is on the increase.

:12:20. > :12:25.But the general fall is rural crime is being put down to new measures to

:12:25. > :12:28.secure tractors. One area that is leading the way in the fight against

:12:28. > :12:33.rural crime is Knutsford in Cheshire, thanks to a Rural Watch

:12:33. > :12:38.Scheme set up by a local police officer.

:12:38. > :12:47.Dairy farmer Antony Millington has 160 cows and acres of crops. Three

:12:48. > :12:55.years ago thieves stole his tractor, worth �40,000. They went three to

:12:55. > :13:00.hedges, through a gate onto the main road, and it is my belief that 50

:13:00. > :13:03.yards from that Kate was loaded onto a wagon never to be seen again.

:13:04. > :13:06.Although it was insured, he relies on it every day. Trying to borrow

:14:14. > :14:18.rural crime in the Knutsford area could have fallen by as much as 70%

:14:18. > :14:22.thanks to the work of PC Mike Dawber and his team, and they are working

:14:22. > :14:26.with police in other areas to set up similar Rural Watch schemes.
