:01:36. > :01:38.suggesting that during her short life Charlene came into contact with

:02:17. > :02:20.infectious. Police believe she was one of a number of girls who had
:02:21. > :02:25.been groomed for sex by older men in the town. Two Asian take away owners
:02:26. > :02:29.were charged over her death but a jury failed to reach a verdict. Her
:02:30. > :02:36.family are convinced she fell prey to a Muslim paedophile gang
:02:37. > :02:39.operating in the resort. They, and police, hope publicity surrounding
:02:40. > :02:41.recent grooming cases like that in Rochdale will encourage witnesses to
:02:42. > :02:46.come forward. We're saying to people if you were a victim of historical
:02:47. > :02:50.abuse around the time when Charlene Downes and Paige Chivers were
:02:51. > :02:55.murdered, please come forward and we will treat you with respect and
:02:56. > :02:58.listen to your story. Charlene's family have been supported in their
:02:59. > :03:01.fight for justice by the British National Party which claims grooming
:03:02. > :03:11.gangs haven't been tackled because of a misguided sense of political
:03:12. > :03:13.correctness. But today the times newspaper accused the BNP of
:03:14. > :03:16.distorting Charlene's story "to sow seeds of divisive malevolence." It
:03:17. > :03:19.cites confidential police reports suggesting charlene was exposed to
:03:20. > :03:23.sex offenders from an early age They were not related to her.` they
:03:24. > :03:26.were older white men who visited or stayed at the family home. The BNP
:03:27. > :03:32.and Charlene's family rejected the article. My response is that it is
:03:33. > :03:38.appalling. They have got a lot of this from Facebook. I can assure you
:03:39. > :03:47.that is not the case. As far as I'm concerned, my daughter has been
:03:48. > :03:51.abused by groomed gangs. There are many unanswered questions in the
:03:52. > :03:57.case. The key question is, will she ever receive justice? A lift to get
:03:58. > :04:01.her killers behind bars. I've pray that one day that is going to

:04:19. > :04:21.at the bottom of a lake two years after she disappeared from the
:04:22. > :04:25.couple's home in Southern France. Lund was jailed for 12 years and had
:04:26. > :04:31.two appeals rejected. But now he's been released. Chris Bockman

:04:39. > :04:43.French jails. For the manslaughter of his wife. He has no chance of

:06:34. > :06:37.regarding possible wrongdoing at Lancashire County Council. The
:06:38. > :06:41.constabulary have confirmed they are conducting their own investigation.
:06:42. > :06:46.Our political editor has been following this story. The police
:06:47. > :06:51.statement is a little vague, it refers to concerns in relation to a
:06:52. > :06:58.number of irregularities What are they talking about? The problem with
:06:59. > :07:06.this is it has always been vague the of the case. But they relate to the
:07:07. > :07:11.creation of an organisation, a joint venture but `` joint`venture tween
:07:12. > :07:14.BT and Lancashire County Council to run certain services, set up by the
:07:15. > :07:19.previous Conservative administration. When Labour took
:07:20. > :07:29.over, they had concerns about that. One was the fact that bonuses of
:07:30. > :07:34.?500 million had been paid to the Chief Executive of that
:07:35. > :07:41.organisation. The second was the decision to award a contract to look
:07:42. > :07:46.after the council's vehicles. That contract was cancelled by Labour.
:07:47. > :07:51.They began an investigation into the Chief Executive of Lancashire County
:07:52. > :07:56.Council. He was suspended and, more recently, he resigned in exchange
:07:57. > :08:02.for them dropping that disciplinary enquiry. Instead what the County
:08:03. > :08:08.Council has done is picking `` picked up those files, and now they
:08:09. > :08:13.have confirmed they are officially investigating. What should we expect
:08:14. > :08:16.to happen? Let's be clear, he has always said he has done nothing
:08:17. > :08:21.wrong and his supporters believe that this is literally motivated.
:08:22. > :08:25.The key question will be what do detectives do know? Do they look at
:08:26. > :08:29.the allegations and say, you know what, this is very serious and we
:08:30. > :08:33.are going to do a full enquiry, or do they look at the evidence and say

:11:24. > :11:26.spoke to George Kowalczk, regional toxicologist for Public Health
:11:27. > :11:32.England. I asked him why he thought the American research was flawed.
:11:33. > :11:40.Fracking, if it is not properly regulated, can release emissions
:11:41. > :11:45.into the atmosphere. But we believe that if it is well maintained and
:11:46. > :11:55.related, the emissions can be made iced. `` minimised. Why do not
:11:56. > :11:59.believe cancer is an issue? There are some chemicals associated with
:12:00. > :12:04.the industry. It is not the gas or the chemicals in fracking but it
:12:05. > :12:08.might come with the infrastructure that is associated with the

:12:18. > :12:20.release emissions, which can release things that are known to cause
:12:21. > :12:25.cancers. These chemicals are in our environment. We can live with them
:12:26. > :12:30.with an acceptable level of risk. Think the American study identified
:12:31. > :12:35.the people living close to those operations, not just the shield gas
:12:36. > :12:39.but the infrastructure operation, were at a low level of risk,
:12:40. > :12:45.equivalent to the level of risk that people experience from heavily
:12:46. > :12:50.trafficked areas. `` shield gas I think we could use that information
:12:51. > :12:56.to make sure that people are kept a reasonable distance from the
:12:57. > :13:02.operation. You can make sure the people are protected from the
:13:03. > :13:06.omissions. You might be able to do that in America where people can get
:13:07. > :13:10.away from the wells but here, there is not that much space. It is
:13:11. > :13:21.perhaps to do with whether wells are cited. `` where the wells are cited.
