:01:45. > :01:47.Plans have been announced for the region's first smart motorway, which

:01:48. > :01:50.it's hoped will cut congestion and make journey times more reliable.

:01:51. > :01:53.The ?228 million scheme outlined by the Highways Agency would mean

:01:54. > :02:02.converting the hard shoulder on a 17`mile stretch of the M60 and M62

:02:03. > :02:07.to a new, permanent lane. It is a plan which has its supporters and

:02:08. > :02:17.its critics. Ian Haslam has been following the story and joins us

:02:18. > :02:21.now. What has been the reaction It is something many of us can

:02:22. > :02:25.relate to. The all`too`familiar updates on BBC local radio

:02:26. > :02:32.confirming we are stuck in rush`hour traffic, again. You can see the

:02:33. > :02:37.traffic is moving freely at the moment, but then again it is only

:02:38. > :02:45.3:20pm. As this was rush`hour in the morning it would be a very different

:02:46. > :02:51.story. This morning took me ages to get through. However, such misery

:02:52. > :02:54.could become a thing of the past for those in 180,000 vehicles that

:02:55. > :02:58.travel along this 17`mile stretch from junction eight of the M60 near

:02:59. > :03:01.Sale to Junction 20 of the M62 near Rochdale. By 2017 it will have a

:03:02. > :03:05.permanent additional lane. It will be a nightmare as they are doing

:03:06. > :03:13.it, obviously, but long term it will be better. The M42 also uses the

:03:14. > :03:22.hard shoulder as an extra lane, but only during dizzy times. Induced to

:03:23. > :03:26.take 40 or 50 minutes. Now that they're using the hard shoulder it

:03:27. > :03:33.has made a great deal of difference. One major concern raised by the AA

:03:34. > :03:36.among others is safety. The Highways Agency says electronic signs are

:03:37. > :03:45.used to close lanes to allow emergency vehicles through and new

:03:46. > :03:49.safe refuge areas will be created. As well as people breaking down the

:03:50. > :03:53.emergency services themselves in the case of rape ten will use the hard

:03:54. > :04:01.shoulder to access an accident. I think it is too dangerous. As you

:04:02. > :04:04.heard in the report, the RAC has criticised the plans, they have said

:04:05. > :04:09.it is a second`rate version of the scheme in the Midlands, that is

:04:10. > :04:17.known as the Dynamic Hard Shoulder Scheme, where the hard shoulder on

:04:18. > :04:24.the M42 is opened up when needed. I asked why the proposals here were

:04:25. > :04:33.different. There are emergency refuge areas, but on the schemes
