:01:17. > :01:18.following the news that a Blackpool surgeon convicted of killing a

:01:19. > :01:22.patient is applying to become a doctor again. Steven Walker, who

:01:23. > :01:25.worked at Blackpool Victoria Hospital, became known as Dr Death

:01:26. > :01:53.after he admitted the manslaughter of a 71`year`old woman. His

:01:54. > :02:00.negligence also contributed to the Manslaughter of a 71 euros woman. ``

:02:01. > :02:02.71`year`old woman. Joining us now from outside Blackpool Victoria

:02:03. > :02:05.Hospital is our health correspondent Nina Warhurst. Nina, how have

:02:06. > :02:09.relatives of those who died reacted to Mr Walker trying to get back into

:02:10. > :02:13.the medical profession? I've been talking to the widow of a

:02:14. > :02:17.man who was killed by the doctor. He said that he was 88 years old and

:02:18. > :02:24.had hoped that after 18 years, this would all be over.

:02:25. > :02:27.They called him Dr Death. A self`confessed killer who recklessly

:02:28. > :02:34.operated beyond his limits, leaving four dead and others maimed. He

:02:35. > :02:38.admitted the manslaughter of 71`year`old Dorothy McPhee.

:02:39. > :02:41.Witnesses recall that he posed for photos with a sample of her liver as

:02:42. > :02:46.she lost 36 pints of blood and lay dying. I don't think the medical

:02:47. > :02:54.Council can take that whisk. Neil's mother Mabel died after a routine

:02:55. > :02:57.bowel operation. He is appalled at the thought of Walker practising

:02:58. > :03:03.medicine again. Yellow they just should not do it. It would be akin

:03:04. > :03:10.to having an airline pilot who crashed a plane and was told he was

:03:11. > :03:13.not able to fly again. This is a man who has harmed the lives of two

:03:14. > :03:20.dozen patients in quite a bad way and I don't see why he should be

:03:21. > :03:24.allowed to practice again at all. It was an anaesthetist who blew the

:03:25. > :03:29.whistle after saying he witnessed 16 operations where there was

:03:30. > :03:33.catastrophic blood loss. Steven Walker has asked for the right to

:03:34. > :03:34.practice medicine again. The General medical Council, who give doctors

:03:35. > :03:56.their licences, told us... I imagine the families will be

:03:57. > :04:01.shocked by this and surprised that the doctor is able to apply in this

:04:02. > :04:06.way but they are entitled to do so. The rules are here to determine

:04:07. > :04:10.whether they are fit to practice. Determining whether he is fit to be

:04:11. > :04:12.a doctor will not be easy but it is possible that within weeks Steven

:04:13. > :04:17.Walker will be practising medicine again.

:04:18. > :04:21.We have tried throughout the day to contact Steven Walker but have been

:04:22. > :04:24.unsuccessful. His fitness to practice medicine hearing begins

:04:25. > :04:31.next Wednesday and is expected to last for U days. `` two days.

:04:32. > :04:34.A care home boss from Merseyside has been sentenced to 12 months in

:04:35. > :04:37.prison, suspended for two years after being found guilty of wilfully

:04:38. > :04:40.neglecting a pensioner with dementia. Belita Howell was the

:04:41. > :04:43.manager of Mother Redcaps care home in Wallasey when 86`year`old Walter

:04:44. > :04:47.Witcherley fell out of his bed and suffered a broken hip in April last

:04:48. > :04:49.year. He died a month later. An 11`year`old girl from Greater

:04:50. > :04:52.Manchester returned home from her mum's funeral to find burglars had

:04:53. > :04:57.stolen a mobile phone containing irreplaceable photographs of her

:04:58. > :05:00.mother. They broke into the house in Stalybridge while the child and her

:05:01. > :05:20.mum's partner attended the funeral service. Police are asking anyone

:05:21. > :05:24.with information to contact them. St Helens has led the way in glass

:05:25. > :05:28.production for 200 years. But today staff at its last remaining producer

:05:29. > :05:31.were told of more job losses. Pilkington's are about to cut 1 0

:05:32. > :05:34.posts. The firm will end glass production at its Cowley Hill site.

:05:35. > :05:36.The council said it's a devastating blow. Here's Jayne McCubbin.

:05:37. > :05:40.Pilkington's chimneys still dominate the St Helens skyline. But the

:05:41. > :05:43.town's glass heritage is a shadow of what it once was. Rockware, United

:05:44. > :05:47.Glass, Ravenhead and Pilkington s once employed 25,000 people here.

:05:48. > :05:52.Today just one name remains. 1, 00 staff. That figure about to be cut

:05:53. > :05:56.again. The float glass process was pioneered here. It was copied around

:05:57. > :06:05.the world. But today managers said the downturn had taken its toll

:06:06. > :06:10.Since 2008, we've seen demand for glass in the UK fall by about 3 %.

:06:11. > :06:16.We've seen prices fall. But all those together and we are losing

:06:17. > :06:21.millions of pounds in this operation. They used to be three

:06:22. > :06:26.float glass lines here in St Helens. In 2012 that went down to two. Next

:06:27. > :06:30.year it will go down to one. This is a massively scaled back operation

:06:31. > :06:34.and parts of the site where thousands of people used to work are

:06:35. > :06:37.now up for sale. But managers say that doesn't mean the writing is on

:06:38. > :06:41.the wall for those staff who remain. Staff today told me they hoped there

:06:42. > :06:49.was a future ` even if it wasn't in glass production. How long have you

:06:50. > :06:54.worked their? 34 years. I'm shocked, really shocked. Devastated. To staff

:06:55. > :07:00.and the town ` a town built on glass ` it is huge blow. Employment in the

:07:01. > :07:06.borough is going to be cut by a quarter as a result of this. They

:07:07. > :07:11.told me 10%. Be information I've had is a quarter and that is a lot of

:07:12. > :07:15.well`paid jobs being lost. Managers say the production lines won't be

:07:16. > :07:29.scrapped, merely mothballed. The council says that in reality they

:07:30. > :07:32.are unlikely to be brought into use. And just to mention that Jayne has

:07:33. > :07:36.been celebrating today. She was named Specialist Writer of the Year

:07:37. > :07:39.at last night's O2 North West Media Awards. The judges praised her

:07:40. > :07:40."intuitive questions, which bring specialist topics to life". Well

:07:41. > :07:43.done! A corrupt police officer has been

:07:44. > :07:46.jailed for four years after an escort girl paid him ?19,000 to

:07:47. > :07:49.frame her ex`boyfriend. Manchester Crown Court was told that that

:07:50. > :07:53.Daniel Withnell offered to place a gun and drugs in the man's car. It

:07:54. > :07:56.also heard claims that other Greater Manchester Police officers were

:07:57. > :07:59.willing to help him. Our reporter Stuart Flinders was in court and

:08:00. > :08:05.earlier I asked him exactly what Withnell had agreed to do. Daniel

:08:06. > :08:10.Withnell was a detective constable with Greater Manchester Police. He

:08:11. > :08:13.since been kicked out of the force. He is from Bolton and about a year

:08:14. > :08:19.ago he entered into an agreement with an escort called Claire

:08:20. > :08:23.Smethurst. She paid him ?19,000 and, in return, he agreed to put a

:08:24. > :08:28.shot gun and drugs inside the car of her ex`boyfriend. The following day

:08:29. > :08:31.she had a change of heart and contacted him to tell him the deal

:08:32. > :08:35.was off and eventually he returned the money. But she also contacted

:08:36. > :08:39.another police officer and that set in motion a chain of events that led

:08:40. > :08:45.to with now's events. In the meantime, Smethurst has received a

:08:46. > :08:52.suspended sentence for perverting the course of justice. Why did he do

:08:53. > :08:57.it? He was heavily in debt June two failed businesses and it changed

:08:58. > :09:02.him. `` because of failed businesses. His father said he was

:09:03. > :09:08.withdrawn and overwhelmed. But the idea he would have carried out this

:09:09. > :09:11.plan of putting the gun in Sunbury's car and enlisting the help

:09:12. > :09:17.of other police officers was, the judge said, fanciful. He Access did

:09:18. > :09:22.that Daniel Withnell had no intention of carrying that out but

:09:23. > :09:25.couldn't resist the money. Daniel Withnell's lawyer said to the judge

:09:26. > :09:29.that he was concerned for his client's safety in prison. He said a

:09:30. > :09:32.prison sentence would be an isolating, frightening and dangerous

:09:33. > :09:38.experience but the judge rejected that mitigation when he sentenced

:09:39. > :09:42.Daniel Withnell. He said that cases like this have a shattering effect

:09:43. > :09:46.on the face of the general public in the police. But he said that it

:09:47. > :09:49.might become putting for the public to note that it was other police

:09:50. > :09:54.officers who brought Daniel Withnell to justice. He sentenced Daniel

:09:55. > :09:58.Withnell to four years in prison, bearing in mind he had to all

:09:59. > :10:02.charges facing him. There've been calls for a Lancashire

:10:03. > :10:05.politician to resign after it was revealed he attended a party at

:10:06. > :10:08.Downing Street while being wanted for questioning over a murder in

:10:09. > :10:11.Pakistan. The Prime Minister says he's looking carefully into the case

:10:12. > :10:20.of Abdul Aziz, a Conservative councillor on Pendle Borough

:10:21. > :10:24.Council. Peter Marshall reports There was no answer this evening at

:10:25. > :10:29.the Nelson home of counsel Abdul Aziz. He is not yet responded to our

:10:30. > :10:33.phone calls. The Conservative councillor attended a party at

:10:34. > :10:37.Downing Street last month after receiving an invitation to celebrate

:10:38. > :10:41.the Muslim festival of Ede. But a Prime Minister's Questions

:10:42. > :10:44.yesterday, David Cameron was told councillor Aziz was wanted for

:10:45. > :10:50.questioning in Pakistan over a killing last year. After shaking

:10:51. > :10:54.this man's hand and having photos taken with him, would the Prime

:10:55. > :10:59.Minister now like to say that he think this gentleman should return

:11:00. > :11:02.to Pakistan and face justice? I m looking carefully into this case and

:11:03. > :11:09.I will write to the honourable gentleman. Councillor Aziz

:11:10. > :11:12.represents award on Pendle Borough Council. Now the leader of the

:11:13. > :11:18.council's Labour group has called on him to consider his position. His

:11:19. > :11:22.innocence is a matter for the judicial system in Pakistan. He was

:11:23. > :11:28.named on an arrest warrant. If he's innocent, I am asking him to

:11:29. > :11:32.consider his position, not to bring the good name of the council in to

:11:33. > :11:37.distribute. Resign his position and go out to clear his name. The

:11:38. > :11:44.incident is alleged to have happened in the Gujarat district last year.

:11:45. > :11:49.The warrant documents the alleged revenge killing of a man who was

:11:50. > :11:53.shot and killed by a gang of armed men. Councillor Aziz has previously

:11:54. > :11:57.strongly denied any involvement and says he was in Lancashire at the

:11:58. > :12:41.time of the incident. He has made no further comment today.

:12:42. > :12:44.A water park activity centre in Greater Manchester is to close.

:12:45. > :12:46.Trafford Council will shut Trafford Watersports Centre in December to

:12:47. > :12:49.save money. It's currently subsidised by ?200,000 a year. The

:12:50. > :12:51.closure will save just over ?1 million.

:12:52. > :12:54.More than 140 stolen bicycles have been recovered from just one address

:12:55. > :12:57.in Rochdale. Police made the discovery when carrying out searches

:12:58. > :13:01.in the area. Three people were arrested at the house on Surma

:13:02. > :13:04.Close. It's now hoped the bikes can be returned to their owners.

:13:05. > :13:07.A huge fire ripped through one of the biggest hotels on the Isle of

:13:08. > :13:10.Man today, destroying the residential blocks. The Isle of Man

:13:11. > :13:13.Fire and Rescue Service were called to the Mount Murray Hotel and

:13:14. > :13:16.Country Club in Santon at about 10:30 to face a rapidly spreading

:13:17. > :13:19.fire. Luckily, everybody inside was evacuated to safety and nobody was

:13:20. > :13:21.seriously injured. Kelly Foran reports.

:13:22. > :13:24.Almost 100 rooms up in flames. Fire ripped though the four`star hotel in

:13:25. > :13:28.minutes, It's thought about 50 hotel guests were inside at the time. I

:13:29. > :13:32.was evacuated out of the swimming pool in just my swimming trunks and

:13:33. > :13:38.a towel. The hotel were fantastic and provided me with foil blanket is

:13:39. > :13:41.and somebody lend me some shoes You simply have to go with it. Emergency

:13:42. > :13:45.services from the whole island came together to tackle the blaze, and

:13:46. > :13:54.stopped it spreading to the rest of the hotel. I was here shortly before

:13:55. > :13:57.11 o'clock and I would say we were working on the fire for in excess of

:13:58. > :14:03.four hours. This was a significant fire. The local hospital and the

:14:04. > :14:07.ambulance service were placed on alert for a major incident but

:14:08. > :14:10.luckily they say there was only one casualty, who suffered minor

:14:11. > :14:17.injuries. The people who live opposite looked on in horror. It

:14:18. > :14:23.immediately went like an inferno. The whole roof was on fire within

:14:24. > :14:30.minutes. I was coming through from the kitchen and saw the hotel on

:14:31. > :14:33.fire! Very frightening. Everyone is a bit shocked because it happened so

:14:34. > :14:37.quickly. The area has been cordoned off and fire crews will stay on the

:14:38. > :14:40.scene this evening to make the building is secure. The emergency

:14:41. > :14:43.services say it's too early to speculate how the fire was started

:14:44. > :14:50.but an investigation will be launched.

:14:51. > :14:52.A company set up to provide Lancashire County Council with

:14:53. > :14:57.cheaper services was actually bumping up the cost. That's the

:14:58. > :15:01.conclusion of a council review published this afternoon. It says

:15:02. > :15:06.One Connect Ltd added 20% to the cost of a deal to provide emergency

:15:07. > :15:09.alarm systems. The deal didn't go ahead but if it had, the review

:15:10. > :15:13.concluded, the council would have been paying far more than it needed

:15:14. > :15:32.to. Our chief reporter Dave Guest has more and joins us now. One

:15:33. > :15:38.Connect was set up as a partnership between the council and BT by the

:15:39. > :15:43.previous government. It suggested it should take over the running of

:15:44. > :15:47.safety alarms that people have in their home. One Connect invited a

:15:48. > :15:51.telecom company to quote for the job and then drew up a deal that it

:15:52. > :15:55.wanted to put to the county council. But when Labour took control of the

:15:56. > :15:58.council earlier this year, they were dubious about whether it was going

:15:59. > :16:02.to provide good value for money and cancelled the deal before contract

:16:03. > :16:07.was signed. And they started to look into it. What have they concluded?

:16:08. > :16:10.They have concluded that One Connect would have added around 20% to the

:16:11. > :16:15.overall cost that the original company had tendered for this job.

:16:16. > :16:19.It would have meant ?1.4 million more for the council than it needed

:16:20. > :16:24.to pay. The review says that is made up of mark`ups that were added by

:16:25. > :16:28.One Connect to the original price. They say there was a lack of

:16:29. > :16:32.transparency in the way One Connect conduct of its procurement processes

:16:33. > :16:36.and they say that it failed to work in partnership with the council

:16:37. > :16:41.This is just the latest concern raised about One Connect, isn't it?

:16:42. > :16:44.Yes, and let's but this was an organisation established by the

:16:45. > :16:48.Tories. Labour feel it was not a good idea and have been looking into

:16:49. > :16:54.it. They highlighted the fact that One Connect's Chief Executive was

:16:55. > :16:56.paid ?0.5 million in bonuses, which they said could be justified.

:16:57. > :17:01.Lancashire police are now investigating what they described as

:17:02. > :17:05.concerns relating to a number of financial irregularities. That may

:17:06. > :17:08.well conclude nothing was awry. We'll have to wait and see and we

:18:17. > :18:21.counterfeits join an ever growing pile. In here, everything from fake

:18:22. > :18:31.bags and CDs to knock`off booze Over ?100,000 worth of goods. Some

:18:32. > :18:36.people will say, does it matter if I spend ?5 on a cheap DVD? What harm

:18:37. > :18:40.is it doing? But some products are very dangerous, aren't they? Yes, we

:18:41. > :18:47.are finding more and more we are getting let Tronic items that are

:18:48. > :18:52.fake. You are ending up curling plates that could overheat and burn

:18:53. > :18:55.your skin. We have cigarettes that have rat droppings in them.

:18:56. > :18:58.Warrington is one of many councils across the North West clamping down

:18:59. > :19:01.on counterfeits in the run up to Christmas. But is the message really

:19:02. > :19:06.getting across? If it was counterfeit clothing with a brand,

:19:07. > :19:13.maybe I would buy that. You might be tented? I think I might. I wouldn't

:19:14. > :19:16.buy counterfeit. It's the job of these undercover Trading Standards

:19:17. > :19:19.officers to make sure the public's protected. They're often called by

:19:20. > :19:25.police after raids and make spot checks on firms. We've protected

:19:26. > :19:34.their identity. The worst case I've come across is a 13`year`old girl

:19:35. > :19:38.whose parents ought her a set of GHDs from a market stall and welded

:19:39. > :19:42.her head together and as a result, she ended up losing part of her

:19:43. > :19:49.scalp. Counterfeits can also harm legitimate as this is, cause job

:19:50. > :19:52.losses and fund organised crime Most of us love a bargain, but

:19:53. > :19:55.Trading Standards say the real price of fake goods can be one nobody

:19:56. > :19:59.should have to pay. You can't have failed to notice all

:20:00. > :20:07.the "to let" signs on high streets across the North West. The recession

:20:08. > :20:10.has taken its toll on retail. But our market towns seem to have bucked

:20:11. > :20:18.the trend, according to delegates at a national conference in Cheshire.

:20:19. > :20:23.Congleton was chosen as the venue for the gathering of representatives

:20:24. > :20:26.from market towns across England. This from our Cheshire reporter

:20:27. > :20:37.Mark Edwardson. Congleton's held a market since

:20:38. > :20:41.1272. Cathy Morris is a town centre hairdresser. And she's got big plans

:20:42. > :20:45.for Christmas. At the Christmas which on last year I saw all the

:20:46. > :20:48.people outside in the streets. It was packed and I thought, let's do

:20:49. > :20:54.something different, something bigger, and we are raising money to

:20:55. > :20:57.bring an ice rink to Congleton. Today, more than 100 delegates

:20:58. > :21:01.shared tips at the town Hall. Congleton Town Council says of its

:21:02. > :21:04.223 units 199 are occupied ` a vacancy rate of almost 11%. That

:21:05. > :21:14.compares with a national average of 15%. So what about similar towns

:21:15. > :21:17.elsewhere in the North West? In Ulverston, 15 shops await tenants `

:21:18. > :21:21.that's 8.9%.And in Chorley, 15 are vacant ` a rate of 4.5%. Congleton

:21:22. > :21:30.Town Council says it's expecting the number of "to let" signs to fall in

:21:31. > :21:33.the near future. We've got ambitious plans to improve the pavements, the

:21:34. > :21:39.seating, the lighting, to make it a more attractive place. But that

:21:40. > :21:43.takes a lot of money. I try and shop local because I've got my own

:21:44. > :21:48.business so I try and shop local and support the local shops. I try not

:21:49. > :21:51.to go out of town if I can help it. Everyone seems very polite, happy,

:21:52. > :21:54.and there's good nightlife. Many of the region's large towns have

:21:55. > :21:57.suffered badly during the recession. So, what can they learn from its

:21:58. > :22:03.market towns? Councils and government should listen. People

:22:04. > :22:06.should make decisions at the level where people care. Looking to the

:22:07. > :22:20.future, one of the conference messages is, "embrace the internet `

:22:21. > :22:24.don't fight it". Some sports news for you now, and

:22:25. > :22:27.Wigan Athletic were aiming to go to the top of their group in the Europa

:22:28. > :22:30.League this evening. They're playing away at the Russian side Rubin

:22:31. > :22:34.Kazan, who made the quarterfinals last season. We're approaching the

:22:35. > :22:38.end of the match but Wigan are still trailing from that early goal. They

:23:18. > :23:27.local photographer Steve Shakeshaft that spans half a century, as Beccy

:23:53. > :24:01.men which has given Stephen unusually candid access to his

:24:02. > :24:06.backstage life. It's an honest exhibition, an exhibition I want

:24:07. > :24:09.people to look at and say it's about his real life. They know what Ken is

:24:10. > :24:14.like. He tells jokes and is a funny man. But I want the exhibition to

:24:15. > :24:19.show a different side of him. Ken is definitely a Liverpool person. He

:24:20. > :24:24.lives in his parents' home in Knotty Ash. He has been loyal to Liverpool,

:24:25. > :24:27.loves Liverpool. Everything about Ken Dodd is Liverpool. As as the

:24:28. > :24:34.comedian prepares to celebrate his 86th birthday tomorrow, he's still

:24:35. > :24:42.touring. I've got the best job in the world because I only see people

:24:43. > :24:45.whose smile, who laughed. All these photographs are comedian trying to
