:00:47. > :01:07.Christmas markets open for business. A 15`year`old boy has died after

:01:08. > :01:10.being shot in the head on a farm in the Lake District. Cumbria Police

:01:11. > :01:14.say the teenager was out shooting with two adults late last night He

:01:15. > :01:22.was taken more than a hundred miles to a specialist hospital in

:01:23. > :01:26.Manchester. It happened about 2 miles north of Barrow. Doctors tried

:01:27. > :01:29.to save his life, but this afternoon it was confirmed the boy had died

:01:30. > :01:32.from gunshot injuries. Tonight a man's under arrest on suspicion of

:01:33. > :01:37.manslaughter. Our reporter Andy Gill is in the village of Ulpha, 20 miles

:01:38. > :01:45.north of Barrow. What more can you tell us about what happened last

:01:46. > :01:50.night? This is a small community, and tonight, I community in

:01:51. > :01:54.mourning. We are at the local church. The place where this

:01:55. > :02:01.happened is a few miles north of here on a removed track off the main

:02:02. > :02:04.road. The police have said that two men and a boy were shooting on

:02:05. > :02:09.farmland with the permission of the farm owner when the boy was shot in

:02:10. > :02:15.the head. He was taken to hospital but died this afternoon. He was a

:02:16. > :02:19.pupil at a local school. The police said they arrested a 35`year`old man

:02:20. > :02:22.from Barrow on suspicion of causing grievous bodily harm, but they know

:02:23. > :02:27.said he was being questioned on suspicion of manslaughter. The other

:02:28. > :02:33.men at the incident was in his 0s and the police say he was not

:02:34. > :02:38.injured and has not been arrested. Nobody was related to the boy who

:02:39. > :02:46.died. Horrible shock for the people that live there. What has been the

:02:47. > :02:50.reaction? I spoke to one lady who did not want to be interviewed on

:02:51. > :02:54.camera, but the thing about small places like this is that everybody

:02:55. > :02:59.knows everybody else. She knew the boy, she knows his parents and his

:03:00. > :03:02.family and she was clearly shaken and close to tears. She said this

:03:03. > :03:06.will have a great effect on everybody that lives here. Julie,

:03:07. > :03:11.more details will come out about what happened in this incident. The

:03:12. > :03:18.police have not released the name of the boy, and because the former lead

:03:19. > :03:20.to take place. Kent Medway NHS and Social Care Partnership Trust

:03:21. > :03:22.the former identification is yet to take place, but this will have a big

:03:23. > :03:29.effect on this community. The former chairman of the Co`op

:03:30. > :03:32.Bank is being questioned by detectives investigating the supply

:03:33. > :03:34.of illegal drugs. The Reverend Paul Flowers was arrested on Merseyside

:03:35. > :03:38.last night following allegations that he handed over money to buy

:03:39. > :03:41.cocaine and other substances. It follows a week of revelations and

:03:42. > :03:48.allegations attached to the ex chairman of the troubled bank.

:03:49. > :03:51.Tonight the Government announced there'll be an independent

:03:52. > :03:53.investigation into events there Our Chief Reporter, Dave Guest, has more

:03:54. > :03:57.details. The week started badly enough for

:03:58. > :04:00.Paul Flowers, but if he thought it couldn't get any worse he was sadly

:04:01. > :04:03.mistaken. Last weekend, a national newspaper published images said to

:04:04. > :04:13.show the former Co`op bank chairman buying cocaine. Then through the

:04:14. > :04:16.week a succession of tabloid tales carried allegations of drug fuelled

:04:17. > :04:19.sessions with male prostitutes in a Manchester Hotel. On top of that,

:04:20. > :04:23.came the revelation that he parted company with a drugs charity amid

:04:24. > :04:25.suspicions over his expenses. Then last night, officers from West

:04:26. > :04:31.Yorkshire Police, arrested the 63`year`old as part of "an ongoing

:04:32. > :04:36.drug supply investigation". They picked him up on Merseyside, but

:04:37. > :04:40.aren't saying why he was there. And all this as the Co`op bank struggles

:04:41. > :04:44.to sort out its finances. It's all left customers a little bewildered.

:04:45. > :04:49.One person's failings don't affect the whole place, but it is same

:04:50. > :04:55.time, because he is the boss, you kind of worry. I have no complaints

:04:56. > :05:01.with regards having a current account with the bank. I held him in

:05:02. > :05:05.a steam, but I am not surprised because of the way banking is going,

:05:06. > :05:07.but I was surprised that it was the Co`op bank.

:05:08. > :05:10.But will the controversy surrounding the apparently unethical antics of

:05:11. > :05:14.the former boss affect the ethical credentials of the co`op bank brand?

:05:15. > :05:16.Here's Dr Stuart Roper from the Manchester Business School. The

:05:17. > :05:23.point is, how quickly is it able to get with this difficulty? It will

:05:24. > :05:27.take a little bit of time. Affairs with individuals tend to blow over,

:05:28. > :05:32.because the person isn't there any more. It is all about if they are

:05:33. > :05:34.providing good quality products and services and will maintain an

:05:35. > :05:36.ethical stance and rebuild this idea.

:05:37. > :05:39.Meanwhile, politicians have been arguing over who knew what about the

:05:40. > :05:43.background of Rev Flowers, and his competency to run the bank. Four MPs

:05:44. > :05:47.in this region are sponsored by the Co`op. One of them has been giving

:05:48. > :05:54.his reaction to the week's developments. Clearly, people will

:05:55. > :05:58.have questions. They will want to know that lessons have been learned

:05:59. > :06:02.after a situation like this. I am confident that with the correct

:06:03. > :06:07.response, the Co`op bank can go from strength to strength. It makes a

:06:08. > :06:11.huge contribution to the UK and to our area, and I'm hugely proud to be

:06:12. > :06:14.associated with them. And tonight the Chancellor and

:06:15. > :06:17.Tatton MP George Osborne has ordered an independent investigation into

:06:18. > :06:19.events at the Co`op Bank. The inquiry will, among other things,

:06:20. > :06:26.examine the appointment of senior staff.

:07:08. > :07:12.organisations are ready to build the stable door. Has there been any

:07:13. > :07:21.impact on the Labour Party by this scandal Chris back yes, it is

:07:22. > :07:25.clearly a serious issue. There are several MPs sponsored by the

:07:26. > :07:29.cooperative, but the bigger question is, did the Labour Party know

:07:30. > :07:34.anything about it? This man was a Labour councillor in Rochdale for

:07:35. > :07:39.four years and in Bradford until 2011. He resigned as a Bradford

:07:40. > :07:45.councillor after the adult material found on his laptop and at that time

:07:46. > :07:47.he was already chairman of the bank. The question is, did the Labour

:07:48. > :07:56.Party know things about him that they did not fly got? `` flag up.

:08:23. > :08:26.killed on holiday in Sri Lanka ` is welcoming the news a date has been

:08:27. > :08:29.set for his murder trial. Khuram Shaikh was shot and stabbed on

:08:30. > :08:32.Christmas Day in 2011. Six people have been charged in connection with

:08:33. > :08:36.his death, including a high profile politician with close ties to the

:08:37. > :08:40.Sri Lankan President. Police say no further action will be

:08:41. > :08:44.taken against seven Crewe Alexandra footballers, who were arrested on

:08:45. > :08:46.suspicion of sexual assault in July. The League One players were

:08:47. > :08:50.questioned following an allegation from a woman in Cornwall. The club

:08:51. > :09:05.was holding a pre`season training camp there at the time.

:09:06. > :09:08.Adverts for alcohol could be banned from the streets of Blackpool if the

:09:09. > :09:11.council goes ahead with plans to clamp down on promotions. It's

:09:12. > :09:14.considering bringing in a radical new by`law to limit the advertising

:09:15. > :09:18.of alcohol. Campaigners for the move say the resort has a huge health

:09:19. > :09:21.problem which needs to be tackled, but some licensees say it won't make

:09:22. > :09:24.any difference. Blackpool's long had a reputation as

:09:25. > :09:28.a party town, but now some here are concerned that adverts for cheap

:09:29. > :09:30.drinks are leaving the resort with a costly hangover. Blackpool Council

:09:31. > :09:33.is considering introducing a bye law which would ban pubs, clubs and off

:09:34. > :09:37.licences from advertising alcohol outside their premises, as well as

:09:38. > :09:48.preventing promotions on the side of buses, trams and taxis and even

:09:49. > :09:52.forcing clubs to close at 3:00am. I am not talking about holiday`makers

:09:53. > :10:01.coming to black crew having a good time. These are sustained, long

:10:02. > :10:10.standing problems. Children, school attendance being impacted, lots of

:10:11. > :10:13.other problems. The proposals are aimed at tackling the town's poor

:10:14. > :10:15.health record. Blackpool has the highest death rate from

:10:16. > :10:19.alcohol`related liver disease among under 75s in England, 35 for every

:10:20. > :10:22.100,000 people. Compare that to a death rate of just 16 in

:10:23. > :10:25.neighbouring Fylde and Wyre. But opinion's divided here on exactly

:10:26. > :10:29.who's to blame for the town's health problems. There are areas in

:10:30. > :10:33.Blackpool that have the highest concentration of off`licences in the

:10:34. > :10:39.country. The country is that it is a very safe, responsible place to be.

:10:40. > :10:43.The issue is preloading with drinks at home. This off licence doesn t

:10:44. > :10:46.advertise its alcohol prices outside, but the licensee doesn t

:10:47. > :10:51.think it would make any difference if he did. I personally think it

:10:52. > :10:55.will affect the pubs and clubs, but I do not think it will affect the

:10:56. > :11:01.off`licence. Host customers, when they are bouncing around, they come

:11:02. > :11:05.inside and have a lock. They ask us what offers we have. The council's

:11:06. > :11:08.yet to decide on whether to go ahead with the plans. The town's licensing

:11:09. > :11:11.committee will discuss them next month.

:11:12. > :11:19.Oldham council today claimed that plans for a new free school would

:11:20. > :11:23.damage the area's education. The Phoenix Free School is due to open

:11:24. > :11:25.next year. It would be staffed by former military personnel and would

:11:26. > :11:27.insist on strict discipline for pupils.

:11:28. > :11:30.But Oldham councillors today said it would threaten the existence of

:11:31. > :11:33.other schools in the borough, making them "unviable". They say Oldham

:11:34. > :11:37.already has too many secondary school places. A point I put to the

:11:38. > :11:45.man behind the Free School, Professor Tom Burkard. There has

:11:46. > :11:49.never been a case of a good school that had any problems filling its

:11:50. > :11:52.places. If Oldham is worried about any of the schools that they have,

:11:53. > :11:58.the existing schools becoming unviable, we would be very happy to

:11:59. > :12:02.talk to them about taking them over. If you are prepared to see the

:12:03. > :12:07.schools fail, open your school and drive others to the wall, while you

:12:08. > :12:12.make money, how can that be fair to the children that have their

:12:13. > :12:18.education disrupted? Whose education will be disrupted? Let us make this

:12:19. > :12:23.clear. We are not making money. Every school operates on the same

:12:24. > :12:28.basis as any academy or school. Nobody profits, except for the

:12:29. > :12:33.pupils going to the school and getting a good education. What we

:12:34. > :12:36.are trying to do is offer a better education to the children of Oldham

:12:37. > :12:41.and the response we have had from the local people, it demonstrates to

:12:42. > :12:47.us that there is a lot of demand for what we have to offer. Had he found

:12:48. > :12:56.a site for the schoolyard? Have you started building it? Not yet, we are

:12:57. > :13:02.in negotiation with Oldham Council. How can you possibly be open in

:20:37. > :20:42.40th birthday. We have Chris Rogers, the very first voice...

:20:43. > :20:53.This is the man who launched radio Carlisle in November 1973.

:20:54. > :20:56.Radio Carlisle, it gave a focus to all of those individual communities

:20:57. > :21:00.so they could say, that is my radio station, they know whether I am

:21:01. > :21:04.talking about and what I'm thinking. That is what we really did, we gave

:21:05. > :21:09.the focus to people to reflect their daily lives to them. Now, radio

:21:10. > :21:13.Cumbria has won awards and recognition because of the way it

:21:14. > :21:18.responds to emergency situations in the county, from the foot and mouth

:21:19. > :21:24.crisis of 2001, the shootings in 2010, and major flooding. John

:21:25. > :21:27.Myers, his career has taken him to one of British radio's top

:21:28. > :21:34.executives, and he has always held his local station in high regard.

:21:35. > :21:38.For 40 years, this radio station has been at the top of its game and has

:21:39. > :21:41.won awards and performed brilliantly because of the people it hires to

:21:42. > :21:50.broadcast and connect with the population at large. One presenter

:21:51. > :21:53.has been there for 40 years. I have done every single programme

:21:54. > :21:58.possible, from early in the morning until late at night. Doing the

:21:59. > :22:01.variety of programmes is excellent because you meet all kinds of

:22:02. > :22:05.different people and are tested in all different types of things. Just

:22:14. > :22:20.For any radio station to make it to 40 years, it just proves that there

:22:21. > :22:25.is still a need every single day for local radio. Celebrations continue

:23:01. > :23:02.lights, today it showed off this year's Christmas Markets. Millions

:23:09. > :23:11.A giant royal seal of approval for Liverpool's Christmas markets from

:23:12. > :23:15.the Queen of Queen Square and King John. Why this pair, you ask? Well,

:23:16. > :23:17.there was no actual royalty available and it was King John who

:23:18. > :23:25.granted Liverpool 'market status' back in 1207. I am pleased as punch

:23:26. > :23:29.to open this market and to see how Liverpool has expanded in the last

:23:30. > :23:33.800 years. Weather`wise, we're not quite at the snow stage yet, but

:23:34. > :23:38.there was white stuff of sorts, for the hundreds watching the impromptu

:23:39. > :23:43.festive parade. It makes it feel very Christmassy. It is fantastic,

:23:44. > :23:46.absolutely brilliant! Magical! They've had Christmas Markets in

:23:47. > :23:50.Liverpool for nine years, but this year it's expanded, with over 8

:23:51. > :23:53.stalls, while part of the market is made up of shops in shipping

:23:54. > :23:57.containers. Oh and aside from massive puppets, when was the last

:23:58. > :24:06.time you saw three camels walking through the city centre? Of course,

:24:07. > :24:10.the Nativity story would not be the Nativity story without the three

:24:11. > :24:15.wise men. Here they are on the camels in the city centre. Have you

:24:16. > :24:22.had camels here before? Not that I can a member! This is excellent

:24:23. > :24:25.This is my friend from Ireland, she has come to visit. Having the

:24:26. > :24:28.Christmas markets is costing a quarter of a million pounds, those

:24:29. > :24:32.behind it are hoping for a million and a half visitors in each of the

:24:33. > :24:35.next few weeks. This will generate across the retail, hotels,

:24:36. > :24:38.restaurants, millions of pounds over the Christmas period. And while

:24:39. > :24:40.Father Christmas hasn't arrived at the markets yet, the friendly yet

:24:41. > :24:48.scissor wielding Mother Christmas has. It is just lovely. Be careful

:24:49. > :24:52.with those scissors! Coming to one of these stalls was only going to

:24:53. > :24:57.end in one way, me buying one of these large, German sausages. The

:24:58. > :25:04.camels may have gone now, but the Christmas markets are open until

:25:05. > :25:07.December the 22nd. It was always going to end that
