:00:58. > :01:09.starstruck. A gang from Merseyside involved in
:01:10. > :01:13.drugs, arson and firearms conspiracies has this afternoon been
:01:14. > :01:18.sentenced to a total of nearly a 100 years in jail. The court heard that
:01:19. > :01:22.in one gun attack a child narrowly avoided death. The sentences came as
:01:23. > :01:26.new figures show a marked fall in the number of gang`related murders
:01:27. > :01:30.in the North West. It follows the setting up of a Government programme
:01:31. > :01:34.to tackle the problem in the wake of the 2011 riots. But some groups
:01:35. > :01:39.working with young people say there's still a serious problem on
:01:40. > :01:43.the streets. Andy Gill reports. A gunman fires at a house in St
:01:44. > :01:48.Helens in a dispute between drugs gangs. You can see the flash of the
:01:49. > :01:52.discharge. In the same case shots were fired at a caravan where two
:01:53. > :01:55.children were sleeping. Both were unharmed. Today the gang leader
:01:56. > :02:07.Eugene Price got 25 years. Total sentences were just under 98 years.
:02:08. > :02:11.Things moved on, things moved to arson attacks against vehicles and
:02:12. > :02:15.firearms being discharged at houses. But took it to another level
:02:16. > :02:22.so we took our activities to another level as well. To bring the gang to
:02:23. > :02:27.justice the Merseyside Police used an approach using all kinds of
:02:28. > :02:31.agencies and authorities. It is an approach being launched after the
:02:32. > :02:35.2011 riots. Today, the government said that scheme is working. After
:02:36. > :02:38.the riots, the Government provided money to help police and other
:02:39. > :02:40.organisations tackle gangs in five North West areas: Manchester,
:02:41. > :02:45.Salford, Oldham, Liverpool and Knowsley. A report published by the
:02:46. > :02:49.Home Office today says gang`related violence is now falling in those
:02:50. > :02:54.areas. Before the project, there were four murders in the five North
:02:55. > :02:58.West areas with a gang`problem. In the past year, there have been none.
:02:59. > :03:02.The situation with knife attacks is more mixed. In Liverpool woundings
:03:03. > :03:10.has remained unchanged ` 54 in 2010. And 54 in the past year. In
:03:11. > :03:14.Manchester the picture's more positive. Woundings have gone down
:03:15. > :03:21.from 59 to 40. But one man working with young people on estates in the
:03:22. > :03:26.North West is sceptical. Categorically, nothing has changed.
:03:27. > :03:29.There have been no new ideas, no new inch tips. New asking somebody who
:03:30. > :03:33.lives on an estate, have I noticed a difference? The answer is no.
:03:34. > :03:38.Today's report says anti`gang organisations are concerned about
:03:39. > :03:42.uncertainty over funding next year. Police have confirmed that one of
:03:43. > :03:46.the victims who died in a house fire in Bolton earlier this week had been
:03:47. > :03:49.stabbed to death. The three people who died in the blaze were all from
:03:50. > :03:52.the same family. Police have confirmed they're investigating a
:03:53. > :03:57.murder and that they're not looking for anyone else. Mark Edwardson
:03:58. > :04:01.reports. The fire on Albert Road West in the
:04:02. > :04:04.Heaton area of Bolton started in the early hours of Monday morning.
:04:05. > :04:07.Firefighters described the scene as amongst the worst they'd ever seen.
:04:08. > :04:13.An Iranian couple Hassan and Mahnaz Rafie died, as well as Mrs Rafie's
:04:14. > :04:16.mother. The couple's children have paid tribute to them saying, "our
:04:17. > :04:19.parents would have been celebrating their 25 years of marriage through
:04:20. > :04:26.which they worked through the greatest difficulties to build a
:04:27. > :04:30.successful life from scratch.". Police have been investigating the
:04:31. > :04:33.possibility that what happened here was murder followed by an act of
:04:34. > :04:40.suicide. The details released today seem to support that. Mahnaz Rafie,
:04:41. > :04:42.known to her neighbours as moaner, died from stab wounds, her husband
:04:43. > :04:50.from smoke inhalation and burns Mrs from smoke inhalation and burns Mrs
:04:51. > :04:53.Rafie's mother also died. It is believed the fire started after the
:04:54. > :04:56.gas supply in the house had been tampered with.
:04:57. > :04:59.The Dean of Lancaster Cathedral has been jailed for 12 months after

:06:34. > :06:36.local politicians. There were protesters outside the meeting and a
:06:37. > :06:41.lot of people unhappy that they could not put their views to the
:06:42. > :06:48.Chancellor? Yes, Mr Osborne came here to meet parish councillors from
:06:49. > :06:52.inside his constituency will start they represent areas which will be
:06:53. > :06:56.affected by the HS2 route through Cheshire. There are also a number of
:06:57. > :07:01.other local politicians here. Crucially, it was a closed meeting,
:07:02. > :07:07.it was not open to members of the public. That has angered some.
:07:08. > :07:11.Around 25 disgruntled constituents gathered outside for a protest with
:07:12. > :07:16.banners. They say they do not feel that Mr Osborne is listening to
:07:17. > :07:19.them. One protest the South Mr Osborne has refused to meet them
:07:20. > :07:25.face`to`face. He says he does not hold constituency surgeries and they
:07:26. > :07:31.should put questions in writing He should put questions in writing He
:07:32. > :07:36.is not providing the service that we expect from a constituent MP and
:07:37. > :07:41.really, we are at a quandary now, how to get to speak to our own MP on
:07:42. > :07:47.our national concerns and local concerns about HS2. He said he will

:07:53. > :07:58.we put them to him, and he will help out, but we would like to talk to
:07:59. > :08:02.him face`to`face. We have not been able to put those claims to Mr
:08:03. > :08:04.Osborne tonight because he managed to slip in and out of the meeting

:08:37. > :08:41.see him investing in the region's see him investing in the region s
:08:42. > :08:47.roads. The long delayed plan is to build a link road from the port of
:08:48. > :08:55.he shunted EN six. It will speed up journeys, support business and cost
:08:56. > :09:01.124 million pounds. David Cameron arrived at one of the haulage firms
:09:02. > :09:05.which should benefit. We can introduce new vehicles, better
:09:06. > :09:08.equipment but we are still constrained by the confined is of
:09:09. > :09:17.the road networks. Something like this is a real boon to ask, it

:09:31. > :09:35.working class people, they are not helping people like us. I think they
:09:36. > :09:39.are doing OK. They took on the big debt, we have still got a big debt,
:09:40. > :09:44.and if they do not do anything we will have to pay for it. I feel
:09:45. > :09:49.there is still a north`south divide but I am extremely happy. I think we
:09:50. > :09:56.are all struggling a little bit and finding it hard and we are not
:09:57. > :09:59.getting a lot of support. Big infrastructure projects might be
:10:00. > :10:02.important but they don't sway most voters.
:10:03. > :10:10.Well, we're joined now by Mr Cameron. Thank you very much for
:10:11. > :10:14.coming in. There were some mixed views there about what the
:10:15. > :10:17.government is doing. Obviously, you have announced improvements to road
:10:18. > :10:23.and rail today which will be welcomed by a lot of people but that
:10:24. > :10:26.is quite long`term. For now, the Northwest is still struggling.
:10:27. > :10:32.Unemployment is going up. What will you do for people? Actually,
:10:33. > :10:35.recently, unemployment came down. There are 35,000 fewer people
:10:36. > :10:42.claiming unemployment benefit today than there was a year ago. We are
:10:43. > :10:45.making progress on jobs. 44,000 people in private sector employment
:10:46. > :10:51.compared with three years ago. The economy is growing but I totally
:10:52. > :10:55.agree with people quoted on your programme that we need to do more.
:10:56. > :11:00.We need the whole country to be included. We need a recovery for
:11:01. > :11:04.all, for North and South. That is where this transport schemes matter.
:11:05. > :11:08.If you can connect up the country better, improve people's journeys to
:11:09. > :11:13.work, that brings growth and jobs everywhere. We are spending half ?1
:11:14. > :11:17.billion on rail electrification mostly in the North of England which
:11:18. > :11:21.I think will make a big difference. Let's talk about HS2, because that
:11:22. > :11:25.is one of the big infrastructure programmes coming our way. Today,
:11:26. > :11:30.the transport committee said they would like the North face and South
:11:31. > :11:35.faced to be joined together and done at the same time, do you agree with
:11:36. > :11:40.that? It is something we can look at but it is a very good programme and
:11:41. > :11:43.we have to build it in the most commercially workable way. It is
:11:44. > :11:47.important for those people who are sceptical about HS2 to understand
:11:48. > :11:51.that while it is a very big investment, we will be spending
:11:52. > :11:56.three times as much in other road and rail schemes including in the
:11:57. > :12:01.Northwest. I think HS2 will be an excellent thing for connecting up
:12:02. > :12:06.the country. Do you think you are convincing a lot of people. There
:12:07. > :12:10.were people unhappy that he would not meet them face`to`face. Always,
:12:11. > :12:14.when you are building these big infrastructure projects, you get
:12:15. > :12:18.opposition and it is difficult. When we built the first high`speed rail
:12:19. > :12:22.line which linked London to the Channel Tunnel, there was a lot of
:12:23. > :12:26.opposition. Now, everyone thinks it is a brilliant thing. It has
:12:27. > :12:31.transformed the economy in Kent and it will do the same with HS2. You
:12:32. > :12:36.will see jobs and investment and growth. It will really transform our
:12:37. > :12:41.country. When it is finished it links eight of the ten biggest
:12:42. > :12:47.cities in Britain. We will have to wait a lot longer for it and if you
:12:48. > :12:55.did it at the same time, we would benefit earlier. The Northwest is
:12:56. > :12:59.not having to wait. For HS2. We have to build it in the most commercially
:13:00. > :13:03.attractive way, otherwise the costs will go up higher and people will
:13:04. > :13:08.complain about that. We are only able to do any of these things,
:13:09. > :13:12.whether it is HS2 ordinands and made today, we have only been able to do
:13:13. > :13:17.that because we have looked after the nation's finances properly. We
:13:18. > :13:21.have got the economy growing. We inherited a mess where it was not
:13:22. > :13:27.possible to spend this money and we are now spending it wisely. Can I
:13:28. > :13:31.ask you about fracking. It is something which affects this region
:13:32. > :13:35.in a large way. The companies which will be doing the fracking, you have
:13:36. > :13:40.offered them a reduction in the tax they will pay, how will it benefit
:13:41. > :13:45.people in the Northwest? Will we see cheaper energy bills? If you look at
:13:46. > :13:48.America that gas prices are half of hours and I want this cheap green
:13:49. > :13:54.energy to be available for people in Britain. It will be good for
:13:55. > :14:00.households and the economy. If a well starts, a fracking well starts,
:14:01. > :14:04.they should be immediately a payment of ?100,000 to the local community
:14:05. > :14:10.and then 1% of the revenues which could be tenderly on pounds for the
:14:11. > :14:13.local community. A bit like HS2 I believe once the starts and once
:14:14. > :14:18.these wells get under way, you will see as we have in America, local
:14:19. > :14:22.support for fracking because you will see cheaper gas prices and
:14:23. > :14:28.community benefits at the same time. When we did our series, even people
:14:29. > :14:32.who are in favour of it, 70% of people have concerns that it is not
:14:33. > :14:36.necessarily green, there would be water pollution and tremors, even
:14:37. > :14:40.those who agree with it in principle have real concerns. We have to go
:14:41. > :14:44.through those concerns one by one. We have to make sure there is a good
:14:45. > :14:49.process for the environmental checks which we have in this country. You
:14:50. > :14:55.cannot just dig a well. I think we can answer all of those. We need to
:14:56. > :15:01.look in other countries, in America, where fracking is taking place, gas
:15:02. > :15:03.prices are lower, households are benefiting and we have not seen many
:15:04. > :15:10.of the problems which get written about. Politics is about taking
:15:11. > :15:13.people with you. Just of high`speed rail can transform Arab colony north
:15:14. > :15:20.and south, then fracking can help with gas prices `` which can
:15:21. > :15:25.transform our economy. Are you concerned that with austerity cuts,
:15:26. > :15:31.rising and planning, concerns over fracking, concerns of HS2, that you
:15:32. > :15:35.could lose people up here? First of all, unemployment is lower in the
:15:36. > :15:39.Northwest than it was at the election. If I can bring you up on
:15:40. > :15:44.that point, we spoke to the employment Minister Esther McVey and
:15:45. > :15:49.she said this region was a different picture to the rest of the country.
:15:50. > :15:53.It is but I want to get the figure is right for your viewers. There are
:15:54. > :15:57.8000 fewer unemployed people today than there were at the last
:15:58. > :16:03.election. There are 44,000 more people in private sector jobs. There
:16:04. > :16:06.are 35,000 fewer people claiming an employment benefit. If you say we
:16:07. > :16:11.need to go further and faster here in the Northwest, I completely
:16:12. > :16:14.agree. That is why I have announced these transport schemes here in the
:16:15. > :16:19.Northwest. In terms of helping people with the household budget,
:16:20. > :16:23.that is what this is about. I want people to have greater security and
:16:24. > :16:27.stability in their lives. We are going to be exempt in the first
:16:28. > :16:32.?10,000 that people learn from paying tax. That is a big help
:16:33. > :16:36.combined with the freeze in the fuel duty and the other steps we are

:18:27. > :18:30.contract? Not at all. I am a father myself and I thought how horrific it
:18:31. > :18:35.would be for your child to go through what Sarah has had to go
:18:36. > :18:40.through. Sarah only arrived home a week ago and her verdict on the
:18:41. > :18:50.changes? It was brilliant. He did not have to do it. Bob tyre is our
