:01:02. > :01:06.save the Grange`over`Sands Lido. Alder Hey Hospital admitted that

:01:07. > :01:10.urgent action is needed to avoid a serious incident in operating

:01:11. > :01:14.theatre, it comes after a damning internal review, said that theatre

:01:15. > :01:18.staff were overworked and taking safety short cuts to speed up

:01:19. > :01:22.procedures, staff said they felt helpless. Tonight sources at the

:01:23. > :01:27.hospital admitted staff had been put under undue pressure but patients

:01:28. > :01:31.had never been harmed. Our reporter is at the hospital for us now. Jane,

:01:32. > :01:37.this is a world`renowned hospital, but we keep hearing of problems in

:01:38. > :01:41.the operating theatres, what is going on? We do. Can I just take you

:01:42. > :01:45.through the time line of the problems they have had, which I

:01:46. > :01:51.should say as you have, are isolated to the operating theatres here. This

:01:52. > :01:55.begins back in 2009s when a whistleblower reported about safety

:01:56. > :02:01.concerns, in the hospital. That was followed up in 2011, by a report

:02:02. > :02:05.back from the Royal College of Surgeons. It said Alder Hey Hospital

:02:06. > :02:09.does not supply world class care. Following those concerns raised by

:02:10. > :02:14.the whistleblower. After that, there was an internal staff review, which

:02:15. > :02:23.nobody really heard about until 2013, that was when the Information

:02:24. > :02:27.Commissioner acting upon a freedom Freedom of Information Act request

:02:28. > :02:31.said they had to publish the damning details of that staff report. That

:02:32. > :02:34.contained things like staff in theatre fainting because they were

:02:35. > :02:39.so overworked. That led to, that internal review

:02:40. > :02:42.led to a report coming out, saying changes that needed to be

:02:43. > :02:49.implemented, and in December this year, there was a status update, on

:02:50. > :02:54.that report, given to the board. That report, which we have only now

:02:55. > :02:58.just seen is pretty damning. Staff really are still not very happy at

:02:59. > :03:03.all in the operating theatre, not very happy at all. So give us more

:03:04. > :03:09.details of that report then, if you can. I can, yes. Some of details

:03:10. > :03:13.contained in the report, which were put on line Friday afternine so we

:03:14. > :03:18.didn't have up in time, nobody saw it until today and they have not put

:03:19. > :03:23.anybody up for interview to discuss this, they talk about safety

:03:24. > :03:28.concerned, leading to short cuts being taken, limited reporting of

:03:29. > :03:32.those incident, near misses not being flagged up last year they said

:03:33. > :03:37.no patients had been put in danger. Let us hear from one of the Clinical

:03:38. > :03:42.Director fors at the time. We have no evidence in there, and I

:03:43. > :03:45.am not tried to hide, but I don't think that we have seen anything

:03:46. > :03:49.that said patients have suffered as a result of that, the children that

:03:50. > :03:53.we treat are the most important thing, I would be concerned if

:03:54. > :03:55.patients lost confidence in what was happening at Alder Hey Hospital

:03:56. > :04:00.because of things that were put right.

:04:01. > :04:05.So if the message is if anybody is coming in with their children

:04:06. > :04:09.tomorrow, to theatre, it is safe. Staff though, who we haven't spoken

:04:10. > :04:13.to, have gone in November to the CQC to say they are still not happy and

:04:14. > :04:17.they want an inspection, we have yet to hear the results of that

:04:18. > :04:22.inspection but we will keep you updated.

:04:23. > :04:27.The Lake District is on course for the same global recognition as some

:04:28. > :04:30.of the world's most iconic sites like the Taj Mahal and the Great

:04:31. > :04:35.Wall of China. The Government said it was inviting the National Park to

:04:36. > :04:39.repair a case for the World Heritage badge, but what does that mean? Our

:04:40. > :04:44.environment correspondent reports from Bowness.

:04:45. > :04:49.Whatever time of year you visit, the Lake District is nothing short of

:04:50. > :04:53.breathtaking, from words worth to Beatrix Potter it has inspired

:04:54. > :04:57.generation, today the Culture Minister described it as one of the

:04:58. > :05:02.heritage jewel, and deserved to be recognised as a World Heritage Site.

:05:03. > :05:06.But what does that mean? It is really important, it gives us the

:05:07. > :05:12.international recognition that we all think we deserve, because of the

:05:13. > :05:15.cultural heritage, importance of the lake, but also it is a real economic

:05:16. > :05:20.driver. And this is what it is all about.

:05:21. > :05:23.Spectacular scenery, it already attracts millions of visitors every

:05:24. > :05:29.year, but they are mainly from the UK. Gaining World Heritage status

:05:30. > :05:33.will put the Lake District on the global tourist map. The status is

:05:34. > :05:36.given to places seen as internationally important, in human

:05:37. > :05:40.history or culture, the Lake District would join other World

:05:41. > :05:45.Heritage Sites such as the pyramid, the Taj Mahal, and closer to home,

:05:46. > :05:50.Liverpool's waterfront, which gained the status in 2004.

:05:51. > :05:53.Gaining world he Tang status would be good for business but there are

:05:54. > :05:57.concerned that it would bring more restrictions. `` heritage We are

:05:58. > :06:02.hugely restricted for planning in the Lake District, but the Lake

:06:03. > :06:06.District National Park Authority believes that the world heritage

:06:07. > :06:12.site will not add to that burred `` burden. We can live with it. The

:06:13. > :06:17.area has a combination of amazing natural beauty shaped by cultural

:06:18. > :06:20.man`made features. It inspired the conservation movement and the

:06:21. > :06:24.National Trust movement. It is that combination, situated on the west of

:06:25. > :06:30.the country, with amazing light and weather we get, which makes the Lake

:06:31. > :06:35.District so inspiring, so beautiful, it attracts the 15 million visitors

:06:36. > :06:38.get. The National Park has to prepare its nomination. UNESCO will

:06:39. > :06:47.make its decision in four years time.

:06:48. > :06:50.It is stunning. What might it mean then for the Lakes? Richard

:06:51. > :06:56.Greenwood is from Cumbria Tourism. Why is this good news? Well, it is

:06:57. > :07:00.great news, it raises the Lake District's profile on the

:07:01. > :07:04.international stage. If the nomination is successful, the Lake

:07:05. > :07:08.District becomes part of an elite club that will be particularly at

:07:09. > :07:13.racktive to overseas visitor, we know the Chinese, the Russian, look

:07:14. > :07:19.out for World Heritage Site status when they are choosing holidays and

:07:20. > :07:23.they are high spenders. We expect to see greater numbers of them coming.

:07:24. > :07:28.That is a problem because anyone who has been there as many of us have,

:07:29. > :07:33.know at times it feels very overcrowded. That is a pretty

:07:34. > :07:40.exceptional situation these days. It is bank holidays which get very

:07:41. > :07:44.busy, the hotel, and the guest houses have considerable spare

:07:45. > :07:48.capacity for much of year, of coursing these visitor also tend to

:07:49. > :07:53.come out of our typical domestic UK seasons. Have you won over the

:07:54. > :07:57.businesses? They were concerned for a time, there were worries about

:07:58. > :08:01.extra restrictions for planning, for resident, but are you assured that

:08:02. > :08:08.won't be the case? Well, we are part of a wide partnership that has been

:08:09. > :08:12.having discussions about the merits of World Heritage Site status and we

:08:13. > :08:15.have been convinced, think and we have engaged with the tourism

:08:16. > :08:20.industry to find out just exactly how they feel about it. They are

:08:21. > :08:24.confident it will bring benefits that planning restrictions won't

:08:25. > :08:28.increase, because National Park status brings with it, already just

:08:29. > :08:31.about the highest level of restriction that with we have in the

:08:32. > :08:36.UK, we want to work with all our partners in preparing a management

:08:37. > :08:40.plan which makes the most of the status, and brings some real

:08:41. > :08:43.economic benefits. We will follow it with great

:08:44. > :08:47.interest. We are grateful for your time.

:10:19. > :10:23.attack, but it could have been deadly where it not for the actions

:10:24. > :10:26.of this man, Neil Twigg. Hearing screaming outside the door he rushed

:10:27. > :10:30.out to help I seen the young lad getting dragged by the arm,

:10:31. > :10:35.viciously by the arm. Another couple of people were trying to hit it over

:10:36. > :10:39.the head with different stuff, but nothing was happening. It wouldn't

:10:40. > :10:43.let go. A girl tried to get involve. We tried to get it off the young lad

:10:44. > :10:48.and then it started attacking the girl as well. It was ripping at her

:10:49. > :10:52.fingers, she was screaming. The animal wouldn't release its grip.

:10:57. > :11:03.dog. Neil went back in to these house and came back with a carving

:11:04. > :11:08.knife. I got free and grabbed the girl again, so I stabbed it once

:11:09. > :11:14.under the rib cage. The boy was 14. He suffered serious injuries to his

:11:15. > :11:18.arm. The woman Zoe Rutledge has had emergency plastic surgery on her

:13:30. > :13:33.started as Police Commissioner, the allegations were that he fiddled his

:13:34. > :13:38.travel expenses, and his food expenses. In terms of travel, on

:13:39. > :13:43.nine occasions his expenses suggested he was travel big car in

:13:44. > :13:47.two directions at the same time. So there was wrong there but the

:13:48. > :13:51.question was was it deliberate or not. The Independent Police

:13:52. > :13:55.Complaints Commission investigated, they said there was enough evidence

:13:56. > :14:00.to refer to the Crown Prosecution Service. Today the CPS has come back

:14:01. > :14:04.and said there is not enough evidence to suggest he made these

:14:05. > :14:07.mistakes deliberately. Not enough evidence to suggest there was fraud.

:14:08. > :14:11.He has put out this statement this afternoon, in which he says "I am

:14:12. > :14:16.delighted with this outcome, the Ed supported my version of events,

:14:17. > :14:21.which is that I never deliberately submitted any claims which I knew to

:14:22. > :14:26.be untrue." So he isn't going to be prosecuted but he has he been

:14:27. > :14:30.damaged by this? I think he has, he will argue that he has gone through

:14:31. > :14:34.this process, and ultimately there wasn't enough evidence to take him

:14:35. > :14:39.to court, never mind to find him guilty of anything. So he will now

:14:40. > :14:43.move on, but certainly some senior politician, including Labour

:14:44. > :14:49.privately believe he should have resigned over this earlier, and that

:14:50. > :14:52.a man who is responsible for overseeing Lancashire constabulary's

:14:53. > :14:58.budget should have been better at dealing with his own accounts.

:14:59. > :15:06.Now shocked and outrage. That is the reaction of an Oldham father chose

:15:07. > :15:11.son was killed in the July 7th bombings when he saw Chris Smalling

:15:12. > :15:16.dressed as a suicide bomber. The footballer has apologised for

:15:17. > :15:21.wearing the costume. Grabg Foulkes says Smalling was glamorising

:15:40. > :15:44.suicide bomber in London on July 7th 2005. It is hard to describe how

:15:45. > :15:48.shocked I was, really, because he was dressed exactly the same as

:15:49. > :15:52.Sadiq Khan, the leader of the bombing in London. In which my son

:15:53. > :15:56.was killed. What possessed him to think that was a good idea at

:15:57. > :16:00.Christmas, when he was having his family round, when I can't have my

:16:01. > :16:05.family round, to have a good Christmas, and neither can 51 other

:16:06. > :16:13.families. The Manchester United's management company have issued a

:16:14. > :16:19.statement for an ill thought out costume. Is it any defence he wasn't

:16:20. > :16:25.expecting this to be public knowledge? No, I don't think there

:16:26. > :16:29.is any defence it was in the privacy of his own home. One of his friend

:16:30. > :16:35.must have been just as shock to put that in the public domain. I would

:16:36. > :16:43.ask him how would he feel if I had a party that glamourised the Munich

:19:13. > :19:15.people out there who enjoy the feel of paper, to make a Sunday edition

:19:16. > :19:20.worthwhile. Tonight, we carried out our own

:19:21. > :19:25.unscientific survey. It is better there is still a local paper,

:19:26. > :19:31.expand, so I may support it. I don't buy it during the week, so I

:19:32. > :19:35.wouldn't buy it on the weekend. One experts says it could be strong

:19:36. > :19:40.enough to make it week It has a news room, it has a history, it has the

:19:41. > :19:45.staff, the journalists, so there is no reason reason why it can't come

:19:46. > :19:53.out quickly on a Sunday. The Sunday Echo launches on January 19th.

:23:38. > :23:43.splashing about, I could dive but I couldn't swim! Today the lido is a

:23:44. > :23:48.shadow of its former self. It has been abandoned and derelict for more

:23:49. > :23:53.than 20 years. It seemed as though the demolition ball might be beckons

:23:54. > :23:57.but now there are new plans. Towards the enof last year the council

:23:58. > :24:01.consulted with locals and asked what they would like to see happen to

:24:02. > :24:06.this place. 91% said they wanted to see the building said and restored.

:24:07. > :24:11.73% said they would like to see people swimming here again.

:24:12. > :24:15.Now the council is trying to find way of carrying out their wishes.

:24:16. > :24:20.The council plans to bid for heritage hotly money, but first, it

:24:21. > :24:25.has to prepare a watertight case. We need to have a look on what we can
