:00:11. > :00:21.are good evening and welcome to North West Tonight. Our top story:

:00:22. > :00:24.Manchester's Chief Constable is to be prosecuted after the fatal

:00:25. > :00:27.shooting of an unarmed man by police. The victim's family give

:00:28. > :00:30.their reaction. Also tonight: And bottom of the class for Blackpool's

:00:31. > :00:32.secondary schools as they are described as dire. Senior

:00:33. > :00:39.politicians pay tribute to within sure MP Paul Goggins at his funeral

:00:40. > :00:44.in Salford. He used what power he had in the service of those who had

:00:45. > :00:51.none, he was a champion of the underdog. And what do these have in

:00:52. > :01:06.common with the will be of pants? Find out later. `` humble pair of

:01:07. > :01:09.pants. The Chief Constable of Greater Manchester, Sir Peter Fahy,

:01:10. > :01:12.is to be prosecuted following the fatal shooting of Anthony Granger.

:01:13. > :01:15.The 36`year`old was unarmed when he was shot dead by police in

:01:16. > :01:18.Warrington in 2012. The marksman who pulled the trigger will not face

:01:19. > :01:21.charges and Anthony's family have said they are disappointed further

:01:22. > :01:24.action will not be taken against him. There are still questions

:01:25. > :01:29.around why Mr Granger was shot. Nina Warhurst has been following the

:01:30. > :01:34.story. Anthony Grainger was unarmed when he was killed by a single

:01:35. > :01:36.bullet to the chest as he sat at the wheel of the car. Police were

:01:37. > :01:41.investigating the planned armed robbery and the marksman insisted he

:01:42. > :01:45.was acting in self defence. Though it's still not known why he opened

:01:46. > :01:48.fire. Today the Crown Prosecution Service, who considered if their is

:01:49. > :01:52.enough evidence body trial, decided not to charge the person who pulled

:01:53. > :01:54.the trigger at instead decided to press charges around series

:01:55. > :02:02.deficiencies in preparation for the police operation. Deficiencies which

:02:03. > :02:14.meant Mr Granger was exposed to unnecessary risk. He takes

:02:15. > :02:23.responsibility for failings in the organisation, the boss. Peter Fahy

:02:24. > :02:28.is accused of breaching health and safety regulations because he is the

:02:29. > :02:35.man in charge. Some feel those charges do not go far enough. There

:02:36. > :02:42.was massive disappointment which has turned to anger now that nobody will

:02:43. > :02:48.be held responsible. The family of the dead man say they have also been

:02:49. > :02:56.left in the dark about what exactly happened the day that he did, but

:02:57. > :02:58.made them think that he was alive? The independent pleas complaints

:02:59. > :03:07.commission, which has already concluded, could well and is those

:03:08. > :03:12.questions posed by the family. All this will complicate probably delay

:03:13. > :03:17.the inquest which was due to open in April. Immigration officers have

:03:18. > :03:21.launched an investigation after a child and five adults were found in

:03:22. > :03:24.the back of a lorry in Bootle. It was stopped after members of the

:03:25. > :03:29.public reported hearing banging and shouting coming from the back of the

:03:30. > :03:40.vehicle. Our reporter is in Bootle now. What happened this morning

:03:41. > :03:45.Police say that around nine o'clock we started to get reports of banging

:03:46. > :03:50.and shouting coming from the back of a lorry that was being driven

:03:51. > :03:56.through Liverpool. The lorry was then picked up here in brutal and

:03:57. > :04:00.stopped on Brewster Road at the bus stop behind me. Officers then

:04:01. > :04:07.surrounded the lorry, they went into the back of it and found two women,

:04:08. > :04:16.the men and the 12`year`old child who are all believed to be from

:04:17. > :04:21.Iran. What have eyewitnesses said? The lorry driver who was asked to

:04:22. > :04:27.get out of the lorry to open the van appeared very reluctant to do so. He

:04:28. > :04:33.opened the door wider for the lease and the began to bring out the

:04:34. > :04:39.group. They went over to offer hot drinks and learned that that point

:04:40. > :04:46.that the group had left home 18 days ago and had been travelling in the

:04:47. > :04:49.lorry for 16 days. The word is scheduled, they had been on the road

:04:50. > :05:03.for hours and hours, I felt really sorry them. `` the wearer

:05:04. > :05:06.dishevelled. What happens next? The police are still conducting

:05:07. > :05:09.interviews and in cases like this where people have travelled for such

:05:10. > :05:15.a long time they could be distressed. What needs to be

:05:16. > :05:21.discovered is entered the lorry, what route they took through Europe

:05:22. > :05:24.to get to the UK and whether this was their destination or whether

:05:25. > :05:34.they were heading elsewhere. They also want to know if the entered the

:05:35. > :05:39.lorry voluntarily or F they were the victims of human trafficking. They

:05:40. > :05:49.might ask for asylum or be sent home. An investigation into the

:05:50. > :05:52.murder of two`year`old Rio Smedley from Bolton has concluded they were

:05:53. > :05:55.missed opportunities to help the child but that his death could not

:05:56. > :05:58.have been prevented. Rio died in April 2012 after being attacked by

:05:59. > :06:08.his mother's partner, Daniel Rigby, who was later jailed for life. Rio's

:06:09. > :06:10.mother, Kirsty Smedley, was jailed for four years for allowing or

:06:11. > :06:16.causing the death of a child. 150 causing the death of a child. 1 0

:06:17. > :06:19.tonnes of chemicals from Syria's decommissioned weapons are to be

:06:20. > :06:22.destroyed in Ellesmere Port in Cheshire. Britain last month agreed

:06:23. > :06:25.to destroy part of Syria's chemical stockpile. The French`owned waste

:06:26. > :06:28.company Veolia will carry out the work at its plant on Bridges Road.

:06:29. > :06:31.Police searching for two pupils who ran away from a Lancashire boarding

:06:32. > :06:34.school to the Caribbean say they have a good idea of their location.

:06:35. > :06:38.Stonyhurst College students Edward Bunyan and Gainiyeva, who are both

:06:39. > :06:47.16, were last seen at Manchester Airport. `` Indira Gainiyeva. Police

:06:48. > :06:50.say the pupils are safe in the Dominican Republic but officers are

:06:51. > :06:57.physically not with them. A woman who claims the Coronation Street

:06:58. > :07:01.actor will broach raped her said she waited nearly 50 years to come

:07:02. > :07:13.forward because she thought no one would believe her. `` Bill Roach.

:07:14. > :07:20.She said she was still at school when he first attacked her. What

:07:21. > :07:25.finally made her go to the police? She is 62 years old now and says the

:07:26. > :07:34.first time she was attacked by the actor was in 1967 on a school day,

:07:35. > :07:37.after she had finished school. She said she did not tell anyone because

:07:38. > :07:45.she did not think anyone would believe her. After hearing about the

:07:46. > :07:52.Jimmy Savile situation she realised hers was not an unique situation and

:07:53. > :07:58.she told her son about it and then decided to go to the police. In the

:07:59. > :08:05.late 60s Bill Roach lived in Haslingden, he had to homes there

:08:06. > :08:11.and she claims she was raped once in each of them. On the first occasion

:08:12. > :08:14.she was invited into his home and attacked any bedroom, on the second

:08:15. > :08:21.situation she went willingly into his other house and was raped there.

:08:22. > :08:26.She was asked why she had not tried to escape and she said when somebody

:08:27. > :08:30.is overpowering you there is no escape. They are a lot bigger than

:08:31. > :08:37.you and you go into shock and just freeze, it is a horrible experience.

:08:38. > :08:43.She was asked if she fancied him at the time and she said no but she got

:08:44. > :08:50.the impression he fancied himself. She said he made her skin crawl.

:08:51. > :08:54.This afternoon his lawyer cross`examined the woman and asked

:08:55. > :09:01.her why she was so unclear about the precise timing of that first

:09:02. > :09:05.attacked. When she first went to the police she thought she was 14 years

:09:06. > :09:12.old, then thought she was 13 and now says she was 15. The lawyer asked

:09:13. > :09:23.with due not remember precisely when you were raped? The case continues.

:09:24. > :09:28.An inquest has heard there was no evidence that the woman who died

:09:29. > :09:39.after falling 80 feet from the third floor of Liverpool's demark store

:09:40. > :09:43.intended to kill herself. `` Primark. The Liverpool coroner

:09:44. > :09:46.delivered the narrative verdict. Primark. The Liverpool coroner

:09:47. > :09:48.delivered the narrative verdict Two delivered the narrative verdict. Two

:09:49. > :09:55.men have been questioned over allegations they made threats to

:09:56. > :10:01.kill security staff, others have been arrested for obstruction.

:10:02. > :10:11.Campaigners are demonstrating over land fracking. Pubs and nightclubs

:10:12. > :10:17.serve alcohol to people who are already drunk although it is against

:10:18. > :10:27.the law. Student actors played the parts of drunk people and were still

:10:28. > :10:31.served in 80% of cases. Blackpool Council tries to improve its

:10:32. > :10:43.secondary schools but there is a report which says it is not working.

:10:44. > :10:47.The say they are making efforts against constant government

:10:48. > :10:53.cutbacks. This school is said to be inadequate, another one here is

:10:54. > :10:59.requiring improvement, two are classed as good. Overall improvement

:11:00. > :11:01.is needed but Ofsted says the Blackpool Council arrangements for

:11:02. > :11:08.making them happen are not good enough. The key weaknesses are the

:11:09. > :11:13.fact the council is not being significantly challenging and Al

:11:14. > :11:18.Ewing the input of the report. What difference it is making in the

:11:19. > :11:25.progress and achievement of young children in secondary remains to be

:11:26. > :11:32.seen. Chances of going to a good school the trees considerably at age

:11:33. > :11:37.11. Second the attainment has been significantly lower than nationally

:11:38. > :11:39.for three years. The proportion of pupils with five good GCSEs in maths

:11:40. > :11:43.and English has declined in 201 . pupils with five good GCSEs in maths

:11:44. > :11:50.and English has declined in 201 . There is a lack of robust targets

:11:51. > :11:59.for teachers to aim for, there is not enough challenge and too much

:12:00. > :12:05.support. In a statement, Blackpool Council said it does not accept its

:12:06. > :12:10.school improvement service is ineffective. It acknowledges results

:12:11. > :12:15.need to improve. It says this service has suffered from government

:12:16. > :12:20.cuts and it is expecting to improve standards constantly with less money

:12:21. > :12:27.and fewer resources. The council says it will recruit two new school

:12:28. > :12:36.improvement officers. The council will be inspected again in nine to

:12:37. > :12:41.12 months. Still to come: What have the fighter jet and a pair of neck

:12:42. > :12:49.is got in common? Nothing to do with wind! We will tell you shortly. ``

:12:50. > :12:57.pants. And finding out more about the life of a Lancashire

:12:58. > :13:03.suffragette. A woman who was savaged by a dog while coming to the rescue

:13:04. > :13:08.of a teenage boy says she wants to take legal action over the attack.

:13:09. > :13:14.She has lost all feeling in the fingers of one hand and says she

:13:15. > :13:18.needs counselling after the animal mauled her in the street. She also

:13:19. > :13:25.praised her neighbour who kill the animal with a kitchen knife. It is a

:13:26. > :13:31.week since she was mauled outside her home but she is only just out of

:13:32. > :13:36.hospital. The dog broker hand into places and severed an artery. I

:13:37. > :13:42.dream about it every night no matter what. Even the smallest dog I can

:13:43. > :13:49.see and my heart starts racing, I start sweating and shaking. I am

:13:50. > :13:57.taking it to court. If that dog had the muscle on him this would not

:13:58. > :14:02.have happened to me. A 14`year`old boy Zoe was trying to save had been

:14:03. > :14:09.bitten by the rich back, it had clamped its jaw around his arm and

:14:10. > :14:13.was going for his throat. I did not even think, I just ran over and I

:14:14. > :14:20.was trying to cool the dog off of him. I did not care what happened to

:14:21. > :14:25.me as long as he was released. But the animal turned on her, to but

:14:26. > :14:31.they were only saved because of the neighbour killing the dog with a

:14:32. > :14:38.kitchen knife. What do you think about him? If he had not come out I

:14:39. > :14:43.would have lost my arm. He is an amazing guy. I cannot thank him

:14:44. > :14:52.enough. He claimed the boy she helped is also amazing, he brought

:14:53. > :14:54.her a thank you card. Without our intervention and the help of her

:14:55. > :15:03.neighbour things could have been far worse. That must have been a

:15:04. > :15:11.terrifying experience for all concerned. Senior politicians were

:15:12. > :15:19.in Salford today saying goodbye to a colleague and friend. He died last

:15:20. > :15:25.week after collapsing at the end of December. Our political editor has

:15:26. > :15:30.more. Hundreds came to Salford Cathedral to say a reluctant

:15:31. > :15:37.goodbye. The cortege carrying all goblins arrived at midday. He

:15:38. > :15:42.trained for the church but became a politician rather than a priest. ``

:15:43. > :15:49.politician rather than a priest `` Paul Goggins. He was the least

:15:50. > :15:56.tribal of politicians, utterly committed to his party but able to

:15:57. > :16:04.work with and mix among others. He was elected in 1997 and won trust

:16:05. > :16:09.that the Northern Ireland minister. I would always seek him out to ask

:16:10. > :16:14.what I could do. He would steer me on the right path. When I launched

:16:15. > :16:21.my bid for the Labour Party he guided me along the way. A keen

:16:22. > :16:25.Manchester City supporter, he was the husband and father of three.

:16:26. > :16:27.Manchester City supporter, he was the husband and father of three The

:16:28. > :16:28.Manchester City supporter, he was the husband and father of three. The

:16:29. > :16:36.the husband and father of three The family thanked people for the

:16:37. > :16:39.sincerity of the tributes paid. His wife did the reading and his

:16:40. > :16:47.children top about who he was and who he was to them. All of the

:16:48. > :16:52.thoughts from the Labour Party today are for the family. We also feel we

:16:53. > :17:00.have lost one of our own and one of our best. The people he worked with

:17:01. > :17:08.and new saw what he was capable of achieving. He was always getting his

:17:09. > :17:13.words and ideas across without the kind of aggression that is often a

:17:14. > :17:22.feature of the British political system. I will miss him very much

:17:23. > :17:31.indeed. One person remembered him today as the man of great judgement.

:17:32. > :17:42.Tributes to the and everybody was unequivocal and infuses of their

:17:43. > :17:47.trees for him. `` a. We have been hearing about the importance of this

:17:48. > :17:52.striker after he scored within one minute of his return from injury.

:17:53. > :18:00.City really thrashed back burn Rovers last night. The goal tally of

:18:01. > :18:08.City went to a remarkable 99 for this. Manchester City almost looked

:18:09. > :18:14.like they had an extra gear to click into but it took them a while to

:18:15. > :18:21.reach top speed. Their opponents played well for the first half. As

:18:22. > :18:27.soon as the first of these two goals were scored it seemed inevitable the

:18:28. > :18:38.blues would go through. And this man popped up to make it 21 for the

:18:39. > :18:46.season. The Bosnian finished this one emphatically for his first

:18:47. > :18:51.before the injured player came off of the bench and the Argentine

:18:52. > :18:56.needed just 50 seconds and two touches to announce his return. No

:18:57. > :19:03.wonder the manager was glad to have him back. A fifth goal went in

:19:04. > :19:09.against the dog had Rovers team. him back. A fifth goal went in

:19:10. > :19:12.against the dog had Rovers team I am really happy. I do not think the

:19:13. > :19:21.difference between the two teams were five goals today. We played

:19:22. > :19:25.against a really strong team. Blackburn can at least focus on

:19:26. > :19:30.hopefully getting promoted from the championship. This question has got

:19:31. > :19:38.people going this afternoon. John Spencer pointed out the fighter jet

:19:39. > :19:43.we pointed out earlier was a Eurofighter, not the tornado. The

:19:44. > :19:47.big question is what does the defence of the realm have in common

:19:48. > :19:59.with pants? They are at full stretch, not pants and wind! It is

:20:00. > :20:05.printing. We will get their eventually! Indeed. It is the

:20:06. > :20:14.advancing 3`D printing. Firms large and small are now printing the road

:20:15. > :20:21.dots on rigs rather than using a traditional method. This industrial

:20:22. > :20:26.revolution is saving time and money. And Arrieta tornado reaching for the

:20:27. > :20:33.sky, it is likely some of its parts were made on a 3`D printer. This is

:20:34. > :20:40.a 3`D part flown for the first time on a fast jet. Instead of making and

:20:41. > :20:44.shipping the parts they can now be e`mailed to a war zone. The

:20:45. > :20:49.information transferred owing the line to the printer that might be on

:20:50. > :20:54.base at Afghanistan can see the component printed off then it is

:20:55. > :21:02.available for the year forced to use. There is a cost advantage. We

:21:03. > :21:13.have savings of 1.2 million on one item like this. Powder, adhesive and

:21:14. > :21:14.colour, a 3`D printer card that work offering Internet opportunities.

:21:15. > :21:20.colour, a 3`D printer card that work offering Internet opportunities It

:21:21. > :21:26.has become big business. There are applications in health and medical

:21:27. > :21:30.sciences. The applications and the utility and technology is moving

:21:31. > :21:38.with that. Architecture is another industry to use it. With this 3`D

:21:39. > :21:44.printer all I have to do is press print and then they will see what we

:21:45. > :21:51.have got by tea`time. This couple have found another application for

:21:52. > :21:55.dear 3`D printer. It is pants. The technology and platform allows us to

:21:56. > :22:01.create many different structures of fabric very quickly. The first

:22:02. > :22:07.textile revolution took place here in Manchester, now this is the

:22:08. > :22:12.second textile revolution. The firm is gearing up to make 10 million

:22:13. > :22:19.peers per year. Of the firms agree that the sky is the limit for this

:22:20. > :22:23.manufacturing revolution. Here is old Trafford. Seven hours later.

:22:24. > :22:26.manufacturing revolution. Here is old Trafford. Seven hours later It

:22:27. > :22:33.is incredible. It is, it is completely solid. I just did not

:22:34. > :22:40.know what to expect. Cheerful! It is astonishing. It probably heart Mark

:22:41. > :22:49.to have to print that out, being a Liverpool fan. He has a season

:22:50. > :23:00.ticket at/! Split loyalties. Here's a confused boy! You may remember the

:23:01. > :23:10.90s band Chumbawamba now this man has turned his hand to something

:23:11. > :23:20.different. He wrote this story for theatre after a chance discovery in

:23:21. > :23:25.a suitcase. Women will never change anything ever, we're happy as

:23:26. > :23:33.mothers and wives. By macro it tells the story of a mill girl galvanised

:23:34. > :23:43.by injustice. The suffragette is from Norwich but the suffragette in

:23:44. > :23:48.the play is from Nelson. It was the socialist republic of Nelson. I

:23:49. > :23:53.thought it would be good to set it their in the pipe`smoking of Labour

:23:54. > :23:59.meetings. They were the suffragettes and mill girls. This woman found a

:24:00. > :24:07.box in her attic revealing her grandmother had been a militant

:24:08. > :24:13.suffragette. This is the hunger strike medal. I find out she was

:24:14. > :24:21.responsible for damaging pictures in the National Gallery and as a result

:24:22. > :24:26.she went into prison. When she was in their she did the longest food

:24:27. > :24:37.and water strike of 15 days and she was also force`fed. Women will never

:24:38. > :24:43.change anything! He has been writing about politics for 30 years which

:24:44. > :24:47.began when he formed his pop band. He is carrying on what I have been

:24:48. > :24:53.doing for 30 years which is trying to make political ideas or radical

:24:54. > :24:59.ideas, try to make them into into attainment. The show is at the

:25:00. > :25:16.loudly for two nights and then goes on to. `` Lowry. It is the one`woman

:25:17. > :25:25.show. A lot of words to remember. Now the weather. I wonder if the

:25:26. > :25:27.stadium would look any different? That is not the question, the

:25:28. > :25:33.question is the weather. Good evening. Guess today we saw

:25:34. > :25:39.exceptionally high temperatures for this time of the year. We are back

:25:40. > :25:43.to normal, seven or eight Celsius. He will keep these type of

:25:44. > :25:47.temperatures over the next few days, holding onto lots of cloud. We are

:25:48. > :25:52.expecting some rain on Saturday. I expecting some rain on Saturday I

:25:53. > :25:57.had promised plenty of showers through the South morning and into

:25:58. > :26:02.this afternoon, we have not seen so many of them because they

:26:03. > :26:07.disintegrated over the IDC. They did not quite make landfall which is
