:00:16. > :00:16.cleared of raping her. Now the police operation is being

:00:17. > :00:23.investigated. Tracey was one of seven complainants

:00:24. > :00:26.in the case. Also tonight: Cumbria's education crisis. Inspectors raise

:00:27. > :00:29.serious concerns about failing secondary schools in the county

:00:30. > :00:30.Carry on drinking. But the Police hit out as Blackpool rejects curbs

:00:31. > :00:43.on 24`hour licences. My dad Les Dawson. Now his baby s

:00:44. > :00:49.grown`up, she's made a surprising discovery about her father's life.

:00:50. > :01:01.And taking the plunge with Davina McCold. How the TV celebrity was

:01:02. > :01:05.reduced to tears for charity in Windermere.

:01:06. > :01:10.A week ago Tracey Shelvey fell to her death from a Rochdale shopping

:01:11. > :01:13.centre. Days earlier she'd heard that the man she and six other women

:01:14. > :01:16.had accused of rape had been acquitted. Now it's emerged an

:01:17. > :01:20.investigation has started into the way the police handled some of the

:01:21. > :01:23.cases. Tracey Shelvey's death has prompted

:01:24. > :01:27.one victim of a separate rape case to waive her right to anonymity and

:01:28. > :01:35.speak to us about the trauma of going through the legal system.

:01:36. > :01:39.Here's Jayne McCubbin. In June 012 a number of women went to police to

:01:40. > :01:42.make allegations of rape. In July, three of those women complained to

:01:43. > :01:47.GMP about the way in which their cases had been handled. The matter

:01:48. > :01:53.was referred to the IPCC and IT began an investigation. But almost

:01:54. > :01:56.immediately it stalls. That's because in August 2012 ` 24`year`old

:01:57. > :02:01.Patrick Hall is charged with seven counts of rape. At that point the

:02:02. > :02:05.legal system says the IPCC can't question officers involved in a

:02:06. > :02:12.court case. A trial and a retrial follow. Patrick Hall is finally

:02:13. > :02:16.found not guilty of all charges Within days of that acquittal,

:02:17. > :02:20.Tracey Shelvey is dead. Now the IPCC said they are now looking again at

:02:21. > :02:24.the original case. The court process is traumatic. Traumatic for people

:02:25. > :02:28.who're wrongly accused. Traumatic for the complainant. So tonight we

:02:29. > :02:31.reveal a unique project in Liverpool to take some of the trauma out of

:02:32. > :02:43.the court process. It has been the hardest two years of

:02:44. > :02:51.my life. It is difficult to say the word out lied `` loud. I tried to

:02:52. > :02:56.commit suicide in January. You feel worthless. Aimee Pye waived her

:02:57. > :03:01.right to anonymity to speak to us. She felt so strongly that victims of

:03:02. > :03:04.sexual assault need a voice. She felt so strongly that the court

:03:05. > :03:11.system could make victims doubt themselves. If I have to stand up

:03:12. > :03:20.against someone who's telling me are you sure that's right? Is your

:03:21. > :03:23.memory correct? You doubt yourself. Frances Andrade committed suicide

:03:24. > :03:26.during the trial of Micheal Brewer. Her husband said she was traumatised

:03:27. > :03:30.after being accused of lying in court. Micheal Brewer was later

:03:31. > :03:34.convicted of her sexual assault Tracey Shelvey fell to her death

:03:35. > :03:37.last week at the end of what police described as a traumatic case for

:03:38. > :03:39.all involved. Patrick Hall was proven innocent. Now here at

:03:40. > :03:44.Liverpool Crown Court, a new scheme's about to be piloted. They

:03:45. > :03:47.hope it will deal with the trauma of giving evidence. Complainants can be

:03:48. > :03:50.cross examined on camera months earlier in the court process. And

:03:51. > :03:59.without the alleged offender being present. We hope that the new system

:04:00. > :04:05.will make sure the victim can give the best evidence that they can

:04:06. > :04:08.They will be able to give it early in the process which means their

:04:09. > :04:12.recollection will be as fresh as it can be and it will mean that they

:04:13. > :04:16.are not in the court building, not in the same room as the defendant

:04:17. > :04:24.and we hope that will empower them to give the best evidence that they

:04:25. > :04:29.are able to give. Amy was supported by the rape and criminal abuse

:04:30. > :04:37.centre will stop her attacker eventually pleaded guilty. The talk

:04:38. > :04:45.your body. Give yourself a voice and don't let them take that away. In

:04:46. > :04:49.the trial involving Tracy `` Tracey Shelvey, Patrick was found not

:04:50. > :04:55.guilty. An inquest will decide how and why she fell to her death. The

:04:56. > :05:00.IPCC are now looking at the original case and on looking at how it was

:05:01. > :05:03.handled by the GNP. We expect further news on it this week.

:05:04. > :05:05.The Schools watchdog Ofsted has raised serious concerns about the

:05:06. > :05:09.quality of secondary education across Cumbria. It says too few

:05:10. > :05:12.secondary schools in the county are good in Barrow all three

:05:13. > :05:17.state`funded secondaries are now deemed to be failing.

:05:18. > :05:21.The Local Education Authority admits work has to be done but says the

:05:22. > :05:26.county has many great schools. Peter Marshall reports.

:05:27. > :05:30.The message to schools like Walney is must do better. It's been put in

:05:31. > :05:39.special measures following its latest Ofsted inspection. Some

:05:40. > :05:45.parents are not impressed. I don't think the school is very good. It is

:05:46. > :05:48.down to stability at the moment They are chopping and changing. The

:05:49. > :05:52.school, now has a new head and says an improvement plan is already in

:05:53. > :05:55.place. In Barrow all three state funded secondary schools are now

:05:56. > :05:58.deemed to be failing to some degree. Furness Academy remains in special

:05:59. > :06:00.measures but is making adequate progress. Inspectors identified

:06:01. > :06:10.serious weaknesses at St Bernard's Catholic High School. Its overall

:06:11. > :06:15.effectiveness ` inadequate. We want to provoke change and reaction. We

:06:16. > :06:20.are desperate that the children get a better education. We believe all

:06:21. > :06:27.children should go to a good school and that is what we want to haven't

:06:28. > :06:31.all stop `` what we want to happen. The watchdog went in to 17 secondary

:06:32. > :06:33.schools in the county in November and December after concerns about

:06:34. > :06:43.poor performance. It says the inspections have raised concerns

:06:44. > :06:48.over: it does paint a negative picture but I would urge people to

:06:49. > :06:51.remember the positives. There is a huge amount of good work that goes

:06:52. > :06:54.on in schools throughout Cumbria and I have no doubt that Cumbria County

:06:55. > :06:57.Council says its working hard to improve those schools under its

:06:58. > :07:00.control but stresses that 65% of secondary school pupils in the

:07:01. > :07:05.county attend a school that is either good or outstanding. Will

:07:06. > :07:10.continue. Ofsted says it will hold follow up inspections in the next

:07:11. > :07:13.few weeks. A teenager who attacked a paramedic

:07:14. > :07:17.with a baseball bat while he was responding to an emergency call in

:07:18. > :07:22.Leyland has been jailed for eight years. Lewis Westwood, who's 19 hit

:07:23. > :07:25.the trainee over the head last October. The paramedic sustained a

:07:26. > :07:29.fractured skull and is still recovering.

:07:30. > :07:34.The retrial has started of a police call handler who's accused of giving

:07:35. > :07:37.information to the family of Dale Cregan at the time he was on the

:07:38. > :07:40.run. It's alleged Kathryn Smith abused her position of trust within

:07:41. > :07:44.Greater Manchester Police because her boyfriend was a friend of

:07:45. > :07:48.Cregan. She's on trial with two other people, one of them Cregan's

:07:49. > :07:51.mum Anita. The family of a pensioner from

:07:52. > :07:54.Kendal who disappeared on holiday last summer held a service today to

:07:55. > :07:59.celebrate his life. Roger Bainbridge was 67 when he disappeared on the

:08:00. > :08:03.Greek holiday island of Anti`Paxos. His family say that although they

:08:04. > :08:07.can't hold a funeral they wanted to give friends and family a chance to

:08:08. > :08:11.mark his life. The North West continues to have the

:08:12. > :08:16.the highest number of empty shops in the country. According to the Local

:08:17. > :08:19.Data Company, more than 17% of units in the region were empty last year.

:08:20. > :08:23.Among the worst performing locations are Morecambe's West End, Bolton and

:08:24. > :08:26.Altrincham. Greater Manchester's Chief Constable

:08:27. > :08:31.has pleaded not guilty to charges arising from the death of a man shot

:08:32. > :08:34.dead by one of his officers. Sir Peter Fahy is accused of breaching

:08:35. > :08:39.health and safety laws in connection with the death of Anthony Grainger.

:08:40. > :08:42.He was fatally wounded during a police operation in Cheshire in

:08:43. > :08:47.2012. His family and supporters say the legal action against the force

:08:48. > :08:53.doesn't go far enough. Here's our Chief Reporter Dave Guest.

:08:54. > :08:57.They say they want justice for Grainger, and they believe the

:08:58. > :09:01.authorities are failing to deliver it. The Crown Prosecution Service is

:09:02. > :09:06.taking action against Greater Manchester Police for allegedly

:09:07. > :09:08.breaking Health and Safety laws But Anthony Grainger's supporters

:09:09. > :09:19.demonstrating outside the CPS offices in Manchester today, say

:09:20. > :09:25.that's not enough. We are after justice and not after the person

:09:26. > :09:28.that pulled the trigger but also the commanding officers who were

:09:29. > :09:31.involved in the operation. Anthony Grainger died at the wheel of this

:09:32. > :09:34.stolen Audi on a car park in Cucheth, Cheshire in 2012. GMP

:09:35. > :09:38.officers believed he was about to take part in an armed robbery. But

:09:39. > :09:42.no weapons were found in the vehicle. The Crown Prosecution

:09:43. > :09:45.Service decided not to take action against the officer who pulled the

:09:46. > :09:48.trigger. Instead they've opted to take the Chief Constable to court

:09:49. > :10:00.for allegedly breaking health and safety rules. The chief is what s

:10:01. > :10:04.known as the corporate sole of the force, a legal status that means he

:10:05. > :10:07.represents the force but doesn't share criminal liability. In this

:10:08. > :10:09.case it's alleged there were serious deficiencies in the preparation of

:10:10. > :10:14.the operation which exposed people to unnecessary risk. If convicted

:10:15. > :10:18.the force could face an unlimited fine. In London today a lawyer

:10:19. > :10:22.entered a not guilty plea to the health and safety breach on behalf

:10:23. > :10:30.of Sir Peter who was not in court. There'll be a further hearing later

:10:31. > :10:36.this month at Southwark Crown Court. These protesters say that will not

:10:37. > :10:40.deliver true justice for Anthony Grainger.

:10:41. > :10:43.A ban on early morning drinking in Blackpool has been rejected. The

:10:44. > :10:46.police and local council leaders wanted alcohol sales after 3am to be

:10:47. > :10:50.stopped to end drunkenness and violence on the streets. The

:10:51. > :10:53.council's licensing committee has rejected the plan ` saying trouble

:10:54. > :10:57.is more likely to be caused by people drinking before that time. So

:10:58. > :11:03.what happens now? Stuart Flinders reports. Blackpool at three in the

:11:04. > :11:09.morning. The police and council leaders wanted this to be closing

:11:10. > :11:12.time to limit drunken behaviour But the town's biggest bars and clubs

:11:13. > :11:16.won't be closing for another two hours yet. And the council's own

:11:17. > :11:19.licensing committee has now rejected an EMRO or Early Morning Restriction

:11:20. > :11:31.Order, saying the cause of trouble on Blackpool's streets was more

:11:32. > :11:34.likely to be drinking before 3am. Lancashire police say they are

:11:35. > :11:40.disappointed by this decision and they say late night drinking causes

:11:41. > :11:45.problems for them, ambulance staff, shop and Post Office workers to

:11:46. > :11:48.They say they want to work with the licensees to find an alternative

:11:49. > :11:56.solution for the problem but you get the impression that the relationship

:11:57. > :12:03.between both sides has been damaged. The relationship has not been as it

:12:04. > :12:11.should be. Who's fault is it? On both sides. I don't know. Have the

:12:12. > :12:17.police handed it badly? I think they have probably gone into quickly

:12:18. > :12:20.without looking at alternatives Lancashire Police wouldn't discuss

:12:21. > :12:23.the issue on camera. Nor would Blackpool Council, which says an

:12:24. > :12:26.alternative solution to the problem of drunken behaviour must be found.

:12:27. > :12:35.Visitors agree there's a problem. But what's the solution? A very good

:12:36. > :12:41.question. I really don't know, to be honest with you. They are not going

:12:42. > :12:49.to shut the bars at 3am. What is the alternative? You need the later

:12:50. > :13:00.hours because if everyone is going at the same time, it causes hassle.

:13:01. > :13:06.It is a story lots of you have been getting in touch with. We may read

:14:26. > :14:26.person. Charlotte has had to piece together her father's story for

:14:44. > :14:49.the home video that Les Dawson made for her. Now she wants to find out

:15:04. > :15:11.romantic novel I found when I was moving house. I came across the

:15:12. > :15:23.romantic novel that he wrote. He wrote it in a woman's name. He hid

:15:24. > :15:27.behind a pseudonym. Yes, he did I have read every book. I have had to

:15:28. > :15:33.get to know him through all of this but I am so lucky in a way because

:15:34. > :15:42.he has left me search an incredible legacy. At the end of the day, all I

:22:49. > :22:57.recover. I have warmed up now and have had a warm bath. I am ready to

:22:58. > :23:03.get on the bike. She is still on the way. You have to add my her. She

:23:04. > :23:06.looked like she couldn't move when she came out.

:25:10. > :25:13.looking at a frost. The Met Office have issued a yellow warning for

:25:14. > :25:20.snow mainly over the highest hills. You could be looking at up to five

:25:21. > :25:29.Celsius `` five centimetres. For most of us, it is another wet

:25:30. > :25:32.morning. It keeps on coming. By 11 o'clock, it should have cleared the

:25:33. > :25:39.coast and then eventually everywhere. With that cold air

:25:40. > :25:53.around, it will feel really quite winter re and you will see some

:25:54. > :25:58.wintry showers. Through Tuesday night into Wednesday, there could be

:25:59. > :26:04.more wintry showers. Temperatures around five Celsius at best.
