:01:12. > :01:15.Blackpool. The police have named little girl as two`year`old Sophie
:01:16. > :01:19.Jones. The man and a woman `re being questioned after the emergency
:01:20. > :01:25.services were called to Jamdson Street shortly before midnight on
:01:26. > :01:28.Tuesday. Judy Hobson reports. Police don't know what happdned to
:01:29. > :01:32.Sophie Jones on the night she died. The emergency services were called
:01:33. > :01:36.to this house in Jameson Street in Blackpool late on Tuesday. The
:01:37. > :01:41.toddler was taken to Blackpool's Victoria Hospital but died of a
:01:42. > :01:43.suspected cardiac arrest. Ndighbours said she often played with the
:01:44. > :01:51.children in the street and seemed bubbly and happy. Sophie was a
:01:52. > :01:56.beautiful little girl. She was just getting her own personality out
:01:57. > :02:02.just starting to talk. She was getting cheeky, copying her older
:02:03. > :02:06.sister, with a cheeky attittde. It seems a close`knit communitx here.
:02:07. > :02:10.There are a lot of young falilies and throughout the day neighbours
:02:11. > :02:13.have been coming to leave flowers and toys. Many of the tributes
:02:14. > :02:23.referred to Sophie Jones as a little angel. A pretty little thing,
:02:24. > :02:29.angelic. It is so sad. I never thought it would be on my own street
:02:30. > :02:33.and my friend's daughter, a big shock. I did not hear anythhng, just
:02:34. > :02:40.loud music and partying comhng from that house that night because they
:02:41. > :02:45.had a party. Police have bedn question `` granted an additional 36
:02:46. > :02:49.hours to question the 29`ye`r`old woman and 41`year`old man arrested
:02:50. > :02:55.on the mission of manslaughter and perverting the course of justice.
:02:56. > :02:58.Two other people were arrested on suspicion of child neglect `nd have
:02:59. > :03:03.been released. A postmortem examination could not establish what
:03:04. > :03:11.caused Sophie Jones to have a heart attack. Toxicology tests ard being
:03:12. > :03:17.carried out. Composting, turning our gredn waste
:03:18. > :03:22.into compost, is big business. There are 31 indoor and outdoor shtes in
:03:23. > :03:25.our region alone, but the process releases potentially harmful
:03:26. > :03:29.chemicals and bacteria so btsinesses have to be strictly controlled. We
:03:30. > :03:34.have discovered that one colposting site in Lancashire did not carry out
:03:35. > :03:37.crucial tests, so would no one knew what local residents were bding
:03:38. > :03:41.exposed to and one lawyer h`s told us that what we have exposed could
:03:42. > :03:46.be the tip of the iceberg. @bby Jones is here with us in thd studio
:03:47. > :03:49.with more. An alternative to landfill,
:03:50. > :03:52.composting sites are seen as good for the environment but thex are
:03:53. > :03:55.increasingly being challengdd by local communities and that hs
:03:56. > :04:00.because as the waste breaks down they release chemicals and bacteria
:04:01. > :04:06.into the atmosphere and it calls `` it can cause breathing problems and
:04:07. > :04:10.skin diseases, so they are supposed to be strictly run and regulated by
:04:11. > :04:14.the Environment Agency. We have uncovered shocking evidence that at
:04:15. > :04:19.one site in Fylde that did not happen.
:04:20. > :04:23.Iron House Farm in Out Rawcliffe. Pauline and Paige Hawtin ministered
:04:24. > :04:31.farm next to the Kos Ponting sight. They have bred horse for Quden. ``
:04:32. > :04:38.composting site. It is unbelievable how they have run this for so badly,
:04:39. > :04:43.for so long. Oberlin has taken notice of us. The site was supposed
:04:44. > :04:48.to test levels of bacteria dmitted but in three crucial years only a
:04:49. > :04:52.handful of tests were done, and in 2012 non`work carried out at all
:04:53. > :04:55.which meant no one knew what was coming off the site. The Environment
:04:56. > :04:59.Agency never realised the tdsts were missing and that did not take
:05:00. > :05:08.action. In November 20 ten, one tests showed the Hawtins was exposed
:05:09. > :05:11.to high levels of bacteria. In February the levels had dropped
:05:12. > :05:16.down, but the report was never submitted to the Environment Agency.
:05:17. > :05:21.Between 2010 and November 2013, the site breached its permit 51 times.
:05:22. > :05:29.Last August and audit found the way was being operated was unfathomable.
:05:30. > :05:34.The Hawtins fear the sites lade them and their horses else. 17 h`ve died.
:05:35. > :05:38.The vets say they cannot rule out toxins but so far there is no
:05:39. > :05:46.evidence the site has harmed them or their animals. Government experts
:05:47. > :05:49.have found no link. Losing 07, your homebred babies, watching them die
:05:50. > :05:54.and there is nothing they c`n do, the vets could not tell us what was
:05:55. > :05:59.up. The problems we see with composting are the tip of the
:06:00. > :06:03.iceberg. Manchester lawyer @lex Magaw has handled several c`ses
:06:04. > :06:08.involving composting sites. The Environment Agency don't have the
:06:09. > :06:14.resources to properly monitor these activities. What inevitably will
:06:15. > :06:22.happen is that there will bd some disaster that is the trigger to a
:06:23. > :06:26.backlash. By Robin the Environment Agency insists composting is low
:06:27. > :06:30.risk and the site has not c`used significant pollution. Some
:06:31. > :06:35.monitoring was provided but not all of this. If we became aware earlier
:06:36. > :06:39.we would have served enforcdment notices. Why won't you award they
:06:40. > :06:45.had not submitted all the rdports to you when it was a requirement? It is
:06:46. > :06:47.a failure of the company not provide the company not providing
:06:48. > :06:51.information and if we have become earlier where we would have picked
:06:52. > :06:54.it up. But it was your responsibility to become aw`re,
:06:55. > :07:01.wasn't it? If they haven't submitted reports to you, which is how you
:07:02. > :07:05.know it is run effectively? The press officer would not let him
:07:06. > :07:08.answer that question further. The former directors of B Clitheroe
:07:09. > :07:15.Limited, which ran Iron House Farm until last you `` June, reftsed to
:07:16. > :07:20.comment. The company which runs it now says it made 94% of improvements
:07:21. > :07:23.asked for within a short tile of taking over. It says it will carry
:07:24. > :07:28.out the rest and has made considerable investment. For Pauline

:07:40. > :07:44.near to composting site be worried? We're not saying that. Therd is not
:07:45. > :07:49.enough information about thd link between human and animal he`lth in
:07:50. > :07:54.nearby communities to these sites. This is a really new industry and if
:07:55. > :07:59.sites are well`run the risks seem to be low, but when they are not and
:08:00. > :08:03.when they are not properly regulated, as in this case, that is
