:01:15. > :01:17.illegal bugging and misleadhng victims' families made against

:01:18. > :01:20.Greater Manchester Police bx one of their own officers are to bd

:01:21. > :01:22.investigated. The Independent Police Complaints Commission today launched

:01:23. > :01:25.three inquiries into GMP, including one over officers' behaviour during

:01:26. > :01:33.the investigation into the serial killer Harold Shipman. Stuart

:01:34. > :01:35.Pollitt is here with more. One force, three separate

:01:36. > :01:38.investigations stemming frol complaints by one serving officer.

:01:39. > :01:41.So what's the Independent Police Complaints Commission looking at?

:01:42. > :01:44.It's investigating whether officers misled the families of victhms of

:01:45. > :01:50.Harold Shipman when they disposed of human tissue.

:01:51. > :01:53.GMP kept 12 samples from victims but them disposed of them withott

:01:54. > :01:56.telling the families. The second allegation refers to

:01:57. > :02:00.claims of unauthorised bugghng of a GMP office by a Detective Chief

:02:01. > :02:03.Inspector. And there's a third probe into

:02:04. > :02:08.claims a sexual abuse inquiry was poorly handled and then covdred`up.

:02:09. > :02:13.All three allegations come from a serving policeman, we understand he

:02:14. > :02:16.is a middle ranking officer. The officer took his allegations to

:02:17. > :02:19.Greater Manchester Police btt wasn't satisfied with their findings, so

:02:20. > :02:23.the independent body stepped in IPCC commissioner Jan Williams s`id:

:02:24. > :02:26."These were serious allegathons and the gravity and nature of the

:02:27. > :02:30.allegations, and the fact that they are made against senior offhcers

:02:31. > :02:35.within the force, means thex must be investigated independently." Sir

:02:36. > :02:47.Peter Fahy said he welcomed the move.

:02:48. > :02:54.A period of time. A number of issues have already been discussed. We want

:02:55. > :02:56.to come to a conclusion, so that we can deal with the issues rahsed

:02:57. > :03:01.Officers to be investigated range from PCs to Assistant Chief

:03:29. > :03:31.Sophie Jones died at the wedkend, just 19 years old. Possibly the

:03:32. > :03:34.youngest woman in the country to have died from cervical cancer.

:03:35. > :03:37.Her family believe she would still be alive today if screening tests

:03:38. > :03:41.were available to those aged under 25. They've started a campahgn to

:03:42. > :03:47.change the law. Jayne McCubbin went to meet them.

:03:48. > :03:51.She was very beautiful and very young, far too young to die. The

:03:52. > :03:57.family want to make sure th`t what happened to Sophie does not happen

:03:58. > :04:06.to anyone else. Sophie knew that she was ill, she did not feel lhke

:04:07. > :04:10.herself. She had bleeding and severe stomach pains that were constant, to

:04:11. > :04:16.the point where she had pain constantly.

:04:17. > :04:25.Even as Sophie began keeping therapy, she was still shinhng.

:04:26. > :04:31.Health professionals missed the symptoms of cervical cancer. By the

:04:32. > :04:38.time it had been spotted shd was too ill. She died on Saturday. They

:04:39. > :04:42.could have done something, ht would have been spotted, she could have

:04:43. > :04:52.lived. Jade Goody, another victim of this

:04:53. > :04:58.disease. Her death did much to raise awareness. But a recent survey found

:04:59. > :05:02.that even now, a court of the women eligible for the test do not take up

:05:03. > :05:05.the option because they are too embarrassed. Her family belheves

:05:06. > :05:13.that everyone, no matter wh`t their age, such `` should have thd choice

:05:14. > :05:19.to have the smear. There ard risks involved, but they can save lives.

:05:20. > :05:26.There are harms as well as benefits, and for young women, you ard more

:05:27. > :05:32.likely to be harmed them to benefit. So everybody can be aware of your

:05:33. > :05:38.own body and let your doctor know if you notice any unusual changes.

:05:39. > :05:43.An online petition has alre`dy attracted 50,000 names, attributed

:07:45. > :07:48.But the glossy glamour of Mhss Jackson's films is far removed from

:07:49. > :07:54.what happened on a hotel car park in Liverpool.

:07:55. > :07:57.The couple were seen arguing at this hotel in Liverpool during the early

:07:58. > :08:01.hours of a December morning last year. Selkirk shouted abuse at Miss

:08:02. > :08:04.Jackson who asked staff to call her a taxi. The argument continted and

:08:05. > :08:08.witnesses saw him hit her in the face with his open hand causing her

:08:09. > :08:11.to stumble. The police were called. But later that same day Miss Jackson

:08:12. > :08:14.told officers she wouldn't be making an official complaint, and didn t

:08:15. > :08:22.want to see her boyfriend prosecuted. But he was prosdcuted

:08:23. > :08:29.anyway. The Crown bring as many casds of

:08:30. > :08:37.domestic abuse to court, regardless of whether the victim feels able to

:08:38. > :08:40.support the case. We know that because some people do not feel able

:08:41. > :08:43.to support the case at the time Selkirk protested his innocdnce

:08:44. > :08:47.telling a newspaper he would clear his name. But soon after arriving at

:08:48. > :08:52.court this morning the boxer changed his mind and pleaded guilty to

:08:53. > :08:59.assaulting Miss Jackson. He claimed that he had pushed her and not meant

:09:00. > :09:03.to hurt her. She is a famous actress, surely she

:09:04. > :09:08.would know whether she wants to prosecute? Domestic abuse c`n lead

:09:09. > :09:18.to a loss of confidence. Selkirk will be back in court for

:09:19. > :09:21.sentencing early next month. One of the Catholic Church's newest

:09:22. > :09:25.Cardinals has told North West Tonight that he hopes to usd his new

:09:26. > :09:28.status to give a voice to poor and destitute people. Cardinal Vincent

:09:29. > :09:32.Nichols, who was born in Crosby and is a big Liverpool fan was speaking

:19:01. > :19:12.But opponents still claim the project will be a colossal waste of

:19:13. > :19:18.money. Crewe has been announced as the

:19:19. > :19:23.possible hob of HS2. People are wanting this to happen by 2017.

:19:24. > :19:28.People are saying that it would not only benefit Crewe, but the whole of

:19:29. > :19:34.the North West. We connect 6 million people, it is a

:19:35. > :19:39.fantastic opportunity. Across the way is one of the oldest st`tions in

:19:40. > :19:45.the country. People think that it will bring jobs

:19:46. > :19:49.into the town. It is exciting news, it will improve the services to the

:19:50. > :19:54.north`west. To advance it by six years hs great.

:19:55. > :20:04.But the arguments against HS2 continue, as the costs against the

:20:05. > :20:09.environment are campaigned `gainst. We have always thought that HS2

:20:10. > :20:14.there are no business or environment cases, and no money to pay for it.

:20:15. > :20:21.It is the sixth relaunch. There was a mixed reaction from commuters

:20:22. > :20:27.It is a waste of money, it would be better used for the network. I think

:20:28. > :20:31.it is a good idea. It is thought that the Birmhngham to

:20:32. > :20:38.Manchester line could be buhlt three years early.

:20:39. > :20:41.Earlier, I spoke to Sir Davhd Higgins, the chairman of HS2. I

:20:42. > :20:45.asked him why Crewe, which was originally to be bypassed bx a

:20:46. > :20:48.tunnel, has now been chosen as a hub for the line.

:20:49. > :20:51.Just because Crewe has historically was been a railway town and there

:20:52. > :20:55.are logical reasons why it hs, because from Crewe, railways go in a

:20:56. > :20:58.lot of directions. That is how people plan railways in Europe, that

:20:59. > :21:02.you have an interconnection, so that people have the opportunity to have

:21:03. > :21:06.more frequent services. What you are saying is that areas

:21:07. > :21:10.like Manchester that will bd one end of the second phase. They h`ve to

:21:11. > :21:13.wait? Trains, obviously, if you ptt a

:21:14. > :21:17.service through to Crewe in 202 , that will benefit all trains north

:21:18. > :21:25.of Crewe, from Scotland to Liverpool, North Wales or to

:21:26. > :21:29.Manchester, by the next stage. It would cut journey times.

:21:30. > :21:34.There's not a way of delaying Phase One to allow Phase Two to c`tch up

:21:35. > :21:40.and build from both ends of the line, so that there is no fdar that

:21:41. > :21:43.it would be finished? I think the best protection to

:21:44. > :21:47.insure that it will be built and built at a prudent time is to keep

:21:48. > :21:58.political consensus, partictlar for the North to champion that tnified

:22:02. > :22:05.believe HS2 are a good idea, many don't, and hope it will nevdr be

:22:13. > :22:16.centre of the UK. We will h`ve a very strong population growth in

:22:17. > :22:19.this country over the next 20 years, how will we cope with that? The

:22:20. > :22:21.alternative of not building a high`speed rail corridor is

:22:22. > :22:28.increasingly congested and tnhappy customers. Eventually, something

:22:29. > :22:34.will be bought at huge cost and a lot of disruption. This existing

:22:35. > :22:38.Victorian network will never survive long`term with the growth that is
