:01:26. > :01:39.Arnold Pickering was jailed 23 years ago for stabbing a man to death in
:01:40. > :01:46.Oldham. He had been serving the final stage of his sentence at a low
:01:47. > :01:50.security prison. On Saturday, he and another inmate were allowed out on
:01:51. > :01:55.day release but they didn't come back. A police search followed. One
:01:56. > :02:10.of them was tracked down last night. He's a man with previous
:02:11. > :02:12.for absconding. He did it in the 90s while
:02:13. > :02:15.on remand. And he did it in 2009 while
:02:16. > :02:17.on day release. The fact he's done it again
:02:18. > :02:28.has outraged the MP who's patch There is no question needs two are
:02:29. > :02:41.linked. It is a direct result of these cuts. Weeks ago another man
:02:42. > :02:45.absconded from a jail in Kent. I don't want to see people who have
:02:46. > :03:11.absconded back into is back behind bars after his two
:03:12. > :03:16.days of being unlawfully at large. Why he did it and how the system
:03:17. > :03:28.came to allow him to do it, those are questions that are yet

:10:42. > :10:44.fused bones. She's partially sighted and deaf.
:10:45. > :10:47.Her birth mother was an alcoholic. A court decided a crime had been
:10:48. > :10:51.committed and on Christmas Eve, Emma was awarded ?500,000.
:10:52. > :10:53.We're not talking a glass of wine every night.
:10:54. > :10:59.She was an alcoholic. And at every stage
:11:00. > :11:03.of pregnancy it destroyed something , from her brain to her eyes to her
:11:04. > :11:06.ears to her nails. How can that not be a crime?

:11:11. > :11:13.12 years ago, the law has changed. Foetal Alcohol Syndrome is no longer
:11:14. > :11:18.considered a crime of violence. But could a test case, here in the
:11:19. > :11:20.North West be about to change that? The case involves
:11:21. > :11:22.a six`year`old girl. Initially a tribunal agreed she
:11:23. > :11:26.should receive compensation. But that decision was overturned
:11:27. > :11:29.on the basis of new guidance. A crime wasn't committed
:11:30. > :11:33.because when her mother drank ` legally, as an embryo,
:11:34. > :11:36.the girl was not yet a person. The case is going to appeal.
:11:37. > :11:53.It will challenge what many see as an unfair change in the law.
:11:54. > :11:59.The government disagrees. The outcome will be significant with
:12:00. > :12:03.7,000 new cases of Foetal Alcohol I can't understand why one day it's
:12:04. > :12:05.a crime ` the next day it isn't. It's not right.

:14:08. > :14:14.Green Party is the only one standing up to UKIP on immigration and

:14:21. > :14:32.Voters are coming to us. Labour voters are horrified that Labour is
:14:33. > :14:40.so wishy`washy. With the Tories come here in the north`west, I have
:14:41. > :14:48.spoken to a lot of Tories who are voting for us on fracking. Fracking
:14:49. > :14:53.is a big issue here. You are undoubtedly vehemently against it.
:14:54. > :14:58.Could it be part of a mixed energy economy? We have the fact that we
:14:59. > :15:02.have to live 55 `` 50% of our fossil fuels in the ground if we are to
:15:03. > :15:07.avoid catastrophic climate change. We have to work out what we know is
:15:08. > :15:11.already there in the ground. Renewables don't produce anywhere
:15:12. > :15:15.near enough energy to keep our lights on. The reason for that is
:15:16. > :15:23.the government has failed to provide the investment in this environment.
:15:24. > :15:29.Germany had 73% of its electricity being supplied by renewables. One of
:15:30. > :15:35.the other great things about Germany is 50% of them are community owned.
:15:36. > :15:39.They can put their money into investment opportunities and get the
:15:40. > :15:45.money back into the community. Would we then have to have a wind farm on
:15:46. > :15:52.every hillside to get anywhere near that? One of the exciting
:15:53. > :15:55.developments is tidal energy. We have five tidal lagoons in Swansea
:15:56. > :16:00.Bay and five of those built over ten years could provide 10% of our

:17:28. > :17:33.for the cow welfare rather than looking it as a cash flow issue. Big
:17:34. > :17:38.retailers charged less for their milk. Booths says it can't compete
:17:39. > :17:41.and it is telling its customers that their supplies on local and they
:17:42. > :17:47.will receive a fair price for their produce. People are conscious
:17:48. > :17:52.consumers. They want to know where the produce is coming from and that
:17:53. > :17:58.the people producing their product can sustain their businesses. The
:17:59. > :18:04.NFU says producers will struggle to get good prices for their farms but
:18:05. > :18:08.welcome the news. It is only four farmers but hopefully it will expand
:18:09. > :18:17.and other retailers will look at this and copy the model. Booths are
:18:18. > :18:21.currently paying 1p more than the next buyer and they say the price
:18:22. > :18:23.won't be passed onto their customers. Dairy farmers "give a
:18:24. > :18:29.boost the industry. The appointment of Louis Van Gaal
