:00:42. > :00:44.Rochdale's MP admits taking ecstasy and cannabis when he was yotnger,

:00:45. > :00:49.Heading for another brave l`nding ` an 89`year`old D`Day veteran

:00:50. > :01:13.It is a bit nerve wracking but it was good. I enjoyed it.

:01:14. > :01:15.BBC North West Tonight has exclusively obtained

:01:16. > :01:19.a confidential report which condemns acute hospital services

:01:20. > :01:26.On the crucial issue of pathent safety, the Trust's perform`nce

:01:27. > :01:32.The management of the Trust is also deemed to be inadequatd.

:01:33. > :01:35.The report was compiled by the health watchdog,

:01:36. > :01:39.Our health correspondent El`ine Dunkley joins us now from ottside

:01:40. > :01:57.We have received a report into the investigation by the CQC. The

:01:58. > :02:02.Morecambe Bay Hospital trust runs the Lancaster Royal informally and

:02:03. > :02:08.the University hospitals of Morecambe Bay. It serves 350,00

:02:09. > :02:13.people. There have already been two resignations and this report is

:02:14. > :02:17.highly critical about patient safety and leadership. One of the biggest

:02:18. > :02:22.concerns when looking through this report is staffing levels on the

:02:23. > :02:26.crypto keg unit and that thdy were unacceptably low. The trust was

:02:27. > :02:35.warned about dangerously low staffing levels. That report they

:02:36. > :02:40.did nothing about and that has been criticised also. There has been a

:02:41. > :02:46.long history here at Morecalbe Bay. There has been a high turnover of

:02:47. > :02:49.senior management, a high ntmber of medical errors, a police

:02:50. > :02:56.investigation into the high number of baby deaths at Furness Gdneral.

:02:57. > :03:04.This is a trust the CQC says has a long history of turbulence `nd it

:03:05. > :03:09.drafted a report and it suggests turbulence so is little timd of

:03:10. > :03:17.abating. Acute services are inadequate.

:03:18. > :03:20.After inspections in February, the overall judgement is th`t Acute

:03:21. > :03:22.services at the Trust are inadequate, safety is inadepuate

:03:23. > :03:26.But effectiveness of treatmdnt and care of patients is ratdd good.

:03:27. > :03:28.The Trust has three hospitalss in Barrow, Lancaster and Kendal

:03:29. > :03:30.The report, in terms of man`gement, acknowledges:

:03:31. > :03:32.a high turnover of senior leadership and saxs

:03:33. > :03:34.there's no clear strategy for the future provision of services.

:03:35. > :03:37.It has a higher number of ndver events than similar Trusts.

:03:38. > :03:39.And staff say they felt disconnected from senior management.It

:03:40. > :03:41.The long standing nature of the problems indicates that

:03:42. > :03:44.the leadership within the Trust lacks the capacity to effectively

:03:45. > :03:46.manage these challenges in a prompt and timely manndr.

:03:47. > :03:48.In staffing, the Trust has recruited an additional 135 people

:03:49. > :04:03.The Chief Executive paid with his job. The medical director and

:04:04. > :04:08.chairman have left. There h`s been enough scalps and now we nedd action

:04:09. > :04:14.and a change to weigh the trust is lead.

:04:15. > :04:16.Nurse levels in the Critical Care Unit

:04:17. > :04:20.The Trust was warned in October 2013 about dangerously low staffhng

:04:21. > :04:25.It still had not complied with that warning notice.

:04:26. > :04:28.And there were shortages in paediatrics and surgical services

:04:29. > :04:34.at Royal Lancaster and in A at Lancaster and Furness.

:04:35. > :04:37.The Trust has now been ordered to fix staffing levels, improvd record

:04:38. > :04:39.keeping and incident reporthng and ensure appropriate action is taken

:04:40. > :04:43.The report does highlight some good points.

:04:44. > :04:44.Patient care and treatment was effective.

:04:45. > :04:49.Staff worked hard to providd safe and compassionate care

:04:50. > :04:58.for patients and dementia p`tients were cared for in a thoughtful way.

:04:59. > :05:07.There were some positives to come out including patient care `nd staff

:05:08. > :05:13.were compassionate and caring. The Chief Executive is not allowed to

:05:14. > :05:18.comment on the draft of this report however she has listed improvements

:05:19. > :05:22.such as a ?1.5 million investment into record management and the

:05:23. > :05:28.recruitment of 350 nurses. This trust has a long way to go. We have

:05:29. > :05:32.heard the hospitals will be put in to smash all measures if

:05:33. > :05:38.improvements are not made. `` special measures. Some

:05:39. > :05:40.responsibility would be takdn out of the trust's hands.

:05:41. > :05:51.I'm joined now by the Labour MP for Barrow and Furness, John Woodcock.

:05:52. > :05:59.What has been the most worrxing aspect? Even after this perhod of

:06:00. > :06:05.turmoil it `` turmoil where staff have been working hard to ilprove

:06:06. > :06:10.things across our local hospitals, it seems adequate improvements have

:06:11. > :06:16.not been made. I suppose thhs raises the spectre of special meastres and

:06:17. > :06:25.also the idea that a new te`m could come in with a need to, as they see

:06:26. > :06:31.it, cut as quickly as possible and not take into account the absolutely

:06:32. > :06:38.vital need that we have in the Furness area and other parts of the

:06:39. > :06:43.trust to keep those services they're serving patients. Do you thhnk it is

:06:44. > :06:47.time to put the trust into special measures, bearing in mind that we

:06:48. > :06:54.have had report after report and have done so many trust where it has

:06:55. > :06:58.been criticised? We need a new chairman and a new medical director

:06:59. > :07:07.and both of those need to bd up to the task. This is going to depend on

:07:08. > :07:11.what the attitude of the regulators and government is. Are they prepared

:07:12. > :07:15.to work to maintain and protect services here or are they going to

:07:16. > :07:19.take the slash and burn approach that you have seen in other areas

:07:20. > :07:28.which has been about stripphng out services that they seem our `` they

:07:29. > :07:33.see are substandard? They nded to have vibrant local hospitals. It is

:07:34. > :07:39.simply a matter of life and death that we keep those acute services

:07:40. > :07:45.there. If we don't do that, over the years, many lives will be lost so it

:07:46. > :07:49.is absolutely essential that people listen to us now and work whth us to

:07:50. > :07:53.retain and improve services rather than cut them.

:07:54. > :07:56.A former safety officer of Sheffield Wednesday has admhtted

:07:57. > :08:00.the system the club used to count fans into pens was deeply flawed.

:08:01. > :08:04.But Graham Mackrell, a former secretary at the club, said

:11:20. > :11:27.They said, Robert was an optimist with the peaceful outlook on life.

:11:28. > :11:32.They said on the day he died, the world became a darker place

:11:33. > :11:36.They and Robert's family hope that someone who knows something will now

:11:37. > :11:52.For four years Angela Callaghan from Merseyside claimed tax credits

:11:53. > :11:58.for six children, four boys and two two girls.

:11:59. > :12:00.She also claimed child benefit for another daughter.

:12:01. > :12:05.She invented them to fraudulently claim benefits.

:12:06. > :12:07.Today though she was jailed for a year.

:12:08. > :12:13.Angela Callaghan came to cotrt from her home knowing she faced prison.

:12:14. > :12:16.Between 2009 and 2012, she claimed tax credits for six children who

:12:17. > :12:27.She told them their names would Jordan, David, Lucy, Alex, Zach

:12:28. > :12:35.Another, that her daughter was in full time education,

:12:36. > :12:42.?45,000 in overpayments which tax officials say shotld have

:12:43. > :12:51.A custodial sentence for the person who masterminded this

:12:52. > :12:56.attack on the public's finances is pleasing and it sends a cle`r

:12:57. > :13:06.message out to anyone who mhght be tempted to do this sort of thing.

:13:07. > :13:12.Three women paid her to teach them to make false claims.

:13:13. > :13:15.They all claimed for nonexistent twins

:13:16. > :13:21.Callaghan's defence said shd should be spared jail as she has

:13:22. > :13:25.a four`year`old son and has been the victim of domestic violdnce

:13:26. > :13:30.The court heard she has a previous conviction for benefit fraud.

:13:31. > :13:34.The judge told her, her fraud was prolonged

:13:35. > :13:38.and persistent and brazen and said the court will be failing in

:13:39. > :13:45.its public duty if she didn't go to jail and sentenced her to one year.

:13:46. > :13:55.Angela Callaghan wept throughout the hearing.

:13:56. > :13:57.The Rochdale MP Simon Dancztk has admitted using cannabis

:15:23. > :15:27.what their MP got up to in the past? He has done a lot of good for the

:15:28. > :15:32.town and what is in the past is in the past. It doesn't bother me. It

:16:17. > :16:19.gone by. It does inform my view from a political perspective in terms of

:16:20. > :16:23.drug policy and legislation. The admission is unlikely to affect his

:17:50. > :17:53.unemployment and social problems is compounded by a sense that

:17:54. > :18:00.politicians and the media don't care enough. I don't think they care
