:02:21. > :02:24.throughout Lancashire to give people the opportunity to object to

:02:25. > :02:33.widespread, intensive shale gas development in Lancashire. What

:02:34. > :02:39.should we be concerned about? Safety. Noise. We would still be

:02:40. > :02:44.concerned if bells were going to come down. `` bills.

:02:45. > :02:46.Fracking involves injecting water, sand and chemicals deep

:02:47. > :02:49.into the ground to fracture shale rock and release gas.

:02:50. > :02:50.It will lower gas prices, say supporters,

:02:51. > :02:54.But Mike Hill, an electrical engineer with experience of the gas

:02:55. > :02:56.industry, says the risks ardn't being taken seriously enough.

:02:57. > :03:00.He's written to the prestighous medical journal, The Lancet, warning

:03:01. > :03:07.that there's a lack of regulation and monitoring in the UK.

:03:08. > :03:14.This puts the public at large across the UK at severe risk of sole

:03:15. > :03:23.unbelievable public health concerns. You have been advhsing the

:03:24. > :03:28.opposition. Can we trust yot? I m still advising them. I'm not on

:03:29. > :03:30.their side but I do offer tdchnical advice. So you're not fully

:03:31. > :03:35.independent. I am, yes. Frack Free Lancashire, the new

:03:36. > :03:47.protest grouping, meets for the Let's speak to someone who hs fully

:03:48. > :03:56.independent from Durham University. Professor Richard Davies has worked

:03:57. > :04:02.in the industry. People watching this, a lot of them are agahnst

:04:03. > :04:08.fracking but something we should do it. No one knows who to belheve

:04:17. > :04:19.research. We are neither for nor against it. We just want to get

:04:20. > :04:27.people independent, trustworthy information. People say thex want

:04:28. > :04:30.more research to be done, particularly in what is happening in

:04:31. > :04:36.America where the industry hs more mature in terms of health problems.

:04:37. > :04:39.That is a good point. There is no proven research that there `re

:04:40. > :04:45.health problems for the public yet. It is one of the key areas that has

:04:46. > :04:51.been released research, so H agree, let's do more research on hdalth

:04:52. > :04:56.issues. But I don't know of any concrete research. There ard

:04:57. > :05:04.suggestions that there are starting to be signs. All I can see hs that I

:05:05. > :05:09.have been researching this for a number of years and don't know of

:05:10. > :05:13.any proven research that shows health risks to the public. The

:05:14. > :05:18.chemicals used in fracking `re not the sort of things you would

:05:19. > :05:25.ingest, but there is no evidence of health risks associated with

:05:26. > :05:30.fracking. The companies see that they will get rid of waste water,

:05:31. > :05:33.Cuadrilla telling us that the development of the shale gas

:05:34. > :05:41.industry and like a share whll bring jobs for local people. Is it

:05:42. > :05:48.regulated enough at the momdnt? I can't say that with any certainty,

:05:49. > :05:51.but it is true there are a lot of regulations in the UK and the

:05:52. > :05:56.thought of companies just drilling wells without thinking about the

:05:57. > :06:02.environment and going through a lot of checks is ridiculous. Colpanies

:06:03. > :06:06.have to get a lot of promothon. They have to drill properly in a

:06:07. > :06:12.particular way and get that agreed by the Government. They are going to

:06:13. > :06:19.fracking your back garden tomorrow, yes or no? No problem. Will the

:06:20. > :06:28.traffic be a problem? Will the school run be painful thing?

:06:29. > :06:30.A teacher caught hiding unddr a teenager's bed

:07:56. > :08:02.A vet at the Stapely Grange Wildlife Hospital treating

:08:03. > :08:07.It is getting painkillers and antibiotics.

:08:14. > :08:17.One of them has damaged its windpipe so much that a vet in Liverpool has

:08:18. > :08:27.If the crossbow bolt on his head had been a couple

:08:28. > :08:29.of millimetres further, he would have been a goner straight `way

:08:30. > :08:38.Police say they are determined to catch whoever did this not just

:08:39. > :08:43.because the animal cruelty but because the wildlife and scdnery

:08:44. > :08:48.attract many visitors to thhs area between Widnes and Warrington.

:09:40. > :09:43.Although it's feeding, the swan is still in danger.

:09:44. > :09:52.Infection and damage to the windpipe are the vet's main concerns.

:09:57. > :10:01.the Government today handed all our councils more than ?18 millhon to

:10:02. > :10:10.But how will it be spent and is it enough?

:10:11. > :10:13.Well, the figures show that Lancashire received the most money.

:10:14. > :10:16.Nearly ?5.5 million, followed by Cumbria,

:10:17. > :10:19.Greater Manchester and Cheshire with councils on Merseyside getting

:10:20. > :10:26.Now, the Government say that is enough money to fix 350,000

:10:27. > :10:34.While today's money will be welcomed, all councils are being

:10:35. > :10:37.forced to make cuts across the board and that includes

:10:38. > :10:40.Since 2011, Lancashire for example now spends ?9 mhllion

:10:41. > :10:46.less on their roads, and in the City of Manchester, the budget for road

:10:47. > :10:51.resurfacing has gone down from 6 million to just over ?2 million

:10:52. > :10:54.So in real terms there's less money around to mend the roads but

:10:55. > :10:56.Stuart Pollitt's been to Lancashire where the council's approach to

:10:57. > :11:00.fixing potholes has been pr`ised by the Government.

:11:01. > :11:03.The pothole people have arrhved in St Judes Avenue.

:11:04. > :11:11.And not before time according to Eric and his dossier of despair

:11:12. > :11:23.For 12 years, I have written to the council and made information of what

:11:24. > :11:26.Now something is finally happening thanks to Michael, Pete,

:11:27. > :11:31.some tarmac, some tools and some new techniques.

:11:32. > :11:39.This is how potholes used to be fixed. Lots of individual rdpairs

:11:40. > :11:46.that would normally break again in future. The technique being used now

:11:47. > :11:53.is to use one big part of t`rmac to repair lots. Hopefully that will

:11:54. > :11:59.last for years. We realise we have to change our attitudes.
