:00:58. > :01:01.of the Morecambe Bay Hospit`l Trust, now placed in special measures
:01:02. > :01:07.It's the third North West Hospital Trust this has happened to ` East
:01:08. > :01:11.Lancashire, and Tameside were both put in special measures last year.
:01:12. > :01:14.In a moment, we'll be hearing from the trust chief executhve,
:01:15. > :01:20.but first, Roger's here to tell us what today's announcement mdans
:01:21. > :01:22.The University Hospitals of Morecambe Bay Trust runs three
:01:23. > :01:27.hospitals ` in Kendal, Barrow and Lancaster.
:01:28. > :01:30.Ten days ago, we exclusivelx told you about a leaked report from
:01:31. > :01:35.Today's announcement is the result of that report.
:01:36. > :01:37.The CQC inspected the trust in February.
:01:38. > :01:40.It concluded that acute services were inadequate,
:01:41. > :01:44.safety was inadequate, and so was the leadership.
:01:45. > :01:47.Although the effectiveness of treatment and care
:01:48. > :01:51.of patients were rated as good, staffing was a particular issue
:01:52. > :01:55.In spite of recruiting 135 staff, there were still shortages.
:01:56. > :01:57.For example, in the Critical Care Unit at
:01:58. > :02:02.Furness General, and on Ward 39 at Lancaster Royal Infirmarx, where
:02:03. > :02:08.shortages identified five months earlier hadn't been addressdd.
:02:09. > :02:10.Special Measures mean the Morecambe Bay Trust will be
:02:11. > :02:14.partnered with a high`performing trust to help raise standards.
:02:15. > :02:16.An improvement director will work with them.
:02:17. > :02:22.And the trust must publish an action plan.
:02:23. > :02:24.Let's join Beccy Meehan, who's outside
:02:25. > :02:40.The Royal Lancaster in formdrly was described as requiring improvement.
:02:41. > :02:45.They have been notable improvement since the last inspection in a NDA
:02:46. > :02:53.and maternity services, but there are still problems. Medical care is
:02:54. > :02:57.rated as inadequate. `` A There have been more nurses recruhted in
:02:58. > :03:02.what they're denying, but in that February inspection, the inspection
:03:03. > :03:05.found that what they're denxing was insufficiently staff. There was an
:03:06. > :03:09.insufficient mix of skills `nd experience on duty.
:03:10. > :03:12.We recognise that actually ht is not enough just to have
:03:13. > :03:15.the right staffing levels on a ward, but what we have done since then is
:03:16. > :03:18.recruited the right leadership to lead the team on that ward.
:03:19. > :03:20.So wherever you are going to have staffing levels
:03:21. > :03:22.below what they should be, there will be consequences
:03:23. > :03:38.Also on Ward 39, a defibrillator was found to not be charged. Thd
:03:39. > :03:42.inspector found that it was signed off as having been checked, even
:03:43. > :03:46.though it clearly had not bden. That is a matter described as thd
:03:47. > :03:50.inspector as of serious concern to patient safety. Another isste that
:03:51. > :03:55.came up in the report into Lancaster specifically was breast scrdening.
:03:56. > :03:59.Inspectors said they were alerted to concerns about the screening of
:04:00. > :04:00.patients here in Lancaster. They then went on to develop bre`st
:04:01. > :04:03.cancer. We have already had the reghonal
:04:04. > :04:07.quality assurance team look at that. We are seeking further support to
:04:08. > :04:10.look again in detail at that, but at the moment, there is no
:04:11. > :04:22.evidence that that is the c`se. The trust two days stressed that
:04:23. > :04:25.breast screening is still vhtal and it is important that women should
:04:26. > :04:26.come forward for breast`feeding There is no evidence that p`tients
:04:27. > :04:34.are risk. ITU. `` breast screening. As you heard there, the trust
:04:35. > :04:36.insists it is turning things around. Our health correspondent,
:04:37. > :04:37.Elaine Dunkley, has been into Lancaster Royal Infirm`ry to
:04:38. > :04:39.look at what's changing. Ward 39 at the
:04:40. > :04:41.Royal Lancaster Infirmary c`me in for serious criticism because
:04:42. > :04:45.of dangerously low staffing levels. Shift by shift,
:04:46. > :04:48.we can say that these are the number It is a fast`paced ward, with
:04:49. > :04:53.patients with a range of conditions. We have done lots
:04:54. > :04:55.of local recruitment. We've been to
:04:56. > :04:59.the Glasgow jobs fair recently We have also done
:05:00. > :05:02.international recruitment. I am happy to welcome aboard nurses
:05:03. > :05:05.from Italy, Spain, The challenges that we face in this
:05:06. > :05:12.area are that the geographical area One of the biggest concerns
:05:13. > :05:19.from the recent inspection was risk The trust covers a wide are`, and
:05:20. > :05:27.the workload is ever increasing We have the staff,
:05:28. > :05:29.but we are struggling in sole ways. For example, we have previotsly had
:05:30. > :05:32.a 23`bedded acute medical unit, We have had an increased nulber
:05:33. > :05:36.of staff for that, but still the workload has been transferred on
:05:37. > :05:43.to the front end, to our division. There were positives from CPC
:05:44. > :05:47.inspection. Staff were considered compassionate,
:05:48. > :05:50.the hospital clean, and the treatment of dementha
:05:51. > :05:55.patients was considered. The part of the brain affected is
:05:56. > :05:58.the right`hand side of the brain. The staff here say they
:05:59. > :06:02.can turn things around. Two years ago, this stroke tnit was
:06:03. > :06:05.rated the worst in the north`west. It is not like we weren't aware
:06:06. > :06:11.of where our deficits were, We have now had investment hnto
:06:12. > :06:15.stroke services and things like It has not been easy, but it has
:06:16. > :06:22.been rewarding at the same time This woman's mother suffered
:06:23. > :06:35.a stroke and feels staff should get It makes me feel angry becatse I
:06:36. > :06:40.think, personally, our family and my mother have had
:06:41. > :06:45.the best treatment ever. On paper,
:06:46. > :06:47.the trust is deemed inadequ`te, but on the front line, staff say
:06:48. > :07:13.there are signs of improvemdnt. One of the local MPs says hd is
:07:14. > :07:48.worried that the trust will be forced to make cuts. We
:07:49. > :07:52.like to see that happen. When I report goes in, what needs to
:07:53. > :07:58.be tackled? We need to see ` clear plan of how they will make the
:07:59. > :09:23.changes that they need to m`ke. Making sure
:09:24. > :09:25.for the leadership that is needed. If we took the view that thd
:09:26. > :09:29.leadership was not able to lake the changes, we would consider whether
:09:30. > :09:33.we needed to make a change hn the leadership as well. That is not the
:09:34. > :09:35.case now, and we don't expect that will be necessary. They quete very
