:00:00. > :00:09.News. Welcome to North West Tonight with

:00:10. > :00:12.Annabel Tiffin and Roger Johnson. A murderer is jailed for thd second

:00:13. > :00:18.time for killing another girlfriend. He is a very dangerous man,

:00:19. > :00:20.especially to women. He has been sentenced to a whole

:00:21. > :00:25.life tariff and prison for the rest A coroner calls for urgent changes

:00:26. > :00:37.after mental health professhonals failed to realise this Kend`l

:00:38. > :00:39.teenager was suicidal. And we are in the Isle

:00:40. > :00:42.of Man to see the super, A British Olympic star takes on the

:00:43. > :00:49.route of the Tour de France...in The Parole Board says it regrets

:00:50. > :01:08.releasing a murderer ` who went on to kill an ex`ghrlfriend

:01:09. > :01:12.` in the same brutal way he killed Paul O'Hara stabbed businesswoman

:01:13. > :01:14.Cherylee Shennan in Lancashhre, less than two years

:01:15. > :01:19.after being allowed out on licence. He'd done the same thing to

:01:20. > :01:23.a previous girlfriend in 1988. Today

:01:24. > :01:25.the judge said he would alw`ys be a danger to women and ruled he must

:01:26. > :01:30.never be released from jail again. Our reporter Mark Edwardson was

:01:31. > :01:34.at Preston Crown Court. Earlier, I asked him for more

:01:35. > :01:48.about what happened to Cherxlee Paul O'Hara 's violent past the she

:01:49. > :01:55.was supportive of him and gdnerous to him, at one point giving him a

:01:56. > :01:59.job. But she was a victim of his violence. She reported him `nd she

:02:00. > :02:03.was being seen by two policd officers this year when Paul O'Hara

:02:04. > :02:06.burst into the house and st`rted to attack all three of them badly

:02:07. > :02:11.injuring all of them. Despite one of those officers suffering a blow to

:02:12. > :02:14.the head, they tried to help Cherylee Shennan escape but Paul

:02:15. > :02:20.O'Hara Cotter in the street. The details are too horrific to go into

:02:21. > :02:23.but neighbours report that he sat astride her and coldly stabbed her

:02:24. > :02:30.to death with a knife he had stolen from her kitchen. He is a d`ngerous

:02:31. > :02:32.man, especially to women. Hd has been sentenced to prison for the

:02:33. > :02:38.rest of his life, where he should be. This is a horrific case, but not

:02:39. > :02:44.the first time this man has been convicted of murder. No, he was

:02:45. > :02:49.convicted of a similar killhng of a girlfriend in 1998. The judge said

:02:50. > :02:52.he had to take that convicthon into account as well as what he described

:02:53. > :02:56.as the relentless nature of the attack and all Hannah's intdntion to

:02:57. > :03:02.kill before handing down th`t sentence. Mark, two police officers

:03:03. > :03:07.as you alluded to wear injured in this incident. Yes, he admitted to

:03:08. > :03:13.assaulting and winding thosd police officers. He was sentenced to run

:03:14. > :03:19.concurrently with the murder sentence.

:03:20. > :03:24.He came upon them on the back door, I am proud of their comments of the

:03:25. > :03:26.judge. The bravery that the police displayed as well and trying to

:03:27. > :03:32.prevent the attack on Cherylee Shennan, they did really well.

:03:33. > :04:15.The future of Paul O'Hara is life The family are

:04:16. > :04:18.The future of Paul O'Hara is life behind bars. Thank you for that

:04:19. > :05:37.report, Mark Edwardson. The appointment came almost a month

:05:38. > :05:43.after she attempted an overdose She'd told a school nurse she'd

:05:44. > :05:47.suffered bulimia since Our chief reporter Dave Guest was

:05:48. > :06:02.at the inquest. She was a model pupil and t`lented

:06:03. > :06:06.musician, but Helena Farrell was deeply troubled as a teenagdr and

:06:07. > :06:10.told teachers she was bulimhc and had dark thoughts. She eventually

:06:11. > :06:18.hanged herself at the age of 15 This tragedy has changed our lives.

:06:19. > :06:21.We know it is also affecting many young people and their families in

:06:22. > :06:27.Kendal. She was a pupil at this school in Cumbria. The assistant

:06:28. > :06:33.head at the school taught English. In late November of 2012 Eldna told

:06:34. > :06:37.him she had bulimia and expdrienced dark thoughts, he informed the

:06:38. > :06:41.school nurse and counsellor. On December the 3rd the teenagdr told

:06:42. > :06:45.the nurse she had been bulilic since being sexually assaulted on an

:06:46. > :06:49.overseas exchange visit prior to going to that school. That night she

:06:50. > :06:53.took an overdose at her homd. On December the 17th, two studdnts will

:06:54. > :06:57.be assistant headteacher thdy believed to be nowhere is c`rrying

:06:58. > :07:01.letters that could be suicide notes. She handed over the letters but the

:07:02. > :07:05.teacher did not open them instead putting them into the school C. The

:07:06. > :07:09.assistant head said the council had told him to put the letters in the

:07:10. > :07:13.bin because she was not suicidal. She had her first appointment with

:07:14. > :07:20.the child mental health teal on January three, the following day she

:07:21. > :07:24.was dead. The coroner concltded she died as a consequence of her actions

:07:25. > :07:28.but it was not beyond reasonable doubt what her intention had been.

:07:29. > :07:34.He said at the time of her death, Cumbria's child services had been

:07:35. > :07:38.poorly organised, underfunddd and poorly resourced. Speaking `bout the

:07:39. > :07:42.decision not to open those so`called suicide letters, he said too much

:07:43. > :07:48.weight was given to a young person's perceived right to privacy.

:07:49. > :07:51.We hope that he been a's story will inspire professional and

:07:52. > :07:54.nonprofessional people to rdflect on how we deal with young people and

:07:55. > :07:59.their emotional distress. The coroner said he would be wrhting to

:08:00. > :07:59.the Health Trust and the cotnty council, highlighting shortcomings

:08:00. > :08:03.in this case. Detectives are investigating

:08:04. > :08:05.a double shooting in Oldham. The two men were shot

:08:06. > :08:08.at close range as they sat in a car on Radcliffe Street just

:08:09. > :08:11.after ten last night, in wh`t's Police say it's extremely fortunate

:08:12. > :08:15.the men weren't killed Doctors in South Cumbria have

:08:16. > :08:25.pledged to keep Kendal's More than 8,000 people signdd

:08:26. > :08:28.a recent petition calling Today,

:08:29. > :08:31.the area's health trusts submitted But they warn some services could

:08:32. > :08:39.be moved into the community. A group of men in Oldham ard hoping

:08:40. > :08:43.to get people from all faiths to share in the festival of Raladan to

:08:44. > :08:46.raise awareness of the Muslhm holy Share Ramadan wants to encotrage

:08:47. > :08:50.people to ask friends to fast for a day, eat with them at night and then

:08:51. > :09:06.upload a photo on the internet. You have to think that we w`nt

:09:07. > :09:11.people to be one Jim Eadie. It is good to have different people

:09:12. > :09:18.bringing different traditions and cultures, that is the beautx of

:09:19. > :09:21.Great Britain, we get on with different opinions and we mtst

:09:22. > :09:22.celebrate the different faiths and cultures.

:09:23. > :09:24.A scathing report into Knowsley Council's children?s

:09:25. > :09:27.services says widespread fahlures have left some of the area's most

:09:28. > :09:34.The report by Ofsted inspectors says many children who need help

:09:35. > :09:37.Knowsley Council says it iddntified problems

:09:38. > :09:40.in social services last year and is already working on improvemdnts

:09:41. > :09:42.Our reporter, Andy Gill, has been looking at the report.

:09:43. > :09:45.Earlier I asked him to tell us more about what Ofsted found.

:09:46. > :09:47.This is a report into children who need help and protection,

:09:48. > :09:50.children waiting for adoption and children who are leaving care.

:09:51. > :09:52.Overall, Ofsted say Knowslex's children's services are inadequate.

:09:53. > :09:55."Widespread failures and inconsistent practice

:09:56. > :09:57.across services leave some children and young people at risk

:09:58. > :10:04.?Some have been left for too long in situations where they have

:10:05. > :10:08.The council says it had alrdady identified areas

:10:09. > :10:29.There must be more supervishon of workers and we are now putthng in

:10:30. > :10:30.place the right support to lake sure that social workers can do their

:10:31. > :10:35.jobs correctly. What has the council be doing to

:10:36. > :10:43.rectify this? It has changed things. The council says it accepts

:10:44. > :10:45.the report findings but says it?s changed

:10:46. > :10:47.the team leading this department But the report talks

:10:48. > :10:51.about "ineffective engagement with families", "quality

:10:52. > :10:53.of record keeping is variable and often poor" and that it "takes

:10:54. > :10:56.too long when a child first becomes Given all this I asked the council

:10:57. > :11:10.leader if the authority had let People may feel that they h`ve been

:11:11. > :11:13.let down but I hope people will bear with us and with the confiddnce that

:11:14. > :11:17.we are heading in the right correction and that will give them

:11:18. > :11:20.some degree of confidence that young children and young people and

:11:21. > :11:23.Knowsley are being well looked after.

:11:24. > :11:25.The Ofsted report acknowledges that the newly appointed

:11:26. > :11:28.management team have drawn tp an improvement plan and that rdmedial

:11:29. > :11:36.Build them and they will cole ` the Isle of Man's plans to dntice

:11:37. > :11:51.I have been finding out why the sort that # short stretch of the Tour de

:11:52. > :11:55.France will have a long`terl impact. The Isle of Man is planning

:11:56. > :11:59.a new generation of super homes to Right now the most expensivd house

:12:00. > :12:05.outside London is being marketed But forget

:12:06. > :12:13.your run`of`the mill millionaires. The Manx Government's new ptsh is to

:12:14. > :12:17.try and bag global billionahres Jayne McCubbin's been to thd island

:12:18. > :12:31.and has the first of two reports. And the Isle of Man they ard getting

:12:32. > :12:35.very excited about something that is happening just down this line. It is

:12:36. > :12:43.like Buckingham Palace, it hs incredible. In other jurisdhctions

:12:44. > :12:50.there would be an armed guard at the top of the hill! This is thd

:12:51. > :12:54.Ballymoney at the state. Thdre are fields at the moment but just

:12:55. > :12:59.imagine a golf course, when sellers and the like. This is a planned home

:13:00. > :13:04.for the super`rich. Sizes on the homes here have been relaxed. I was

:13:05. > :13:10.in a meeting this morning and that is what we were talking abott. We

:13:11. > :13:17.have had this week immigrathon investment application from a

:13:18. > :13:25.Russian family. I am told they are very wealthy. The government wants

:13:26. > :13:29.to do a Monte Carlo on the tax regime and we have changed the

:13:30. > :13:35.planning laws to get this. @ direct link to the rest of the world and

:13:36. > :13:42.demand is growing one year `fter opening this private jet centre is

:13:43. > :13:48.about to double in size. With our new runway on the Isle of M`n, you

:13:49. > :13:56.can travel much better. The island may not get a name check on the

:13:57. > :14:08.globe and the waiting loungd, but these plans are real game`changers.

:14:09. > :14:15.Are you over egging this? Comparing their Isle of Man to California Not

:14:16. > :14:19.at all! He may want one of these mansions but developers havd yet to

:14:20. > :14:25.sell one, the last one was withdrawn from sale. Whether this est`te

:14:26. > :14:28.follow suit? Tomorrow we will ask the millionaires as the isl`nd can

:14:29. > :14:37.relate back the millionaires when the best shopping has two pdr `` has

:14:38. > :14:39.to offer as Marks and Spencdrs. Join me again tomorrow for more on this

:14:40. > :14:50.story. I could do with one of them! Richard is here now with all this

:14:51. > :14:53.evening's sport and finally That's right,

:14:54. > :15:10.last week's claims that he fell in to the shoulder of Giorgio Chiellini

:15:11. > :15:13.and hurt his teeth have fin`lly been put to rest as the Liverpool striker

:15:14. > :15:16.has tweeted an admission th`t he bit In a tweet on his official `ccount,

:15:17. > :15:21.Suarez acknowledged that Chhellini had "suffered the physical result

:15:22. > :15:25.of a bite". He added that he apologises to

:15:26. > :15:28.the entire football family and vows "there will never `gain be

:15:29. > :15:34.another incident like it." Another world class sporting event

:15:35. > :15:37.could be on its way to the region, The city has today launched

:15:38. > :15:40.its bid to host the Local players held a workout to

:15:41. > :15:44.publicise the two`week event which Lancashire's batsmen have again put

:15:45. > :15:53.their side in a difficult position on the second day of their County

:15:54. > :15:56.Championship match away to Somerset. Lancs lost their last five first

:15:57. > :15:59.innings wickets for just 47 runs as they were bowled out

:16:00. > :16:02.for just 266 at Taunton. In reply, their hosts have dnded

:16:03. > :16:05.the day on 193 for 2, so tr`il There's more north west intdrest at

:16:06. > :16:19.Wimbledon today with Naomi Broady and Ken Skupskiy paired up hn the a

:16:20. > :16:22.Manchester`Merseyside combination in the mixed doubles. Naomi from

:16:23. > :16:24.Manchester and Liverpool's Ken lost the first set of their second round

:16:25. > :16:27.match against number nine sdeds from Spain David Marrero and Arancha

:16:28. > :16:30.Parra Santonya 6`2, but had a a healthy 4`1 lead in the sdcond

:16:31. > :16:45.before rain brought a halt to play. It's eight successive wins now

:16:46. > :16:47.for Warrington who ran in nine tries on their way to a 50

:16:48. > :16:51.points to 24 Super League vhctory Rhys Evans scored this final try

:16:52. > :16:55.at the end of a fine team effort, but Joel Monaghan and

:16:56. > :16:58.Gareth O'Brien both crossed twice. There was some bad news for

:16:59. > :17:01.Tony Smith's side with Simon Grix sustaining a shoulder injurx which

:17:02. > :17:09.could keep him out for the season. And you can see more

:17:10. > :17:12.from that game and a roundup of all the weekend's action on

:17:13. > :17:15.The Super League Show at 11:15 What a couple of days for cxcling

:17:16. > :17:18.in the North West. Firstly,

:17:19. > :17:20.Isle of Man's Peter Kennaugh is the The 26`year`old overtook Te`m Sky

:17:21. > :17:24.team`mate Ben Swift on the line for a dramatic victory in

:17:25. > :17:26.South Wales and succeeds fellow Manxman Mark Cavendish as champion

:17:27. > :17:47.after he won the event last year. Peter Kennaugh would have bden

:17:48. > :17:49.hoping to be part of the Tour de France this xear but

:17:50. > :17:52.didn't make the cut unfortunately. So like

:17:53. > :17:54.Lancashire's Sir Bradley Wiggins They don't have far to go whth

:17:55. > :17:58.the world's greatest cycling event crossing into the region for

:17:59. > :18:01.the first time ever at the weekend. Not only does it skirt

:18:02. > :18:11.our Derbyshire borders it also The focus of this battle for the

:18:12. > :18:15.famous yellow jersey will bd in Rochdale. It is one of the best

:18:16. > :18:25.things that has happened around here. It will be amazing, ddfinitely

:18:26. > :18:28.the place to be. Johann is `n Olympic Champion that trains and

:18:29. > :18:35.lives in Rochdale and today she whetted the appetite. Stage two runs

:18:36. > :18:40.for about 120 females, pre`ladly in Yorkshire, it nips into our region

:18:41. > :18:47.halfway between Hebden Bridge and Huddersfield. Hopefully we will get

:18:48. > :18:51.more people on their bikes so that they can enjoy racing. Johann took

:18:52. > :18:58.time out to show off her Olxmpic gold medal at this local prhmary

:18:59. > :19:02.school. We are lucky that it is coming to Rochdale, of all the

:19:03. > :19:10.places out of the UK it has come here. It may not come to England

:19:11. > :19:13.again. This is just a tiny fraction of the three and a half thotsand

:19:14. > :19:21.kilometres of the Tour de France but just as he it has touched the

:19:22. > :19:23.north`west is a huge deal. 20 to 30,000 spectators are expected to

:19:24. > :19:28.align on this route. Local businesses are rubbing their hands.

:19:29. > :19:33.It should be good, it should bring people into the area and thdy will

:19:34. > :19:37.spend money. And although it will be brief, the north`west plans to make

:19:38. > :19:42.sure that the Tour de Francd's visits to this region lives along in

:19:43. > :19:49.the memory. It is very exciting Do you think it will be a big tourist

:19:50. > :19:53.attraction? It will be masshve. I was lucky enough to see the Tour de

:19:54. > :19:56.France a few years ago and H think people will be surprised. They are

:19:57. > :20:04.expecting 12 million people to line the route. 20,000 or 30,000 will be

:20:05. > :20:07.in Rochdale. They are expecting 800,000 people on the Saturday in

:20:08. > :20:13.total and possibly a million on the Sunday. Make sure you plan darly

:20:14. > :20:19.because a lot of the roads will be closed from 530, as early as that on

:20:20. > :20:28.the day of that stage. What do you see? Do you view them coming past? I

:20:29. > :20:35.have seen it in a previous life Earlier in my career, I mean! You

:20:36. > :20:41.stand for ages and it goes past you very quickly. Exactly, therd is so

:20:42. > :20:45.much paraphernalia around it, the support vehicles will come through

:20:46. > :20:49.and one team will come throtgh and the main peloton will come through.

:20:50. > :20:59.There is a lot more to see than people would think. More mundane

:21:00. > :21:05.cyclists like myself, have ` look at these pictures, I took part in the

:21:06. > :21:09.cycle race through Manchestdr yesterday. 8000 people were writing

:21:10. > :21:19.on the roads. Right the way through dual carriageway 's! You had a

:21:20. > :21:21.little person with you. Well done for doing that. The weather was

:21:22. > :21:40.great. Speaking of which. The start of the week is gohng to be

:21:41. > :21:45.very good. By Thursday we whll see changes. Wet weather will start

:21:46. > :21:54.again. This high`pressure is now out of the way on Wednesday but by

:21:55. > :22:01.Thursday changes occur. We cannot tell you exactly what will happen

:22:02. > :22:06.and when the rain will turn up by Thursday, but we can definitely say

:22:07. > :22:12.that it will be wet. Even though last night was very chilly, we are

:22:13. > :22:15.back to a mild night tonight. All things considered, you have late

:22:16. > :22:21.evening sunshine and although it clouded a little bit this afternoon,

:22:22. > :22:24.that will melt away, United should be a straightforward affair. Patchy

:22:25. > :22:29.cloud with longer and cleardr spells, the numbers are verx

:22:30. > :22:34.important. Temperatures could be around nine Celsius in rural areas.

:22:35. > :22:39.When you get up tomorrow morning it is another very, very nice to the

:22:40. > :22:44.start of the day. The best of the weather will be around first thing

:22:45. > :22:48.as it was before lunchtime today. Temperatures will rise nicely, we

:22:49. > :22:52.will have a moderate pollen forecast for tomorrow but after lunchtime the

:22:53. > :23:00.picture will gradually begin to change. The start is part `` under

:23:01. > :23:04.these conditions West is best, the closer to the coast, the more

:23:05. > :23:09.sunshine you will have for ` longer time. There will be one or two

:23:10. > :23:12.showers in the forecast, we had the rest of showers this afternoon but

:23:13. > :23:16.so far we have stayed compldtely dry. Fingers crossed that whll

:23:17. > :23:23.remain that way tomorrow. I would say around 10% risk of showdrs

:23:24. > :23:28.tomorrow. Because we have lhght winds and cooler air, temperatures

:23:29. > :23:33.will not be too bad, 18 at ` minimum but you could get up to 21 degrees.

:23:34. > :23:39.The outlook after that, staxing very settled as we go through Wednesday

:23:40. > :23:42.but on Thursday and Friday things will change. Nothing dreadftl on the

:23:43. > :23:47.horizon but the wet weather will work its way in from time to time.

:23:48. > :23:50.We cannot tell you exactly when the rain will turn up but there will be

:23:51. > :24:04.some. The gardens will get water! Thank you very much for that update.

:24:05. > :24:07.I enjoyed your idea about bding reincarnated, you must have been

:24:08. > :24:10.very bad to have to come back and work with us! Thank you for

:24:11. > :24:34.watching. Good night. If you were there,

:24:35. > :24:36.you'll all get done for murder
