:00:00. > 3:59:59police operation across the UK has resulted in the arrest of up to 600

:00:00. > :00:00.suspected paedophiles. Welcome to NorthWest Tonight with

:00:00. > :00:00.Roger Johnson and Jayne McCtbbin. How Cyril Smith got away with sordid

:00:07. > :00:12.crimes ` the BBC obtains a document showing how powerful figures urged

:00:13. > :00:16.police not to prosecute. We will hear how prosecuting the MP

:00:17. > :00:28.would cause a backlash for Rochdale. Still inadequate ` troubled Tameside

:00:29. > :00:30.Hospital stays in special mdasures Eight players,

:00:31. > :00:35.no goal keeper and weeks till Where did it all go wrong

:00:36. > :00:45.for Blackpool? It is totally unheard of and an

:00:46. > :00:53.embarrassment for the footb`ll club. It's been billed Britain's best

:00:54. > :00:55.sporting event and they're teeing Powerful friends of the disgraced MP

:00:56. > :01:07.Cyril Smith tried to warn off police who were investigating clails that

:01:08. > :01:14.he'd been abusing boys in the 1 60s. Documents obtained

:01:15. > :01:18.by the BBC reveal for the fhrst time details of the case officers had

:01:19. > :01:22.been building against him. Detectives were in no doubt that

:01:23. > :01:26.Smith was guilty of what thdy But the then Director of

:01:27. > :01:30.Public Prosecutions decided to take Years later other efforts to

:01:31. > :01:35.prosecute him were also rejdcted. Here's our Chief Reporter,

:01:36. > :01:43.Dave Guest. It's now common knowledge that

:01:44. > :01:45.Cyril Smith was accused Today, for the first time,

:01:46. > :01:51.we can reveal details of thd case This document, obtained by the BBC,

:01:52. > :01:57.was written by a senior Detdctive It outlines complaints made

:01:58. > :02:02.by eight boys who said the then It speaks of Smith sheltering

:02:03. > :02:07.beneath a veneer of respect`bility. And the officer concludes Slith used

:02:08. > :02:09.his unique position to indulge in a sordid series of indecdnt

:02:10. > :02:15.episodes with young boys. The current MP who first publicly

:02:16. > :02:19.exposed Smith as an abuser two years ago says the implications

:02:20. > :02:25.of the document are clear. The police investigating Smhth had

:02:26. > :02:31.a very strong case to put to him and I think the police

:02:32. > :02:34.at the time believe he would have But Smith was a man with frhends

:02:35. > :02:41.in high places. The document quotes one loc`l

:02:42. > :02:44.magistrate as telling officers that anx

:02:45. > :02:49.prosecution would have unfortunate repercussions for the policd force

:02:50. > :02:52.and the town of Rochdale. It's no secret that Cyril and I are

:02:53. > :03:01.buddies and not only politically. What we see from this documdnt is

:03:02. > :03:04.that the establishment locally in Rochdale, some of them anyway,

:03:05. > :03:06.were rallying round Cyril Slith These front`line police offhcers

:03:07. > :03:16.working to prosecute a case against Smith and had they been

:03:17. > :03:22.allowed to, Smith would not have gone on to abuse boys into the 0s,

:03:23. > :03:26.80s and probably into the 1890s Norman Skelhorn, the then Dhrector

:03:27. > :03:28.of Public Prosecutions threw out the case barely a week

:03:29. > :03:31.after the police submitted ht saying the allegations were stale `nd

:03:32. > :03:36.completely without corrobor`tion. 18 years later,

:03:37. > :03:39.Greater Manchester Police rdvisited the case, but in 1998

:03:40. > :03:44.and 1999 prosecutors again decided The Crown Prosecution Service says

:03:45. > :03:49.the way such cases are conshdered has now changed and it says

:03:50. > :04:14.the original decision made hn 1 70 Around 120 people have been arrested

:04:15. > :04:21.as part of a National Crime Agency operation to crack down on

:04:22. > :04:26.paedophiles. Doctors, teachdrs, Scout leaders and care workdrs and

:04:27. > :04:29.former police officers of those being held. 431 children have been

:04:30. > :04:39.protected or safeguarded. Greater Manchester Police h`ve

:04:40. > :04:41.discovered a hoard of firearms A 76`year`old man arrested

:04:42. > :04:46.on suspicion of possessing a prohibited firearm has bedn

:04:47. > :04:50.bailed pending further enquhries. The number of people recorddd

:04:51. > :04:52.as unemployed in region dropped According to government figtres

:04:53. > :04:58.there are now 253,000 peopld claiming out of work benefits,

:04:59. > :05:02.that's 7.3% of the workforcd. Some people

:05:03. > :05:04.in Cumbria with life`threatdning conditions are having to waht too

:05:05. > :05:06.long for ambulances. They're supposed to reach the most

:05:07. > :05:11.seriously ill within eight linutes. Today county councillors will hear

:05:12. > :05:14.that target was met last ye`r A catalogue

:05:15. > :05:23.of continuing problems at T`meside Hospital in Greater Manchester has

:05:24. > :05:26.forced health officials to keep A year ago a team of NHS experts

:05:27. > :05:31.moved into the hospital bec`use of concerns over death rates,

:05:32. > :05:34.failures in emergency care, Today, the health regulator

:05:35. > :05:40.decided that although the Trust has made some progress, its overall

:05:41. > :05:44.performance is still inadeqtate Our health correspondent

:05:45. > :05:48.Elaine Dunkley reports. Tameside Hospital needs to

:05:49. > :05:56.learn from its mistakes. There has been change

:05:57. > :06:18.but not enough to take the hospital Our quality journey is not `t an

:06:19. > :06:19.end. We said it would take `t least 18 months.

:06:20. > :06:21.Today the Hospital has also been rated as inadequate.

:06:22. > :06:26.On medical wards risk to patients was not fully assessed

:06:27. > :06:28.Critical Care not planned and delivered and Staff need to properly

:06:29. > :06:35.Despite the issues identifidd across the trust,

:06:36. > :06:38.the CQC says most patients spoke positively about their recent

:06:39. > :06:57.It was my fear. I left it too late to come into hospital because of the

:06:58. > :07:01.fear that was I coming to a bad hospital? Although those myths got

:07:02. > :07:07.totally dispelled from a because I had good treatment. They get bad

:07:08. > :07:13.press and they don't deservd the bad press. 99 out of hundred is totally

:07:14. > :07:14.uncalled for. Staff today told me a changd

:07:15. > :07:16.in culture has lifted morald Last week Tameside recorded its

:07:17. > :07:20.highest ever number of patidnts in A, an area along with matdrnity

:07:21. > :07:34.services which has seen improvement. In many ways, nobody has anx excuse

:07:35. > :07:39.for taking the foot of the accelerator. In a way, the glass is

:07:40. > :07:42.half full and I am pleased we haven't been taken out of special

:07:43. > :07:43.measures just yet. Tameside will stay

:07:44. > :07:45.in special measures for a further six months and there

:07:46. > :07:48.are huge pressures to get it right. But staff say recovery

:07:49. > :07:51.will take time. Earlier I spoke to the Care Quality

:07:52. > :07:54.Commission's Deputy Chief Inspector She conceded that Tameside

:07:55. > :08:04.is making progress. During the inspection,

:08:05. > :08:07.we did see quite a picture of improvement and the trust has

:08:08. > :08:10.certainly come a long way. However, we are recommending they

:08:11. > :08:17.stay in special measures for at least a further six months to make

:08:18. > :08:20.sure that the changes that they have made and the systems and processes

:08:21. > :08:23.and planned improvements re`lly take hold and start to have an effect

:08:24. > :08:26.on patient care. One

:08:27. > :08:28.of the things the report addresses is simple things like monitoring

:08:29. > :08:30.the stocks of medicines which one would think is a fairly fundamental

:08:31. > :08:35.thing of running a hospital. How worried should patients be that

:08:36. > :08:37.something as simple If we had any immediate

:08:38. > :08:43.risk concerns, we will have What we are saying to

:08:44. > :08:52.the trust is they need to m`ke sure all of those basic standards

:08:53. > :08:56.of care are carried out, carried out to a good standard and carrhed out

:08:57. > :08:58.consistently among the trust. Should patients be worried hf they

:08:59. > :09:06.have to go to Tameside Hosphtal Caring came across good

:09:07. > :09:11.across the board. Patients felt they were cardd

:09:12. > :09:15.for with dignity and respect and if we had immediate risk concerns

:09:16. > :09:19.around patients, we would use our Do you think those risk

:09:20. > :09:25.issues are present? We are aware that the trust are

:09:26. > :09:28.managing those risks currently. What we are saying is they

:09:29. > :09:31.need to make sure improvements A former police sergeant has told

:09:32. > :09:45.the new Hillsborough inquests that he was kicked and verbally `bused

:09:46. > :09:47.by fans, and that their aggression h`mpered

:09:48. > :09:50.efforts to rescue the injurdd. Kevin Jones later went on to

:09:51. > :09:54.become a Chief Superintendent. But the jury also heard

:09:55. > :09:58.from Liverpool FC's former chief executive, who said he saw fans

:09:59. > :10:00.helping the casualties and didn t Andy Gill listened to today's

:10:01. > :10:06.evidence at the special coroner's cotrt

:10:07. > :10:29.in Warrington and joins us now. This is Kenneth Jones who w`s a

:10:30. > :10:34.police sergeant in 1989 and rose to be a police constable. He h`nded

:10:35. > :10:41.note written after the disaster in response

:10:42. > :10:48.questionnaire where all offhcers were obliged to fill it in `fter

:10:49. > :10:55.kicked and verbally abused `nd said as more fans came

:10:56. > :11:02.became apparent that they wdre intent on charging

:11:03. > :11:08.went on to say the aggressive and social

:11:09. > :11:12.fans made us deplete the rescue effort for fear of the

:11:13. > :11:16.Forest end. He said some police officers appeared to be dazdd and

:11:17. > :11:26.confused. What about Liverpool's former Chief Executive? What did he

:11:27. > :11:31.have to say? This is Peter Robinson who was at the match and went

:11:32. > :11:37.developed after the match w`s stopped on the

:11:38. > :11:42.fans abusing the police and said they were too

:11:43. > :11:45.injured or those still in the pans. He told the jury he was four ``

:11:46. > :11:48.allocated for the semifinal two years running because the thcket

:11:49. > :11:52.allocation for Liverpool was unfair. The match commander had blaled

:11:53. > :11:56.Liverpool fans for forcing ` gate but some Liverpool fans had taken

:11:57. > :11:59.him to the gate to show him it was undamaged and had been opendd on the

:12:00. > :12:01.orders of the police. Thank you A cash strapped council puts

:12:02. > :12:08.a country house on the markdt. A team of volunteers hope to

:12:09. > :12:14.save its Victorian splendour. And teeing off for tomorrow `

:12:15. > :12:16.as the Royal Liverpool Golf Club prepares for the start of the

:12:17. > :12:37.Open Championship at Hoylakd. The phone is busy and there is a lot

:12:38. > :12:41.more traffic in and out of the clubhouse. There is a lot of phone

:12:42. > :12:42.calls wanting to know how they pay and get here.

:12:43. > :12:44.Today was the day the world's most advanced fighter jet ` an adroplane

:12:45. > :12:46.partly made by Lancashire's BAE Systems ` was supposed to appear

:12:47. > :12:50.Britain's invested a billion pounds in the

:12:51. > :12:53.Joint Strike Fighter ` but ` fire on the other side of the Atlantic

:12:54. > :12:58.However, officials who travdlled down from the North West sthll say

:12:59. > :13:09.they still have great confidence in the project.

:13:10. > :13:15.This is what the crowds and BAE Systems were hoping to see `t

:13:16. > :13:28.Farmborough, the world's largest commercial air show. Eurofighter

:13:29. > :13:31.Typhoon was left to fly the flag for BAE Systems. The mock`up cotld only

:13:32. > :13:41.sit and watch. It is time for the UK public to see the capabilitx of what

:13:42. > :13:45.they have bought with their money and understand why this is the right

:13:46. > :13:50.aeroplane for the UK going forward. Gutted it is not there. The problem

:13:51. > :14:00.was a fire during tests in the US in an American`made engine. BAD Systems

:14:01. > :14:05.wait `` makes the F 35 fewer large and tail sections. The Royal Navy

:14:06. > :14:16.and RAF will fly them but there has been other delays. The flying ban

:14:17. > :14:21.has now been lifted too latd for this important show. For solebody

:14:22. > :14:27.who works at BAE Systems, I was looking forward to seeing the

:14:28. > :14:31.aircraft fly. Again, as somdbody who is heavily involved in the

:14:32. > :14:37.programme, it was a fantasthc opportunity so massively

:14:38. > :14:41.disappointed. The F 35 programme has become a national obsession and

:14:42. > :14:45.represents one of the five British firms involved in the project. It is

:14:46. > :14:50.quite a concentration in thd north`west. The region is home to a

:14:51. > :14:55.quart of Britain's Euro space companies and employ 26,000 people

:14:56. > :15:01.and generate ?7 billion. Thousands of those jobs are on the Isle of Man

:15:02. > :15:06.and many dependent on the stccess of the plane. Most aerospace projects

:15:07. > :15:11.sometimes have teething problems but it will be here in time and then the

:15:12. > :15:19.production rates will ramp tp. This is a small Lancashire busindss that

:15:20. > :15:29.have a top drawer role in the project. You pull the spider ``

:15:30. > :15:35.slider and it shows that it needs replenishment. That keeps planes in

:15:36. > :15:46.the air? Exactly. 2000 jobs will be supported during the 30 year life

:15:47. > :15:54.span of the planes. One jet that did arrive was the one carrying Louis

:15:55. > :16:00.Van Gaal. I think the messages holidaxs are

:16:01. > :16:05.for wimps. He has taken no time replacing David Moyes.

:16:06. > :16:07.Just four days after leading Holland to third place in the

:16:08. > :16:10.World Cup Louis Van Gaal arrived at Manchester Airport this lorning

:16:11. > :16:14.You could say he's hit the ground running because instead of taking

:16:15. > :16:17.a well earned post World Cup holiday he went straight to work.

:16:18. > :16:19.He met his assistant Ryan Ghggs and executive vice chairman

:16:20. > :16:24.He's United's first manager from outside the British Isles btt when

:16:25. > :16:27.you look at his record you see why fans have welcomed his appohntment?

:16:28. > :16:30.Well his team Holland lost only on penalties in the World Ctp

:16:31. > :16:34.As a club manager he's won the Champions League with Ajax as

:16:35. > :16:37.well several league titles `nd cups with Barcelona and Bayern Mtnich.

:16:38. > :16:39.The bookies, William Hill, has marked his arrival with this tulip

:16:40. > :16:48.Van Gaal is will be presentdd to the world's media tomorrow

:16:49. > :16:53.before jetting off for the club s pre`season tour of the USA.

:16:54. > :16:57.He's got a month to prepare for the start of the Premier Le`gue

:16:58. > :16:59.Now while Louis Van Gaal will have hundreds of millions

:17:00. > :17:01.of pounds to rebuild United, spare a thought for Blackpool.

:17:02. > :17:04.The Seasiders earned millions after promotion to the

:17:05. > :17:09.But many supporters argue that Chairman Karl Oyston has invested

:17:10. > :17:12.little of that in players, leaving new Manager Jose Riga with

:17:13. > :17:18.just eight senior professionals in his squad.

:17:19. > :17:27.Lamancha on Tuesday but will train here next week and the less

:17:28. > :17:36.glamorous soprano sings of their complex. The club finds itsdlf in an

:17:37. > :17:43.unprecedented situation. Around 30 players have left over the summer.

:17:44. > :17:47.Right now, they have not evdn got a team. It is totally unheard of and

:17:48. > :17:50.you hear all the rumours th`t the manager wants players but the

:17:51. > :17:54.chairman won't find them. There was problems between the two. The

:17:55. > :17:58.coaching staff haven't signdd contracts and you're letting the

:17:59. > :18:02.better players go. It is an embarrassment. Four years ago,

:18:03. > :18:10.Blackpool were promoted to the Premier League but it was a dark

:18:11. > :18:15.dawn. Many managers have gone and they have drop `` and they dropped

:18:16. > :18:22.it League 1 loomed before a win at Wigan in April. I accept sole of the

:18:23. > :18:24.money will have gone on wagds but at the end of the day, what we

:18:25. > :18:26.seeing is everything but thd football

:18:27. > :18:49.If you can't get a team, yot might benefit of that money. This was

:18:50. > :18:56.If you can't get a team, yot might as well say goodbye. They should get

:18:57. > :19:07.a few more players. It it whll take a lot of players. They have hardly

:19:08. > :19:11.got any. Are you worried? Yds. They say the match at Penrith will go

:19:12. > :19:15.ahead. Lancashire and England bowldr James

:19:16. > :19:17.Anderson has categorically denied he pushed and abused India all`rounder

:19:18. > :19:20.Ravi Jadeja during the first Test. The incident is alleged to have

:19:21. > :19:23.happened after the teams left the field for lunch on day two

:19:24. > :19:26.of the match at Trent Bridgd. The 31`year`old has lodged

:19:27. > :19:29.his own complaint against J`deja but if found guilty could mhss

:19:30. > :21:18.the next four test matches. The players are around todax

:21:19. > :21:21.and tomorrow. The phone is very busy

:21:22. > :21:25.and there is a lot more traffic in and out of the clubhouse and lots

:21:26. > :21:28.of phone calls and enquiries about Like no other week

:21:29. > :21:34.for the last eight years? The club has 75 staff

:21:35. > :21:42.and there are more than 1000 For all of them, this is a once in

:21:43. > :21:48.a decade week which will hopefully And Bolton boxer Amir Khan has shown

:21:49. > :22:01.just how quick he is by extinguishing eight candles with

:22:02. > :22:04.a single punch. This footage was shot

:22:05. > :22:09.at Manchester's Victoria Baths You are going to be golf tolorrow. I

:22:10. > :22:40.am. Burton Manor in Cheshire is

:22:41. > :22:42.an architectural gem. But for its owners,

:22:43. > :22:47.cash strapped Liverpool Citx The Manor and the beautiful

:22:48. > :23:03.Victorian gardens could be xours That's unless a team

:23:04. > :23:08.of eager volunteers beat yot to it. Burton Manor, yours for offdrs

:23:09. > :23:16.of around ?1.8 million until now the community has enjoyed access to

:23:17. > :23:20.the grounds designed by North West It is important historicallx that

:23:21. > :23:25.the Thomas Mawson garden is maintained

:23:26. > :23:31.for all the public to see. We have coach trips, from all over

:23:32. > :23:35.the country to see these gardens Most gardens have changed

:23:36. > :23:43.completely but because of the financial constraints over the last

:23:44. > :23:48.100 years, our gardens are lore or The volunteers came together

:23:49. > :23:59.when this was a college and money They won grants and have restored

:24:00. > :24:06.the kitchen gardens and outhouses, now home to artists

:24:07. > :24:11.and a community cafe and shop. The people come here to look

:24:12. > :24:16.after it and work for nothing. It is down to them how it looks

:24:17. > :24:20.and if it wasn't for them, A developer could ask the friends to

:24:21. > :24:27.leave and stop community access so the volunteers are working with a

:24:28. > :24:31.company who would develop the Manor but allow them to manage part of

:24:32. > :24:36.the gardens and the outbuildings. There are plans to add to this by

:24:37. > :24:40.bringing a Post Office back into the village, there will be a restaurant

:24:41. > :24:46.in the Manor if all goes well. It is nothing but a really good

:24:47. > :24:52.plan, but there are other pdople interested and we will be interested

:24:53. > :24:57.to know what they have in mhnd. The community bid will be

:24:58. > :25:20.submitted in November. It is beautiful. I wish the

:25:21. > :25:30.volunteers well. Let's have a look at the weather now. Will thdy be

:25:31. > :25:32.nice and wall? Take some sunscreen and a parasol. It will be w`rm

:25:33. > :25:43.tomorrow. It is a day of two halves. Tomorrow

:25:44. > :25:48.is dry and sunny but it is very humid. You will have noticed that as

:25:49. > :25:52.you have gone through the afternoon that it has felt very humid. We are

:25:53. > :25:56.warning you again about our potential whether the Saturday. It

:25:57. > :26:02.looks like this will be a dhfficult day for us. There is thunder storms

:26:03. > :26:09.and localised flooding and there could be hailstones and just about

:26:10. > :26:13.anything in this forecast. Here are the reasons why. This

:26:14. > :26:19.up on Friday and we have sole thundery showers will stop keep your

:26:20. > :26:24.eye on the forecast for det`ils of that. Any showers that were around
