:01:03. > :01:06.Lancashire after the death of a child. She was rescued from a

:01:07. > :01:10.swimming pool. The woman, believed to be her mother, is being

:01:11. > :01:19.questioned on suspicion of murder and child neglect. Bring us

:01:20. > :01:23.up`to`date with the latest. That woman is still being questioned

:01:24. > :01:28.tonight, 40 years old but not named officially by the police. This is

:01:29. > :01:33.the Hotel that yesterday was at the centre of those frantic but futile

:01:34. > :01:38.attempts to save the little girl's life. The flags are flying at

:01:39. > :01:43.half`mast, a mark of respect for the little girl from Scotland who died

:01:44. > :01:48.on holiday. Paramedics were called at 11am yesterday after a child was

:01:49. > :01:54.reported to have drowned in the hotel pool. Before they arrived

:01:55. > :01:59.Carol Greenwood, a retired lifeguard, intervened. I came to the

:02:00. > :02:03.hotel pool to use the pool with my grandson. As we came out of the

:02:04. > :02:08.changing rooms there was an incident on going and I noticed there was a

:02:09. > :02:14.child on the bottom and I dived in and rescued the child and followed

:02:15. > :02:20.with resuscitation. She did start to breathe and then the ambulance came

:02:21. > :02:24.so they took over. The girl was brought ` brought first`tier to the

:02:25. > :02:27.Blackpool Victoria Hospital and then sent for more specialist care to the

:02:28. > :02:32.Royal Manchester Children's Hospital. Yesterday evening, after

:02:33. > :02:37.nearly nine hours of medical attention, she was pronounced dead.

:02:38. > :02:41.At the hotel the police investigation got underway. We just

:02:42. > :02:45.arrived after the incident happened and as we were checking in, a

:02:46. > :02:50.policeman came and spoke to the receptionist and asked what had gone

:02:51. > :02:57.on and they said somebody had been taken away in an ambulance not long

:02:58. > :03:03.beforehand. From there it seemed to snowball with lots of other

:03:04. > :03:08.policemen coming in. The woman questioned by the police is 40 years

:03:09. > :03:12.old and from Galashiels in the Scottish Borders. She's not been

:03:13. > :03:15.named officially, but is believed to be the mother. A Home Office

:03:16. > :03:21.postmaster is being carried out to establish the cause of death. `

:03:22. > :03:26.postmortem. Tonight the senior investigating officer tells us we

:03:27. > :03:29.are treating this tragic incident as an unexplained death and are

:03:30. > :03:31.continuing to investigate just how the child came into difficulties in

:03:32. > :03:35.the pool. Thank you.

:03:36. > :03:38.A retired Greater Manchester police officer is behind bars tonight

:03:39. > :03:41.John Travis has been sentenced to 17 years in prison.

:03:42. > :03:44.The court heard he subjected his victim to a campaign

:03:45. > :03:47.of physical and sexual abuse while he was a serving officer.

:03:48. > :03:49.North West Tonight has been told Greater Manchester Police knew

:03:50. > :03:52.about his violent behaviour decades ago, but did nothing about it.

:03:53. > :04:03.It was his job to uphold the law, but in the ?80s, when he was a

:04:04. > :04:08.serving police officer, John Travis repeatedly raped a young girl.

:04:09. > :04:10.And tonight it's being claimed Greater Manchester Police were

:04:11. > :04:21.told at the time about his violent behaviour but didn't take action.

:04:22. > :04:25.Jailed for 17 years, John Travis subjected his flicked into years of

:04:26. > :04:28.mental, physical and sexual abuse. He met her in the line of duty `

:04:29. > :04:32.she was 11 when it began. On one occasion,

:04:33. > :04:35.he abused her in a police gym. And she's not

:04:36. > :04:47.the only person he abused. The police were called quite a lot,

:04:48. > :04:52.but he would either walk out when he came or they would tell him not to

:04:53. > :04:57.do it again. Did they ever ask if you wanted to take any action

:04:58. > :04:59.against him? No. He was a police officer. They look after their own

:05:00. > :05:02.in some cases. This woman, whose identity we're

:05:03. > :05:04.protecting, says she reported John Travis to the police more than 30

:05:05. > :05:17.years ago ` at around the same time I feel so sorry for that girl, what

:05:18. > :05:20.he's put her through. If they had taken me seriously, it might have

:05:21. > :05:22.stopped that and it might never have happened.

:05:23. > :05:24.Greater Manchester police have confirmed they're aware

:05:25. > :05:40.This comes as the police force is already facing criticism about

:05:41. > :05:46.The Chief Constable facing a criminal investigation over the

:05:47. > :05:53.The victims of John Travis do now finally have justice.

:05:54. > :06:02.There are questions, though, about why it took so long.

:06:03. > :06:04.A murder investigation is underway in north Manchester

:06:05. > :06:10.Police were called out to an address in Cheetham Hill this morning.

:06:11. > :06:19.Outside, they found the body of a 38`year`old man with gunshot wounds.

:06:20. > :06:22.A post`mortem examination is due to take place.

:06:23. > :06:25.The Chief Inspector of Prisons says Hindley Young Offenders Institution

:06:26. > :06:29.near Wigan is still struggling to keep its inmates safe.

:07:39. > :07:43.jail sentence. Shirley Patterson and David Tracey were motivated by

:07:44. > :07:49.greed, the court heard. They were also part of a wider family group to

:07:50. > :07:53.fraud in the system in their own way.

:07:54. > :07:58.Between them they fraudulently claimed around ?160,000, a father,

:07:59. > :08:01.his son and daughter and their partners. Liverpool Crown Court

:08:02. > :08:08.heard one of them was Cheryl Patterson, who claimed around

:08:09. > :08:14.?89,000 in various benefits. She said she was a single parent living

:08:15. > :08:18.alone. In reality she was sharing a home with David Tracey, her

:08:19. > :08:22.partner. Between them they fabricated documents, created a

:08:23. > :08:27.false tenancy agreement and claimed benefits. She claimed tax credits,

:08:28. > :08:30.income support and council and housing benefit over a five`year

:08:31. > :08:37.period. David Tracey was the owner of the house. We need to distinguish

:08:38. > :08:41.between those people genuinely entitled to benefits and working

:08:42. > :08:45.hard and receiving benefits justifiably, and we want to support

:08:46. > :08:49.those residents, we have a full system in place here, but when

:08:50. > :08:56.people defraud the system they get punished. Earlier this year another

:08:57. > :09:01.family member, Victoria Tracy and her partner Andrew Kennedy, were

:09:02. > :09:05.convicted of benefit fraud totalling ?55,000 and sentenced to nine months

:09:06. > :09:11.in jail. Just like the other couple, they spent their money on cruises

:09:12. > :09:14.and spent lavishly. Today Dennis Tracey, who owned one of the

:09:15. > :09:19.properties and made. In severe housing benefit of around ?14,000,

:09:20. > :09:26.which he has since paid back, was ordered to pay a fine of around

:09:27. > :09:27.?2000. But in sentencing Patterson and Tracy, the judge told the

:09:28. > :09:31.pair... The couple were sentenced to 12

:09:32. > :09:35.months in jail. Ready for lift`off `

:11:30. > :11:42.community`run libraries ` I'm sure there was some apprehension

:11:43. > :11:46.about how it could be run by volunteers, but we've had so much

:11:47. > :11:58.support from the city councils that kind of working out at moment. This

:11:59. > :12:02.might happen here, but the mayor says the financial situation is such

:12:03. > :12:06.that the library budget must take cuts and the passion of those

:12:07. > :12:11.opposed won't make any difference. We simply have to make that tough

:12:12. > :12:17.choice about how we reconfigure the library service. We have to save

:12:18. > :12:19.?2.5 million. If we don't, it will have to come from elsewhere.

:12:20. > :12:22.The council has to save a total of ?157 million by 2017.

:12:23. > :12:24.But the opposition Green Party says libraries are important enough

:12:25. > :12:30.for the mayor to use discretionary funds to keep them open.

:12:31. > :12:36.I think because it's part of the cement that hold the local community

:12:37. > :12:38.together, anyone can go into a library, whatever age gone income

:12:39. > :12:41.gender, it's a place for everybody. Today, the cabinet approved

:12:42. > :12:43.the closures in principle. A final decision is expected

:12:44. > :12:46.towards the end of the year. Earlier, I spoke to the chairman

:12:50. > :12:52.about the impact of the cuts to A lot of people

:12:53. > :12:56.in Liverpool are going to lose a really precious front line

:12:57. > :12:59.service which is useful in so many ways I can hardly begin to

:13:00. > :13:05.count them, for very little saving. But with the amount of information

:13:06. > :13:09.available on the Internet these days, surely fewer people are using

:13:10. > :13:12.libraries and it makes sense to make If you go into a library,

:13:13. > :13:19.they all have Internet access Eight million people in this country

:13:20. > :13:30.don't have access to the Internet, a bunch more don't know how to use

:13:31. > :13:33.it and need help with it. That's one of the main functions

:13:34. > :13:35.of libraries these days. Councils are facing

:13:36. > :13:37.difficult decisions. Many people would say make cuts

:13:38. > :13:39.in libraries They are useful for health and crime

:13:40. > :13:46.prevention, keeping people independent in old age and just

:13:47. > :13:55.giving people some free fun locally, pre`schoolers learning to read

:13:56. > :13:58.and there's no more useful space What do you think will happen next

:13:59. > :14:04.in terms of library provision? What is the future

:14:05. > :14:07.of library provision in the UK? The future looks very grim

:14:08. > :14:09.unless something happens Liverpool is the worst

:14:10. > :14:19.of the beginning, as it were. We are looking at mass closures,

:14:20. > :14:22.an attempt to dump libraries onto volunteers, none

:14:23. > :14:25.of whom want to do it and none of The library service is a precious

:14:26. > :14:32.asset that can be used in so many Richard's here with

:14:33. > :14:44.the sport now and fans of our Premier League clubs will have one

:14:45. > :14:54.or two butterflies in the stomach. At one point it felt like half the
