:00:00. > :00:00.But for Scotland, the campaign continues. The dream shall never

:00:00. > :00:00.die. Welcome to North West Tonight with

:00:00. > :00:08.Roger Johnson and Annabel Thffin. Could a No to Scots independence

:00:09. > :00:11.mean a Yes to devolution The Prime Minister says devolution

:00:12. > :00:15.in England could involve Two people found dead at a house

:00:16. > :00:21.in Liverpool. A man's arrested on suspicion

:00:22. > :00:25.of their murder. He celebrates, but many mord

:00:26. > :00:33.can't get access to their money It's over with regard to

:00:34. > :00:35.me getting my money. It's not over with regard to helping

:00:36. > :00:38.the other people that are And she's made of money, but who

:00:39. > :00:43.is this famous Lady who's t`ken The North West's big cities have

:00:44. > :01:01.been told they'll get more powers. The promise has come from the

:01:02. > :01:03.Prime Minister, David Cameron says there nedds to

:01:04. > :01:08.be a "new settlement" for England. That's been welcomed by citx leaders

:01:09. > :01:10.in Manchester and Liverpool. But there's no detail yet

:01:11. > :01:13.of what would change. Our political editor Arif Ansari

:01:14. > :01:18.reports. Manchester Town Hall's proud of its

:01:19. > :01:21.past and ambitious for its future. A new deal

:01:22. > :01:23.for Scotland is an opportunhty to We've heard from Scotland

:01:24. > :01:34.now it's time for England. That sounds good

:01:35. > :01:36.for the ten boroughs which lake up There's always been

:01:37. > :01:52.a practical argument. Localities would be able to do

:01:53. > :01:54.things more efficiently and more effectively.

:01:55. > :01:56.The Liverpool City region could benefit too.

:01:57. > :02:04.More control over the econoly, transport and welfare.

:02:05. > :02:10.We have powers to get peopld trained and off long`term unemploymdnt and

:02:11. > :02:13.into work through the benefht system. We think joining those two

:02:14. > :02:15.things up will help us. And as Scotland moves forward,

:02:16. > :02:30.voters in Manchester have bden With July to see more powers coming

:02:31. > :02:31.to England and the Northwest? I would yes. We need more reghonal

:02:32. > :02:49.powers. Otherwise it will be another

:02:50. > :03:01.referendum very soon. And strely nobody wants that. What abott people

:03:02. > :03:06.who don't live in Manchester or Liverpool? The next part of the

:03:07. > :03:10.conversation is how do people who live in other parts of the region,

:03:11. > :03:18.how can they have more sane and more control over their politics and

:03:19. > :03:19.budgets? Develop `` devolving power sounds simple. But which powers and

:03:20. > :03:25.to do? We've been talking

:03:26. > :03:28.about devolution for years. Is it now definite that Manchester

:03:29. > :03:38.and Liverpool will get more power? It's looking more likely. Although

:03:39. > :03:43.political leaders are saying the same thing, that's the direction to

:03:44. > :03:47.go in. As you say, this is something we've been talking about for months,

:03:48. > :03:53.the years. It's been a regular conversation in fact as to how you

:03:54. > :03:57.go down this route. I think what has changed is what has happened in

:03:58. > :04:00.Scotland. All of a sudden Scotland has been promised these extra powers

:04:01. > :04:04.and that means a lot of polhticians and some voters in the North West

:04:05. > :04:09.will be asking one simple qtestion, what about us? No decision hs going

:04:10. > :04:16.to be made in a hurry. What will be the challenges? One of the puestions

:04:17. > :04:21.is simply going to be who is left dad? This is very much focused on

:04:22. > :04:24.Manchester city region and `n Liverpool city region. Lanc`shire

:04:25. > :04:32.will be asking what about us? So what Cheshire. The other issue is

:04:33. > :04:37.how do you have voters in control of what these city regions do. At the

:04:38. > :04:44.moment there isn't any. The answer to that has to be directly dlected

:04:45. > :04:46.regional Mayers. But it's vdry unusual that people say the answer

:04:47. > :04:52.to a political problem is more politicians. I guess you be

:04:53. > :04:58.discussing more of this on Sunday on Sunday politics? We will indeed We

:04:59. > :04:59.bully live in Manchester as the gridlock begins and the Labour Party

:05:00. > :05:13.conference gets under way. A man has been arrested on suspicion

:05:14. > :05:22.of murder after two bodies were discovered in Liverpool. Wh`t do we

:05:23. > :05:30.know about how these bodies were found? We know police were called

:05:31. > :05:33.here about 10:40am this morning after a call from a member of the

:05:34. > :05:37.public who was concerned for the safety of a man and woman known to

:05:38. > :05:43.live in the property behind me. Police came here and forced entry.

:05:44. > :05:49.Inside they found a man thotght to be in his 70s and a woman in her 60s

:05:50. > :05:53.dead inside. A short time l`ter in the rain Hill area of Liverpool and

:05:54. > :06:00.man was arrested. A 46`year`old man on suspicion of murder.

:06:01. > :06:07.I'm sorry we have lost the liner. `` the line.

:06:08. > :06:10.Prayers have been said at a number of mosques

:06:11. > :06:13.across the region today for the safe return of Alan Henning the

:06:14. > :06:16.taxi driver from Salford who's being held by Islamic State milit`nts

:06:17. > :06:18.He was seized whilst in Syria with an aid convoy.

:06:19. > :06:20.For him to actually take that step to go

:06:21. > :06:23.and help somebody who is not from his same religion, same colour. .

:06:24. > :06:27.Now, we have to show the sale support in return to him, to say,

:06:28. > :06:36.A task force has been set up to help rebuild Manchester Dogs Homd

:06:37. > :06:40.The group will include staff from the city council, who will help

:06:41. > :06:44.plan the centre's redeveloplent after last week's fire.

:06:45. > :06:47.Calls for Wigan councillor Robert Bleakley to resign,

:06:48. > :06:51.after he sent sexist text mdssages and called sex chat lines

:06:52. > :06:55.from a publicly funded mobile phone, will be debated at a meeting

:06:56. > :06:59.Councillor Bleakley has alrdady apologised for his actions.

:07:00. > :07:02.A coroner has ruled that a four`year`old boy was unl`wfully

:07:03. > :07:06.killed in a flat fire startdd deliberately by his mother.

:07:07. > :07:09.Jai Joshi and his mother Janma both died in the fire at their Lhverpool

:07:10. > :07:14.An inquest today heard that Mrs Joshi was upset about a court ruling

:07:15. > :07:18.that her son should live with his father and that she may havd planned

:07:19. > :07:23.Here's our Merseyside Reporter, Andy Gill.

:07:24. > :07:26.The father whose son was killed in a fire started by

:07:27. > :07:31.his own mother came to the hnquest carrying his son's school book

:07:32. > :07:45.He was living with his mothdr at a flat in Liverpool.

:07:46. > :07:49.But a judge had ruled that he should live with his father in Preston

:07:50. > :07:53.Mrs Joshi, a pharmacist's assistant, was upset about this.

:07:54. > :07:56.Seventeen days before the fire she was filled

:07:57. > :08:01.on CCTV at a nearby garage filling a green container with petrol.

:08:02. > :08:14.I would like to offer my sincere condolences to the family. Ht is a

:08:15. > :08:17.tragedy that any person shotld die so young but particularly in such

:08:18. > :08:18.terrible circumstances. The inquest heard Mrs Joshi started

:08:19. > :08:21.the fire on the morning her son There was an explosion

:08:22. > :08:24.in the bedroom where her The coroner said neither falily nor

:08:25. > :08:28.professionals could have foreseen that she would do something

:08:29. > :08:31.like this. Mr Patel wants changes to how

:08:32. > :08:47.court orders are enforced. Even if you have focused on me, what

:08:48. > :08:50.the system in cellars is I have custody but if my partner rdfuses to

:08:51. > :08:51.give him back I have to takd the case back to court. It seems

:08:52. > :08:54.ridiculous in this day and `ge. Lancashire's safeguarding children's

:08:55. > :09:04.board is carrying out The coroner described the ddaths as

:09:05. > :09:08.shocking and distressing. Hd urged their families to let the mdmory of

:09:09. > :09:15.their lives overshadowed thd tragedy of their deaths.

:09:16. > :09:17.More than 20 people have bedn arrested by Greater Manchester

:09:18. > :09:20.Police as part of a new campaign to stop child grooming.

:09:21. > :09:22.They've been carrying out r`ids and increased patrols

:09:23. > :09:26.It all comes as recent figures show hundreds of children

:09:27. > :09:30.in this region are considerdd to be at risk of sexual exploitathon.

:09:31. > :09:35.Our Chief Reporter, Dave Gudst, has more.

:09:36. > :09:41.The fact is, it's all about adults manipulating children.

:09:42. > :09:44.Figures recently obtained bx BBC Radio Manchester showed that

:09:45. > :09:48.250 youngsters in Greater Manchester alone are considdred

:09:49. > :09:55.Some of those who've alreadx fallen victim to it have described their

:09:56. > :10:00.experiences in a video rele`sed today by the charity Barnardo's

:10:01. > :10:10.He said he wouldn't give us a lift home until we perforled some

:10:11. > :10:14.We were locked in a couldn't get out.

:10:15. > :10:17.Barnardo's is one of several organisations that have joined with

:10:18. > :10:20.Greater Manchester Police under the heading Operation Phoenhx,

:10:21. > :10:26.Their aim is to educate pardnts and children about the dangdrs

:10:27. > :10:31.During a week of action they've spoken to

:10:32. > :10:34.around 2,000 children during a series of high profile patrols.

:10:35. > :10:37.And they arrested 22 people suspected of involvement

:10:38. > :10:43.GMP accepts it could have done better in the past.

:10:44. > :10:48.They were eventually jailed for grooming girls in Rochdale hn 2 12.

:10:49. > :10:50.The police know they should have been brought

:10:51. > :10:56.This is about all of the agdncies across Greater Manchester,

:10:57. > :10:58.not just in Rochdale, learnhng about the mistakes that happened

:10:59. > :11:03.and being determined to use those mistakes and the things that have

:11:04. > :11:09.All involved stress the abusers and the abused don't fit anx one

:11:10. > :11:16.He's 21`year`old Cameron Wassall and only today he was jailed

:11:17. > :11:20.for grooming a 14`year`old girl in Stalybridge.

:11:21. > :11:23.Those behind Operation Phoenix say they want to see more

:11:24. > :11:28.But they also want to help xoung people avoid becoming victils

:11:29. > :11:57.She's made of money, but who is this famous lady who has taken up

:11:58. > :11:58.residence in Liverpool todax? Rarely impressive and well worth ?0

:11:59. > :12:07.million. Remember

:12:08. > :12:09.the man who'd chained himself to Anthony Helps refused to move until

:12:10. > :12:13.he could get access to his pension. But many more are still fighting

:12:14. > :12:20.a battle over the And tonight we can reveal that

:12:21. > :12:24.scheme has connections to Delight today from Tony and from

:12:25. > :12:33.office workers who'd walked past It was a protest

:12:34. > :12:41.about his missing pension. After a cold call

:12:42. > :12:48.from a company here in Spekd, he was But the monthly payments

:12:49. > :12:54.never materialised. But this morning I went

:12:55. > :12:59.back to hear good news. It's over with regard to

:13:00. > :13:05.me getting my money. It's not over with regard to helping

:13:06. > :13:08.the other people that are We now understand that thousands of

:13:09. > :13:12.people were encouraged to transfer their pensions after receivhng

:13:13. > :13:16.a cold call from people who worked We now know that the pension they

:13:17. > :13:21.transferred into has links to That fraud had nothing to do

:13:22. > :13:30.with the Liverpool firm. Though we've spoken to formdr

:13:31. > :13:34.members of staff who say thdy People calling being very,

:13:35. > :13:39.very distressed and obviously very unhappy `nd very

:13:40. > :13:43.unsure about what was happening Also it was very hard to kedp

:13:44. > :13:48.yourself together when people were calling up and basically

:13:49. > :13:52.breaking down on the calls. The firm was paid a fee

:13:53. > :13:57.for encouraging people to transfer their pension to the

:13:58. > :13:59.Henley Retirement Benefit Scheme. It was OMNI trustees

:14:00. > :14:00.in Staffordshire who receivdd That company was administerdd by

:14:01. > :14:07.T12 Administration Ltd in Ddrby In March 2013 the directors of that

:14:08. > :14:11.company were jailed for thehr part Today there were celebrations

:14:12. > :14:19.for one battle won. But there are many more

:14:20. > :14:22.battles still being fought. West Mercia Police

:14:23. > :14:38.are investigating. We asked the people behind this team

:14:39. > :14:42.to explain the problem. Thex said they can to discuss individtal

:14:43. > :14:47.cases. This is not an isolated case, I spoke to the advisory

:14:48. > :14:59.service earlier. A number of people have approached

:15:00. > :15:03.us. Pension schemes are reqtired to pay out and it's in a reasonable

:15:04. > :15:08.timescale. We have been in touch with the company in order to elicit

:15:09. > :15:13.an offence. We believe some people have been paid but others are still

:15:14. > :15:17.waiting. If you are still w`iting and sitting at home thinking that

:15:18. > :15:23.sounds like the scheme I me`n, what can people do? It's a good hdea to

:15:24. > :15:32.burn our helpline. We can fhnd out if you should've been paid hn time.

:15:33. > :15:35.There are a number of unregtlated firms who are cold calling people

:15:36. > :15:40.and urging them to review their pensions. We would urge anybody who

:15:41. > :15:45.gets one of those calls to investigate whether the company is

:15:46. > :15:49.regulated or not. In a nutshell if you get one of these calls, what

:15:50. > :15:55.would be your recommendation? First of all, go and check out thd company

:15:56. > :16:01.and ask if they are regulatdd or not. Don't think that a professional

:16:02. > :16:07.looking website or document`tion means they are a legitimate company.

:16:08. > :16:13.Call us, and we can give yot tips on how to find out if it is a proper

:16:14. > :16:20.authorised company. Finally, we would say that regulated firms do

:16:21. > :16:22.not usually tout for business. Be very wary of being directly

:16:23. > :16:26.approached about your pension scheme. Thank you for those words of

:16:27. > :16:30.advice. There's a big sporting weekdnd ahead

:16:31. > :16:33.for us and it starts with St Helens kick off

:16:34. > :16:38.their play`off push against Castleford knowing they're just 80

:16:39. > :16:41.minutes from the Grand Final. Richard Askam is at Langtred Park

:16:42. > :16:43.where the club's most recent silvdrware

:16:44. > :16:58.will be shown off to the crowd. A huge game. Real excitement and

:16:59. > :17:01.huge anticipation. I'm hoping to be able to show you the silverware in

:17:02. > :17:04.amount and to talk to Nathan Brown the head coach. Let's talk `bout

:17:05. > :17:17.football first. Manchester city, the champions know

:17:18. > :17:20.that another defeat can serhously defeat `` dent their title hopes.

:17:21. > :17:32.They made Chelsea on Sunday. For most teams being fifth

:17:33. > :17:35.in the table after four gamds Nobody at Manchester City's saying

:17:36. > :17:38.that either, but defeat would leave But it was the surprise homd defeat

:17:39. > :17:50.to Stoke City in their previous Premier Ldague

:17:51. > :17:56.match that set alarm bells ringing. Another man not getting too worried

:17:57. > :18:02.is former City striker Shaun Goater, today taking part

:18:03. > :18:07.in a charity five`aside tournament. Feed the goat and he will score was

:18:08. > :18:17.the famous chant, though he drew Whether Chelsea endure similar gloom

:18:18. > :18:45.in front of goal Even getting a draw against

:18:46. > :18:58.Chelsea, he was to be struggling at the end of the season.

:18:59. > :19:10.Full commentary on the game on BBC radio Manchester.

:19:11. > :19:13.Everton, who host Crystal P`lace in the Premier League on Sunday

:19:14. > :19:16.marked their return to the Duropa League with an excellent display

:19:17. > :19:20.They won 4`1 at Goodison Park thanks to an own goal and a Seamus Coleman

:19:21. > :19:24.Leighton Baines then made it three from the penalty spot beford

:19:25. > :19:27.Kevin Mirallas drilled in a late fourth to cap a terrific display.

:19:28. > :19:28.The Germans did grab a consolation goal,

:19:29. > :19:31.but it didn't take the edge off an impressive start to the campaign

:19:32. > :19:36.Champions Wigan Warriors lahd down a marker

:19:37. > :19:39.for the rest last night thr`shing Huddersfield Giants 57`4 at the

:19:40. > :19:42.DW Stadium, running in ten tries, including a first for Joel Tomkins

:19:43. > :19:55.His brother Sam was over from New Zealand to see it as well.

:19:56. > :19:58.The Giants were blown away by Wigan who now get a week off

:19:59. > :20:03.as a reward and are just 80 minutes from the Grand Final.

:20:04. > :20:12.I hope it puts the pressure on us to deliver straight away. We know that

:20:13. > :20:19.if we perform each week we can be tough to beat. They are our great

:20:20. > :20:24.rivals. It is something that excites us. We've not got a bad record

:20:25. > :20:36.against them. We go there whth a bit of fierceness.

:20:37. > :20:45.And delighted to say I am joined by the head coach of Saint Heldns,

:20:46. > :20:50.Brown. You have the league leaders shield there. Many congratulations

:20:51. > :20:53.on winning that. Testament to your consistency throughout the campaign.

:20:54. > :21:00.But it's the super league thtle you want? How the team feeling? We've

:21:01. > :21:06.had a good week 's training. We are confident that we can do a good

:21:07. > :21:11.job. Which are bigger contest. I'm sure it will be. You've been

:21:12. > :21:16.struggling with injuries thhs season. You'll get another chance if

:21:17. > :21:20.lose tonight. Is it particularly important for your team to get the

:21:21. > :21:27.job done this evening? It would be great to get the result tonhght But

:21:28. > :21:37.us, we like to win and join Wigan and have a week off.

:21:38. > :21:44.It should be a very interesting game. You've been Castleford twice

:21:45. > :21:48.this season but on the day they could be fearsome. Yes they finished

:21:49. > :21:55.in the top four and made thd challenge cup final which is a great

:21:56. > :21:58.reward for them. I think Ellie on people expect them to fall over but

:21:59. > :22:05.you could quite clearly say they did a good job. Unless they had a bad

:22:06. > :22:09.run with injury, we all acknowledged they were the real deal and they

:22:10. > :22:17.showed that by getting to Wdmbley and beating Wigan. You've jtst given

:22:18. > :22:24.your team talk. I don't expdct details but what was the basic

:22:25. > :22:29.message? The blokes to play out wide will determine the margin. The big

:22:30. > :22:36.games, you need to win the advantage.

:22:37. > :22:46.We have some players binding key additions who haven't spent a lot of

:22:47. > :22:58.time there. All the very best tonight. It should be a cracking

:22:59. > :23:11.match here. Full commentary on BBC radio Merseyside.

:23:12. > :23:13.Now, it's a Beatle's song known the world over.

:23:14. > :23:16.Eleanor Rigby is perhaps ond of the most familiar names to come

:23:17. > :23:20.And now a sculpture of the Beatle's song character Eleanor Rigbx has

:23:21. > :23:35.A remarkable story when you find out what it is made up.

:23:36. > :23:45.Made of money but not a penny to her name. According to the Beatles she

:23:46. > :23:49.was one of the lonely peopld. And that is exactly where Liverpool born

:23:50. > :23:55.artist Leonard Brown took hhs inspiration. She was a lonely lady

:23:56. > :24:02.walking through the streets and I worried `` wondered about it. The

:24:03. > :24:09.sculpture which took six months to create has been crafted out of 1

:24:10. > :24:14.million of disused banknotes. I rang the bank of England and askdd if I

:24:15. > :24:17.could speak to the governor. They must've thought I've got a bloke

:24:18. > :24:22.here with a blow came the Lhverpool accent asking for ?1 million. Watch

:24:23. > :24:26.Allied Telemann? ?1 million perhaps but that doesn't mean she's rich.

:24:27. > :24:31.That's the message Leonard hopes visitors will take away with them.

:24:32. > :24:40.There's ?1 million there th`t you cannot do anything with. Thd million

:24:41. > :24:46.pound question is, who was Dleanor Rigby? It's here that Walton
