:01:02. > :01:04.A senior police officer has told the new Hillsborough Inquests that

:01:05. > :01:06.some Liverpool fans have a responsibility for

:01:07. > :01:11.the crush which developed ottside the ground before the 1989 disaster

:01:12. > :01:18.Superintendent Roger Marshall was responding to cross examination

:01:19. > :01:21.on his evidence about how mtch some fans had been drinking.

:01:22. > :01:23.Mr Marshall also admitted that video footage shows him directing fans

:01:24. > :01:26.towards the crush at the turnstiles, instead of away from it.

:01:27. > :01:28.Our Merseyside Reporter, Andy Gill, was at the Inquests today

:01:29. > :01:33.Andy, tell us more about whx Mr Marshall said some fans were

:01:34. > :01:48.He arrived at court today to be cross`examined again by the QC

:01:49. > :01:57.representing 22 of the families Mister Marshall is in the blue

:01:58. > :02:01.shirt. The QC wanted to talk to him about evidence yesterday, in which

:02:02. > :02:09.he said a substantial minorhty of Liverpool fans had been drinking.

:02:10. > :02:13.Mister Wetherby was pointing out that he was trying to use this to

:02:14. > :02:18.shift blame on to the fans. Mister Marshall said he would not tse the

:02:19. > :02:29.word blame but, "I think sole of the fans..." The jury has already heard

:02:30. > :02:34.that police ordered a gate to be opened to relieve some of that

:02:35. > :02:40.crash. That allowed fans to go down behind the goal and the fat`l crush

:02:41. > :02:43.developed inside the ground. Mister Marshall accepted that at 1 stage he

:02:44. > :02:47.did appear to be directing fans towards the turnstiles, rather than

:02:48. > :02:53.away from them? Earlier in the day, we saw some video footage t`ken at

:02:54. > :02:56.2:35 PM of fans outside the turnstiles. Mister Marshall

:02:57. > :02:59.disagreed with the lawyer about whether the fans were shovelling or

:03:00. > :03:06.pushing towards the turnstiles but did accept the police had lost

:03:07. > :03:09.control. We then saw some footage about later showing him dirdcting

:03:10. > :03:13.funds towards the turnstile. The lawyer for 74 of the familids and

:03:14. > :03:17.said he was directing them hn the wrong direction. Mister Marshall

:03:18. > :03:21.said he accepted this but s`id he was doing his professional based in

:03:22. > :03:26.an almost impossible situathon and denied he was out of his depth. He

:03:27. > :03:34.left court denied having had two Maxfield even the witness box. He

:03:35. > :03:36.will be back tomorrow to face more cross examination, again from

:03:37. > :03:39.barristers representing the families, but also from lawxers

:03:40. > :03:40.representing the football club among others.

:03:43. > :03:46.a car rally near the Trafford Centre More than 1,000 people from around

:03:47. > :03:50.the country attended the evdnt, Officers are investigating two

:03:51. > :03:55.crashes and believe some cars High spirits,

:03:56. > :04:08.high powered cars and high speeds ` all filmed on a Sunday among

:04:09. > :04:11.shoppers near the Trafford Centre. This is one

:04:12. > :04:24.of many videos posted onlind. A car meet up event was proloted

:04:25. > :04:29.in advance on a Facebook page. Organisers say

:04:30. > :04:31.the trouble was caused But police say

:04:32. > :04:44.the organisers didn't notifx them What we have seen on Facebook, which

:04:45. > :04:47.looks like young lads in high`powered vehicles trying to

:04:48. > :04:52.impress the crowds, pushing their cars beyond limits and unable to

:04:53. > :04:55.control them, clearly the potential is that the history and would have

:04:56. > :04:57.been in the wake and we could have had fatal injuries.

:04:58. > :05:00.Around 1,500 people attended the event here on Sunday,

:05:01. > :05:03.and police say they'll be speaking to the retailers who own thd land to

:05:04. > :05:24.He has already removed his late We have got some doubts about whether

:05:25. > :05:30.they were genuine numberplates. We have had a lot of complaints from

:05:31. > :05:33.members of the public. An order has been a perception that we dhd not go

:07:11. > :07:13.The Police and Crime commissioner wants to shut ageing stations

:07:14. > :07:16.and put officers in places like libraries and community centres

:07:17. > :07:19.It could save millions of pounds and dozens of jobs within the force

:07:20. > :07:31.Dave Guest is at Prescot Police Station this evening.

:07:32. > :07:38.As you say, this is Prescott police station, one of the oldest on

:07:39. > :07:42.Merseyside. It was built in 189 . But if you want to speak to a police

:07:43. > :07:45.officer nowadays you have to get on this phone. Unlike the old days

:07:46. > :07:48.where you would have walked through the main door and gone into the

:07:49. > :07:52.enquiry office, you will find it is closed. It caused some years ago, as

:07:53. > :07:58.did those that many other ptrely stations across Merseyside. There

:07:59. > :08:02.are still police officers working here but they wanted to shut them

:08:03. > :08:05.down and open up smaller, more efficient stations at the hdart of

:08:06. > :08:08.communities. That is at the heart of the proposals put forward today

:08:09. > :08:11.It is a rose tinted memory of a long gone age.

:08:12. > :08:14.These days, it's not possible for most people

:08:15. > :08:17.to simply pop into their local police station

:08:18. > :08:21.and many police officers sthll work in them

:08:22. > :08:27.The Merseyside force says it has around 80 police stations

:08:28. > :08:31.but only a dozen are actually accessible to the public.

:08:32. > :08:37.Of those, only six have a 24/7 front desk

:08:38. > :08:39.So now, the Police Crime Commissioner is

:08:40. > :08:43.proposing a radical rethink of Merseyside's police stathons

:08:44. > :08:48.with community police stations

:08:49. > :08:52.that are open to the public on a regular basis.

:08:53. > :08:55.It will vary depending on the location

:08:56. > :08:59.but I anticipate at least half a day a week.

:09:00. > :09:02.We will not have big, ineffhcient buildings that are half occtpied.

:09:03. > :09:05.We will have a larger number of local, community stations

:09:06. > :09:10.that are more conveniently located for the public and more accdssible.

:09:11. > :09:13.In future, police stations may not at first glance

:09:14. > :09:19.This is the community library in Saint Helens,

:09:20. > :09:21.yet just across the corridor, over hdre,

:09:22. > :09:26.Now, it is staffed throughout the day

:09:27. > :09:30.and the public know that thdy can get access to the officdrs here.

:09:31. > :09:34.This station is being held tp as an example of what can be achieved.

:09:35. > :09:37.Police officers are based hdre at all times throughout the day

:09:38. > :09:40.but what I want from those officers

:09:41. > :09:43.is that they are out and about on the estate,

:09:44. > :09:45.as opposed to being shut up in the office.

:09:46. > :09:48.On the estate, there are mixed opinions.

:09:49. > :09:51.It is good in one way because it is close by if anything happens

:09:52. > :09:55.But it's bad because you go round and they just tell you to rhng

:09:56. > :10:04.will still have a central police station

:10:05. > :10:10.The Commissioner intends to spend around ?130 million

:10:11. > :10:21.on restructuring police stations over the coming years.

:10:22. > :10:28.I can hear you asking how they are going to spend the money whdn they

:10:29. > :10:31.are sacking police officers to cut budgets. They say that the loney

:10:32. > :10:35.they will save by getting rhd of the money they will save by getting rid

:10:36. > :10:40.of places. What do police officers make of it? What do you think about

:10:41. > :10:45.these proposals? We have lost over 600 officers already from Mdrseyside

:10:46. > :10:50.to two austerity measures. We will lose up to another 400 over the next

:10:51. > :10:54.couple of years. Anything that can save potentially 65 police officer

:10:55. > :11:00.posts has to be good. Es will not be open throughout the day so we will

:11:01. > :11:05.not be able to go back to jtst going to the counter. No, the gendral

:11:06. > :11:12.inquiry officers will still be emitted, limited hours dash`mac will

:11:13. > :11:15.still be limited hours but the idea is that the big stations will stay

:11:16. > :11:18.open for emergency patrol sdctions but it is the smaller neighbourhood

:11:19. > :11:23.teams in places like this that will move out on locally and at the heart

:11:24. > :11:27.of community and improve thd access that the public have to polhce

:11:28. > :11:31.officers. We are constantly told that the way people access the

:11:32. > :11:35.police has changed because of changing technologies. Is that the

:11:36. > :11:39.case or is it because they have shut purely stations? It is the case I

:11:40. > :11:42.was surprised couple of years ago when we examined the footfall coming

:11:43. > :11:48.into places like this and it was remarkably small. With technology,

:11:49. > :11:51.the Internet, there are so lany different ways of contacting the

:11:52. > :11:53.police and I think that is how the public like to it in certain

:11:54. > :11:57.circumstances. That is what they are plannhng. They

:11:58. > :12:00.are putting it out to public consultation and we'll see what

:12:01. > :12:02.members of the public think. Plenty of you have been responding

:12:03. > :12:06.to this story on our Facebook page. Pauline Kerrigan`Wilson says it s

:13:02. > :13:04.the young mother outside Now, four years on from her death,

:13:05. > :13:08.Jane's parents are campaignhng for a stalkers register to be set

:13:09. > :13:12.up, in the same way as sex When Jane was murdered, her

:13:13. > :13:23.killer had been waiting for her He knew exactly when she wotld be

:13:24. > :13:26.walking through the car park of the hospital where she worked,

:13:27. > :13:30.because he had been watching her. stalking Jane threw her Facdbook

:13:31. > :13:36.site. Up to 100 texts a day

:13:37. > :13:41.that he would bombard her whth. Phone calls,

:13:42. > :13:44.wanting to know where she w`s. Jane was stabbed more than 70

:13:45. > :13:48.times by her ex boyfriend. She had already reported hil

:13:49. > :13:50.to police for raping and beating

:13:51. > :13:53.her while she was pregnant. Even while he was on bail,

:13:54. > :13:56.the stalking continued. Now her parents are campaigning

:13:57. > :14:01.for a stalkers' register, in the same

:14:02. > :14:05.vein as the sex offenders rdgister. Stalking is every bit as serious

:14:06. > :14:11.as sex offences. They do need monitoring

:14:12. > :14:16.and educating, supporting, to change that behaviour

:14:17. > :14:22.and recognise how dangerous it is. It might start off as one occasion

:14:23. > :14:29.but it does not end as one occasion, Jane's parents have already

:14:30. > :14:35.successfully campaigned and for killers who commit sex

:14:36. > :14:39.offences Now, even though a specific stalking

:14:40. > :14:46.law has been in place since 201 , Stalkers are still being trdated

:14:47. > :14:54.with slap on the wrist sentdnces. Stalking is still seen to bd

:14:55. > :15:03.as a joke chrome, whereas for a victim it is very far

:15:04. > :15:05.from that. ``crime. With a petition attracting thousands

:15:06. > :15:07.of extra signatures everydax, Jane's parents say at the moment

:15:08. > :15:11.the system is on the side They insist their work will

:20:33. > :20:37.`` water supply for Manchester. The remains are not extensive, boundary

:20:38. > :20:40.walls and some all homes but there were union reminders of the

:20:41. > :20:48.community that was cleared out. We can see this report from thd time.

:20:49. > :20:51.A new dam is being built to store water from Manchester supplx and

:20:52. > :20:55.soon, they the Valley and church will be flooded. The last of the

:20:56. > :21:03.inhabitants are leaving to lake their homes elsewhere.

:21:04. > :21:07.There are four buildings th`t are there are not filled buildings being

:21:08. > :21:13.found and I will exploit whx. The Royal Engineers moved in whdn people

:21:51. > :21:54.used to build the water towdr, that he might be able to see in the

:21:55. > :21:58.distance. We have got some closer shots of it. That still exists above

:21:59. > :22:02.the water line. The fact is that once the winter rains return the

:22:14. > :22:15.similar vein now. These scenes from Salford

:22:16. > :22:18.in the 1960s and '70s are b`rely recognisable compared to

:22:19. > :22:20.the city we know today, but thanks to the work of photographer

:22:21. > :22:23.Shirley Baker these images live on. Shirely Baker was born in S`lford in

:22:24. > :22:26.the 1930s and after an international career that saw her become one of

:22:27. > :22:29.the most iconic photographers in the North, she died last month, leaving

:22:30. > :22:32.an extraordinary body of work with her home city at its very hdart

:22:33. > :22:37.as Beccy Meehan reports. Striking images of a city

:22:38. > :22:42.in a period of immense uphe`val Shirley Baker was born here in 932

:22:43. > :22:48.and died last month after a career that took her all over the world and

:22:49. > :23:02.eventually led her back to Salford. It was a time that everyone

:23:03. > :23:06.remembers. It was quite a bhg upheaval for a lot of peopld and

:23:07. > :23:09.broke down quite a lot of communities involve and I think

:23:10. > :23:13.surely did really well to c`pture the emotions of that time and the

:23:14. > :23:14.people that wear living herd at that time. `` and I think she did really

:23:15. > :23:15.well. Shirley studied photography

:23:16. > :23:17.at the Manchester before shd moved to London and later held exhibitions

:23:18. > :23:20.at the Tate and the Louvre, but it was here in Salford during the 960s

:23:21. > :23:23.and early '70s that she captured This was a time of great social

:23:24. > :23:27.and economic change, In the 20 years from 1955,

:23:28. > :23:32.1.3 million homes were demolished in Britain as substandard housing

:23:33. > :23:36.was replaced and Shirley was there recording stories of these

:23:37. > :23:52.communities in their last d`ys. I can remember some of thesd. Back

:23:53. > :23:59.entries! Cobbles. Kids playhng in the street, yes. Does that bring

:24:00. > :24:04.back some memories? They were the good old days, I tell you, compared

:24:05. > :24:08.with today. It was more of ` community, where you have children

:24:09. > :24:10.around. It is not really th`t much like that now. It has changdd quite

:24:11. > :24:12.a lot. Yes. "I cannot claim," Shirley once said,

:24:13. > :24:14."that my photographs represdnt anything other than

:24:15. > :24:16.a few wisps teased from somd of the countless threads that form the

:24:17. > :24:19.intricate tapestry of our lhves " Beccy Meehan,

:25:28. > :25:32.cities tonight, nothing much higher than 9 degrees. This is our 1st

:25:33. > :25:38.chilly night as we move into October. We will have many lore A

:25:39. > :25:41.bit of a chill in the air and a few pockets of mist to get rid of. That

:25:42. > :25:47.is your trend for tomorrow. We will not have too many complaints! Cloud

:25:48. > :25:50.in the morning but once that moves away, brighter skies and thd

:25:51. > :25:54.sunshine will work its magic and warm the day. It will be at its best

:25:55. > :25:58.and strongest up until lunch time but after lunch, more cloud will
