:01:25. > :01:27.that's how the father of a bay boy who died in a Cumbrian hospital has

:01:28. > :01:29.described the Nursing and Midwifery Council.

:01:30. > :01:31.James Titcombe's comments come the day after the NMC struck off

:01:32. > :01:41.a midwife who'd failed in the care of his baby sun Joshua in 2008.

:01:42. > :01:45.He says it's taken far too long to investigate the circumstances

:01:46. > :01:48.In a moment we'll hear from James Titcombe.

:01:49. > :01:50.Looking back at the case is Mark Edwardson.

:01:51. > :01:53.Joshua Titcombe was born Furness General in Barrow in 2008.

:01:54. > :01:55.He died nine days later from a serious,

:01:56. > :02:04.An enquiry found Lindsey Biggs failed in her care of Joshua,

:02:05. > :02:06.causing him to lose a significant chance of survival.

:02:07. > :02:09.She and another midwife did not refer matters to a paediatrician

:02:10. > :02:11.as they should have done when they found Joshua

:02:12. > :02:15.The tribunal chairman Stuart Gray said Lindsey Biggs

:02:16. > :02:18.caused "actual harm" to Joshua and "emotional harm" to his mother.

:02:19. > :02:26.There was an "attitudinal problem" and a "lack of remorse".

:02:27. > :02:32.This has been the midwifery Council closing ranks, trying to detect its

:02:33. > :02:37.own people for far too long and without the tenacity of James and

:02:38. > :02:38.others I think we can speculate that we would not have reached this point

:02:39. > :02:41.at all and that is unacceptable. Joshua was one of 11 babies

:02:42. > :02:44.and a mother to die after being treated at University Hospitals

:02:45. > :02:46.of Morecambe Bay NHS Trust Doctor Bill Kirkup led the inquiry

:02:47. > :02:50.that highlighted mistakes at every level of the NHS, from the maternity

:02:51. > :03:00.unit itself to those responsible for regulating and

:03:01. > :03:07.monitoring the trust. There are lessons to be learned here

:03:08. > :03:11.about how this will start with in the first place and why it has taken

:03:12. > :03:13.so long and also in terms of the way they have reported on what they have

:03:14. > :03:14.in doing. was awaiting her hearing

:03:15. > :03:17.on the circumstances of Joshua's death she was allowed to continue

:03:18. > :03:20.practising as a midwife. In June, following an investigation

:03:21. > :03:22.into the death of another baby early this year,

:03:23. > :03:24.Morecambe Bay Hosptials Trust It's also apologised

:03:25. > :03:27.for letting down patients. Mark Edwardson, BBC

:03:28. > :03:53.North West Tonight. Well, as we heard from mark their

:03:54. > :03:57.the midwife was sacked by the hospital trust following the death

:03:58. > :04:00.of another baby earlier this year. I spoke to James earlier and asked him

:04:01. > :04:02.how he felt that she had been allowed to carry on practising.

:04:03. > :04:04.Just desperately sad and desperately frustrated and desperately angry

:04:05. > :04:07.with the NMC for letting this drag on for so very long.

:04:08. > :04:15.Joshua's death was never investigated properly.

:04:16. > :04:18.We know that the investigations that took place were not adequate,

:04:19. > :04:23.So for the NMC to say it's OK that we've taken this long before we take

:04:24. > :04:26.any action whilst other lives have obviously been put at risk

:04:27. > :04:34.Joshua should be an eight-year-old next week, his eighth birthday

:04:35. > :04:36.It's just outrageous that it's taken so long.

:04:37. > :04:41.Do you also believe that if action had been taken earlier,

:04:42. > :04:43.if investigations had been done earlier, that perhaps this other

:04:44. > :04:50.I don't know what the circumstances are.

:04:51. > :04:55.What I do know is that she was criticised for similar failures

:04:56. > :04:57.in care, so whether that led to the outcome or not,

:04:58. > :05:01.it must have put the baby at risk, so that's unacceptable.

:05:02. > :05:10.The NMC are there to protect mothers and babies from Britain.

:05:11. > :05:13.They have obviously failed in this case to do that.

:05:14. > :05:16.Do you feel that things now have to change, perhaps more

:05:17. > :05:18.of an independent body looking at faults in the NMC?

:05:19. > :05:22.I think the NMC is a dysfunctional organisation that

:05:23. > :05:26.It's letting the very people that rely on it down and it seems to be

:05:27. > :05:28.not capable of learning lessons for itself.

:05:29. > :05:31.I think it's time there was a root and branch review of the NMC.

:05:32. > :05:35.The Morecambe Bay cases would be a great opportunity to look at just

:05:36. > :05:38.what is wrong with their processes and there needs to be a commitment

:05:39. > :05:47.Lindsay Biggs has lost her job, she has been struck off.

:05:48. > :05:55.This is the real tragedy because the NMC have

:05:56. > :06:03.The NMC told me they still have three cases.

:06:04. > :06:06.I don't hear any updates from them, I don't know when those

:06:07. > :06:08.cases are going to be, what's going to happen.

:06:09. > :06:11.And whilst this is ongoing, it is very difficult.

:06:12. > :06:14.It's a huge amount of stress, it drags things out,

:06:15. > :06:17.it means we have to constantly revisit what happened to Joshua

:06:18. > :06:20.so no, sadly, this is still ongoing and we've got three more of these

:06:21. > :06:33.James, thank you very much for your time today.

:06:34. > :06:36.It is a trade in misery that destroys lives and leaves

:06:37. > :06:44.All this week, police forces across the region are taking action

:06:45. > :06:48.Officers have been going into nail bars, car washes, and massage

:06:49. > :06:50.parlours where they suspect people may have been trafficked

:06:51. > :06:54.They say it's a complex problem - but one which they are

:06:55. > :06:57.Our social affairs correspondent Clare Fallon has been

:06:58. > :06:59.following police and immigration officers through the week

:07:00. > :07:07.They call it a pop-up brothel. One week it is a normal terraced house,

:07:08. > :07:14.the next men are calling all day and night to buy sex. Today it was

:07:15. > :07:21.police and immigration officers investigating. Inside they found two

:07:22. > :07:24.young women. They are aged 19 and 21. They came from Romania to

:07:25. > :07:29.Bolton. All around are signs of what they have been doing to make money.

:07:30. > :07:34.Upstairs there phones constantly ring as men message asking for sex.

:07:35. > :07:39.Why did you both come to the UK? They came to the UK to get jobs,

:07:40. > :07:43.they tell me, and have a better life. Are you being forced to do

:07:44. > :07:49.this or is it your choice? No, it is our choice. But it is not something

:07:50. > :07:52.most of us would choose for our daughter or sister. We have agreed

:07:53. > :07:56.not to identify this police officer because of the nature of his work.

:07:57. > :08:00.They say they are not here against their will but they are young. I

:08:01. > :08:03.presume you don't take their web for it and they do background checks to

:08:04. > :08:10.make sure there was nothing more going on?

:08:11. > :08:15.# Their word for it. We make sure that we understand the larger

:08:16. > :08:19.picture. Police forces are now targeting modern slavery and human

:08:20. > :08:22.trafficking in visits and raids across the region. People are going

:08:23. > :08:28.into business is to look the signs of people being exploited. --

:08:29. > :08:32.officers are going into businesses. The officer leading this operation

:08:33. > :08:35.told me it is a serious problem that is becoming a priority for police. I

:08:36. > :08:42.guess people think slavery doesn't exist any more that happened

:08:43. > :08:47.centuries ago. Now it is a horrendous problem that is prevalent

:08:48. > :08:51.throughout the world. People are found in horrendous states. They

:08:52. > :08:56.have limited supplies of food, water, access to health care, they

:08:57. > :09:00.are just exploited and treated like animals. In recent years there have

:09:01. > :09:04.been high-profile slavery and trafficking convictions. Victims

:09:05. > :09:08.have been rescued from appalling situations. But for all those who

:09:09. > :09:12.get help and get out it is thought there are many more still suffering.

:09:13. > :09:14.An image of a suitcase similar to the one found containing

:09:15. > :09:17.the burnt remains of a murder victim in Derbyshire has been

:09:18. > :09:21.The body was found inside the suitcase in a lay-by

:09:22. > :09:26.The man's head and limbs were missing and the body

:09:27. > :09:37.A man who stole a mobile phone from another man who had been shot in the

:09:38. > :09:43.back has been jailed. Kevin Wilson had been shot

:09:44. > :09:46.in the back in Liverpool when the incident happened last

:09:47. > :09:47.February. Salford Quays has been re-stocked

:09:48. > :09:52.with around 100 new fish. Carp and pike have been added,

:09:53. > :09:55.replacing the ones which have The Quays were last

:10:35. > :10:38.when he disappeared in 1999. Today his family appealed for him

:10:39. > :10:41.to get in touch. They believe he's alive,

:10:42. > :10:50.even though the police have now We miss him so much. We just want

:10:51. > :10:58.him home now. If anybody knows where his whereabouts are just go to the

:10:59. > :11:03.nearest police station and just tell the police where he is. It wasn't

:11:04. > :11:12.like him. Martin would never just leave us because we were all close.

:11:13. > :11:17.Over the last two weeks police forensic teams have

:11:18. > :11:19.searched the building - after receiving new information

:11:20. > :11:24.The search this part has now been completed and police they didn't

:11:25. > :11:30.find anything up significant but they say it remains part of their

:11:31. > :11:34.investigation. It has since emerged that information about the pub was

:11:35. > :11:38.passed to police three years ago. As a result, a referral has been made

:11:39. > :11:42.to Manchester police's professional standards Branch. The police

:11:43. > :11:46.wouldn't comment on that part of the enquiry but appealed for witnesses

:11:47. > :11:50.to come forward. We appeal to anybody who has information into the

:11:51. > :11:54.relation of the whereabouts of Martin to come forward. As members

:11:55. > :11:56.of the public, members of the travelling community, that will help

:11:57. > :12:01.us understand what happened to Martin. He is out there somewhere

:12:02. > :12:08.living his life. We just miss him terribly. Clearly for the family the

:12:09. > :12:13.agony goes on. The disappearance of their brother still a mystery.

:12:14. > :12:15.For ten years, Oldham hasn't had a cinema,

:12:16. > :12:23.Tomorrow, the Old Town Hall is opening up as a new entertainment

:12:24. > :12:25.complex featuring a cinema and restaurants in a development

:12:26. > :12:27.which it's hoped will boost the town centre economy.

:12:28. > :12:30.But before the opening credits of the first film roll,

:12:31. > :12:32.there's been controversy with the news that Oldham Council

:12:33. > :12:35.has paid ?27 million of council tax payers money on the scheme.

:12:36. > :12:41.Oldham's Old Town Hall has an impressive history.

:12:42. > :12:44.In 1900, Winston Churchill first became an MP on its steps.

:12:45. > :12:48.But after closing as a council office in the '90s, a dramatic

:12:49. > :12:52.renovation of the grade two listed building has just taken place.

:12:53. > :12:56.Within the building there's lots of historical things we've

:12:57. > :12:59.managed to keep as part of the refurbishment and I think

:13:00. > :13:02.people will see a bit of the history of Oldham coming to life

:13:03. > :13:06.Its grand opening will be a significant moment according

:13:07. > :13:08.to the council and public, who've been without

:13:09. > :13:18.It should be very exciting for Oldham.

:13:19. > :13:20.Now the cinema's here it is going to attract people

:13:21. > :13:24.Because it's gone really quiet, the town and everything.

:13:25. > :13:30.The council's ?27 million contribution to this development

:13:31. > :13:33.comes at a time when budget pressures and jobs are being lost

:13:34. > :13:37.The initial plan was for the private sector to help pay for it,

:13:38. > :13:42.It is going to cost the council a lot of money but it would have

:13:43. > :13:45.cost ?16 million for the next 25 years just to leave it

:13:46. > :13:48.as it was and let it fall into further and further disrepair

:13:49. > :13:51.and as a council we didn't think that was the right thing to do

:13:52. > :13:57.Private investors aren't jumping is in the way

:13:58. > :14:02.They haven't chipped in any way it was hoped so we had to step

:14:03. > :14:04.in and do it because we couldn't leave it was.

:14:05. > :14:07.Like many others, Oldham town centre has been in steady decline

:14:08. > :14:09.but the council hopes this new development will boost

:14:10. > :14:12.the local economy by more than ?5 million a year.

:14:13. > :14:19.Critics, though, say the cost copy justified.

:14:20. > :14:25.This council thinks money grows on trees and it doesn't.

:14:26. > :14:28.This is not how to use council payer's cash.

:14:29. > :14:30.It should be public partnership and the private sector should have

:14:31. > :14:33.been in on this if it was such a good investment and

:14:34. > :14:37.A number of new restaurants have already opened in anticipation of

:14:38. > :14:41.They, and the council, will be hoping it's as popular

:14:42. > :14:55.Still to come on this evening's programme... Manchester city get

:15:24. > :15:26.after a long battle with cancer. The owner and founder of Herbert

:15:27. > :15:28.of Liverpool appeared in a number of TV shows and briefly stood

:15:29. > :15:31.for Mayor of Liverpool. But he also raised hundreds

:15:32. > :15:35.of thousands of pounds to help support those who needed

:15:36. > :15:37.across the city. He was so famous in Liverpool he

:15:38. > :15:47.didn't need to use his second name Herbert was a household name,

:15:48. > :15:50.starring in local pantos But first and foremost

:15:51. > :16:03.he was a hairdresser, building his business up

:16:04. > :16:05.from scratch as a teenager His empire grew till he became

:16:06. > :16:08.arguably the most famous hairdresser the city's ever had

:16:09. > :16:15.and hairdresser to the stars. He was electric to be around. You

:16:16. > :16:20.knew when he walked into the room, not only the way he dressed but his

:16:21. > :16:22.whole persona and he was contagious. You just wanted to be around him.

:16:23. > :16:24.And here at his salon on Hanover Street, nicknamed

:16:25. > :16:26.the 'Bling Bling Building', it's business as usual

:16:27. > :16:38.Pat first met him when she was 14 and has worked with him ever since.

:16:39. > :16:50.It was very hard to open today but I knew Herbert wouldn't want it any

:16:51. > :16:56.differently. He was a legend. He did everything for everyone. He was just

:16:57. > :17:01.amazing. Pat spent last night at his bedside along with Lynne. We played

:17:02. > :17:06.all his favourite songs last night and we were just looking about all

:17:07. > :17:11.the lovely times and memories. He was just gorgeous. Everything about

:17:12. > :17:12.him. He made you feel so special. Just in his work he was such a

:17:13. > :17:13.perfectionist. Herbert was also

:17:14. > :17:15.incredibly generous. He set up a charity called

:17:16. > :17:16.Queenie's Christmas Every year on Christmas day his

:17:17. > :17:20.famous lunches at Liverpool's hundreds of people who

:17:21. > :17:34.otherwise would have spent The charity went from strength to

:17:35. > :17:40.strength and help so many lonely people on Christmas Day and Herbert

:17:41. > :17:43.said them all and gave them a lovely day. People who literally had

:17:44. > :17:46.nothing and no one. He was such especial man.

:17:47. > :17:49.Each year he also took thousands of disadvantaged children

:17:50. > :17:53.to the panto and threw them a big Christmas party.

:17:54. > :17:58.He was Liverpool's Father Christmas. Very generous. Said Liverpool had

:17:59. > :18:01.been very good to him and he wanted to give something back and he did.

:18:02. > :18:04.Herbert passed away overnight with his family at his side.

:18:05. > :18:06.He was a star of Liverpool and never forgot his roots
