:00:00. > :00:00.she wanted a stronger Britain, in charge of its own laws

:00:00. > :00:00.Welcome to NorthWest Tonight with Annabel Tiffin

:00:00. > :00:10.A Bolton man shot dead by the police five years ago.

:00:11. > :00:20.His family is told that officers used 'out of date' intelligence.

:00:21. > :00:28.The star man of English rugby coaching comes to Lancashire to put

:00:29. > :00:36.the next generation of players through their paces.

:00:37. > :00:41.It is costing ?600,000,000 to construct, I hear the bridge to find

:00:42. > :00:43.out if they are on top -- track to open by the autumn.

:00:44. > :00:45.And the cheap holiday souvenir brought home to Stockport

:00:46. > :01:02.from Turkey that turned out to be thousands of years old.

:01:03. > :01:08.The public enquiry into the death of a man who was shot by police saying

:01:09. > :01:12.it was serious failings into the peace investigation. She was shot by

:01:13. > :01:17.a firearms officer from greater Manchester police in 2012. Our

:01:18. > :01:26.reporter joins us now from Liverpool Crown Court. His family came here

:01:27. > :01:29.today hoping that this browser as well as some of the questions that

:01:30. > :01:35.they had been lobbying for and as far for a very long time. This is a

:01:36. > :01:40.public enquiry which was ordered by Theresa May when she was Home

:01:41. > :01:45.Secretary, and today on day 1, we heard some serious criticisms of the

:01:46. > :01:49.police operation. We heard about problems with the competency of some

:01:50. > :01:51.of the officers who were in charge of it and also about serious

:01:52. > :02:03.criticisms by the Klizan watchdog. March 2000 12. A car park is locked

:02:04. > :02:07.down by investigators. Please had shot and killed an unarmed man as he

:02:08. > :02:13.sat at the wheel of this red algae. His name was Anthony Granger. Almost

:02:14. > :02:18.5 years on, was what happened here and why remains unclear. The aim of

:02:19. > :02:26.this enquiry is to answer the unanswered questions. Arriving for

:02:27. > :02:30.the start of the enquiry, Anthony Granger's family. They have lobbied

:02:31. > :02:34.for this for years and they have now heard about feelings in the days

:02:35. > :02:37.operation. The enquiry was told that almost all the officers did not have

:02:38. > :02:53.the right the hearing was also told about

:02:54. > :02:58.serious criticisms by the police watchdog which found that out of

:02:59. > :03:01.date intelligence was used and officers were briefed with

:03:02. > :03:05.inaccurate information. But even though this is a public enquiry,

:03:06. > :03:11.Anthony Granger's family won't hear everything. 15 witnesses will be

:03:12. > :03:16.allowed to give evidence behind closed doors. It's a natural feeling

:03:17. > :03:22.that it is quite frustrating that I'm not going to hear the evidence.

:03:23. > :03:25.My legal team will. Judges made that ruling. If it is made part of the

:03:26. > :03:31.public enquiry, we just have to get on with it. I just want the answers.

:03:32. > :03:36.I want to find out why he isn't here any more. When Anthony Granger was

:03:37. > :03:41.shot dead, he was the subject of a surveillance operation. It was

:03:42. > :03:45.thought he was planning armed robberies, but his Congress is

:03:46. > :03:55.whether later cleared in court. The officer who fired insists his

:03:56. > :03:55.actions were justified. His defence says,

:03:56. > :04:10.later this week, that police officer will come to the enquiry to give

:04:11. > :04:15.evidence about why he opened fire. This is not going to be a quick

:04:16. > :04:21.process. We were told today on day 1 that during the course of this

:04:22. > :04:25.enquiry we will hear from 17 witnesses during open hearings, and

:04:26. > :04:31.other 15 witnesses who been given permission behind closed doors. Why

:04:32. > :04:34.is this evidence phase has finished, it is likely to be several more

:04:35. > :04:36.months before we get the findings of this enquiry.

:04:37. > :04:39.The elected Mayors of Greater Manchester and the Liverpool City

:04:40. > :04:42.region will be invited to have their say on the

:04:43. > :04:46.That was the promise from Government today.

:04:47. > :04:48.The announcement came after the Prime Minister's speech

:04:49. > :04:53.where she confirmed we will be leaving the European single market.

:04:54. > :04:55.Our political editor Nina Warhurst has been following developments.

:04:56. > :04:58.Nina, leaving the single market doesn't come

:04:59. > :05:05.as a surprise, what does it mean for the north-west?

:05:06. > :05:15.1 MP described it to me as if we were sat on a train knowing we were

:05:16. > :05:19.leaving the single market, now the train has started moving. 47% of our

:05:20. > :05:24.trading in west is to the single market, though there has been a

:05:25. > :05:31.mixed reaction. Some say this issue is a significant clarity that means

:05:32. > :05:37.we can move forward. Others say it is brilliant, we're open for

:05:38. > :05:40.business. Lots of MPs are quite sceptical, many of them have said to

:05:41. > :05:49.me that what they would have liked to have seen is more details on a

:05:50. > :05:53.trading deal -- trading deal. And worried about the decisions that had

:05:54. > :05:57.been announced today. Parliament has to hope this Government's feet to

:05:58. > :06:03.the fire. They need to get the best deal for Britain. There has been

:06:04. > :06:08.some fear that the voices of the Northwest and not going to be heard

:06:09. > :06:12.in this debate. What came as an today it was a promise that the

:06:13. > :06:18.Northwest could have more of a say. After 3 is a's speech, the

:06:19. > :06:24.Government was called upon to form a Brexit Government for the regions. I

:06:25. > :06:30.see any prime minister's speech that she makes... The city of London, but

:06:31. > :06:36.there is no mention of the Northwest of England or any English region. I

:06:37. > :06:40.am acutely conscious of the needs of the north. What I am intending to

:06:41. > :06:47.do, had intended to announce that, but I well know. After the mayoral

:06:48. > :06:55.elections, and will get all of the mayors to talk about precisely that.

:06:56. > :06:59.A knot of satisfaction. Remember the timescales involved. 2 years before

:07:00. > :07:05.we start talking about transition. Paul Nuttall, the leader of you get,

:07:06. > :07:08.it says that is sadly too long. He says the Government will lead us on

:07:09. > :07:10.an expensive game of snakes and ladders, where we end up exactly

:07:11. > :07:11.where we started. A jury has cleared a man accused

:07:12. > :07:15.of forcing a Polish couple to work Khuram Riaz faced two

:07:16. > :07:19.charges after the couple were discovered living

:07:20. > :07:22.in an outbuilding in Nelson. Today the Judge told the court

:07:23. > :07:25.to record 'not guilty' verdicts Mr Riaz's father, Mohammed Riaz,

:07:26. > :07:31.still faces the same charges, Police investigating

:07:32. > :07:39.the disappearance of Victoria Cherry from Preston,

:07:40. > :07:42.who hasn't been seen for 15 months, are continuing to question

:07:43. > :07:44.a 43-year-old man on Yesterday, a body

:07:45. > :07:47.believed to be Victoria's Merseyrail has come top for customer

:07:48. > :07:53.satisfaction in a UK-wide The annual figures have been

:07:54. > :07:58.compiled by the consumer Merseyrail scored

:07:59. > :08:05.a satisfaction rating of 72%. Maria Balshaw, the head

:08:06. > :08:08.of Manchester's award-winning Whitworth Art Gallery,

:08:09. > :08:10.has been chosen to run Dr Balshaw will become

:08:11. > :08:16.the first female director Police have arrested one of the men

:08:17. > :08:24.injured in yesterday's gas He's still being

:08:25. > :08:28.treated in hospital, but detectives say he'll be

:08:29. > :08:30.questioned on suspicion The other man hurt in the incident

:08:31. > :08:36.remains in a critical condition Both lived in the terraced house

:08:37. > :08:39.which was torn apart Our Chief Reporter,

:08:40. > :08:44.Dave Guest has more. A scene of destruction that is now

:08:45. > :08:48.being treated as a scene of crime. We were keeping an open mind

:08:49. > :08:52.in terms of the exact cause of the But based on the evidence

:08:53. > :08:58.that we have gathered so far, I'm satisfied at this stage that we have

:08:59. > :09:02.evidence that there is some This end terraced house

:09:03. > :09:07.in Cecil Road in the Blakely area of Manchester was flattened

:09:08. > :09:12.in moments during a huge explosion The house next-door

:09:13. > :09:18.was left barely standing. Those living nearby

:09:19. > :09:23.were today still trying to comprehend what had

:09:24. > :09:27.happened on their doorstep. Upset, really.

:09:28. > :09:31.Yeah, we're really upset. You don't think it is

:09:32. > :09:38.going to happen to you. Two men who lived in the end

:09:39. > :09:43.house were taken to hospital, one in

:09:44. > :09:47.a critical condition. And then today came news

:09:48. > :09:51.that the less injured of the two men had been put under arrest

:09:52. > :09:54.in his hospital bed on suspicion of causing

:09:55. > :09:58.an explosion to endanger life. He is 33, and remains

:09:59. > :10:01.in hospial where his He'll be undergoing some

:10:02. > :10:08.surgery in due course. The 29 -year-old male

:10:09. > :10:15.who is in intensive care has been And so the search for answers as to

:10:16. > :10:41.what exactly led up to all of this Is genuinely for more than a

:10:42. > :10:49.thousand years. Now we're getting a chance to see what happens inside

:10:50. > :10:53.its doors. The Tynwald is to allow reporters into its doors in line

:10:54. > :10:57.with its younger cousins in the UK. Cameras have been able to show

:10:58. > :11:00.what goes on in here since 1989. The rules are even changing

:11:01. > :11:06.for filming inside courtrooms. And now, they are relaxing

:11:07. > :11:11.the rules here, too. Up until now, filming

:11:12. > :11:14.inside the Tynwald building has been tightly restricted,

:11:15. > :11:16.but from today, that's What we're looking for is

:11:17. > :11:23.the approval of a code of conduct which will mean

:11:24. > :11:25.that the doors will open regular audiovisual recording

:11:26. > :11:29.of the proceedings. Political debates in

:11:30. > :11:32.the Manx Parliament are broadcast on local radio and the internet, but it

:11:33. > :11:36.has been tricky for journalists to At the moment, it is

:11:37. > :11:40.under the direction of the President, you need a vote

:11:41. > :11:43.of the Court every single time It is what some campaigners have

:11:44. > :11:48.been asking for for years. YouTube is extremely popular,

:11:49. > :11:54.all round the world. Why shouldn't pictures

:11:55. > :11:57.of our parliament be Responses to the plans have

:11:58. > :12:03.been generally positive. Sometimes I think there's not enough

:12:04. > :12:08.transparency as to what is going on. If you want to find out

:12:09. > :12:14.what is going on in your local community of what is

:12:15. > :12:17.going on centrally, you can But next time there is,

:12:18. > :12:53.hopefully the cameras will I am head coach of English rugby.

:12:54. > :12:59.Enjoy me later to find out what I am doing here. And 80 holiday souvenir

:13:00. > :13:06.brought home from Stockport that turned out to be thousands of years

:13:07. > :13:07.old. It said your name is just been bandied around in Turkey. It's just

:13:08. > :13:13.amazing. Now, you may want to look away

:13:14. > :13:16.if you have a fear of heights. The biggest construction

:13:17. > :13:17.project outside London is here in the North West -

:13:18. > :13:21.and it's due to open in the autumn. The Mersey Gateway bridge

:13:22. > :13:25.costs ?600 million - and is designed to relieve

:13:26. > :13:29.congestion around Runcorn. Juliet Phillips has been

:13:30. > :13:41.along to take a look. Through the mist, a colossal

:13:42. > :13:44.construction is taking shape. The Mersey Gateway bridge will span a

:13:45. > :13:49.kilometre across the water, making it 1 of the biggest bridges in the

:13:50. > :13:54.country. In total, 9 kilometres of breads are connecting roads are

:13:55. > :13:58.being built. The new bridge is needed because the Silver Jubilee

:13:59. > :14:04.Bridges currently take on 10 times more traffic than it was built for.

:14:05. > :14:11.In the project is advancing really well. A great amount of work has

:14:12. > :14:18.been done. Prior to that, there was a lot of can -- temporary work.

:14:19. > :14:22.People can now see the bridge starting to take shape. Such a

:14:23. > :14:28.large-scale project hasn't come without its challenges. This was the

:14:29. > :14:33.moment the flammable chemical phosphorus was discovered when he

:14:34. > :14:38.was when digging on the site. When the excavation till was coming back

:14:39. > :14:42.to the surface, it's about some of the Earth but it also throughout

:14:43. > :14:49.material that started combusting and lots of white smoke emerged. We had

:14:50. > :14:53.to bring in a civilian arm of a bomb disposal company so that they can

:14:54. > :14:57.move it safely. The scale of the scheme means that up to 1000 people

:14:58. > :15:05.can be working across the site on any day. Baulk as the country goes,

:15:06. > :15:13.the concrete is vibrated to make sure we get the air out of it and is

:15:14. > :15:18.compacted and then we bring it up in a planned process to ensure that the

:15:19. > :15:24.whole span is in balance. This is how the finished bridge will look.

:15:25. > :15:31.It is a long road ahead. It is said that the bridges on schedule.

:15:32. > :15:33.Sport now, and Fleetwood Town are bidding to make

:15:34. > :15:39.Stuart Pollitt is at Highbury ahead of tonight's

:15:40. > :15:52.third round replay with Bristol City.

:15:53. > :16:04.On the home you join really want this year that Fleetwood town with

:16:05. > :16:04.just a few people here at the moment.

:16:05. > :16:06.Six promotions in ten years and they're going

:16:07. > :16:11.But first it's the FA Cup tonight and the chance to reach the fourth

:16:12. > :16:14.round for the first time - and confirm a clash

:16:15. > :16:17.Either Burnley or Sunderland who are also playing this evening.

:16:18. > :16:19.Standing in Fleetwood's way are Bristol City.

:16:20. > :16:22.The Cod Army haven't lost since the 12th of November.

:16:23. > :16:32.Earlier I caught up with their manager Uwe Rosler.

:16:33. > :16:38.It is called so we are used to that. We missed the wind but it is great

:16:39. > :16:42.weather for football, maybe not much for the spectators but for the

:16:43. > :16:49.players. What an opportunity for us and a great chance, we relish the

:16:50. > :16:53.fact that we play against a championship team. We did really

:16:54. > :16:57.well in the first game and it is another opportunity for us to show

:16:58. > :17:02.what we can do and learn. It could be a bit of tests this tonight but

:17:03. > :17:07.you are also going for promotion. This has been a tremendous run in

:17:08. > :17:11.the last couple of months. Edwards will read you had that from. We are

:17:12. > :17:17.doing pretty well but we're not changing our targets. We want to get

:17:18. > :17:24.50 points and then see what is possible and the league this season.

:17:25. > :17:29.And the cup, the we have only got two times so far and syndrome so we

:17:30. > :17:32.have the chance to make history. We just lots against Leeds and the

:17:33. > :17:37.other good team so we are going quite strong, be missing if you

:17:38. > :17:44.clear is that it is an opportunity for other players to show. And you

:17:45. > :17:51.are enjoying it at the club? Definitely. I was looking for this

:17:52. > :17:54.sort of challenge, I have a chairman who understands football and

:17:55. > :17:58.understand he can't shift of the targets we can recount so we are

:17:59. > :18:00.stable, we know what we have to achieve and the chairman is very

:18:01. > :18:02.knowledgeable about football and very supportive and that is what I

:18:03. > :18:07.was hoping for. Sale Sharks have lodged a protest

:18:08. > :18:10.with the rugby football union claiming one of their own

:18:11. > :18:12.players passed information to opponents Bristol ahead

:18:13. > :18:14.of a crucial league game, The allegation relates to Sale wing

:18:15. > :18:20.Tom Arscott and his brother Luke Sale's Director of Rugby

:18:21. > :18:23.says they'll consider We'll have to formulate

:18:24. > :18:30.all the evidence, have a look at it It is unprecedented in most

:18:31. > :18:35.sports, not just rugby. There's a trust element that has

:18:36. > :18:40.been put in question by the players Moving on, and Lancashire

:18:41. > :18:47.former bowler Glen Chapple He will be assisted by another

:18:48. > :18:52.former Lancashire player, Both men have signed

:18:53. > :18:57.three year deals. Chapple, who took more than 1,300

:18:58. > :19:01.wickets for the Red Rose, We're ambitious,

:19:02. > :19:08.the club is ambitious. We would never say that we're not

:19:09. > :19:11.going to challenge and it We want to challenge right now

:19:12. > :19:15.but equally we want to help the squad develop to become

:19:16. > :19:18.a strong and solid squad to compete Some good news for speedway fans,

:19:19. > :19:25.Belle Vue Aces will be racing in the coming season,

:19:26. > :19:27.according to the sport's Full details on a new

:19:28. > :19:31.management team at the club Belle Vue had been kicked out

:19:32. > :19:35.of the new national stadium and had their licence revoked under

:19:36. > :19:42.previous owners in November. Manchester City defender

:19:43. > :19:56.Bacary Sagna has been fined ?40,000 Yaya Toure has turned down a

:19:57. > :20:04.?430,000 per week moved to China. Manchester City defender

:20:05. > :20:06.Bacary Sagna has been fined ?40,000 for his Instagram post after City's

:20:07. > :20:08.win over Burnley. Sagna had claimed the game

:20:09. > :20:10.was ten versus 12 which, according to the FA,

:20:11. > :20:12.questioned the impartiality Eddie Jones has transformed

:20:13. > :20:26.the England squad - and last night the Head Coach took

:20:27. > :20:29.time out of his Six Nations He unveiled the new artificial pitch

:20:30. > :20:34.at Preston Grasshoppers' ground - and put young players

:20:35. > :20:36.through their paces. Hundreds of fans turned up to

:20:37. > :20:39.welcome him as Abbie Jones report. It's not every night

:20:40. > :20:42.the all conquering coach of Rugby Union makes a visit

:20:43. > :20:46.to your local club. I'm so humbled to be here,

:20:47. > :20:49.to a grand old club. You have had a great

:20:50. > :20:51.history and I am sure the pitch out there ensurer

:20:52. > :20:55.the future of the game up here. I told all my friends

:20:56. > :20:58.in my class that To see this amount of

:20:59. > :21:02.people come to Preston My seven-year-old son is playing

:21:03. > :21:07.and my husband is one of the coaches so for them to see him do this

:21:08. > :21:13.is just so special. For these young players,

:21:14. > :21:15.the chance to then train and on the Grasshoppers'

:21:16. > :21:19.new artifical pitch. This ground has struggled

:21:20. > :21:22.with flooding - but up to 2,000 extra hours of rugby can now

:21:23. > :21:27.be played each year. It just allows you to use the pitch

:21:28. > :21:30.so much more, particularly with the weather conditions

:21:31. > :21:32.and the kids want to practice their skills,

:21:33. > :21:35.if you produce skilful players you have kids that want

:21:36. > :21:37.to play the game. The more the practice, the harder

:21:38. > :21:39.the train, the most committed they are, the more chance they have

:21:40. > :21:42.got to realising their talent. And perhaps working

:21:43. > :21:44.with someone like Is that the try that

:21:45. > :21:48.seals the Grand Slam? The Australian pulled the England

:21:49. > :21:53.team out of the mire, making them an unbeaten force

:21:54. > :21:56.to be reckoned with. Having his input on their game

:21:57. > :21:58.is an opportunity not You can't really describe it

:21:59. > :22:05.in words, you just feel It is quite interesting

:22:06. > :22:09.having someone of such high knowledge and experience

:22:10. > :22:12.telling you what to do, Getting Eddie Jones to come

:22:13. > :22:17.here is a major coup for Hoppers, but so is getting this

:22:18. > :22:20.new artificial pitch. They are one of the first

:22:21. > :22:23.clubs in the country to play on this springy surface,

:22:24. > :22:25.and bottom of the league they are hoping their fortunes

:22:26. > :22:28.will also bounceback. In England we tend to

:22:29. > :22:35.play a certain style of rugby based on the fact
