:01:10. > :01:13.Yesterday the service was told it has to improve
:01:14. > :01:17.But the whistleblowers say the true scale of the problem
:01:18. > :01:23.Abbie Jones has this exclusive report.
:01:24. > :01:30.It has got to the point where people's lives are in danger.
:01:31. > :01:35.Something needs to be done. We need some more staff, more downtime. We
:01:36. > :01:40.need help. It is a constant battle people are under at the moment. You
:01:41. > :01:41.are not allowed to let it affect you because you have to get to the next
:01:42. > :01:42.job. They work on the frontline and say
:01:43. > :01:45.they, and their profession These ambulance staff
:01:46. > :01:47.have put their jobs We've disguised their faces -
:01:48. > :01:51.and their voices - The public needs to know how
:01:52. > :01:55.understaffed we are. Yesterday's CQC report found one
:01:56. > :01:58.in six paramedic posts were unfilled But, these whistleblowers say,
:01:59. > :02:13.also putting lives in danger. You have got paramedics and you have
:02:14. > :02:19.an emergency medical technicians who are not trained to do exactly what a
:02:20. > :02:23.paramedic can do. If they are sent out, paramedics are promised but
:02:24. > :02:29.nine times out of ten they are not enough staff because they are doing
:02:30. > :02:33.other stuff. They are not right. The other left of the family is
:02:34. > :02:38.screaming at them to do things. Is that costing lives because you have
:02:39. > :02:43.a patient who cannot get treatment then? Potentially, yes because they
:02:44. > :02:51.cannot give the treatment that is required. The QTc found that between
:02:52. > :02:57.these years there were 2000 incidents were staff waited over one
:02:58. > :03:02.hour four paramedic back-up. It is scary. Staff go home wondering why
:03:03. > :03:05.they could not do stuff. Patients are in a life threatening situation.
:03:06. > :03:11.The core system needs looking at because it is not working. These
:03:12. > :03:15.whistle-blowers say it is equipment as well as staffing that is woefully
:03:16. > :03:20.lacking. You are having to supply your own or you do like a makeshift
:03:21. > :03:23.or you are stealing things from other vehicles that are parked up.
:03:24. > :03:27.Some doors do not open from the outside, so if there is an accident,
:03:28. > :03:33.you would not be able to get out. The vehicles are always breaking
:03:34. > :03:37.down and the heating does not work in the back for the patients.
:03:38. > :03:42.Inspection was based on one surprise visit and one that was announced.
:03:43. > :03:49.These staff say managers only make changes if they are made aware of
:03:50. > :03:53.the visit. Managers go around like headless chickens ordering new
:03:54. > :03:59.stuff. If the QTc were not there, you would get run ragged. 12 or 13
:04:00. > :04:03.hours without refreshment breaks. You are driving round, blurred
:04:04. > :04:12.vision with headaches. People ask for uniforms and wheat months to get
:04:13. > :04:16.them. These people say we have complained to managers but change
:04:17. > :04:18.has not happened and the public needs protection. Speaking out as a
:04:19. > :04:19.last resort to make that happen. Well, Abbie is with us
:04:20. > :04:21.in the studio now. Abbie, you've put the whistle
:04:22. > :04:24.blowers' claims to the Yes, we asked for someone to come
:04:25. > :04:31.onto this programme to talk about what are really serious claims
:04:32. > :04:35.- but we were told no-one could. We've had a statement
:04:36. > :04:38.from the Ambulance Service and it's not disputing some of what these
:04:39. > :04:44.whistleblowers are saying. The service admits that there have
:04:45. > :04:46.been delays in back up ambulances arriving -
:04:47. > :04:48.it blames more call outs It says staff taking breaks depends
:04:49. > :04:53.on the number of incidents and can With the equipment claims it says
:04:54. > :04:56.the CQC made recommendations It denies anything changed
:04:57. > :05:01.in the service just because the CQC was coming and says inspectors met
:05:02. > :05:03.with staff without managers Finally it says it's worked hard
:05:04. > :05:07.to put right the issues the CQC But we interviewed these
:05:08. > :05:18.whisteblowers in the last week - and they say understaffing,
:05:19. > :05:20.stress, backup delays The Manchester family devastated

:06:59. > :07:05.members their group who'd been aboard the minibus when it crashed

:12:08. > :12:12.new funding formula changes. I want to use it for
:12:13. > :12:15.when I'm older so I can cook on my own without having

:12:19. > :12:25.for young people to learn about it and I really enjoy cooking
:12:26. > :12:27.different foods every week. It is devastating if this
:12:28. > :12:30.came off the curriculum. A whole generation
:12:31. > :12:32.would miss out and we Under the plans, this
:12:33. > :12:35.school would lose ?150,000, nearly 3%
:12:36. > :12:36.of its budget. And to make up the numbers,
:12:37. > :12:39.these subjects could go, or a four day week could
:12:40. > :12:41.even be introduced. Yes, under this proposal
:12:42. > :12:45.they are at risk. Those art, music, those drama,
:12:46. > :12:47.those technology subjects. It is going to have a massive,
:12:48. > :12:55.massive impact on the provision we give to our children
:12:56. > :12:58.in an area of deprivation. But the schools in this area
:12:59. > :13:00.were already amongst Under the new system the basic level
:13:01. > :13:04.of funding for each pupil in East Cheshire would go down
:13:05. > :13:11.by an average of ?87 each. But that basic level would be
:13:12. > :13:14.about ?2,700 less per pupil than the best funded area
:13:15. > :13:19.of England, in London. Also, Trafford, Stockport,
:13:20. > :13:22.the West of Cheshire and Warrington would be joining east
:13:23. > :13:27.Cheshire in the bottom ten. The Government says its new formula
:13:28. > :13:32.would help "create a system that funds schools according to the needs
:13:33. > :13:34.of their pupils, And top-ups do mean some schools
:13:35. > :13:40.in deprived areas of Knowsley, Halton or even East Cheshire
:13:41. > :13:47.will get more cash. But the Government is

:14:44. > :14:46.His dad has no doubt about what kind of young man he'd have been.
:14:47. > :14:49.He would have been tall, handsome, as all the
:14:50. > :14:57.Just after a swim at school he suffered sudden
:14:58. > :15:00.arrythmic death syndrome - a hidden problem that can affect
:15:01. > :15:03.If there'd been a defibrillator to get his heart going again
:15:04. > :15:08.The charity his family set up have given out more than a thousand
:15:09. > :15:10.defibrillators across the country since their loss.
:15:11. > :15:17.The first was at a primary school in Anfield.
:15:18. > :15:22.We're privileged to have been chosen as the first school
:15:23. > :15:25.to get the defibrillator and the training alongside that as well.
:15:26. > :15:30.We do believe it has given us a lot
:15:31. > :15:33.more confidence to be able to manage an incident.
:15:34. > :15:42.Defibrillators provided by Oliver's charity
:15:43. > :15:48.From a four year old to a 65 year old.
:15:49. > :15:56.When you think about those 11 lives, what goes through your mind? There
:15:57. > :16:01.is one word when you get that phone call, devastation. That never goes
:16:02. > :16:06.away. People see you out and about and they think, it is five years
:16:07. > :16:14.down the line. They do not have a clue. Have not got a clue. This has
:16:15. > :16:19.shattered my heart. You draw the curtains because nothing I say or do
:16:20. > :16:23.or anyone does is going to bring Oliver back. You can pull the
:16:24. > :16:25.curtains aside and seek this has got to stop. These lives have got to
:16:26. > :16:27.stop being lost. 12 people under 35 every week
