:01:12. > :01:16.Tonight it's emerged that in their separate cases,

:01:17. > :01:18.the fact that paramedics were waiting to hand over patients

:01:19. > :01:21.at nearby hospitals may've contributed to their deaths.

:01:22. > :01:23.Richard Hansbury, who was bleeding from a head wound,

:01:24. > :01:26.waited more than an hour for an ambulance.

:01:27. > :01:29.But first our Health Correspondent Gill Dummigan reports on the case

:01:30. > :01:30.of 71-year-old Jack Skelly who died waiting

:01:31. > :01:44.Jack Skelly was a man who loved life.

:01:45. > :01:47.He appeared to be in good health but on December 19, he

:01:48. > :01:49.collapsed in the family bathroom banging his head as he fell.

:01:50. > :01:55.When it hadn't arrived in approximately

:01:56. > :01:57.15 minutes, my husband decided to ring me.

:01:58. > :02:02.She immediately began to assess her uncle's condition

:02:03. > :02:06.while his family rang the Ambulance Service again.

:02:07. > :02:08.I just kept talking to him, reassuring

:02:09. > :02:15.By now, Jo said it was coming up to 50 minutes since the first call.

:02:16. > :02:18.At the very most, it should've been there within 20.

:02:19. > :02:24.Finally you could see that the colour was changing.

:02:25. > :02:29.He was becoming more and more deteriorated,

:02:30. > :02:34.sorry, in front of our eyes, basically.

:02:35. > :02:39.Five minutes later, the ambulance crew arrived.

:02:40. > :02:41.She said the family will never know whether he

:02:42. > :02:43.might have lived if they had got there sooner.

:02:44. > :02:46.Whenever somebody has a trauma, for example, they talk

:02:47. > :02:49.about the golden hour and uncle Jack's golden hour was waiting for

:02:50. > :02:56.I think it's an absolute disgrace and they should be

:02:57. > :03:01.We don't think this should ever happen again

:03:02. > :03:16.Two people had died waiting for ambulances. Steve is here for us

:03:17. > :03:19.now. This case concerns

:03:20. > :03:21.65-year-old Richard Hansbury. He lived alone in a sheltered

:03:22. > :03:23.accommodation flat in Wigan. He'd collapsed in October

:03:24. > :03:25.and was bleeding heavily The alarm was raised and the call

:03:26. > :03:32.was flagged as red - Paramedics should have been

:03:33. > :03:34.there within eight minutes. His family claim it was more

:03:35. > :03:39.than hour before crews arrived. Mr Hansbury weighed 19 stone

:03:40. > :03:41.and ambulance staff needed another None were available meaning

:03:42. > :03:48.it was over two and a half hours after the first 999 call before

:03:49. > :03:53.he got to hospital And Steve, so what have

:03:54. > :04:03.the North West Ambulance said about the two deaths,

:04:04. > :04:06.and the problems they're facing? As with Mr Skelly we featured

:04:07. > :04:09.in Gill Dummigans report and in Mr Hansbury's case,

:04:10. > :04:12.the Ambulance Service apologise They say there was high

:04:13. > :04:17.demand and a number of resources were waiting

:04:18. > :04:20.with patients at hospitals. They say the operating environment

:04:21. > :04:23.over recent weeks has been amongst Demand for general 999 calls

:04:24. > :04:29.is up 7% year to date. The amount of time

:04:30. > :04:31.an ambulance waits at hospital Unions say their members

:04:32. > :04:56.are feeling the pressure, and that they should be freed up

:04:57. > :05:07.once they get to hospital. We think once the ambulance reaches

:05:08. > :05:14.the hospital, the patient is then in a safe environment. The patient in

:05:15. > :05:15.the community are the ones at risk because they can't get emergency

:05:16. > :05:19.ambulances. They say that long waits for urgent

:05:20. > :05:21.cases are unacceptable and are extremely frustrating

:05:22. > :05:22.for our staff. They say they're working

:05:23. > :05:24.with NHS colleagues Thousands of pheasants

:05:25. > :05:32.are going to have to be culled at a farm in Lancashire

:05:33. > :05:34.because of bird flu. The farm at the centre

:05:35. > :05:37.of the outbreak in Preesall is worried it could go bankrupt

:05:38. > :05:39.after Government officials confirmed the virus had infected some

:05:40. > :05:42.of its birds. It's the first bird flu case

:05:43. > :05:44.in Lancashire since 2015 - and comes amid restrictions

:05:45. > :05:46.on the movement of poultry following outbreaks in other

:05:47. > :05:59.parts of Britain. It was confirmed last night that

:06:00. > :06:02.bird fly had -- bird flu had been found here. They are looking at the

:06:03. > :06:08.source of the outbreak in 10,000 breeding pfennigs. I have done it

:06:09. > :06:18.now 54 years and potentially it could everything out. -- breeding

:06:19. > :06:21.pheasants. It could bankrupt us. Protection zone is around the

:06:22. > :06:27.protected area along with the ten kilometre surveillance zone to stop

:06:28. > :06:31.it from spreading. Animal health officers are at the farm and a

:06:32. > :06:38.number of pheasants have died and the remaining birds are due to be

:06:39. > :06:41.humanely culled. There will be a primary and secondary disinfect

:06:42. > :06:46.which aims to bridge the form of any traces of the disease. The former

:06:47. > :06:50.will get paid for the birds that are healthy and have to be destroyed

:06:51. > :06:55.because of this disease. That is quite a good rate but what is the

:06:56. > :07:00.huge cost? It is the cleansing disinfectant. He will have to clean

:07:01. > :07:05.that form out to a stricter standard. Bill Davison runs a farm

:07:06. > :07:13.close to the outbreak. I have a lot of sympathy for him. I have known

:07:14. > :07:16.him all my life. You tend to feel it as well. As a farmer, I am not too

:07:17. > :07:21.worried about this disease spreading, provided we do what we

:07:22. > :07:27.have to do, which is keep the birds indoors. A precautionary measure

:07:28. > :07:31.announced last month. It is that -- it is believed the strain has been

:07:32. > :07:40.spread by migratory birds. It has been found in Wales, north Yorkshire

:07:41. > :07:47.and Lincolnshire. It can be found on birds themselves if they are

:07:48. > :07:53.undetected and infected. People's feet, materials taken out of the

:07:54. > :07:59.farm, which is why we are strict on movement of off farms. Public Health

:08:00. > :08:03.England says the riskiest oh low and the Food Standards Agency says the

:08:04. > :08:07.risk is also low. -- says the risk is low.

:08:08. > :08:09.Police have made an arrest after a 63-year-old was killed

:08:10. > :08:12.in an alleged hit and run as he went for a walk with his

:08:13. > :08:16.The man who died has been named as Michael Meekins.

:14:24. > :14:30.committed to change and a healthy lifestyle. I was a serial failed and

:14:31. > :14:35.had been on lots of diets. Every doubt you could think of, I have

:14:36. > :14:40.done it. What is about -- what is your message to people who are in

:14:41. > :14:45.the position you are in? The main thing is to believe in yourself. I

:14:46. > :14:53.really had such confidence, even after so many years of failing. You

:14:54. > :14:56.have to truly committed to changing yourself and developing your

:14:57. > :15:00.willpower one day at a time. What would you say is the best thing feel

:15:01. > :15:06.about the weight loss? What have you found that is different or better?

:15:07. > :15:12.The physical is great. I feel more confident about myself but I am

:15:13. > :15:17.proud of my mentality. I am a mob positive person. I am not negative

:15:18. > :15:22.any more. If I say I'm going to do something, I can do it because I am

:15:23. > :15:31.proud of yourself. Because you were so young, lot of that axis skin
