:00:31. > :00:33.Strong messages, and a strong reaction.

:00:34. > :00:36.This leaflet was produced by Friends of the Earth and distributed

:00:37. > :00:41.It claimed fracking chemicals can cause cancer and other health

:00:42. > :00:46.It also claimed they could pollute drinking water and that fracking

:00:47. > :00:51.would cause property prices to plummet.

:00:52. > :00:57.As did this local resident, a former geologist.

:00:58. > :00:59.They said the claims could not be substantiated.

:01:00. > :01:02.It was so blatantly obvious to us that they were exaggerating

:01:03. > :01:10.and in fact scaremongering among people in Lancashire.

:01:11. > :01:15.And also wider in the attempt to get fundraising for this.

:01:16. > :01:20.The Advertising Standards authority investigated and asked Friends

:01:21. > :01:25.In a statement it said, "We have told Friends

:01:26. > :01:28."of the Earth Trust Ltd not to make claims about the likely effects

:01:29. > :01:30."of fracking on the health of local populations,

:01:31. > :01:32."drinking water, or property prices in the absence

:01:33. > :01:40.Other anti fracking campaigners said they wouldn't be deterred.

:01:41. > :01:42.I am absolutely confident that Friends of the Earth

:01:43. > :01:46.will continue their campaign, just as we will.

:01:47. > :01:50.Just as the grassroots groups will carry on their campaign.

:01:51. > :01:54.Three years ago, it was Cuadrilla that was forced by the ASA

:01:55. > :01:56.to withdraw a leaflet for over stating it used proven

:01:57. > :02:05.Over the next few days, Cuadrilla are due to prepare this

:02:06. > :02:13.site to test fracking here later in the year.

:02:14. > :02:16.The ASA ruling might not change minds, but Cuadrilla says it hopes

:02:17. > :02:25.the outcome would stop campaigners using misleading material.

:02:26. > :02:28.Earlier, I spoke to Rose Dickinson from Friends of the Earth.

:02:29. > :02:31.I asked her - as the ASA says the claims were not

:02:32. > :02:38.supported by facts - if they made them up?

:02:39. > :02:45.It is important to be clear the ASA have not ruled against us, they have

:02:46. > :02:49.dropped the case against Friends of the Earth and Friends of the Earth

:02:50. > :02:52.stands by everything we said about fracking and the evidence is

:02:53. > :02:56.mounting against fracking all the time showing it poses risks to

:02:57. > :03:03.people and the environment and the climate. They said there was no

:03:04. > :03:09.evidence to back up those claims he made. In our formal agreement with

:03:10. > :03:14.the ASA they dropped the case against us, everything we said in

:03:15. > :03:19.the leaflet and we say about fracking is backed up, we sent 100

:03:20. > :03:25.references to back up to be sent in the leaflet. You sent to the ASA so

:03:26. > :03:29.why did not believe you if you send compelling evidence? They have not

:03:30. > :03:36.come back to us on the points we raised, they say the leaflet will

:03:37. > :03:38.not be circulated. This is the destruction, Cuadrilla have

:03:39. > :03:42.complained against Friends of the Earth when the fact remains that

:03:43. > :03:47.people in Lancashire do not want fracking and that is what we should

:03:48. > :03:52.talk about. The leaflet had a picture of brass smear on the front,

:03:53. > :03:56.there are no plans for fracking there and this was sensationalising

:03:57. > :03:59.things. That picture was illustration of the beautiful

:04:00. > :04:05.English countryside that Cuadrilla and others would like to frack in.

:04:06. > :04:10.There are plans to do fracking in Sherwood Forest and other places in

:04:11. > :04:13.the north-west. And the point remains that fracking poses risks to

:04:14. > :04:17.people and it should not go ahead in the North West or anywhere.

:04:18. > :04:20.Four men have appeared in court over the deaths of two

:04:21. > :04:22.young girls from Oldham - who were hit by a car

:04:23. > :04:26.12-year-old Helina Kotlarova and her cousin Zaneta Krokova -

:04:27. > :04:29.who was 11 - were struck on Ashton Road on New Years Eve.

:04:30. > :04:41.These developments come four days after the crash which has claimed

:04:42. > :04:45.the lives of two cousins - Greater Manchester police

:04:46. > :04:52.had made a number of arrests over that period -

:04:53. > :04:58.of Oldham, appeared in court charged with two counts of causing death

:04:59. > :05:00.by dangerous driving, conspiracy to pervert the course

:05:01. > :05:04.of justice, driving without a licence, failing to stop

:05:05. > :05:10.after a collision and failing to report the collision.

:05:11. > :05:12.Three other men were also charged with conspiracy to pervert

:05:13. > :05:18.the course of justice - all the men spoke through

:05:19. > :05:21.a Hungarian interpreter to only confirm their identities

:05:22. > :05:30.of tributes laid at the scene in support

:05:31. > :05:44.Understandbly this remains a difficult time for both families -

:05:45. > :05:47.the cousins were part of a larger group of who had already crossed

:05:48. > :05:49.that road in Ashton when this incident took place -

:05:50. > :05:52.Helina's father and uncle told me tonight that they are not only

:05:53. > :05:56.surprised but overwhlmed by the support - both

:05:57. > :05:58.financial and emotiional - that they've received from the local

:05:59. > :06:01.community - and want to publicly thank everyone for that -

:06:02. > :06:04.they like most of us await the outcome of legal proceedings

:06:05. > :06:18.Police have made fresh appeals for information -

:06:19. > :06:21.after the rape of a 12-year-old girl in Greater Manchester in November.

:06:22. > :06:23.The attack happened in Levenshulme as the girl was walking

:06:24. > :06:25.along Chapel Street - near to the Horseshoe Pub.

:06:26. > :06:29.A man - described as being six foot tall and wearing dark clothing -

:06:30. > :06:33.It's the third rape in the area - but Greater Manchester Police say

:06:34. > :06:35.there is nothing that definitively links them.

:06:36. > :06:38.Tributes have been held to mark the 50th anniversary of the death

:06:39. > :06:41.of former British land and water speed record holder Donald Campbell.

:06:42. > :06:44.His daughter Gina was among those who gathered on Coniston Water

:06:45. > :06:47.in Cumbria to lay flowers at the site of his fatal crash,

:06:48. > :06:51.which took place half a century ago today.

:06:52. > :06:53.Everton Football Club says plans to build a new stadium -

:06:54. > :06:56.most likely at Bramley Moore Dock - could be confirmed in

:06:57. > :07:01.Liverpool's Mayor Joe Anderson told the club's general meeting tonight

:07:07. > :07:09.Less than four years ago, East Lancashire Hospitals Trust

:07:10. > :07:11.was put in "special measures" following an official review into

:07:12. > :07:16.Now in a big turnaround, health watchdog the Care Quality Commission

:07:17. > :07:18.have rated the trust - which runs the Royal Blackburn

:07:19. > :07:21.and Burnley General Hospitals - as "good" overall, welcoming

:07:22. > :07:27.In 2013, hospitals in East Lancashire were in a critical

:07:28. > :07:29.condition and placed into special measures - death rates high

:07:30. > :07:36.East Lancashire NHS Trust, were the panel issued highlights

:07:37. > :07:39.of poor governance and inadequate staffing levels and high mortality

:07:40. > :07:44.levels, patients and their families complained of a lack of compassion.

:07:45. > :07:47.It's been a difficult few years, but the latest

:07:48. > :07:51.Care Quality Commission report has rated the trust as good overall.

:07:52. > :07:54.We have put more doctors and nurses on wards and we happily looked

:07:55. > :07:58.at everything that we do and it is good for staff

:07:59. > :08:01.when they come in every day and work as possible as they can

:08:02. > :08:06.The inspections at the Blackburn and Burnley Hospitals in September

:08:07. > :08:09.were follow ups to wider checks in 2015, and found the trust had

:08:10. > :08:12.a clear vision with staff dedicated to achieving the best

:08:13. > :08:20.I think it is just all that has been introduced over the last two years.

:08:21. > :08:23.I think that has helped, communication from the top

:08:24. > :08:28.And that has been massive for morale, I think.

:08:29. > :08:30.Pat Dixon has been in hospital over the New Year.

:08:31. > :08:32.She says she has been impressed with her care.

:08:33. > :08:41.However, the CQC found there was still a reliance

:08:42. > :08:43.on costly agency staff, with some wards falling

:08:44. > :08:47.below the 80% fill rates for registered nurses.

:08:48. > :08:50.They found the emergency department continued to find the four hour

:08:51. > :08:52.wait target challenging, with over 1500 ambulance handovers

:08:53. > :09:01.There was a time a good few years ago where people were pretty unhappy

:09:02. > :09:04.about what was going on in their local hospitals.

:09:05. > :09:07.Most people are pleased with the treatment that they get.

:09:08. > :09:10.If there are complaints, it is about minor things such

:09:11. > :09:14.as car parking and so on, which loom large in some people's

:09:15. > :09:17.but the actual medical care is now very good indeed, I think.

:09:18. > :09:25.There are still improvements to be made, but after turbulent times,

:09:26. > :09:40.this Trust is showing signs of recovery.

:09:41. > :09:49.It is going to be cold tonight. Lows of minus four degrees in parts of

:09:50. > :09:53.Cheshire as we speak so very very cold tomorrow. It should be bright,

:09:54. > :09:56.plenty of sunshine expected so we have temperatures as low as -4 in

:09:57. > :11:02.Cheshire and Temperatures creeping up a notch or

:11:03. > :11:08.two and turning milder into the weekend.

:11:30. > :11:33.windy conditions. Bleak across northern Scotland, a cold day with

:11:34. > :11:37.temperatures struggling to get above two. If you think that's cold, look

:11:42. > :11:49.freezing quite widely across the country and towards dawn they could

:11:50. > :11:51.be as low as -8 in rural parts of Oxfordshire. I guarantee you will be
