:00:18. > :00:19.in the Hillsborough disaster have welcomed today's decision to refer

:00:20. > :00:22.23 individuals and organisations for possible prosecution.

:00:23. > :00:25.The cases - which have been sent to the Crown Prosecution Service -

:00:26. > :00:30.follow two investigations into the 1989 FA Cup semifinal.

:00:31. > :00:33.15 of the alleged offences relate to the disaster itself,

:00:34. > :00:35.eight to the cover-up which followed.

:00:36. > :00:38.Together, they are the biggest probe into allegations of police

:00:39. > :00:43.They follow the conclusions from last year's new inquest,

:00:44. > :00:48.which found the fans were unlawfully killed and were not to blame.

:00:49. > :00:50.I asked Elkan Abrahamson - a solicitor for some

:00:51. > :00:53.of their families - for his clients' reaction

:00:54. > :01:00.To an extent, there's some relief that at least

:01:01. > :01:02.something's now happening, that the files are going to the CPS,

:01:03. > :01:05.but also a great deal of disappointment at the low number

:01:06. > :01:08.of files that the IPCC in particular are sending, eight,

:01:09. > :01:14.in connection with what we've come to term the cover-up.

:01:15. > :01:17.It seems an astonishingly low number, especially given the IPCC

:01:18. > :01:22.concede there are over 250 altered statements.

:01:23. > :01:25.As the Hillsborough families know better than anyone,

:01:26. > :01:28.this story has taken an awful long time to unfold.

:01:29. > :01:33.It took them a long time to get the truth at the inquest last year.

:01:34. > :01:36.How concerned are they that the process still could be

:01:37. > :01:39.protracted by lawyers acting on behalf of those

:01:40. > :01:46.Concerned, but also acknowledging that the reality of the situation,

:01:47. > :01:56.that we know this is going to be a long process, and a slow process.

:01:57. > :01:58.But what the families want to see is justice,

:01:59. > :02:00.and that includes due justice for any people who may

:02:01. > :02:03.I appreciate you haven't probably seen these files,

:02:04. > :02:05.but from your understanding, what level of evidence

:02:06. > :02:08.is there in these cases that have been passed on?

:02:09. > :02:11.There's clearly a wealth of paperwork.

:02:12. > :02:15.We're hearing of hundreds of thousands of papers,

:02:16. > :02:17.from millions of pages that we looked at originally.

:02:18. > :02:21.There must be a lot of evidence available.

:02:22. > :02:25.I've no idea how much of that is being considered pertinent.

:02:26. > :02:29.We have, ourselves, put in submissions to the IPCC

:02:30. > :02:32.and Operation Resolve to try and draw their attention

:02:33. > :02:35.to what we consider to be the evidence that we know

:02:36. > :02:40.But, again, we have no idea how much attention's being paid to that,

:02:41. > :02:43.or how much of that is being fed through to the CPS.

:02:44. > :02:46.And having heard the supporters, their loved ones, exonerated last

:02:47. > :02:51.April at the end of the inquests, is the appetite of the families

:02:52. > :02:56.as strong as ever to see this through now to the next stage?

:02:57. > :03:02.We're moving from justice to accountability.

:03:03. > :03:05.The families have always said that, and always pushed for that.

:03:06. > :03:08.And also for changes in the law, to ensure at this sort of thing

:03:09. > :03:13.And there is still an appetite for that, even though it's

:03:14. > :03:24.Five people have been charged in connection with allegations

:03:25. > :03:26.of physical abuse at a boarding school in Cumbria.

:03:27. > :03:30.It follows a lengthy investigation into Underley Hall

:03:31. > :03:32.in Kirkby Lonsdale, which closed some years ago.

:03:33. > :03:40.Stuart Flinders has been following developments and joins me now.

:03:41. > :03:46.What are police saying about the men who have been charged?

:03:47. > :03:50.The five men are from Lancashire, Cumbria and Yorkshire. They have all

:03:51. > :03:57.been charged with causing actual bodily harm. One of them, Errol

:03:58. > :04:02.Mayer is also facing ten charges of child cruelty. He is 72 years old,

:04:03. > :04:08.in fact, three of these men are in their 70s, the youngest is 57. This

:04:09. > :04:12.investigation has been focusing on alleged events dating back to the

:04:13. > :04:15.Investigation has been going on for Investigation has been going on for

:04:16. > :04:24.some time? It has. It is called Operation

:04:25. > :04:28.Tweed, and started in 2014. The focus of the investigation is a

:04:29. > :04:33.school called Underley Hall. The police explained last year that the

:04:34. > :04:38.recently investigation was taking so long to bring to conclusion is that

:04:39. > :04:42.it was complex and involved people across the country and abroad. The

:04:43. > :04:46.school itself closed in 2012, the men had been bailed to appear at

:04:47. > :04:47.South Cumbria Magistrates' Court in February.

:04:48. > :04:49.The body of a soldier from Greater Manchester -

:04:50. > :04:53.who died on duty in Iraq - has been returned to the UK.

:04:54. > :04:55.Lance Corporal Scott Hetherington from Middleton served

:04:56. > :04:58.with 2nd Battalion - the Duke of Lancaster's Regiment.

:04:59. > :05:01.He died as a result of a shooting accident.

:05:02. > :05:03.Four of the five candidates to become Metro Mayor

:05:04. > :05:05.of Greater Manchester have rejected controversial plans

:05:06. > :05:08.to build thousands of new houses on green belt land.

:05:09. > :05:12.Both the Liberal Democrats and Ukip says they would scrap

:05:13. > :05:14.the proposals completely, but councils insist the homes

:05:15. > :05:19.More protest marches against the plans will take

:05:20. > :05:24.I think it needs a complete fresh start, frankly.

:05:25. > :05:29.More important issues need to be taken into account,

:05:30. > :05:34.I mean, the consultation process seems to be with developers rather

:05:35. > :05:39.than what is actually needed within the communities.

:05:40. > :05:42.New year and a new start - that was the intention

:05:43. > :05:44.of Jeremy Corbyn and his team as they planned a people-friendly

:05:45. > :05:50.But new starts don't always go to plan.

:05:51. > :05:53.On Tuesday, he was criticised for delivering a mixed message

:05:54. > :05:56.on immigration and for suggesting a salary cap.

:05:57. > :05:59.Our political editor Nina Warhurst spoke to him,

:06:00. > :06:04.and asked him why he thinks he's fairing so badly in the polls.

:06:05. > :06:07.We've got to get our message out there, we've got to campaign,

:06:08. > :06:10.The issues of inequality in Britain, the issues

:06:11. > :06:12.of the National Health Service, of opportunities for young people

:06:13. > :06:17.We're campaigning very hard to get our message

:06:18. > :06:19.across about the kind of country we could be.

:06:20. > :06:23.Our viewers who got in touch, I'll give you a couple of examples -

:06:24. > :06:25.Eilidh, from Tameside, said, I agree with Jeremy on lots of things,

:06:26. > :06:28.but he's out of touch with northern Labour voters

:06:29. > :06:37.What I want to do is end the undercutting

:06:38. > :06:41.of existing pay and conditions, the explotation of people in awful

:06:42. > :06:45.But the northwest of England told you in the Brexit vote,

:06:46. > :06:52.You're assuming that all those who voted Brexit voted on one issue.

:06:53. > :06:54.There are many issues people voted on.

:06:55. > :06:58.We need to have an economic relationship with Europe

:06:59. > :07:01.in the future, that's what Labour's committed to.

:07:02. > :07:04.That's why we're working with colleagues across Europe.

:07:05. > :07:07.Paul Nuttall, who is the new leader of Ukip, he's a plain-speaking

:07:08. > :07:10.northerner, and his message is clear on immigration -

:07:11. > :07:15.Why shouldn't those voters in the North West turn to Ukip?

:07:16. > :07:21.I think what we have to do is ensure that there is no more undercutting

:07:22. > :07:26.No more people being brought in by agencies...

:07:27. > :07:31.That will sound to our viewers like you're more worried

:07:32. > :07:33.about the rights of immigrants than you are about their concerns,

:07:34. > :07:35.about the impact of immigration on their communities.

:07:36. > :07:42.It would have a big effect, because it would mean people that

:07:43. > :07:45.have got agreed working conditions in this country wouldn't then be

:07:46. > :07:50.We know you're not a supporter of it, it's already begun

:07:51. > :07:53.If you were Prime Minister tomorrow, would you say, sorry,

:07:54. > :07:56.Cuadrilla, put the brakes on, we need you to leave.

:07:57. > :07:58.We have announced at party conference that we want to put

:07:59. > :08:02.We're very concerned about the effects on the environment of it

:08:03. > :08:05.and of the pollution of ground water supplies because of it.

:08:06. > :08:07.You don't like fracking, you don't like Trident,

:08:08. > :08:10.you don't like large pharmaceuticals - they're three

:08:11. > :08:12.areas that generate enormous wealth in the North West.

:08:13. > :08:16.What jobs would you give those families?

:08:17. > :08:19.Well, I'm not against pharmaceutical industries,

:08:20. > :08:22.what I'm against is some of the pricing systems operated

:08:23. > :08:26.by big pharma companies, which isn't the same thing at all.

:08:27. > :08:30.What we want to do is develop a diverse energy-generation

:08:31. > :08:37.system in this country, there are many jobs to be created

:08:38. > :08:38.through renewable energy products and energy development.

:08:39. > :08:42.And we want to see a diverse energy production.

:08:43. > :08:45.We want to see an NHS which is properly funded

:08:46. > :08:48.We want a pharmaceutical industry that works

:08:49. > :08:55.Football - Everton have completed the ?22 million signing
