:01:28. > :01:33.too traumatising and she's sedated, so I think that she's not well
:01:34. > :01:37.enough to handle the news of losing a child.
:01:38. > :01:42.Every year, millions of Muslims flock to Mecca and Medina -
:01:43. > :01:49.to carry out the annual Hajj pilgrimage or the Umra.
:01:50. > :01:52.A group of maybe 12-13 cousins, including my own siblings, children
:01:53. > :02:00.of the deceased, are going to be going over to obviously see their
:02:01. > :02:07.parents who have passed away and bury them there in the holy land.

:02:41. > :02:43.outside their home in Warrington, is urging the Government to
:02:44. > :02:45.strengthen the rights of crime victims.
:02:46. > :02:48.The Ministry of Justice says it will announce plans in due course.

:02:53. > :02:55.only 15% of victims had been given the opportunity to make
:02:56. > :03:00.a statement about how it had affected them.
:03:01. > :03:02.The North West Ambulance Service has been told it has to improve
:03:03. > :03:04.by the health watchdog, the Care Quality Commission.
:03:05. > :03:07.Inspectors expressed concerns about staff shortages,
:03:08. > :03:10.particularly paramedics, and a lack of training
:03:11. > :03:13.The Trust says it's faced an extremely challenging year

:03:19. > :03:21.The Preston control room, one of three in the north-west.
:03:22. > :03:24.Today, they'll deal with around 1100 calls
:03:25. > :03:28.and around 4000 across the three sites.
:03:29. > :03:30.The most important thing to remember when you work in the control room
:03:31. > :03:35.is that at the end of every 999 call is a patient
:03:36. > :03:38.and one of our primary focuses certainly on the initial training
:03:39. > :03:43.of staff is that everything has to be patient-centric.
:03:44. > :03:46.The report found that the trust was effective and caring
:03:47. > :03:50.but it found that safety required improvement particularly when it
:03:51. > :03:55.There were particular concerns with reporting
:03:56. > :03:59.of serious incidents and that some staff needed more
:04:00. > :04:04.The CQC was can particularly concerned about the
:04:05. > :04:09.At the time of the inspection nearly one in six posts
:04:10. > :04:12.They said this was placing too much strain on
:04:13. > :04:18.We did find there was low morale in some of the areas amongst paramdics.
:04:19. > :04:22.A lot of the paramedics were working extra hours and overtime to
:04:23. > :04:30.There was also reliance on community first responders to attend
:04:31. > :04:35.The pressures on the system are well documented.
:04:36. > :04:41.In the last year, 999 calls have gone up by 23%.
:04:42. > :04:43.There has been an increases pressure on staff.
:04:44. > :04:45.They have to go out and deal with more intense
:04:46. > :04:48.situations and experienced staff are leaving to
:04:49. > :04:52.find less pressurised and better paid jobs.
:04:53. > :04:55.The service says they accept the findings but they
:04:56. > :04:57.have already started solving the problems,
:04:58. > :05:01.Already, they have taken on paramedics
:05:02. > :05:06.We are not taking anything lightly and we are a learning organisation
:05:07. > :05:09.and the things that were picked up in this report
:05:10. > :05:11.we will be learning from and we have learned from
:05:12. > :05:14.and as I said earlier, we have actually corrected the bulk of them
:05:15. > :05:17.now and some of the things that are outstanding are things that
:05:18. > :05:19.cannot be solved immediately but we have plans
:05:20. > :05:23.This is one of the last of the ambulance trusts
:05:24. > :05:28.Of the nine so far rated, seven have been found wanting,
:05:29. > :05:33.It is a challenging time for the service.
:05:34. > :05:41.The question is whether the response to that challenge can be improved.
:05:42. > :05:43.One in six secondary schools in the north-west
:05:44. > :05:45.is under-performing according to new figures
:05:46. > :05:50.The region has the highest proportion of pupils attending
:05:51. > :05:55.More than one in eight young people are being taught in schools
:05:56. > :05:57.that haven't managed to meet new national standards.
:05:58. > :06:03.Well, these figures show that young people in our region are more likely
:06:04. > :06:07.than in any other part of the country.
:06:08. > :06:10.And three of the five worst-performing local authorities
:06:11. > :06:13.are in the north-west - Halton, Oldham and,
:06:14. > :06:14.with the worst record in the country,
:06:15. > :06:17.Knowsley where every one of the borough's six secondary
:06:18. > :06:23.This was the reaction of parents today.
:06:24. > :06:28.Most of my son's class actually went out of borough
:06:29. > :06:35.I was proud of what they put my children through.
:06:36. > :06:38.The education seems very poor round here.
:06:39. > :06:41.Knowsley Council declined an interview but told us
:06:42. > :06:44.it's "naturally disappointed" and is already making changes.
:06:45. > :06:48.Four of the six secondary schools are now academies and it's recently
:06:49. > :06:53.invested a million pounds to establish an Education Commission
:06:54. > :06:56.That million pounds follows years of problems.
:06:57. > :06:59.Knowsley has long been one of the country's
:07:00. > :07:03.It has the country's worst GCSE results and,
:07:04. > :07:08.stops offering A-level courses this year,
:07:09. > :07:10.it'll make it the only council area in England
:07:11. > :07:14.Here's what one teachers' union told us.
:07:15. > :07:16.The reasons that Knowsley is constantly underperforming
:07:17. > :07:21.Many of those are deep, historic reasons and not simply
:07:22. > :07:27.It's about the brightest and best of our young people
:07:28. > :07:30.traditionally, for many, many years, travelling
:07:31. > :07:33.outside of the borough to other local authorities.
:07:34. > :07:35.Our three worst performing areas are all Labour-run
:07:36. > :07:38.authorities, but today the Shadow Education Secretary
:07:39. > :07:42.and MP for Ashton-under-Lyne told me Government failings were to blame.
:07:43. > :07:46.We really need to see class sizes reducing again
:07:47. > :07:50.We need good quality teaching and we need decent schools
:07:51. > :07:53.for all our kids, not just for those down south.
:07:54. > :07:56.But all the north-west's worst performing local authorities
:07:57. > :08:00.And they've also had nearly half of their budgets,
:08:01. > :08:03.if not over half of their budgets, cut over this period.
:08:04. > :08:06.We asked the Department for Education for an interview.
:08:07. > :08:09.They declined, but say that over the last six years, the gap
:08:10. > :08:15.between disadvantaged pupils and others has narrowed.
:08:16. > :08:18.The former bishop of Liverpool, the Right Reverend James Jones,
:08:19. > :08:20.has been given the Freedom of the City.
:08:21. > :08:23.Bishop James was honoured partly for his work
:08:24. > :08:24.on the Hillsborough Independent Panel.
:08:25. > :08:26.Its report in 2012 led to the original accidental death
:08:27. > :08:28.verdicts on the victims of the Hillsborough
:08:29. > :08:40.The great honour has been to serve the people of Liverpool
:08:41. > :08:42.for 15 years and especially the Hillsborough families
:08:43. > :08:45.The families over the years have always believed that
:08:46. > :08:48.their struggle with truth and justice has not just been for
:08:49. > :08:51.themselves and the survivors, it's not just been for the city even, but
:08:52. > :08:59.Campaigners are asking Preston Council not to push ahead
:09:00. > :09:02.with plans to renovate the city's Harris Museum.
:09:03. > :09:10.Proposals have been submitted to the Heritage Lottery to open up
:09:11. > :09:12.the Grade One listed building by giving it a new
:09:13. > :09:16.But members of the Victorian Society say the building's classical facade
