:03:08. > :03:22.Big implications but what has been the reaction here? 53% of people in

:03:23. > :03:29.the North West voted to leave the European Union and it is relatively

:03:30. > :03:36.straightforward. They will trigger Article 50 because that is how their

:03:37. > :03:44.constituents voted. For many others, they are the ones who face a crisis

:03:45. > :03:49.of conscience. Do they vote to leave the European Union or as their

:03:50. > :03:54.constituents did, to stay. One of the MPs facing that dilemma is Lucy

:03:55. > :04:03.Powell. Which way we vote? On the second reading which will come next

:04:04. > :04:07.week, I will vote to trigger Article 50. Although I don't want to leave

:04:08. > :04:14.the European Union, I budget to remain in the European Union. What I

:04:15. > :04:18.am being asked is to give a referendum result that I voted for

:04:19. > :04:23.and supported. This is only the beginning of the process. It is not

:04:24. > :04:26.the end. We will be laying down amendments, hold on the government

:04:27. > :04:31.to account and there would be a vote at the end of this process on the

:04:32. > :04:37.deal the government has got. There is no blank cheque here but I feel

:04:38. > :04:42.is my responsibility. Even though 60% voted to remain? That would be

:04:43. > :04:48.hugely disappointed but the problem with referendums is it is binary. It

:04:49. > :04:54.is yes or no. We voted to leave the European Union. It is not what I

:04:55. > :05:02.wanted but it is what is happening. It is not a proportion of votes. We

:05:03. > :05:13.either leave it or we don't. Most MPs do agree with Lucy. I have

:05:14. > :05:17.spoken to some. Jeff Smith, the MP for Liverpool Riverside, they told

:05:18. > :05:21.me they could vote against triggering Article 50 in agreement

:05:22. > :05:26.with their constituents. As for the Lib Dems, they will reject Article

:05:27. > :05:34.50 alas the public get to vote on the final Brexit deal.

:05:35. > :05:40.Bird flu has been confirmed in a flock of 10,000 pheasants at a

:05:41. > :05:48.premises in Lancashire. Our reporter is here. What more do we know? DEFRA

:05:49. > :05:58.has confirmed avian flu has been found at a farm of breeding

:05:59. > :06:04.pheasants in Preston. 10,000 birds are affected.

:06:20. > :06:23.but this outbreak in Preston in far more significant.

:06:24. > :06:26.A number of birds have died - the rest will be culled and a 3km

:06:27. > :06:29.protection and a 10km Surveillance Zone are in place

:06:30. > :06:33.around the infected premises to limit the risk

:06:34. > :06:38.Public Health England have said tonight the risk to public health

:06:39. > :06:43.from the virus is very low and the Food Standards Agency

:06:44. > :06:46.is clear bird flu does not pose a food safety risk for UK consumers.

:06:47. > :06:48.One of the region's most prestigious manufacturers

:06:49. > :06:54.Bentley in Crewe says 2016 was a record year.
