:00:00. > :00:11.BBC Three years after being put

:00:12. > :00:14.into special measures, has been taken off

:00:15. > :00:18.the critical list. It runs hospitals in Lancaster,

:00:19. > :00:21.Kendal and Barrow and, following

:00:22. > :00:23.an inspection in October, A truly remarkable turnaround

:00:24. > :00:31.for a trust that's faced very

:00:32. > :00:34.significant difficulties. Less than three years ago,

:00:35. > :00:36.Morecambe Bay Hospitals Trust was performing so poorly

:00:37. > :00:41.it was placed in special measures. I think the staff were very bruised

:00:42. > :00:48.by the CQC report in previous years, but I think they've responded

:00:49. > :00:51.fantastically well and what we've seen is a dramatic improvement

:00:52. > :00:54.in the quality of care provided in the trust and that's a real

:00:55. > :00:57.tribute to the staff It's been a tough journey

:00:58. > :01:02.for Morecambe Bay hospitals. Here at Furness General,

:01:03. > :01:05.an enquiry found serious failures in the maternity unit

:01:06. > :01:08.contributed to the deaths There were serious concerns, too,

:01:09. > :01:13.at Westmorland General but the inspector says

:01:14. > :01:18.that has all now changed. The inspectors found some elements

:01:19. > :01:20.of care were outstanding and were impressed with improvements

:01:21. > :01:25.in gynaecology, maternity services and end of life care,

:01:26. > :01:27.as well as communication between the hospitals

:01:28. > :01:30.and community engagement. We saw lots of examples this time

:01:31. > :01:34.of where people who have either been affected previously,

:01:35. > :01:37.or use the services currently, have been really involved in taking

:01:38. > :01:42.maternity services forward. It has been about the front-line

:01:43. > :01:46.staff and all of our clinicians absolutely wanting to make

:01:47. > :01:49.those improvements. All of those changes

:01:50. > :01:52.and improvements It means such a lot to us,

:01:53. > :01:59.recognition for all the hard work we have done

:02:00. > :02:02.over the last number of years. And the news is welcomed

:02:03. > :02:06.by the people of Barrow as well. Two new knees, a new hip,

:02:07. > :02:12.both hands broken, I'm on warfarin, and they are

:02:13. > :02:17.absolutely fantastic. There is still work to do,

:02:18. > :02:19.with nursing posts unfilled in Lancaster and room

:02:20. > :02:21.for improvement in safety, but this is a much

:02:22. > :02:29.changed organisation. James Titcombe's son, Joshua,

:02:30. > :02:32.died nine days after he was born Mr Titcombe's campaign

:02:33. > :02:37.for answers was instrumental in uncovering the problems

:02:38. > :02:40.at Furness General's Maternity Unit. Today he welcomed

:02:41. > :02:44.the Trust's turnaround. Initially, there was a reluctance

:02:45. > :02:49.for anybody to accept the scale of the problem

:02:50. > :02:51.at the trust. Even the regulators said things

:02:52. > :02:55.were fine when really they weren't, so I'm really pleased

:02:56. > :02:57.that we eventually managed to get that recognition that

:02:58. > :03:00.they were having serious problems. But, actually, the progress

:03:01. > :03:02.over recent years is down to the leadership

:03:03. > :03:06.and the culture of the trust. I'd really like to pay tribute

:03:07. > :03:11.to Jackie at the trust, and all the staff, for working

:03:12. > :03:14.as hard as they have done The family an 87-year-old woman

:03:15. > :03:20.who was attacked in her home in Greater Manchester

:03:21. > :03:22.are appealing for the robber Eileen Blane is still

:03:23. > :03:26.in hospital with broken ribs after being knocked to the floor

:03:27. > :03:28.during a violent attack The robber forcibly removed

:03:29. > :03:32.the wedding ring from her finger, and her family are desperate

:03:33. > :03:37.to get it back. It's not the financial issue,

:03:38. > :03:40.it's ?30, it's the wedding ring which is of more significance

:03:41. > :03:44.for the fact that it represents a link to my dad

:03:45. > :03:48.for the past 64 years, which unfortunately

:03:49. > :03:52.is no longer there. The funeral has taken place

:03:53. > :03:54.of a Merseyside Police Officer who died last month

:03:55. > :03:57.after his wife won a legal battle PC Paul Briggs was left

:03:58. > :04:01.in a minimally conscious state Among those who attended

:04:02. > :04:06.the funeral was the judge who allowed the family

:04:07. > :04:11.to turn off his life support. Four members of a Rochdale

:04:12. > :04:14.grooming gang may now be deported to Pakistan

:04:15. > :04:17.after losing their fight The men were stripped

:04:18. > :04:20.of their British citizenship after being convicted

:04:21. > :04:23.of exploiting teenagers. An immigration tribunal today

:04:24. > :04:26.rejected their appeals, paving the way for their removal

:04:27. > :04:30.from the UK. Two MPs from the North West

:04:31. > :04:32.have been promoted is the new Shadow Chief

:04:33. > :04:39.Secretary to the Treasury. And Rebecca Long Bailey,

:04:40. > :04:42.the MP for Salford and Eccles, has been promoted

:04:43. > :04:44.to Shadow Business Secretary. The changes came following Shadow

:04:45. > :04:50.Cabinet resignations over Brexit. A disabled woman from Warrington,

:04:51. > :04:53.who claims she was prevented from boarding a bus on her mobility

:04:54. > :04:55.scooter, says the experience has left her feeling

:04:56. > :05:00.like a second-class citizen. The bus company

:05:01. > :05:02.says mobility scooters have to be individually assessed

:05:03. > :05:06.to see if they can fit on a bus. Samantha Jones prides herself

:05:07. > :05:13.on her independence. She's just got a mobility

:05:14. > :05:16.scooter to get around. But after being stopped

:05:17. > :05:19.from boarding a bus on it, she says her confidence and mobility

:05:20. > :05:22.have been crushed. It is the first time I've ever seen

:05:23. > :05:33.anyone being refused on a bus. I felt downgraded

:05:34. > :05:37.and just not worthy Samantha picked up her

:05:38. > :05:42.scooter from Warrington They tried to board a bus to get

:05:43. > :05:47.home but say the bus driver said because it would affect

:05:48. > :05:52.the vehicle's centre of gravity. I had to transfer between my

:05:53. > :05:56.mobility scooter and my wheelchair and I felt everyone was watching me,

:05:57. > :06:01.which I'm sure they were. I just feel like my

:06:02. > :06:03.dignity has been lost. Samantha was allowed to bring

:06:04. > :06:06.the scooter on board with her wheelchair - taking up,

:06:07. > :06:09.she says, even more space. She tweeted her anger

:06:10. > :06:12.at her experience. There was no need for it

:06:13. > :06:14.because the mobility scooter went on anyway,

:06:15. > :06:18.so why could I not stay in it? I was more worried

:06:19. > :06:19.about Sam's dignity. and you could see it on

:06:20. > :06:23.her face at the time. It felt like her independence

:06:24. > :06:25.was just taken away. The bus company, Network Warrington,

:06:26. > :06:28.says it's investigating Samantha's complaint and trying to track down

:06:29. > :06:32.the driver to talk to him. Samantha hopes her experience

:06:33. > :06:34.will raise awareness of the difficulties

:06:35. > :06:36.wheelchair users face and change attitudes

:06:37. > :06:46.on and off public transport. The Isle of Man could introduce

:06:47. > :06:48.DNA testing of dogs to catch people

:06:49. > :06:52.who don't pick up their pet's mess. The Manx government will consult

:06:53. > :06:54.the public on new measures to tackle the problem,

:06:55. > :07:01.as Amy Mulhearn reports. This could be all that's needed

:07:02. > :07:07.to catch Ruby's owners if they don't

:07:08. > :07:10.pick up what Ruby leaves behind. It's an idea that's being considered

:07:11. > :07:12.by the Manx government We have all been there and trodden

:07:13. > :07:19.in it and gone back home and it's in the carpet

:07:20. > :07:21.and one thing and another. It just seems to press a nerve

:07:22. > :07:24.amongst the Manx public. Proposed changes to the island's

:07:25. > :07:26.dog laws mean microchipping is set to become compulsory

:07:27. > :07:29.and licences will be abolished. But there's an idea

:07:30. > :07:31.to take this one step further You can track back

:07:32. > :07:37.from a DNA profile, dog poo on the pavement

:07:38. > :07:41.to the individual dog Profiling a dog would

:07:42. > :07:45.cost around ?30. Easy to do, non-painful

:07:46. > :07:49.and if it is something that does become mandatory,

:07:50. > :07:53.I think it is a real step forward. Dog DNA profiling has

:07:54. > :07:55.been tried elsewhere, like the London Borough

:07:56. > :07:58.of Barking and Dagenham So if the Manx public thinks

:07:59. > :08:02.it's a good idea when it goes to consultation,

:08:03. > :08:23.the island could follow their lead. Some breaking news, relating to the

:08:24. > :08:27.M 53 in the Wirral. It is said to be close overnight following the

:08:28. > :08:30.discovery of a man's wadi and the central reservation between

:08:31. > :08:33.junctions two and three. It was closed earlier this evening. The

:08:34. > :08:38.southbound carriageway was closed, then the North. Both are closed and

:08:39. > :08:42.will remain so overnight. The circumstances leading to his death

:08:43. > :08:52.run clear, but it is believed that a road traffic collision has occurred.

:08:53. > :08:58.A code date from the pelt of a South American wildcat has been seized in

:08:59. > :08:59.the region. Police say it was being illegally offered for sale at a

:09:00. > :09:01.shop. In rugby league, the new Super

:09:02. > :09:03.League season kicked-off tonight, They ground out a tough 6-4 win over

:09:04. > :09:09.Leeds at the Totally Wicked Stadium. as they came back from

:09:10. > :09:13.4-0 down at the break. The only downside was a head injury

:09:14. > :09:25.to fullback Jonny Lomax. So cold, in fact, that Robin Cooper

:09:26. > :09:29.sent us these pictures of hair ice, which he says he saw

:09:30. > :09:31.at Coniston in Cumbria. It forms where a certain fungus

:09:32. > :09:34.is growing on rotting wood, so let's get a full

:09:35. > :09:47.forecast with Dianne. and nothing changes as we go

:09:48. > :09:52.through the next couple of days. We've still got the air coming

:09:53. > :09:54.towards us from the continent. yes, cold air all the way

:09:55. > :09:58.through the weekend. Slightly less cold

:09:59. > :10:00.as we go into Monday. Over the last couple of days,

:10:01. > :10:04.it has been relatively quiet. But as you go through Friday

:10:05. > :10:06.night and into Saturday, we've got this little feature

:10:07. > :10:08.that comes towards us, it might bring some snow as far

:10:09. > :10:11.as the eastern side of England, up the Pennines, and we might get

:10:12. > :10:14.a light covering in places. There's a chance

:10:15. > :10:16.of a light covering tonight but, realistically, that's only

:10:17. > :10:18.over the highest level routes, maybe down

:10:19. > :10:20.into the Peak District. It wouldn't be unusual to see

:10:21. > :10:22.a little bit of snow this time of year under

:10:23. > :10:24.these conditions. So nothing to get excited about,

:10:25. > :10:27.and the temperatures are really about because I think

:10:28. > :10:30.for most towns and cities, and rurally quite a few

:10:31. > :10:34.degrees colder than that. You've got more cloud cover

:10:35. > :10:38.than you'd like, really. This time of year, you need

:10:39. > :10:40.a bit of sunshine - You may see a wintry

:10:41. > :10:44.shower from time to time. West is best, in particular

:10:45. > :11:07.in parts of Cumbria. sleet and snow. The outlook, Sunday

:11:08. > :11:08.will turn a bit less cold again. All the way up seven
