:01:02. > :01:03.who's offering an unusual incentive for people to become
:01:04. > :01:14.If we get evidence that helps support a prosecution
:01:15. > :01:16.against somebody, then what I am saying is simply that the cost
:01:17. > :01:19.of that fine will, for us, be used towards your council tax.
:01:20. > :01:21.You could get money off your council tax?
:01:22. > :01:23.Absolutely, a discount or free council tax.
:01:24. > :01:27.But supposing someone had a spot when ?100 and you gave
:01:28. > :01:29.someone council tax free, the two don't equate.
:01:30. > :01:33.We will make sure we use the maximum fine available to us.
:01:34. > :01:35.In other words, the reward will only equal the penalty
:01:36. > :01:42.But it isn't only irresponsible dog owners who Mayor Anderson
:01:43. > :01:50.He wants to offer a similar reward scheme to citizens who offer
:01:51. > :01:53.Councils collectively spend hundreds of millions of pounds cleaning up
:01:54. > :01:55.the aftermath of fly-tipping, so the Mayor's idea has been
:01:56. > :01:59.welcomed by a charity dedicated to keeping Britain tidy.

:05:00. > :05:02.into a new facility for people with learning disabilities, and
:05:03. > :05:06.It's a pretty good idea to open it up and let people come
:05:07. > :05:08.in and see and learn about what was here before.
:05:09. > :05:11.I think it's fantastic about what the Salvation Army is going to do.
:05:12. > :05:15.The idea is the centre won't just benefit Beatles fans,
:05:16. > :05:17.but will help the people with learning difficulties.
:05:18. > :05:20.They will work in the Heritage Centre, in the cafe
:05:21. > :05:27.It's not always easy for young disabled people to get work
:05:28. > :05:31.The Salvation Army says on Merseyside only 7% of people over
:05:32. > :05:36.16 with a disability are in paid employment.
:05:37. > :05:38.These students at Sanfield Park School in Liverpool hope
:05:39. > :05:43.that the new training hub at Strawberry Field will help.
:05:44. > :05:49.Young disabled people when they leave school do not
:05:50. > :05:52.have many places to go, to work, so they would be able
:05:53. > :05:54.to develop their skills they have learned.
:05:55. > :05:57.The Salvation Army will pick up half of the ?8 million cost and hope
:05:58. > :06:02.charities and the public will help with the rest.
