:00:30. > :00:31.Shaun Walmsley is serving a sentence for murder
:00:32. > :00:38.He was on a scheduled visit to Aintree University
:00:39. > :00:43.At the end of that visit, as he got into a car
:00:44. > :00:48.with two prison officers, two men, thought to be armed
:00:49. > :00:51.with a gun and a knife, demanded his release.
:00:52. > :00:56.The three of them then escaped in a gold-coloured Volvo.
:00:57. > :00:59.Walmsley himself is described by Merseyside Police as six-feet
:01:00. > :01:02.tall, dangerous and not to be approached by members of the public.
:01:03. > :01:06.Neither of the prison officers was hurt.
:01:07. > :01:10.Walmsley was sentenced to life imprisonment for murder in June 2015
:01:11. > :01:17.The man he killed was Anthony Duffy, who was stabbed to death
:01:18. > :01:23.He was one of four men convicted of that killing.
:01:24. > :01:26.He was described during his trial as a big-time drug dealer
:01:27. > :01:32.He has since appealed against the length of his
:01:33. > :01:46.Tonight the police are examining CCTV and talking to potential
:01:47. > :01:51.witnesses in the hope of finding him and his two accomplices. Thank you.

:01:54. > :01:55.they're struggling to deal with falling budgets
:01:56. > :02:00.Councillor Paul Brant's comments come as a major care provider says
:02:01. > :02:03.businesses across the north west are questioning whether they can
:02:04. > :02:04.continue on the money councils pay them.
:02:05. > :02:06.Here's our Health and Social Care Correspondent Gill Dummigan.
:02:07. > :02:09.This year the problems with social care have become big news,
:02:10. > :02:13.Well, for a start more of the population is over 65 -
:02:14. > :02:16.in 1974 it was just under 14% - in 2014 that had gone
:02:17. > :02:24.Social care is paid for by councils and they've had seven years now
:02:25. > :02:27.of austerity cuts which many say leaves them unable
:02:28. > :02:37.We spoke to the councils in the north west and they told us
:02:38. > :02:41.between what's needed and what they've got
:02:42. > :02:49.And in four years time that's going to be 500million.
:02:50. > :02:52.Now, unlike NHS trusts, councils can't go into debt.
:02:53. > :02:54.They have to balance the books by squeezing,
:02:55. > :02:58.To see what that looks like, we're going to start this
:02:59. > :03:05.This is Granby Hub - set up by Liverpool City Council
:03:06. > :03:07.for people who've left hospital but aren't quite ready to go home.
:03:08. > :03:11.I was trying to sit on a stool, and it tipped over
:03:12. > :03:15.To leave here, many people need a care package -
:03:16. > :03:20.help with everyday tasks like cooking and washing.
:03:21. > :03:24.The care packages have sort of dried up.
:03:25. > :03:28.Unfortunately, the bigger the care package, the harder it
:03:29. > :03:34.Liverpool City Council already buys 11,000 home care
:03:35. > :03:42.Many of the home-care providers say they are now
:03:43. > :03:44.struggling to run their businesses with the money
:03:45. > :03:49.It is actually an anti-social care model in a sense.
:03:50. > :03:51.You do not have the time to spend with people
:03:52. > :03:53.and this is something that worries us.
:03:54. > :03:55.We're here to build resilience and raise
:03:56. > :03:58.In the past few years a number of care firms
:03:59. > :04:00.have given up contracts in Liverpool and elsewhere.
:04:01. > :04:02.When the figures do not add up, people walk away.
:04:03. > :04:05.We are more resilient than that, we hang around
:04:06. > :04:07.longer, but obviously we have our limits, but I feel
:04:08. > :04:08.complete empathy with the
:04:09. > :04:10.council, who are in a very bad position.
:04:11. > :04:13.Since 2010 austerity cuts have taken seen Liverpool City Council lose 58%
:04:14. > :04:17.But in that same period the demand for adult social care
:04:18. > :04:27.There is an ever diminishing resource out there which means that
:04:28. > :04:31.those who are not strictly within the criteria
:04:32. > :04:36.It is not something we want to do, but
:04:37. > :04:41.I think anyone that looks at the current situation
:04:42. > :04:44.should be worried, and if they are not worried,
:04:45. > :04:48.The Government is allowing a 3% raise in council tax
:04:49. > :04:56.And money from a national Better Care Fund -
:04:57. > :04:59.the council says it is nowhere near enough to head
:05:00. > :05:06.A former Guantanamo Bay detainee from Manchester has been killed

:06:07. > :06:09.reviewed, the analytical evidence reviewed and if it is in a mess
:06:10. > :06:13.and there are issues with it then they may then take free of the case.
:06:14. > :06:16.But if the result is not reliable they should be
:06:17. > :06:24.It is a very difficult situation from both sides.
:06:25. > :06:31.My client has been through well over a year of criminal proceedings,
:06:32. > :06:35.with the end result being the case is dropped.
:06:36. > :06:38.Working families in the Isle of Man have been told they'll be better off
