:00:39. > :00:42.aftermath of the incident this afternoon, the scene has been sealed
:00:43. > :00:46.off with temporary barriers. There are two big metal bollards that have
:00:47. > :00:51.been knocked down and a slight dent in the wall, such was the force of
:00:52. > :00:56.the impact. Police tell us that at about 2:05pm a green Ford focus
:00:57. > :01:00.manoeuvring in this area outside main reception at Withington
:01:01. > :01:08.Hospital appears to have gone out of control. It has run into a group of
:01:09. > :01:11.pedestrians and unfortunately two women suffered what were described
:01:12. > :01:12.at the time as life-threatening injuries.
:01:13. > :01:17.Sadly, both women have died haven't they?
:01:18. > :01:23.found out that one of the women had found out that one of the women had
:01:24. > :01:27.died at around 5pm and about one hour later we were also told that
:01:28. > :01:32.the second woman had died as well. All police will tell us about them
:01:33. > :01:34.is that they were 44 and 49 and the next of kin have been informed.
:01:35. > :01:48.Well, police tell us the driver of the green Ford Focus was an
:01:49. > :01:52.89-year-old man. He has been arrested on suspicion of causing
:01:53. > :01:56.death by dangerous driving and is currently in custody and being
:01:57. > :02:00.questioned by the police. For its part the hospital says its
:02:01. > :02:06.condolence and thoughts are with the families of those two women tonight.
:02:07. > :02:09.Police say anybody who saw the collision today or sort the green
:02:10. > :02:15.Ford Focus being driven in or around the hospital early this afternoon,
:02:16. > :02:18.they are urging people who may have seen have all witnessed anything to
:02:19. > :02:22.come forward and tell them what they saw. Thank you very much.
:02:23. > :02:25.A new strain of the drug Spice, which temporarily paralyses people,
:02:26. > :02:27.is causing serious concern in our region.
:02:28. > :02:30.People who've smoked the drug often become frozen like statues
:02:31. > :02:35.The paralysis can last for up to half an hour,
:02:36. > :02:38.and people sometimes injure themselves falling over
:02:39. > :02:42.New pictures taken by the BBC today suggest some users become
:02:43. > :02:46.One charity claims 95% of Manchester's homeless community
:02:47. > :02:50.is now taking Spice, which used to be legal,
:02:51. > :02:55.Earlier I spoke to Julie Boyle from from the homeless
:02:56. > :03:03.I began by asking her how bad the situation has become.
:03:04. > :03:05.It's rife within the homeless community.
:03:06. > :03:08.I'd say that 95% of the people who are sleeping rough
:03:09. > :03:09.are probably smoking Spice, certainly with our
:03:10. > :03:19.And how do people get on to Spice to start with?
:03:20. > :03:22.It's usually given to them as a cheap alternative to cannabis
:03:23. > :03:25.and some people take it so they get to sleep at nights, so they are not
:03:26. > :03:29.aware of the dangers around them, and it soon turns into an addiction.
:03:30. > :03:30.We have seen some really horrifying pictures
:03:31. > :03:35.Just describe what it does to people who take it.
:03:36. > :03:37.Well you have got the statue-like effects that we have
:03:38. > :03:41.We have also got people who have been groomed into sex work,
:03:42. > :03:43.who have been sexually assaulted because they are completely out
:03:44. > :03:46.of it on Spice, so that different things are happening to them
:03:47. > :03:50.People might assume that heroin is the drug that has
:03:51. > :03:52.the worst impact on people, but it sounds like this
:03:53. > :03:55.It's worse than heroin, it's harder to get, people go
:03:56. > :03:59.from heroin to Spice in the hope that they can get off it easier
:04:00. > :04:04.The symptoms of withdrawal with Spice are worse
:04:05. > :04:10.Because its chemical and we don't know what's in it.
:04:11. > :04:13.We have got no idea what chemicals are in it.
:04:14. > :04:15.They change the chemical compound on a regular basis
:04:16. > :04:17.so you are playing catch up all the time
:04:18. > :04:21.to find out what's in it, in order to get an antidote for it.
:04:22. > :04:24.What can the authorities do now to crack down on this?
:04:25. > :04:25.I think more enforcement on the streets, but not necessarily
:04:26. > :04:29.It's the bigger ones who are making young people go out,
:04:30. > :04:33.carrying class A drugs they are going to prosecute
:04:34. > :04:36.if they get caught but they are also feeding their habit.
:04:37. > :04:40.We're talking about a former legal high, as we called it, are we?
:04:41. > :04:41.It doesn't appear to have worked, outlawing it?
:04:42. > :04:46.We've never had as many ambulance call-outs, police call-outs,
:04:47. > :04:49.and violence amongst our clients as we have since it came,
:04:50. > :04:52.From your experience working with homeless people,
:04:53. > :04:55.what impact is it having on people's lives.
:04:56. > :04:59.It's awful because, you know, they don't engage in any services,
:05:00. > :05:02.they lose their accommodation because they are not
:05:03. > :05:05.attending key work sessions, they have got nothing.
:05:06. > :05:09.It is tunnel vision, just heading towards where can I get
:05:10. > :05:12.And that has an impact on their life.
:05:13. > :05:16.When they run out of options, at a certain point, if they are not
:05:17. > :05:18.engaging they're not going to get anywhere to live.
:05:19. > :05:21.I know you've worked in the homeless community for some years.
:05:22. > :05:24.How would you compare this to other crisis that have come before?
:05:25. > :05:26.As I've said before, this is an epidemic.
:05:27. > :05:28.It's something that I've never seen before and the majority
:05:29. > :05:31.of the people out there are under the influence of Spice,
:05:32. > :05:32.for whatever reason, and it's the addiction that's
:05:33. > :05:35.the problem, so we need to try and tackle the addiction

:07:05. > :07:07.a nasty bug that causes serious stomach and breathing problems.
:07:08. > :07:09.Now on August 6th, 2015, traces of it were found
:07:10. > :07:15.So United Utilities ordered people to boil tap water
:07:16. > :07:20.Around 300,000 homes and businesses were affected.
:07:21. > :07:24.Restrictions were in place for roughly one month.
:07:25. > :07:25.The Drinking Water Inspectorate began an immediate
:07:26. > :07:28.investigation to find out what went wrong but as yet they are not
:07:29. > :07:36.It became a daily ritual for thousands in Lancashire
:07:37. > :07:43.For a month they were told to boil water or drink bottled water
:07:44. > :07:46.after the main supply was contaminated by a bug
:07:47. > :07:53.The source of the problem was traced to the Frankkaw treatment works.
:07:54. > :07:57.But despite 18 months of investigation by the Drinking
:07:58. > :07:59.Water Inspectorate we still don't know how it happened.
:08:00. > :08:04.I will be writing today to the Secretary of State to demand
:08:05. > :08:06.that she puts pressure on the Drinking Water Inspectorate
:08:07. > :08:10.what happened and what they are going to do about it.
:08:11. > :08:13.The Drinking Water Inspectorate, over 18 months on, is still refusing
:08:14. > :08:16.to shed any light on it, and it is not acceptable.
:08:17. > :08:19.The staff at the Brookside Care home, say the water restrictions
:08:20. > :08:24.Well, the care home sector in itself is a very
:08:25. > :08:34.demanding environment to be in, so it was an added demand that went
:08:35. > :08:37.on far longer than I think everybody expected.
:08:38. > :08:40.What do you think of the fact that 18 months on we still
:08:41. > :08:43.don't know what caused it, we still have had no official report?
:08:44. > :08:47.We still haven't had, in effect, a risk assessment to say
:08:48. > :08:49.this is what happened, this is how it happened
:08:50. > :08:55.and what measures have been put in place to stop it happening again.
:08:56. > :08:57.The Consumer Council for Water has similar concerns.
:08:58. > :08:59.We are disappointed that it has taken so long.

:09:06. > :09:08.and they are frustrated that we don't have clarity at this
