:01:38. > :01:39.I think the charities have really stepped up to the mark,
:01:40. > :01:43.in this city and others, to make it safe for people.
:01:44. > :01:47.Should it be down to the likes of charities to pick up the tab
:01:48. > :01:56.You know, shouldn't local councils and the government be doing more?
:01:57. > :01:59.I don't think government or local government is ever going to be able

:02:04. > :02:06.But it's important that charities carry on doing that work and I just
