:01:02. > :01:14.There have been safety questions at Hinkley Point in Somerset
:01:15. > :01:16.after the regulator raised concerns about cracks
:01:17. > :01:19.There have also been worries that the procedure to perform
:01:20. > :01:21.an emergency shutdown might not work.
:01:22. > :01:23.The issues have been raised by the regulator
:01:24. > :01:30.But after further inspections it has been agreed that the reactors
:01:31. > :01:35.This all comes as the new station at Hinkley has received approval.
:01:36. > :01:39.Matthew Hill has this exclusive report.
:01:40. > :01:42.Hinkley Point on the Somersdt coast is now Britain's biggest nuclear
:01:43. > :01:45.Hinkley B nuclear power station along with its Scottish
:01:46. > :01:47.sister Hunterston B, opened in 1976.
:01:48. > :01:55.The same year as this Bristol car hit the road.
:01:56. > :01:57.It's had lots of loving attention to keep it running
:01:58. > :02:01.But keeping a nuclear power station going much longer than it w`s
:02:02. > :02:08.The reactor cores are made tp of thousands of graphite blocks
:02:09. > :02:15.Bore or channels run though each block.
:02:16. > :02:18.Some channels contain nucle`r fuel rods, others have control rods
:02:19. > :02:22.Over time the blocks are dalaged by intense heat and radiation -
:02:23. > :02:27.We have obtained this image of one crack contained in a series of
:02:28. > :02:31.They reveal a third of the channels inspected at the station contained
:02:32. > :02:39.The graphite cores are held rigid by blocks that slot into kexways
:02:40. > :02:43.It was announced last year that a total of seven cracks
:02:44. > :02:47.had been found in these keyways in Hunterston.
:02:48. > :02:50.An engineer involved in the design of these reactors believes
:02:51. > :02:52.if it gets any worse, that could jeopardise
:02:53. > :02:54.the reactor s stability if there was an emergency
:02:55. > :02:57.If you lose the homogenity of the keyways, that means
:02:58. > :02:59.the locking together, the way in which force can be
:03:00. > :03:01.transferred from one brick to another is lost.
:03:02. > :03:07.So it becomes a loose, a very loose slack of bricks.
:03:08. > :03:10.So far none of these cracks have been found at Hinkley -
:03:11. > :03:13.but they could be in those parts not yet inspected.
:03:14. > :03:15.But EDF denies they pose a current safety threat.
:03:16. > :03:17.The BBC has obtained papers from the nuclear regulator that
:03:18. > :03:23.It says the discovery of thdse keyway cracks invalidates
:03:24. > :03:29.Those papers also reveal EDF wants permission to operator with up
:03:30. > :03:33.to 20% cracked bricks - twice the current limit.
:03:34. > :03:36.We as the regulator have influenced EDF to increase the resilience
:03:37. > :03:39.in terms of its shutdown capability, and they have installed what we call
:03:40. > :03:41.super articulated control rods which will allow shutting down
:03:42. > :03:45.of the core, and also in nitrogen injection systel,
:03:46. > :03:49.which again allows them to hold down the reactivity in the core `nd make
:03:50. > :03:52.sure it continues to be shut down in a safe manner.
:03:53. > :03:55.Both the regulator and EDF hnsist safety is their only considdration,
:03:56. > :03:58.but anti-nuclear campaigners fear the pressure to keep these `ging
:03:59. > :04:01.reactors going longer - until Hinckley C is built -
:04:02. > :04:07.is stretching their safety case too far.
:04:08. > :04:09.Well, Matthew joins us now in the studio.
:04:10. > :04:10.Matthew, some potentially worrying information there.
:04:11. > :04:16.You've been talking to EDF, haven't you?
:04:17. > :04:23.Essentially they have to rely quite heavily, because the UK is the only
:04:24. > :04:27.place in the world to have `dvanced gas cooled reactors so therdfore we
:04:28. > :04:30.can't look elsewhere to see what is happening to older models, we have
:04:31. > :04:37.to look at what is going on B channels, very limited of those
:04:38. > :04:39.Therefore they are relying heavily upon mathematical modelling, what is
:04:40. > :04:43.predicted to happen and there have been criticisms and concerns about
:04:44. > :04:47.about modelling that they are using special graphite advisory p`nel so
:04:48. > :04:48.I put this points to the director of operations and says what happened
:04:49. > :04:50.when I met him. You put out this press rele`se
:04:51. > :04:53.a year ago on the Hunterston B And you said at the time
:04:54. > :05:00.that the keyway cracking dods not affect the operation of the reactor
:05:01. > :05:03.and the findings have no Even knowing that the regul`tor
:05:04. > :05:13.was investigating this and within two weeks they produced
:05:14. > :05:15.this report which would talk about things like your predhctions
:05:16. > :05:17.being wrong, you know, that the 10% limit was about to be
:05:18. > :05:21.breached and they were raishng I absolutely, and the company
:05:22. > :05:31.will absolutely stand We know exactly how the cord behaves
:05:32. > :05:39.in different operational scdnarios. The core is a 1500 tonne mass
:05:40. > :05:42.of graphite, locked together, so we know because of that that
:05:43. > :05:45.having a small number of cr`cked bricks in this massive structure
:05:46. > :05:48.is completely irrelevant John Large has examined the FOI
:05:49. > :05:54.releases and he says even if you could shut down
:05:55. > :05:58.the reactor by using the control rods, the fuel could still tndergo
:05:59. > :06:02.melt and that breaks the fudl The automatic dump valves would then
:06:03. > :06:07.vent the reactor and discharge a considerable amount
:06:08. > :06:08.of radioactivity. He sees that as an
:06:09. > :06:10.increasing likelihood. We are absolutely certain
:06:11. > :06:16.that the geometry changes that would be required to interfdre
:06:17. > :06:19.with the fuel in the way th`t you have just described for simply
:06:20. > :06:22.not happen in the very, And if we thought it would happen,
:06:23. > :06:39.to be frank, we would be pl`nning Some reassuring words there from EDF
:06:40. > :06:45.but is at the end of the story? The economic pressure on EDF to carry on

:08:49. > :08:56.managing to conduct their btsiness without the need for a branch.
:08:57. > :09:00.But the local MP says banks are deserting the high stredt
:09:01. > :09:03.at an alarming rate - 11 in his constituency alond
:09:04. > :09:12.He says the banking industrx needs to have a social conscience.

:09:16. > :09:18.an accessible banking facilhty, be it a post office or a colmunity
:09:19. > :09:21.bank hub, so that people who cannot travel, cannot use the internet
:09:22. > :09:24.or small businesses have solewhere that they can do their bankhng.
:09:25. > :09:29.The charity Age UK says that banks are ignoring potentially
:09:30. > :09:33.profitable parts of society by closing branches.
:09:34. > :09:39.They can still keep those branches open by being more age friendly
:09:40. > :09:42.If they do that they are gohng to encourage more older people
:09:43. > :09:46.to bank with them so that at the end of the day they remain a resource
:09:47. > :09:48.within a community and they remain able to make money,
:09:49. > :09:51.to make a profit, to be a commercial activity.
:09:52. > :09:55.In Glastonbury they fought a very public campaign
:09:56. > :09:58.to save their banks, but to no avail -
:09:59. > :10:08.The fear is many other commtnities may now go the same way.

:12:01. > :12:05.and that figure is already tp to more than 1300.
:12:06. > :12:08.In Gloucestershire, there h`ve been more than 1600 so far in 2006.

:12:48. > :12:51.obviously been looking for our things, working out
:12:52. > :12:54.what to take, had an array of funeral sympathy cards.
:12:55. > :12:59.There was a black funeral dress still lying on the bed upst`irs
:13:00. > :13:02.So, everywhere he had been in the house, he would have seen
:13:03. > :13:04.that this wasn't a family jtst doing normal things,
:13:05. > :13:07.this was a family that were grieving.
:13:08. > :13:12.With the clocks going back they say they often see a spike in btrglaries
:13:13. > :13:16.at this time of the year - sometimes up by nearly 50%.
:13:17. > :13:18.According to the police survey here in Gloucestershire,
:13:19. > :13:23.half of us are still adverthsing that our phones are empty on social
:13:24. > :13:26.media, such as Facebook, by posting pictures when we go
:13:27. > :13:28.on holiday or checking into venues when we leave the house.
:13:29. > :13:31.More than a third of us are still leaving valuables on displax,
:13:32. > :13:35.which is a problem of coursd burglars break in.
:13:36. > :13:37.Three quarters of people apparently still aren't putting their burglar
:13:38. > :13:39.alarms on even though they have them fitted.
:13:40. > :13:42.And one in five of us are still leaving the house and not
:13:43. > :13:45.It's really simple things like having timer switches on,
:13:46. > :13:48.making sure that all your doors and windows are locked,
:13:49. > :13:55.Just little practical things, making sure that if you are away
:13:56. > :13:58.you tell your neighbours so they can keep an eye on the premises.
:13:59. > :14:01.Police will also be targeting known burglars -
:14:02. > :14:03.one suspect was arrested early this morning.
:14:04. > :14:07.All part of efforts to stop people like Sarah becoming victims.
