:00:51. > :01:03.A BBC investigation has found evidence of teenagers

:01:04. > :01:07.being exploited by a brothel in Weston-Super-Mare.

:01:08. > :01:10.The seedier side of the Victorian seaside town has been uncovered

:01:11. > :01:16.Confidential documents show the authorities discussed vulnerable

:01:17. > :01:19.teenagers handing out leaflets for Butterflys, which claims

:01:20. > :01:22.it's a massage parlour but in reality is a brothel

:01:23. > :01:30.Matthew Hill has been investigating the story and joins us now.

:01:31. > :01:33.Well, the sign above it says massage parlour, open 24/7,

:01:34. > :01:35.but really Butterflys is a brothel which has been operating

:01:36. > :01:41.It's less than 500 yards from the council and the police station.

:01:42. > :01:43."So what?" you might say.

:01:44. > :01:48.But we've uncovered evidence that girls as young as 15

:01:49. > :01:50.have helped out here, and it's still open

:01:51. > :01:56.Just a warning that my report contains undercover filming

:01:57. > :02:02.inside the massage parlour with graphic content.

:02:03. > :02:04.The Class A drugs are from around the Bonville area.

:02:05. > :02:09.She had a difficult adolescence, including

:02:10. > :02:17.At her most vulnerable, she handed out leaflets

:02:18. > :02:22.We had to make sure that we would look OK and that we had basically

:02:23. > :02:25.dressed like a load of prostitutes, stood on a street corner.

:02:26. > :02:28.Did social services know about you being there?

:02:29. > :02:32.People were telling them that I was walking around dressed

:02:33. > :02:34.like that, handing out a load of leaflets in town,

:02:35. > :02:41.These are not the leaflets but she says she even

:02:42. > :02:45.used her own image on them and that she helped out inside.

:02:46. > :02:48.I have cleaned quite a few rooms in there before and, like,

:02:49. > :02:52.The way that it's all done, it's like a show.

:02:53. > :02:55.It's like they're ready to show off their bodies and a man would sit

:02:56. > :02:59.in a chair and all the women would walk in in their underwear

:03:00. > :03:02.and he would literally get to pick which one he wanted.

:03:03. > :03:05.You were seeing things that a 15-year-old girl shouldn't see.

:03:06. > :03:08.I have seen a lot in my time, yeah, that I should have not seen.

:03:09. > :03:14.For the last ten years, the woman with the lease

:03:15. > :03:16.on the brothel has been Natalie Davis.

:03:17. > :03:24.It is clearly more than a massage parlour.

:03:25. > :03:27.There is Natalie's mobile number, and it says, "We aim to keep

:03:28. > :03:33.Working in a brothel is not illegal but running one

:03:34. > :03:46.We sent in an undercover reporter to find out.

:03:47. > :03:52.At this point, we made our excuses and left.

:03:53. > :03:54.These confidential documents show that the council and Avon

:03:55. > :03:56.and Somerset Police discussed Butterflys and teenage girls

:03:57. > :04:08.At that time when she came to us we gave her advice and very

:04:09. > :04:11.strong support around how dangerous that was.

:04:12. > :04:15.Staff should have been aware of that.

:04:16. > :04:18.Well, my staff passed that information on to the police

:04:19. > :04:20.in regard to an establishment that was a massage parlour

:04:21. > :04:24.using a 15-year-old to distribute leaflets and the police took that

:04:25. > :04:28.information and then did some checks and we have had no more referrals

:04:29. > :04:35.through to us around young people frequenting that establishment.

:04:36. > :04:37.The council and Avon and Somerset Police say

:04:38. > :04:39.they are proactive and serious about safeguarding and will act

:04:40. > :04:44.Police say they found no evidence of underage girls

:04:45. > :04:50.Despite all the problems in Weston, Amber has turned her life around,

:04:51. > :04:54.but it hasn't been easy, and what about all the other

:04:55. > :05:01.This was an Inside Out West investigation.

:05:02. > :05:07.The story is really asking questions about the culture

:05:08. > :05:11.of North Somerset Council based on internal documents

:05:12. > :05:15.and talking to many people about how they look

:05:16. > :05:20.Now the council insist safeguarding is a priority

:05:21. > :05:31.But we've discovered disturbing posts on pictures of young girls

:05:32. > :05:33.on the Facebook account of a council employee.

:05:34. > :05:38.And we've uncovered evidence of a known sexual predator operating

:05:39. > :05:43.on the town's estates here before his death last year.

:05:44. > :05:46.There are questions there about whether the council missed

:05:47. > :05:55.an opportunity to gather DNA evidence of a sexual assault.

:05:56. > :05:58.And the full investigation will feature on Inside Out West.

:06:20. > :06:25.by a security guard for suspected shoplifting has been named.

:06:26. > :06:27.Kieran Church died on Thursday in The Shires car park.

:06:28. > :06:32.Today his family said Kieren was a much loved son, brother,

:06:33. > :06:38.A 20-year-old man from Trowbridge who was arrested on suspicion

:06:39. > :06:42.of manslaughter has been released on bail.

:06:43. > :06:45.A Gloucester man has been charged following an alleged hate crime

:06:46. > :06:49.Jeffrey Warren is accused of the racially motivated

:06:50. > :06:54.assault on Petrus Undari, in Great Western Road in November.

:06:55. > :06:57.He's also been accused of the same offence against a police

:06:58. > :07:02.Jeffrey Warren, who's 46, is due to appear at Gloucester

:07:03. > :07:08.A brawl in a pub in Trowbridge at the weekend has been described

:07:09. > :07:11.by a veteran police Sergeant as the worst he's seen in more

:07:12. > :07:18.One of his colleagues was injured and we know of at least one pub-goer

:07:19. > :07:21.who had to be rushed to hospital after being hit with a bottle.

:07:22. > :07:24.Film footage shows dozens of people in the bar fighting.

:07:25. > :07:34.The Albany Palace bar in Trowbridge, erupting into violence in the early

:07:35. > :07:38.I've never seen nothing like it, mate.

:07:39. > :07:40.21-year-old lorry driver Tommy Arkle from Devizes filmed

:07:41. > :07:48.His friend had to be rushed to hospital in Bath, covered in blood.

:07:49. > :07:52.I walked down to the bar with a few mates and had a few drinks.

:07:53. > :07:54.Turned round and then next minute a bottle came across,

:07:55. > :07:58.hit me on the head and then I think I got hit on the eye as well

:07:59. > :08:03.You wouldn't expect in a little town, just to call out

:08:04. > :08:05.for a couple of drinks, come back and...

:08:06. > :08:11.This police Sergeant knows Trowbridge well.

:08:12. > :08:21.I think there are always incidents where alcohol is involved,

:08:22. > :08:23.always the possibility of there being disorder,

:08:24. > :08:26.but I think it is unusual to have that sort of scale of disorder

:08:27. > :08:30.Wetherspoon's says the fight caused distress for customers

:08:31. > :08:47.One-off, perhaps, but it still raises concerns about safety

:08:48. > :08:54.Usually the little ones can be controlled and it doesn't really

:08:55. > :08:57.bother you but when something like that big is happening you just

:08:58. > :09:00.want to kind of step back and there is no way to get out.

:09:01. > :09:04.It doesn't make you feel very safe, no.

:09:05. > :09:07.I see little fights all the time, but they get controlled,

:09:08. > :09:11.and big ones like that don't seem to occur regularly.

:09:12. > :09:14.But, no, I think they should be ashamed of themselves.

:09:15. > :09:17.Police are appealing for anyone who witnessed

:09:58. > :10:00.Some of the children with the highest levels of need

:10:01. > :10:03.are being let down by their local authority in South Gloucestershire.

:10:04. > :10:06.A report by Ofsted describes some of the services as "inadequate"

:10:07. > :10:15.When it comes to looking after the most vulnerable

:10:16. > :10:18.children in society, it's councils who have to step in.

:10:19. > :10:20.But, in the report released this morning, Ofsted found

:10:21. > :10:24.South Gloucestershire's approach showed some "critical weaknesses".

:10:25. > :10:29.There were concerns over leadership, for the care of children at risk

:10:30. > :10:32.of sexual exploitation, and for those with disabilities.

:10:33. > :10:55.Staff shortages have meant 170 children with disabilities

:10:56. > :10:58.were having to wait and wait for their assessments, in one case

:10:59. > :11:01.We're very sorry that this has occurred.

:11:02. > :11:03.We're quite determined to improve our services, and,

:11:04. > :11:06.as Ofsted observed when they came, when they drew this to our attention

:11:07. > :11:15.I can assure that all of those cases identified by Ofsted have now been

:11:16. > :11:19.allocated to social workers and are receiving a service from us.

:11:20. > :11:21.It is not just here in South Gloucestershire

:11:22. > :11:23.that the children's services department has had

:11:24. > :11:28.In fact, nationwide, around one in four council

:11:29. > :11:32.children's departments are reckoned to be failing.

:11:33. > :11:34.Many councils say it is down to difficulties in recruiting

:11:35. > :11:41.There is an issue with churn of social workers, both at manager

:11:42. > :11:45.and standard social worker level, and it is having that stable

:11:46. > :11:47.workforce that is essential to a service being able

:11:48. > :11:53.This council aims to climb from "inadequate" to

:11:54. > :11:56.It has already set out its own improvement plan,

:11:57. > :11:59.but with shrinking budgets and a scarcity of trained staff,

:12:00. > :12:01.South Gloucestershire knows reversing the failings identified

:12:02. > :12:04.today will be anything but child's play.

:12:52. > :12:54.Hundreds of fellow musicians are now getting tested,

:12:55. > :13:16.This is Stephen Sykes playing solo at a concert last summer.

:13:17. > :13:18.As a talented trombonist, he has played with orchestras

:13:19. > :13:22.But he has been unable to perform since this video was shot.

:13:23. > :13:25.Chemotherapy doesn't appear to be working.

:13:26. > :13:27.His cancer is aggressive - stage four.

:13:28. > :13:30.Doctors say he needs a stem cell transplant.

:13:31. > :13:32.The cancer's got into my bone marrow which means that

:13:33. > :13:41.without a stem cell transplant, it's not looking too good, really.

:13:42. > :13:44.Normally this would be OK because there is the donor system

:13:45. > :13:49.now, but they can't find a donor for me anywhere in the world,

:13:50. > :13:56.They need to get as close a match as possible to avoid additional

:13:57. > :14:05.feeling like I ought to stand outside the supermarket and sort of

:14:06. > :14:17.With their connections with the music world,

:14:18. > :14:20.his family have appealed to other musicians.

:14:21. > :14:23.In Cornwall, members of St Austell Town Band

:14:24. > :14:30.Take the swabs out, swab inside of your cheek and just put

:14:31. > :14:34.them back in here and we'll send them back off and then

:14:35. > :14:36.see if it is a match for anybody to help.

:15:38. > :15:39.and Avon Canal near Marlborough. The Crofton Beam engines

:15:40. > :15:41.are the oldest in the world but still do the job

:15:42. > :15:45.they were made for. They were built to pump water

:15:46. > :15:48.to feed the canal, where one section The repairs are to the steam boiler,

:15:49. > :15:56.they cost 45,000 pounds, and our Wiltshire reporter

:15:57. > :16:00.Will Glennon has been to see them. It's a skilled physical job,

:16:01. > :16:03.in cramped conditions but essential work for the future

:16:04. > :16:09.of the Crofton Beam engines. A pair of powerful steam engines,

:16:10. > :16:18.to pump the water uphill. The canal here rises 40 feet

:16:19. > :16:34.and without artificial Old men loves to come and play with

:16:35. > :16:38.our machines but it is more than that. It is the historical content.

:16:39. > :16:44.When this was built, it was rural Wiltshire. It must have been just

:16:45. > :16:49.like the iPad coming now. The social impact of these machines. It is

:16:50. > :16:52.seeing somebody standing here, driving this machine, making it

:16:53. > :16:53.work, and there is nothing like it today.

:16:54. > :16:54.The original engine dates back to 1812,

:16:55. > :17:05.But the steam boiler needs repairs to keep going.

:17:06. > :17:14.The rivets that need replacing in this boiler are getting burnt out

:17:15. > :17:21.largely, some are cut out, but burnt out, punched out, and then hopped

:17:22. > :17:22.rivets replacing them. The main complication is getting to them.

:17:23. > :17:27.They are in awkward places to reach. An electric pump now

:17:28. > :17:29.mostly does the work. But sometimes it fails,

:17:30. > :17:31.so the steam needs to be used. Plus it's run through

:17:32. > :17:41.the summer for visitors. The work they're doing on the steam

:17:42. > :17:48.boiler is vital because it is the steam that powers the piston which

:17:49. > :17:49.powers the beam engine and that pumps the water into the canal.

:17:50. > :17:58.That's when the Crofton Beam Engines will re-open to the public

:17:59. > :18:04.and the canal will be filled by steam power once again.

:18:05. > :18:07.Now, when a bride from South Gloucestershire decided

:18:08. > :18:10.a Bedford Rascal would be just the thing to get her

:18:11. > :18:14.to her wedding on time, there was a very special reason.

:18:15. > :18:17.Hannah Allen wanted the van as a tribute to her late father

:18:18. > :18:22.So her mum Wendy went on Radio Bristol to ask

:18:23. > :18:32.Alex is outside now with the happy couple.

:18:33. > :18:44.I just popped outside the studio. Isn't it gorgeous? Wouldn't you love

:18:45. > :18:53.to turn up in this van? How did this all come about? We got approached by

:18:54. > :18:55.Wendy, Hannah's mum, asking if we could help her find a word-mac for

:18:56. > :19:13.her daughter's wedding. -- Bedford Rascal. We found one but

:19:14. > :19:18.it failed its MOT. We managed to find one down, in Bedford of all

:19:19. > :19:25.places, so on Thursday I drove there and picked it up and here it is. And

:19:26. > :19:28.you kept it a secret. Hannah did not know anything throughout, despite

:19:29. > :19:42.the fact we were following the cycle on radio Bristol. Give us a marker

:19:49. > :19:54.Here is the happy couple. Congratulations. What did it mean to

:19:55. > :19:59.you to have this van turned up on your wedding day? It is a memory of

:20:00. > :20:06.my dad who passed away about three years ago and I have always known

:20:07. > :20:10.him to own a Bedford Rascal, in a variety of colours, but not this

:20:11. > :20:13.gorgeous blue, and he was a Rovers supporter as well so the fact it

:20:14. > :20:21.came in this colour was amazing as well. It made the day, it was like

:20:22. > :20:30.he was here, sitting next to my mum driving to the venue. My mum drove

:20:31. > :20:37.it. I believe James, who picked it up, had to learn to drive with a

:20:38. > :20:43.choke. And James it was a special moment. You are in on it? Wendy and

:20:44. > :20:47.I had looked online for a while to try to find one anywhere and it

:20:48. > :20:54.didn't come to any luck at all and then we got a call -- I got a call

:20:55. > :20:58.from Wendy to say she had e-mailed BBC Bristol and everything has been

:20:59. > :21:03.fantastic. I am so grateful to everyone who has helped. What a

:21:52. > :21:58.van. Her husband died at Christmas so she was really pleased that this

:21:59. > :22:00.was given four year celebration. -- for your celebration. His little

:22:01. > :22:06.treasure became our little treasure. Now this is a true love story

:22:07. > :22:08.but of course tomorrow is that fun time of year,

:22:14. > :22:14.Tickenham Primary School in North Somerset to ask the pupils

:22:15. > :22:17.for their thoughts I should mention it's the school

:22:18. > :22:21.that has a dachshund called Gatsby to help the pupils learn respect,

:22:22. > :22:23.compassion and empathy. That will explain why

:22:24. > :22:34.he keeps popping up. Do you think that at home

:22:35. > :22:38.there will be a Valentines theme? Can you text somebody,

:22:39. > :22:47.because we are in a world of technology now and just say,

:26:09. > :26:18.Temperatures dropping to 6-7 into Wednesday morning. A misty and murky

:26:19. > :26:22.start on Wednesday. Some showers in the afternoon, some on the heavy

:26:23. > :26:28.side but later we will see brighter spells as well. Temperatures

:26:29. > :26:33.creeping up every day, 10-11 on Wednesday. On Thursday, the weather
