:01:21. > :01:23.money for good causes deny they've been misleading the public.

:01:24. > :01:26.They sell leaflets across the country in the name

:01:27. > :01:31.But concerns have been raised that they could be

:01:32. > :01:34.mistaken for a charity, when they're not.

:01:35. > :01:42.Scott Ellis has this exclusive report.

:01:43. > :01:46.Two street vendors from the Bristol based organisation.

:01:47. > :01:49.Filmed by a passerby in Northampton recently.

:01:50. > :01:55.Their leaflets offer dietary advice - in exchange for donations.

:01:56. > :01:58.What worried the man filming was what appeared to be

:01:59. > :02:04.charity fundraising was in fact a business.

:02:05. > :02:10.One I was the well-intentioned that people should give money in the

:02:11. > :02:14.belief that they were giving to charity. It is certainly the case

:02:15. > :02:16.that everyone who gave thought they were donating to charity.

:02:17. > :02:18.Dan Plews called for a council licencing officer.

:02:19. > :02:20.Who arrived and said the leaflets were misleading.

:02:21. > :02:23.Because they featured the names of two charities.

:02:24. > :02:24.Since they weren't licenced for charity collections

:02:25. > :02:32.There have been others who've raised concerns about the street vendors.

:02:33. > :02:34.This is the same vendor being questioned by police

:02:35. > :02:42.Dan Budd says he spotted a vendor in Thornbury last year.

:02:43. > :02:44.Having lost his younger sister to cancer,

:02:45. > :02:52.he tried investigating more about where the money was going.

:02:53. > :02:59.There is no information at all about what percentages are going towards

:03:00. > :03:01.the publicity costs, staff costs, the people collecting or obviously

:03:02. > :03:02.ultimately what percentage is going to charity.

:03:03. > :03:06.The group behind the leaflets is called "Salubrious Periodicals."

:03:07. > :03:09.Their website has been taken down recently.

:03:10. > :03:11.It has a mailing address here in the centre of Bristol.

:03:12. > :03:13.But we managed to contact them by email.

:03:14. > :03:17."A representative told us they set up Salubrious Periodicals

:03:18. > :03:20.after their son had to undergo tests for cancer.

:03:21. > :03:24.Saying they want to expose carcinogenic foods sold to children.

:03:25. > :03:27.They say the vendors we've mentioned thought they were acting legally.

:03:28. > :03:31.And they'll take steps to maintain good conduct.

:03:32. > :03:34.They add that if any customers feel they "misinterpreted

:03:35. > :03:38.the transaction" then they can have a full refund."

:03:39. > :03:41.They wouldn't tell us what per centage of their money

:03:42. > :03:44.The two charities mentioned in the leaflets told us

:03:45. > :03:57.And now they want their names taken off the leaflets.

:03:58. > :04:05.This former employee who worked for them but was an anonymous contact

:04:06. > :04:08.us. He left after four months saying that he discovered while he was

:04:09. > :04:12.there that the organisation was not linked to charity. It was not a good

:04:13. > :04:17.thing he was doing if you not being a charity because he was not proving

:04:18. > :04:21.to us he was paying a charity, we did not see any preferred evidence.

:04:22. > :04:25.We contacted the company about the claim that they have not replied.

:04:26. > :04:29.The Charity commission say they are aware of the concerns raised in the

:04:30. > :04:33.sub -- raised in this report and they say that street fundraisers

:04:34. > :04:35.should have a local authority licence. Adding that transparency

:04:36. > :04:37.with the public is key. Gerald Oppenheim is Head of Policy

:04:38. > :04:39.at the Fundraising Regulator - I asked him how people can be sure

:04:40. > :04:43.about where their money is going when they donate

:04:44. > :04:53.in the street? Look to see whether the person

:04:54. > :04:58.asking you for money is wearing something that identifies them

:04:59. > :05:04.clearly from a charity, check they have some identification and check

:05:05. > :05:07.that they know what they are collecting four. It is fine for them

:05:08. > :05:12.to ask these questions before they give? Absolutely because you need to

:05:13. > :05:17.be sure you're giving to something that is real. It is not illegal to

:05:18. > :05:21.sell leaflets but some people are finding it confusing and assuming

:05:22. > :05:26.that anyone holding a bucket in the street is from a charity. Does the

:05:27. > :05:29.need to be a change in the rules to make that clear? I think the rule

:05:30. > :05:36.change by the become located because there are things given out on the

:05:37. > :05:39.street, morning newspapers, that that is Beverley legal to do that so

:05:40. > :05:45.you would not want to catch things like that in changing the law. The

:05:46. > :05:47.important thing is if you think somebody is doing something they

:05:48. > :05:53.shouldn't that you report them to the police or the local authority.

:05:54. > :05:58.Lots of money is collected on the streets and health charities usually

:05:59. > :06:03.but what is your advice on the best way for members of the public to

:06:04. > :06:07.give? The best way is to take your time and make your own decisions

:06:08. > :06:10.about what you want to give to, how much you want to give up when you

:06:11. > :06:15.want to do it. All good charities have websites these days, you can

:06:16. > :06:17.donate online or you can even send an old-fashioned check if you want

:06:18. > :06:22.to. Thank you. A police search at the former

:06:23. > :06:24.Swindon home of murderer Christopher Halliwell has finished

:06:25. > :06:29.with no significant discoveries. Specialist officers have

:06:30. > :06:31.been checking the garden and garages of two properties

:06:32. > :06:35.for nearly two weeks. Halliwell's serving two life

:06:36. > :06:54.sentences for killing Becky Godden A driver who crashed well using his

:06:55. > :06:57.mobile phone and killing a man from Swindon has been jailed. He was

:06:58. > :07:05.arguing with his girlfriend when he caused the crash on the 34 in June.

:07:06. > :07:07.28-year-old Gavin Roberts died, his girlfriend met Stratford

:07:08. > :07:11.face-to-face as part of a scheme called restorative justice.

:07:12. > :07:13.The scheme to electrify the Great Western Railway has been

:07:14. > :07:17.The Public Accounts Committee say it's a "stark example of how not

:07:18. > :07:22.The work is already up to 3 years behind schedule and more

:07:23. > :07:27.Now there's concern that several sections, including around Bath,

:07:28. > :07:29.will never be electrified - even though 130 million pounds

:07:30. > :07:31.has already been spent on preparatory work.

:07:32. > :07:41.Our political editor Paul Barltrop is at Temple Meads now.

:07:42. > :07:48.What has gone wrong? I am sure plenty of passengers would like to

:07:49. > :07:53.know. This is the busiest station in the West Country, 10 million

:07:54. > :07:56.passengers a year make their way through the beautiful building in

:07:57. > :08:00.me. And it is one of the last major links in the country, not yet to be

:08:01. > :08:05.electrified. The line from here to London. This was the plan, they

:08:06. > :08:09.wanted to run electric wires from Paddington down to Swindon, on to

:08:10. > :08:13.Bristol Parkway and on to Cardiff and there would be a sudden spurt

:08:14. > :08:19.splitting Swindon, going through Chippenham, Bath and future Bristol.

:08:20. > :08:23.But the project ran into trouble and the education was then disturbed in

:08:24. > :08:29.places from Chippenham three here to Temple Meads, and from here to

:08:30. > :08:32.Parkway. The last few months MPs on the Public Accounts Committee have

:08:33. > :08:34.been trying to find out why it all went so wrong.

:08:35. > :08:41.The report by MPs highlights the millions of pounds paid to lease

:08:42. > :08:43.new electric trains, which can't yet use the tracks.

:08:44. > :08:45.Installing the wires has proved very challenging,

:08:46. > :08:54.With costs soaring the government indefinitely deferred

:08:55. > :08:55.electrification on the section between Chippenham and

:08:56. > :09:05.The report demonstrates how badly planned, conceived and delivered

:09:06. > :09:07.this whole project has been in for us in Bristol it is really worrying

:09:08. > :09:11.because we were promised certification but now seems unclear

:09:12. > :09:13.what the benefits are or indeed if it will ever happen.

:09:14. > :09:16.All the electric trains are having to be fitted with diesel engines.

:09:17. > :09:18.On a visit to a Wiltshire firm which provides parts

:09:19. > :09:20.for the new trains, the Rail Minister

:09:21. > :09:33.Technology means we have combined trains, that can run an electric and

:09:34. > :09:39.diesel. That is a compromise, it is not about mentally clean. It brings

:09:40. > :09:40.benefits to the passengers, more rapidly than would otherwise be the

:09:41. > :09:42.case. the ?130 million spent preparing

:09:43. > :09:47.for electrification in places where it's now been deferred,

:09:48. > :09:49.such as here in Bath where line was shut for six weeks in summer

:09:50. > :09:53.2015 - and there are more This time the work's

:09:54. > :10:01.definitely needed. They're lengthening the platforms

:10:02. > :10:04.to take the new trains which will But it means more

:10:05. > :10:15.inconvenience for passengers. It's just makes it so frustrating,

:10:16. > :10:18.trying to get somewhere, using what is the alternative? I can drive by

:10:19. > :10:23.the traffickers is a nightmare. There is no alternative. It is just

:10:24. > :10:24.a pain because you have to find another way. It is ridiculous.

:10:25. > :10:26.Network Rail insist the project is now on track

:10:27. > :10:33.for completion by the end of next year.

:10:34. > :10:39.It must be said that the MPs are not quite so confident, they say

:10:40. > :10:44.December 2018 might be optimistic and are also looking at the budget,

:10:45. > :10:46.2.8 billion for the whole project, they are not entirely sure if it'll

:10:47. > :10:49.stick that plan. Thank you.

:10:50. > :10:51.A tree's been planted today in memory of Bijan Ebrahimi,

:10:52. > :10:56.a disabled man who was murdered in a vigilante attack in Bristol.

:10:57. > :10:58.Last year, a police constable and a community support officer

:10:59. > :11:02.were jailed for failing to protect him.

:11:03. > :11:05.And today the chief constable gave another public apology,

:11:06. > :11:12.There's a new tree in Queen Square today.

:11:13. > :11:19.In 2013, Bijan Ebrahimi repeatedly called the police

:11:20. > :11:25.Two days before he died, he filmed this encounter with Lee James,

:11:26. > :11:31.the man who would later punch and kick him to death.

:11:32. > :11:39.But he was seen by the police as a time-waster and a nuisance.

:11:40. > :11:46.A lot of his life was a tragedy, and avoidable tragedy. We should have

:11:47. > :11:48.saved him. Political leaders, senior police

:13:43. > :13:45.donations and taking changing everything, but ?1000 is a lot of

:13:46. > :13:46.money to finance a sock. The thing is the charity isn't

:13:47. > :13:58.sure whether this was a genuine, We have plenty of socks still here,

:13:59. > :14:01.not so I am afraid the ?1000 writing. They were taken to the

:14:02. > :14:05.police have now backed the cash while they try and solve the mystery

:14:06. > :14:11.but we do have a picture. Take a look at this and tell me, in these

:14:12. > :14:12.socks yours? Because if they are the police and the charity would be keen

:14:34. > :14:36.and nappies, toiletries, a lot of aid to them.

:14:40. > :14:48.I wonder if it is someone being very generous! Or someone is missing a
